REPORT

IT IS WITH GREAT PLEASURE I PRESENT TO YOU THE DIAL BEFORE YOU DIG VIC/TAS ANNUAL REPORT. WE HAVE CONTINUED TO PRODUCE STABLE RESULTS IN THE FACE OF NATIONAL AND INTERNATIONAL FINANCIAL INSTABILITY, WITH OUR COMMITMENT TO MEMBERS, THE COMMUNITY AND KEY STAKEHOLDERS REMAINING UNDIMINISHED. The past year has brought about a great deal of insecurity in the world, financially, politically and environmentally. Whilst these factors have played a significant role in all our lives, the key to survival has always been the light at the end of the tunnel. I’d like to think of 2008/09 as being a year where we have really taken bold steps to further consolidate our position, both historic and future. The completion of key plans and the development of strategic partnerships across Victoria and Tasmania are testimony to our desire to ensure the Association remains relevant, viable and accountable. Given the success of the past year, in terms of strategy and direction, it all augurs well for the years ahead. First however, here’s a snapshot from the past year focussing on the six key areas of the Association as referenced in the strategic five-year plan for 2007 to 2011. AREA ONE – Ensuring Service Quality for Users With the aim of continual improvement of our services to attract new Members and satisfy our Users, the Association has formalised its service improvements via the implementation of Dial Before You Dig Vic/Tas Service Guidelines. Outlining the responsibilities of both our Users and Asset Owners, the Service Guidelines set appropriate standards that our Users and Asset Owners will be recommended to comply with.

The Association also released our User Kit to provide useful information to further improve its service and prevent injury. Designed to help all Users, the kit aims to reduce the risk of damage or disruption to underground infrastructure and prevent serious and fatal injuries to people digging and others by providing information to help them make informed choices before digging. AREA TWO – Dealing with Potential Threats and Constraints The past year has seen the Association put measures into place to proactively reduce any potential threats and constraints. These measures include building agreements and partnerships with strategic partners, such as EnergySafe Victoria and WorkSafe Victoria. One of the aims of these partnerships is to reduce the risk of injury to workers through damage caused annually to networks of underground assets. The partnerships also ensure the risks associated with excavation incidents are minimised. The Association is developing a way to integrate their development of an Issues Incident Register to a more accessible way to track trends associated with any damage to underground pipes and cables. This register will assist Dial Before You Dig Vic/Tas to be able to tailor information to both our Members and Users, highlighting worrying trends occurring with underground asset damage.

AREA THREE – Expanding Dial Before You Dig’s Influence In 2008/09 Dial Before You Dig Vic/Tas continued to improve its partnerships with WorkSafe Victoria and EnergySafe Victoria, the Municipal Association of Victoria (MAV), the Institute of Public Works Engineers of Australia (IPWEA), Housing Industry Association (HIA) and the Civil Contractors Federation (CCF). These agreements and partnerships strengthen our relationship with the Victorian and Tasmanian Governments and Industry Associations and provide our Association with opportunities to participate in joint promotional and awareness activities. AREA FOUR – Developing a Framework for Accountability The Dial Before You Dig Vic/Tas Service Guidelines were launched on 12 June 2009 by the Hon Peter Batchelor MP. These Guidelines will provide the Association with a system that will provide consistency and minimum standards for enquiry responses from our members and recommend actions to minimise the risk of damages and injuries on the work site. The guidelines outline: • The responsibilities of people and companies planning to dig, including excavators, planners and engineers • The responsibilities of asset owners, including water, gas and electricity companies; and • Information about Dial Before You Dig in Victoria and the service it provides. These Service Guidelines include the research conducted for improved enquiry lodgement and feedback we have received from our Users, especially in relation to the service issues they have encountered.


AREA FIVE – Expanding our Range of Services To ensure the viability of the Dial Before You Dig Vic/Tas service into the future, the Association, in conjunction with the National body, the Association of Australian Dial Before You Dig Services (AADBYDS), has begun to investigate additional services for our Users and Asset Owners, which will complement the current service we provide. This investigation will endeavour to deliver options for State Associations moving forward that will lead to new potential service opportunities, therefore widening our scope to expand our Member base and increase our number of Users. This process will involve working with our Users and Members to ensure we meet all of their needs. In addition the Association has committed to opportunities to support organisations such as NULCA who are active in defining standards for underground locator entities. Organisations such as NULCA are an important element of the asset location equation that commences with Dial Before You Dig. AREA SIX – Increasing Membership In 2008/09 Dial Before You Dig Vic/Tas attracted 16 new applications for membership, across four different membership classes; an increase from the 12 new members in 2007/08. These 16 new members now see a total membership base of 176 for the Dial Before You Dig Vic/Tas service, across our seven membership classes. Though pleased with the increase in membership we have experienced this year, it will remain a major focus of the Board and the Association to continue increasing our membership base further, so we can consistently improve the breadth of service to our Users, especially in the water and local government classifications. With the recent developments and proposed change in legislation in NSW, we are hopeful to leverage some of that goodwill toward the Vic/Tas Government’s landscape.

Along with increasing membership, there is a focus and commitment to improve service delivery platforms with the new Version 2.6 digSafe application. The Board and Management team continue to work with national body (AADBYDS) to ensure service levels are maintained or improved and that Members and Users requirements are acknowledged and addressed. A desire to combine increased and effective service delivery, together with a focus on encouraging use of our service via the web, will remain an ongoing strategic goal for the Association. I am pleased to have retained the support of the Membership and the Board of Management in my capacity as Member Director (Electricity Industry) and current Chairperson. The Association’s accountability will also be reinforced through the Governance Sub-Committee in 2010 and the continued efforts of our Executive Sub-Committee. In conclusion, I wish to express my gratitude to the Board of Management and Staff for their commitment and support for the Association, and to our Members and Users whose commitment and patronage enable the service to retain a reputation as one of the world’s best. On reflecting upon the current year and the success achieved in a generally adverse financial climate, I look forward to the Association and its Members celebrating the 20th anniversary of the Dial Before Dig Vic/Tas service, from the inaugural days as Melbourne One Call service to the current organisation with a clear strategic direction and defined and embedded relationships with key authorities. REPORT

WHILST THE WORLD ECONOMY HAS IMPACTED UPON OUR DAILY LIVES AND HAS EMBEDDED ITSELF INTO THE GLOBAL PSYCHE, THE WORLD ITSELF HAS NOT STOPPED ITS REVOLUTIONS AND THE SAME CAN BE SAID FOR OUR BUSINESS.

Not content with the current growth levels the organisation engaged the services of an independent assessor to gauge the impact of current growth initiatives and to explore additional opportunities to further strengthen this key strategic goal.

In this uncertain time, whilst we have had to scale back our level of activity, we still grew albeit at a lower level than in previous years. There have still been a number of achievements, highlights and changes throughout the 2008/09 financial year that have delivered another positive year of growth for Dial Before You Dig Vic/Tas.

Along with increased participation and sponsorship at trade shows and conferences across Victoria and Tasmania, advertising activities for Dial Before You Dig Vic/Tas in 2008/09 have included radio advertising in metropolitan areas and television throughout regional Victoria and Tasmania. The focus on increases in online enquiries will continue with more work planned for 2009/10 by converting the high volume users who currently access the Dial Before You Dig Vic/Tas service via phone and fax to lodge their enquiries online. The use of the web to lodge enquiries will become quicker and easier with the introduction of digSafe V2.6 during 2009/10, whilst maintaining the level of control with Users.

On an organisational level, the Association has consolidated their move to Essendon Airport, as part of a new Business Park. The Association’s resources increased with the contract appointment of Spiro Lambropoulos to the Marketing team, to help improve the communication of our service to both our Members and Users. His recent appointment has already seen the Association make greater use of media, in addition to providing an in-house creative talent. The contract appointment has also allowed myself, as State Manager, to give additional focus to strategic issues identified as part of our 2007-2011 strategic plan. Again, one of the major ongoing objectives of the Association in recent years has been the continued effort to increase our percentage of online enquiries. It is pleasing to report the number of online enquiries rose to 57.7 per cent, up from 54.1 per cent in 2007/08. This continued growth vindicates the Association’s increased marketing and advertising activities over the past 12 months.

As well as experiencing online enquiry growth, the Association also recorded an overall increase of 2.9 per cent on all enquiries (137,520) compared to the previous financial year. Our ongoing growth in overall enquiries, despite a worsening economic climate, saw the Association retain the highest proportion of total national enquiries at 27.8 per cent. This growth has resulted in the Association achieving a four-year average increase of 8.85 per cent, the highest growth of any State Association during this time.


Another highlight for the Association continues to be our sponsorship of Rex Broadbent in the Targa Tasmania. This sponsorship provides excellent, positive and wide-ranging exposure of the Dial Before You Dig Vic/Tas brand throughout Tasmania, with Rex Broadbent once again defending his Classic Outright competition title for a hat-trick of wins. This major event sponsorship is supported by other event sponsorships, with the Association again involved with the Epic Beach Games and sponsorship at the 2008 HIA Tasmania Housing Awards in both Victoria and Tasmania. Continuing the sporting theme, we proudly sponsored Vega FM’s footy tipping competition enhancing our radio exposure, in addition to getting our brand in the email inboxes of all tipsters twice a week. Looking forward to 2009/10, with the new challenges that will arise in the changing economic conditions, Dial Before You Dig Vic/Tas sees itself well positioned to continue its steady and sustained growth. We will continue our push to increase our percentage of online enquiries, via targeted information sessions and our ongoing marketing and advertising activities. The coming year will also see the Association, in conjunction with the national body, continue its investigations into the new services we could provide to our Users, which will also broaden our capacity to attract new Members. I’d like to thank the Staff and Directors of the Association for their ongoing support and the effort they have continued to provide in the face of challenging economic times. BOARD

MEMBERS MR SCOTT REID CHAIRMAN Scott represents the Electricity Industry and is employed by Jemena Pty Ltd. Scott has 26 years of experience in the electricity industry and in his current role as National Manager, Asset Data Services, he is responsible for the management of geo spatial data relating to Jemena owned/ managed assets including local and interstate gas and electricity networks. In addition the Asset Data Services group is responsible for the delivery of Dial Before You Dig’s information, Design Drafting and Operations property management functions. Scott first joined the Board in November 2002 and has been the Association’s Chairman since November 2003. MR JASON HARRIGAN VICE CHAIRMAN AND TREASURER Jason represents the Telecommunication Industry on the Board and as Telstra’s Network Manager for PSTN S12 and Soft Switch/IP has in excess of 28 years experience in the telecommunications industry. This has involved extensive periods in internal and external construction along with radio, mobiles, transmission and PSTN operations and project management roles. Jason joined the Board in November 2005 and has been the Association’s Treasurer since November 2007. MR KELVIN WARD Kelvin represents the Local Government sector. He is employed by Knox Council as the Manager Engineering Services. He has over 30 years experience in local government in Victoria. He first joined the Board in February 2007.

MS KAREN STIFF Karen represents the Water Industry and is employed as the GIS/Property Manager at Yarra Valley Water. Karen manages the GIS and Property team who are responsible for updating the Geographic Information System (GIS) with the Sewer and Water Pipes that are built beneath the ground. Karen joined the Board in March 2007. MR NEIL PENDERGAST Neil represents the Oil and Gas Industry and is employed by Tenix Maintenance Services as a Technical Manager. He is experienced in all aspects of engineering, operational and retail gas distribution and transmission systems. Neil has worked in a variety of roles in gas operations within Asset Management, maintenance and construction contract delivery into a number of gas companies. He has also worked closely with the regulatory bodies and is a member of the Australian Standards and the Australian Pipeline Industry Association Ltd. Neil joined the Board in November 2005. MR ADRIAN GRANGER Adrian is a Board Member of the Civil Contractors Federation Tasmanian Branch, a position he has held since 2000. Adrian’s career started in the late 1970’s with the Tasmanian Government as a Cadet Draftsman, and since then he has worked as a consultant, and runs his own Civil Engineering Consulting firm and Civil Contracting business. Adrian is also a member of the Building and Construction Industry Council, the Tasmanian Building and Construction Industry Training Board, Road Construction Industry Forum, the Australian Institute of Company Directors and OZ Help Board. Adrian joined the Board in November 2006 and represents the Non-Asset Owner Class.


MR KEN EDGLEY Ken is one of two co-opted directors nominated annually by the Board and has filled this role since November 2005. Prior to 2005, Ken was the director representing the Non-Asset Owner Class and was nominated by the Civil Contractors Federation. Ken has been a director of DBYD since the formation of the original Melbourne One Call Service. While now working part time as a consultant to small civil engineering construction companies, Ken has worked in construction for the past 38 years. MR DAVID HURBURGH David was appointed to the Board as the second co-opted Director in July 2006, and is the Senior Sustainability Consultant for Digital Economy and Infrastructure Development in the Department of Economic Development, Tourism and the Arts with the Tasmanian Government. GROWTH ENQUIRIES

During 2008/09, the Association received 137,520 enquiries, an increase of 2.9 per cent on 2007/08, which was a great result given the dramatic downturn in the economic climate. These enquiries produced 650,325 referrals to Members of the Association, an increase of 3.7 per cent on 2007/08. The average number of referrals from each enquiry was 4.73, which is 0.4 per cent higher than 2007/08.

METHOD OF ACCESS In 2008/09 the major focus continued to be the ongoing effort to promote the lodgement of enquiries through the Dial Before You Dig website. In June 2008 54.1 per cent of enquiries were received through the on-line service. By June 2009 this had risen to 57.7 per cent of enquiries with major reductions in enquiries received via fax.

Dial Before You Dig Vic/Tas has averaged 8.85 per cent growth per year over the last four years to be the State Association to have achieved the highest growth over that period whilst also being above the national average.

We also achieved strong growth each month, except for December, when compared to the same month in the previous year up until the last quarter of 2007/08, when construction activity in Vic/Tas started to decline.

NSW/ACT passed Vic/Tas as the state receiving the largest proportion of enquiries for the month in June 2009 primarily due to the dramatic increase as a result of changes in legislation in that state, passed in May 2009. PARTNERSHIP Work continued throughout 2008/09 to build strategic partnerships with specific Victorian Government Departments and Authorities with the objective of ensuring stakeholders and the community, through increased awareness and strategic support, supported the future of the organisation and protect the community’s valuable underground services. A highlight of the year was the launch of Dial Before You Dig’s New Service Guidelines to help protect the lives of Victorians and prevent damage to essential underground services. These were launched in June by Energy and Resources Minister, The Hon Peter Batchelor, EnergySafe Victoria’s Director of Energy Safety, Ken Gardner and further endorsed by WorkSafe Victoria’s Executive Director, John Merritt.

The guidelines outline: • The responsibilities of people and companies planning to dig, including excavators, planners and engineers • The responsibilities of asset owners, including water, gas and electricity companies; and • Information about Dial Before You Dig in Victoria and the service it provides.

DigSAFE CHANGES ONLINE ACCESS The DigSAFE web service continued to be improved to increase operating performance and user satisfaction. With the assistance of a number of our Users several areas of performance were identified that could be improved to make the web-experience better in regard to perceptions of the time taken versus the ease of use of the website for lodging enquiries. This has resulted in a major development project being undertaken to improve the usability of the web service, which is scheduled for completion in early 2009/10. As “owners” of the software, the National Body AADBYDS, have been driving these changes.

One area that was recognised as adding additional complexity for Customers (and which did not appear to provide additional value to the information being provided to Members) was the section of questions relating to nearest cross street and distance from boundaries. After discussions with a sample of Members, the Managers decided this was an area that could provide some significant time savings for lodging enquiries without undermining the integrity of the service with these questions being removed from v2.6 of the lodgement system.

MARKETING During the year we continued to focus the marketing of the Dial Before You Dig service through advertising, sponsorships and participation at various industry forums throughout the year. We enlisted the support of Members on several occasions, asking them to assist in marketing the service by providing information to their customers and participating at trade shows and Dial Before You Dig awareness sessions directly targeting the excavation community. Many of our Members have been extremely helpful in assisting us spread the word and for this we are enormously grateful. We hope we can continue to call upon you all to assist in promoting of the Dial Before You Dig service in any way possible. With a revamped and target specific radio campaign for the second half of the financial year, we have seen a corresponding growth which links in with our media plans and in particular, the movement toward using the web. In addition to working more closely with our Members to promote awareness and usage of the service, relationships with various industry groups such as the Civil Contractors Federation, the Housing Industry Association and the Master Plumbers and Mechanical Services Association of Australia have continued to be developed.

TASMANIA 09 CONGRATULATIONS REX & DUANE! Victorian Rex Broadbent has made it a hat-trick of wins in the classic category, taking his 1974 Porsche 911 RS to a clear win over the similar car of Bill Pye, with early pace-setter Ben Wooster third in a 1990 Nissan Skyline GTS. In the classic competition, Rex’s dominant display in wet conditions on day four proved pivotal in securing his third straight win. Despite suffering from a head cold early in the event, Rex was clearly the class of the classic field and took a commanding one minute 54 second victory. Congratulations also go out to Duane Rodgers who finished 2nd in his category/class and 12th in the overall Standings. Overall another fantastic display by the Dial Before You Dig Racing team and another well organised Targa Tasmania.

To support our sponsorship of the teams competing, Dial Before You Dig placed advertising in the program guide and newspaper features for the race, had advertising running on TV and radio, and coordinated access to the teams for interviews on radio and TV.

EDUCATION

AWARENESS SESSIONS This year saw a continuation of our Education Awareness sessions to staff and contractors with local government, plumbing and electrical apprentices through TAFE, builders via the HIA and civil construction company staff and contractors. A number of TAFE Colleges in Victoria and Tasmania now include Dial Before You Dig as part of their induction for plumbing and electrical apprentices, as well as covering the course in appropriate topics.

These sessions are designed to highlight the potential problems associated with excavations and the important role that the Dial Before You Dig service plays in overall safe work practices. Our service is one of the first steps as part of the planning for works, and these sessions promote the four P’s of safe excavation: Planning, Potholing (to physically locate underground assets), Protection and Proceed.

BEACH GAMES Since 2005 Dial Before You Dig has sponsored the Epic Beach Volley Ball competition. This year over the Labour Day weekend as part of Melbourne’s Moomba Festival, Dial Before You Dig signage was displayed at the venues, the logo displayed on all competitor and organiser uniforms, along with the provision of showbags and other giveaways for participants to provided extensive exposure for the Association and our service.

AWARDS HIA TASMANIA

Dial Before You Dig sponsored two categories in the HIA Tasmania Awards for 2008 – Outdoor Project of the Year and Residential Building Designer of the Year. The Awards were presented by Mark Binks at a gala dinner in August 2008. HIA VICTORIA Dial Before You Dig also sponsored a category in the HIA Victoria Awards for 2008 – Outdoor Project Award. The Awards were again presented by Mark Binks at a gala dinner in October 2008. These are just some of the many activities Dial Before You Dig is involved in with the HIA, which includes a number of trade nights for HIA members across Tasmania and Victoria during the year.


INDUSTRY

EVENTS To further promote the Dial Before You Dig service to the primary target groups of excavators, tradespeople and farmers, the Association attends several specific industry events each year, which are also supported by a number of our Members, who provide promotional material to attendees. These events provide the Association with the ideal vehicle to demonstrate the ease of lodging requests for plans via the website and the opportunities to answer questions about the service we provide.

ADVERTISING Our advertising is primarily targeted at the excavation community, however it also includes farmers, architects, designers, engineers and the general public.

Messages continue to promote the web as the preferred method for people to lodge enquiries as it provides quicker turnaround times from information, and greater accuracy for the proposed excavation site for the person lodging the enquiry. During 2008/09, along with print ads in industry magazines, the Association has been running radio advertising in metropolitan Melbourne and TV advertising in regional Victoria and throughout Tasmania. These methods are not only proving to provide increased awareness and usage of the service to our main target market with tradespeople, but also are very cost effective to promote our message to the wider public audience.

These events are important in the Dial Before You Dig promotional calendar as they not only provide a targeted means of getting the message across to our various market segments, they also strengthen our relationships with our Members and industry partners.

It will be the focus of the staff and Board to increase the Membership further in the future to include all local governments and water authorities throughout Victoria and Tasmania to provide a more comprehensive service to end users.

As at 26 August 2009 we introduced a refreshing new logo and our new web domain can be found at www.1100.com.au, updated from the old site located at www.dialbeforeyoudig.com.au. Over the course of last year all the state associations and the national body decided to embark on a brand review for our business to determine where the Dial Before You Dig brand was at in the market place and in the eyes of our Members and customers. The results indicated that our name and the “no dig” symbol were instantly recognisable, easily identifiable and most importantly well trusted in the market place. This feedback meant that we didn’t want to make wholesale changes to our brand – just to modernise the look and give it a “2010” update. The result is a exciting modern re-take on the logo that still captures the fundamentals of our long established brand. This review also confirmed something we basically already knew – that our web address, www.dialbeforeyoudig.com.au, was a bit long and cumbersome. In deciding on a new web address, we wanted something that was simple, easy to promote and at the same time leveraging on a very strong element of our brand – the 1100 number. Now the thousands of Dial Before You Dig customers can find us at www.1100.com.au. All they need remember is “1100” for either web or phone enquiries.

AUDIT REPORT TO THE MEMBERS OF DIAL BEFORE YOU DIG VIC/TAS INC. SCOPE We have audited the financial report of Dial Before You Dig Vic/Tas Inc for the year ended 30 June 2009 comprising of the Income Statement, Balance Sheet, Cash Flow Statement and notes to the financial statements. The Association is responsible for the preparation and fair presentation of the financial report in accordance with Australian Accounting Standards (including the Australian Accounting Interpretations) and the Associations Incorporation Act VIC 1981. This responsibility includes establishing and maintaining internal control relevant to the preparation and for presentation of the financial report that is free from material misstatement, whether due to fraud or error; selecting and applying appropriate accounting policies; and making accounting estimates that are reasonable in the circumstances. Our responsibility is to express an opinion on the financial report based on our audit. We conducted our audit in accordance with Australian Auditing Standards. These Auditing Standards require that we comply with relevant ethical requirements relating to audit engagements and plan and perform the audit to obtain reasonable assurance whether the financial report is free from material misstatement. An audit involves performing procedures to obtain audit evidence about the amounts and disclosures in the financial report. The procedures selected depend on the auditor’s judgment, including the assessment of the risks of material misstatement of the financial report, whether due to fraud or error. In making those risk assessments, the auditor

considers internal control relevant to the entity’s preparation and fair presentation of the financial report in order to design audit procedures that are appropriate in the circumstances, but not for the purpose of expressing an opinion on the effectiveness of the entity’s internal control. An audit also includes evaluating the appropriateness of accounting policies used and the reasonableness of accounting estimates made by the committee, as well as evaluating the overall presentation of the financial report. We believe that the audit evidence we have obtained is sufficient and appropriate to provide a basis for our audit opinion. In conducting our audit, we have complied with the independence requirements of Australian professional ethical pronouncements. AUDIT OPINION In our opinion the financial report of Dial Before You Dig Vic/Tas Inc. is in accordance with the Associations Incorporation Act VIC 1981 including: i.

giving a true and fair view of the Association’s financial position as at 30 June 2009 and of their performance for the year ended on that date; and ii. complying with Australian Accounting Standard (including the Australian Accounting Interpretations) and the Associations Incorporation Act VIC 1981. STATEMENT OF SIGNIFICANT ACCOUNTING POLICIES

The financial report is a general purpose financial report that has been prepared in accordance with applicable Australian Accounting Standards, Australian Accounting Interpretations and other authoritative pronouncements of the Australian Accounting Standards Board and the requirements of the Associations Incorporation Act VIC. The financial report covers DIAL BEFORE YOU DIG VIC/TAS INC. as an individual entity. DIAL BEFORE YOU DIG VIC/TAS INC. is an association incorporated in VIC under the Associations Incorporation Act 1981. The financial report has been prepared on an accrual basis and is based on historical costs and does not take into account changing money values, or except where stated, current valuations of non-current assets. Cost is based on the fair values of the consideration given in exchange for assets. Australian Accounting Standards set out accounting policies that the AASB has concluded would result in a financial report containing relevant and reliable information about transactions, events and conditions to which they apply. Compliance with Australian Accounting Standards ensures that the financial statements and notes also comply with International Financial Reporting Standards. The following is a summary of the material accounting policies adopted by the association in the preparation of the financial report. The accounting policies have been consistently applied, unless otherwise stated.

Investments Non-current investments are measured on the cost basis. The carrying amount of investments is reviewed annually by the Committee to ensure it is not in excess of the recoverable amount of these investments. The recoverable amount is assessed from the quoted market value for shares in listed companies. The expected net cash flows from investments have not been discounted to their present value in determining the recoverable amounts. Property, Plant and Equipment Each class of property, plant and equipment is carried at cost or fair value less, where applicable, any accumulated depreciation. Plant and Equipment Plant and equipment is measured on the cost basis. The carrying amount of plant and equipment is reviewed annually by the association to ensure it is not in excess of the recoverable amount from those assets. The recoverable amount is assessed on the basis of the expected net cash flows which will be received from the asset’s employment and subsequent disposal. The expected net cash flows have not been discounted to present values in determining the recoverable amount. Depreciation The depreciable amount of all fixed assets including buildings and capitalised leased assets, but excluding freehold land, are depreciated on a straight line basis over their estimated useful lives to the economic association commencing from the time the asset is held ready for use. Properties held for investment purposes are not subject to a depreciation charge. Leasehold improvements are depreciated over the shorter of either the unexpired period of the lease or the estimated useful lives of the improvements.

Employee Benefits Provision is made for the Association’s liability for employee benefits arising from services rendered by employees to balance date. Employee benefits expected to be settled within one year together with benefits arising from wages and salaries and annual leave which will be settled after one year have been measured at amounts expected to be paid when the liability is settled plus related on-costs. Other employee benefits payable later than one year, have been measured at the present value of the estimated future cash outflows to be made for those benefits. Contributions are made by the company to an employee superannuation fund and are charged as expenses when incurred. Cash For the purpose of the Statement of Cash Flows, cash includes deposits at call with financial institutions and other highly liquid investments with maturity within less than three months which are readily convertible to cash on hand at the investor’s opinion and are subject to an insignificant risk of changes in value, and borrowings which are integral to the cash management function and which are not subject to a term facility. Revenue Interest revenue is recognised on a proportional basis taking into account the interest rates applicable to the financial assets. Revenue from the rendering of a service is recognised upon the delivery of the service to the customers. All revenue is stated net of the amount of goods and services tax (GST). Goods and Services Tax Revenues, expenses and assets are recognised net of the amount of GST, except where the amount of GST incurred is not recoverable from the Australian Taxation Office. In these circumstances the GST is recognised as part of the cost of acquisition of the asset or as part of an item of the expense. Receivables and payables in the Statement of Financial Position are shown inclusive of GST. Income Tax No provision for income tax has been raised as the association is exempt from income tax under Division 50 of the Income Tax Assessment Act 1997.
