Police were aware of JMB activities in the north n Mohammad Jamil Khan Despite having knowledge about a growing militant presence in 16 districts of northwestern Bangladesh, law enforcers are failing to prevent attacks that are taking place at regular intervals. In some cases, the police even knew beforehand that a militant attack was imminent in the district; but failed to stop it from happening or to apprehend the attackers and the masterminds. The JMB connection to the country’s north came to the fore this April when a bomb blast at a militant den in Bogra’s Sherpur killed two persons including a top JMB military wing commander named Fardeen. While investigating the case, detectives and Bogra police found that banned militant outfit Jama’atul Mujahideen Bangladesh was operating in 16 northern districts. A senior official of the Detective Branch told the Dhaka Tribune that the JMB had around 100-150 trained madrasa students working for them in the region. Seeking anonymity, the DB official added these militants were working in small groups of four or

five and were being organised and supervised by a highly educated 16-member JMB cell. Interrogation of several militant suspects has revealed that a lot of these militants were previously activists of Jamaat-e-Islami and its student wing Islami Chhatra Shibir, the detective claimed. On the other hand, police’s counter-terrorism and transnational crime unit chief, Monirul Islam said they have traced JMB sleeper cells whose objective was to carry out so called jihadi activities in northern districts.

“We are trying to identify the members of these sleeper cells and their hideout,” said Monirul, a leading investigator in militant issues of Bangladesh. Bogra police superintendent, Md Asaduzzaman, admitted JMB’s presence in the north, but said they had beefed up security in the district following the April 3 bomb blast that killed Fardeen and one more. Recurrence of militant attacks did not mean that there was a lack of security measures in the northern districts, said Alamgir Kabir, PAGE 2 COLUMN 3
UN concerned about recent killings in Bangladesh n Tribune Desk The United Nations has expressed deep concern over the increased number of brutal murders in Bangladesh. UN High Commissioner for Human Rights Zeid Ra'ad Al Hussein made the concern while addressing on Global human rights update by the High Commissioner at the 32nd regular session of the Human Rights Council in Geneva yesterday. “I am very concerned about the dramatically increased number of brutal murders in Bangladesh that target freethinkers, liberals, religious minorities and LGBT activists,” said Zeid Ra'ad Al Hussein. He also called for the investigation and prosecution of the perpetrators of the crimes. “I note recent reports of police arrests, and I urge that investigating and prosecuting the perpetrators of these vicious crimes be made a priority, with full respect for human rights.” The UN High Commissioner for Human Rights also urged all government officials and political and religious leaders to unequivocally condemn these attacks on freedom, and to do more to protect affected groups. l
Indian supplier for Rampal plant to get tax exemption n Aminur Rahman Rasel Indian company Bharat Heavy Electricals (BHEL) which acts as the contractor for the under construction 1,320 MW coal based power plant in Rampal is going to get tax exemption for bringing machinery and equipment for the plant. The decision of giving the con-
tractor this favour of tax exemption at source was taken during a meeting at the Ministry of Finance on Sunday. Finance Minister Abul Maal Abdul Muhith presided over the meeting. The National Board of Revenue (NBR) is going to provide its approval in favour of BHEL and the owner of the plant Bangladesh-In-
dia friendship Power Company Limited (BIFPCL) very soon, sources present at the meeting said. Previously, BIFPCL was exempted from paying VAT for 10 years as it was implementing a project listed under the fast tract project of the government. Bangladesh Power Development Board (BPDB) and the Indian National Thermal Pow-

Indian Exim bank has provided its primary consent to give loan for the project. Senior officials from the Finance Division and NBR said that BIFPCL was earlier given a favour of
