Experiencing Steep Rise In Crime, Residents Of Eastern Parts Of The City Are Worried With Authorities Taking No Concrete Steps to Curb It

re you living anywhere in the eastern part of the city, i.e. Malviya Nagar, Sanganer, Pratap Nagar, Mansarovar, Shiprapath, Transport Nagar or Jawahar Nagar? If so, you are more likely to fall prey to crimes like burglary, vehicle thefts, chain snatching and loot compared to those living in the remaining parts. Year after year, crime in this division has witnessed a sharp rise whereas the crime statistics of other parts have remained more or less static. Though the police have crime analysis data stored in their computers — clearly voicing the need to enhance security measures in these areas — no concrete steps to tame the ever-rising crime graphs have been taken so far. Residents living in these areas are increasingly worried about the state of affairs. They have been demanding better security measures to protect their houses, vehicles and themselves for a long time, but nothing has changed. “At least four to five vehicles are stolen from these areas almost every day. There are atleast one house break-in, one chain snatching, mobile theft or other incidents every day,” said a resident, Sandeep Kumar. Have a look at the crime statistics and you will know why residents of these areas are feeling more and more unsafe in their homes. There have been 1413 cases of vehicle theft in eastern parts of the city including Malviya Nagar, Sanganer, Gandhi Nagar, Bajaj Nagar, Moti Doongri, Adarsh Nagar, Jawahar Nagar, Transport Nagar, Mansarovar and Shiprapath in the year 2007. It has already touched 700-mark in the first five months of this year. Whereas, there have been 736 cases of vehicle theft in southern part

of the city comprising Sodala, Shyam Nagar, Mahesh Nagar, Sindhi Camp, Vidhayakpuri, Jyoti Nagar and Ashok Nagar. Nearly 457 cases have been reported from the northern parts of the Walled City and 314 from the rural areas of the district in 2007. The figure by May this year stands at 339, 151 and 167 respectively. In house-break incidents too, the eastern parts lead with 358 cases in 2007 and 133 cases by May this year. The southern areas witnessed 101 cases, northern parts 35 and rural areas 99 this year.
There have been 1413 cases of vehicle theft in east of the city including Malviya Nagar, Sanganer, Gandhi Nagar, Bajaj Nagar, Moti Doongri, Adarsh Nagar, Jawahar Nagar, Transport Nagar, Mansarovar and Shiprapath in 2007 “This is largely because of geographical factors that help culprits to get away with crimes like vehicle theft in the area,” said SP (East) V K Singh. He said that the area connects to Dausa, Karoli and Bharatpur where the vehicles are resold by thieves. Besides, the population is dense in some parts of the area, whereas some areas are not populated and houses are stranded there. The worst-hit areas in the eastern part are Malviya Nagar, Sanganer and Pratap Nagar. The situation is so grave that local residents have to resort to measures like night vigils, putting up gates at the entrance of colonies and deputing guards at their own expenses.

Jaipur: If affairs are currently dismal in the eastern parts of the city as far as crime figures are concerned, there is good news in store for people living in these parts too. Out of the five police stations sanctioned for the city by the state government recently, three will be established under the jurisdiction of SP (East). Besides, there are plans to also set up many police chowkis for controlling crime in this area. “Jawahar Circle, Pratap Nagar and Muhana are the new police stations which will be established under the jurisdiction of SP (East). Out of the 19 new police chowkis that are to be set up in the city, most are for the eastern parts where crime figures are high,” said VK Singh, SP (East). compared to other parts of the city. The area stands third after north and south. According to an estimate, there is strength of about 900 police constables under SP (North), 750 under SP (South) and just 600 under SP (East). There are 12 police stations under SP (East), 13 under SP (South) and 14 under SP (North), excluding woman and accident police stations. The state government is planning

to set up 25 new police stations across the state. With these new police stations, total number of police stations in the state will go up to 740. Karghania and Sirsi Road police stations will be the other two stations for Jaipur. Jurisdiction of some of the police stations has been submitted by the respective SPs and they will be functional after state government issues notifications. Though new police stations are being set up, however, there are no plans to recruit additional force for these new police stations. Therefore, doubts persist whether these additional police stations would prove fruitful or not, until and unless adequate force is recruited . “What if new police stations are set up? The visibility of police in eastern areas can only be increased, if there is adequate police staff deputed in these stations,” said Sarda Singh, a resident of Pratap Nagar.
Jaipur: Apparent failure of the police in controlling crime in the eastern parts of the city has forced local residents to take care of their security themselves. In many colonies of Malviya Nagar, entrance gates are being erected and a guard will be deputed to ensure that only select people are allowed to enter into the respective colony. Vikas Samitis of these colonies are generating funds for the construction of the same. “Vikas Samitis in Malviya Nagar have decided to construct gates at the entrance of colonies. Gates for sectors 9 and 5 are under-construction whereas funds for sector 10 are being collected,” said Dinesh Ambrish, a municipal corporator from the area. “People of the particular
colony contribute a certain amount of money with which these gates are being constructed. There will be guards at the entrance of each colony,” he added. After the area witnessed a sharp rise in crime incidents like burglary and vehicle theft, residents of Pratap Nagar area have started night vigil in the area, but in vain. “Burglars have sneaked into a garment factory in our neighbourhood twice within a month. We started keeping a watch around the colony from rooftops, but another burglary was reported in adjoining colony,” said Jagdeesh Prasad, a resident of Shivpath in Sanganer. “The police have not been able to solve a single case in the past six months. Everyday a house is being targeted,” said Manmohan Gujjar, another corporator from the area.

Jaipur: In another case of suicide over transfer order, a teacher of Chani Dhanola village under Kherwada police station of Udaipur district committed suicide by consuming poisonous substance as he failed to get his transfer order cancelled. It is known that the state government has issued transfer orders to almost all the departments due to which hundreds of officials are seen taking rounds of the secretariat either to cancel their transfer orders or to seek transfer to desired locations. Rajendra Meena (30) was posted in a school in Obari village for the last two years, but recently he was transferred to Jhadol School after which he remained depressed. He ran from pillar to post
to get his transfer order cancelled, he also met the district education officer and legislator to pursue cancellation of the transfer, but all in vain. A close relative said, “On Sunday, Meena came to know that the transfer process had been completed and he would have to got to Jhadol, therefore he took this extreme step.” He also said that the department officials transferred him with the intention to harass him. “Frustrated over the transfer he consumed sulphas, we rushed him to nearby hospital but he died on the way,” he added. Kherwada police said that the body of deceased has been sent for post-mortem. Meanwhile, family members of Bhawani Shankar Sharma, who was found dead in the premises of health department on Sat-
urday, alleged that the department officials were demanding bribe against cancelling his transfer orders. It was also informed that Sharma was a lower division clerk and had been transferred to a nongazetted wing of the department, after which he was under depression. Ashok Nagar police said, “Bhawani was alcoholic and had been missing from his house for the last three days, it appeared as if he had suffered heart attack.” In yet another case of suicide, a 43-year-old school teacher Niranjan Vyas, committed suicide by hanging himself to the ceiling in Pidawa town of Jhalawar district on Monday morning. Jhalawar police said that the reason behind suicide is yet unknown as the deceased has not left behind any suicide note, the matter is under investigation.
Jaipur: Taking a cue from the Supreme Court order for registration of FIR in cognizable offences, the state government is all set to bring out a circular (GO) in this regard aiming at avoiding situation arising out of non-registration of FIR. The move is seen as an after-effect of the letter of the outgoing Jaipur Divisional Commissioner BL Arya on April 19 last that went unheeded by the collectors of five districts and all the police stations of the division that later suffered a complete breakdown of the law and order situation during Gujjar agitation. The proposed circular mooted by Arya would make it mandatory for the police in the state to register an FIR immediately in all such matter where big fishes are involved or are alleged to be involved and matters of national interests, including cases where there is likelihood of breakdown of law and or-

Concerned over increasing complaints of non-registration of FIR by police officials in different matters, Arya had issued direction to all the district collectors and superintendents of police of Jaipur division, comprising Jaipur, Dausa, Alwar, Jhunjhunu and Sikar, in the light of the apex court’s verdict. The SC judgment says that any complaint received by any police station and cognizable offences are materially disclosed thereby, all the investigations must follow an FIR
that should be registered first, and that no investigation in any cognizable matter be initiated without registering an FIR. Arya’s letter also said that the Supreme Court in the Ramesh Kumari case in 2006 had manifestly made it clear that if any information disclosing a cognizable offence is laid before an officer in charge of police station satisfying the requirements of Section 154 (1) of the Code of Criminal Procedure, then the officer has no other option to register a case on the basis of such information. Arya, therefore, directed that “no exception ought to be made in registration of FIR of poor people in cases where powerful people try to settle scores by way of intimidating or holding out threats of dire consequences to the complainants that at times culminates in bringing out agitations against the police on the roads.” Sources in divisional commissioner’s office here reveal that the home department is
shortly going to decide on the issue of issuing a general circular to the state police in this regard. The sources also disclose that it would also be made clear in the proposed circular that in case FIR is not registered by any police official, action would be initiated against him, including contempt proceedings for not following the recent directions of the Supreme Court. “Though contents of the circular have already been finalized, its implementation will be done only in consultation with the home department. So far as Jaipur division is concerned, the directions have already been issued by the divisional commissioner,” sources claimed. “If the same is given a green signal, the police in the state will have to register a case without looking into the veracities of the allegations leveled in the complaint because investigation by the police will then become the second stage of their action,” sources added.
