Fear could keep voters away n Mohammad Al-Masum Molla A fear of violence threatens to keep voters away from the ballot box today, as six million voters in the country’s two major cities – comprising three city corporations – get ready to cast their votes. The question of voter turn-out, especially in the early hours of polling, is critically important to the two major political parties – the ruling Awami League and the opposition BNP. Tofail Ahmed, a local government expert, said: “Voter turnout will be the deciding factor. If more than 50% of votes are cast, there will be a clear victor. If only 40% of votes are cast, then it will be a neck and neck race.” Instead of the festivity that is usually associated with the franchise in Bangladesh, fear has dominated the scene ahead of the polls, which will take place today between 8am and 4pm. Election observer group JANIPOP Chairman Nazmul Ahsan Kalimullah said: “The recent violence has sent a message to voters that violence might take place.” Shahdeen Malik, an eminent lawyer and political commentator, said: “I believe a high voter turnout will improve the BNP-backed candidates’ chances while a low voter turnout will help the Awami League favourites. “But voters are afraid. Voter turnout is largely dependent on the first two or three hours of polling. If no major incident takes place in the early hours of voting, then the turnout will be good,” he added. Voting in the two city corporations of the capital is set to take place today amid tight security measures as around 60,000 law enforcers of different agencies would be performing duty to ensure a free and fair election. Security is one of the most crucial issues during the polls when over 18 lakh people will exercise their franchise. Of the 1,982 polling centres in 93 wards, the law enforcers have identified 1,429 as vulnerable. Moreover, intelligence sources say

contract killers, arms dealers and listed criminals are out to jeopardise the much-awaited elections. The Dhaka Metropolitan Police (DMP), which already has around 30,000 regular forces, sought 10,000 additional members from outside the capital. Apart from the police, some 2,100 members of Border Guard Bangladesh (BGB) and around 3,000 Rapid Action Battalion personnel will be on duty during the elections. The Election Commission’s (EC) preparations for today’s three city corporation polls will rely on the monitoring and security duties of more than 139,000 people. Each polling centre in today’s city corporation elections in Dhaka North, Dhaka South and Chittagong city will be monitored by three observers. That translates into some 9,000 observers working at some 2,701 polling centres in the three city corporations, EC records show.
