Pre-election mayhem cases never saw trial
First day of spring welcomed with open arms n Tribune Report
Many arrested and freed on bail in 2013 are being arrested again n Mohammad Jamil Khan During the pre-election political violence towards the end of 2013, around 13,000 people were arrested in as many as 1,500 cases across the country. Because none of those violence-related cases ever went to trial because police did not file charge sheets and most of those people – if not all – secured bail from various courts as the situation cooled down after the election on January 5, 2014.
Police and court officials blame each other for not being able to take the violence-related cases to the dock It is hard to say for certain whether the same people who have been carrying out the arson attacks and vandalism this year too, but the Dhaka Tribune has learned about at least four of them who got arrested again in violence-related cases. Police and court officials have blamed each other for not being able to take these violence-related cases to the dock.
In a month’s time from January 3 to February 3 this year, law enforcement agencies have filed a total of 644 cases with various police stations across the country in connection with blockade and hartal violence. Official statistics show that so far around 7,000 people have been arrested around the country in connection with those cases. Sources said many of these 7,000 people had been arrested during the 2013 violence. Sahidul, 24, a supporter of Jamaat-e-Islami’s student wing Islami Chhatra Shibir, got arrested on January 26 this year in Mirpur area. This Dhaka Tribune correspondent has recently caught up with one of his relatives near the entrance to the Dhaka Central Jail. Requesting anonymity, the relative said: “I have asked Sahidul many times to refrain from carrying out violence. But he never listened to me. In January last year also, I managed bail for him by hiring advocates. But I do not know what I will do this time.” Another Shibir activist named Kawsar Khan, 30, was arrested in the capital’s Shahjahanpur area last week when he was picketing. Police are now looking for his associates Jubayer, Foysal and Jitu, who together are well-known PAGE 2 COLUMN 1

n Mohammad Al-Masum Molla Senior civic leaders yesterday stressed the need to bring to an end the political deadlock that led to a month of violence leaving more than 70 people dead. Nagorik Samaj, a civil society group led by a former chief election commissioner, said both a halt to street-power violence and the start of peace-talks, which they urged government to initiate, were needed.
“We will not ourselves take the initiative for a dialogue. If needed, we will extend our all-out support to make the initiative successful. Let us see what we can do once the dialogue is organised,” former chief election commissioner and Nagorik Samaj Convener ATM Shamsul Huda told journalists at a press conference at the National Press Club. He, however, said the president of the republic could initiate the move to bring the political parties to the table.

Huda earlier wrote to President Abdul Hamid, Prime Minister Sheikh Hasina and BNP chief Khaleda Zia, saying a cessation of violence and the initiation of talks to resolve the impasse could move forward simultaneously. Responding to recent comments made by ruling party leaders about the committee’s efforts, Huda said: “We welcome criticisms from ministers and ruling party leaders as they take us into account.”

n Reuters At least 19 people were killed on Friday in the Pakistani city of Peshawar in a gun and bomb attack on a Shi’ite mosque, the latest sectarian violence to hit the South Asian nation. Radical Sunni Islamist groups often target mosques frequented by minority Shi’ites, whom they see as infidels. Police said armed men broke into the mosque, where people were at-
tending Friday prayers, and opened fire, following which three explosions were heard inside the building. The Pakistani Taliban, who are fighting against the state to set up a hardline Sunni theocracy, claimed responsibility and said the attack was revenge for Pakistan’s crackdown on militants following a December school massacre. “Either Pakistan will become your graveyard, or God’s law, sharia, will be implemented,” Taliban commander

Khaleefa Omar Mansoor said in a video in which he was flanked by three young militants clutching AK-47 assault rifles. “This is the first in a series of revenge attacks ... Wait for the rest,” Mansoor, who had earlier claimed responsibility for the Dec. 16 school attack in which more than 150 people were killed, said in the video sent by email to reporters. The style of the mosque attack was similar to that of the school attack, when gunmen arrived in a car, set it on
fire, and broke into the building using a back entrance. Peshawar’s Hayatabad Medical Complex said at least 19 people had been killed in the latest attack. A witness, Shahid Hussain, told Reuters the worshippers had just finished prayers when five or six men wearing military uniforms broke into the mosque and started shooting. “We had no idea what was going on. One of the attackers then blew himself
