BNP mulling new strategy for the coming months Disconnecting the capital remains the party’s primary target n Mohammad Al-Masum Molla Despite the BNP chief staying in virtual confinement and most of the party’s top leaders behind bars or going into hiding, the BNP remains unwavering in its determination to continue the anti-government movement and drawing up an extensive strategy for the coming months. The party, along with other members of the 20-party alliance, plans to build momentum over the next week or so and is steadfast on continuing the movement until their demand for a

P3 SHAMSHER REMANDED midterm election is met or an environment is created to hold talks for ending the political stalemate. Party insiders said BNP Chairperson Khaleda Zia has asked the party leaders and activists to continue the movement and to make preparation for the next three to four months for materialising the demands. But the BNP is also reportedly keeping options open to change its strategies in accordance with the situation at the time. Sources also said the party’s primary target is to disconnect the capital from the rest of the country and let the movement then strengthen with time. Amid criticisms surrounding the absence of the BNP leadership on

streets during the blockade, Khaleda Zia – from inside her Gulshan office – has been contacting with senior and even ward-level leaders of the BNP and its associate bodies, urging them to stay strong with the countrywide blockade. To intensify the movement and mount pressure on the government, the party is also planning to enforce hartals next week to run along with the ongoing blockade, sources said. Although almost all senior and mid-ranking leaders have already gone into hiding, it has been claimed that they are coordinating the movement from their hideouts. The BNP believes that if the government does not take an initiative to hold talks immediately, then the ruling Awami League will face pressure from both inside and outside the country. “The government has already become puzzled seeing the movement and that is why it chose the path of arrests; but it will backfire,” a senior leader told the Dhaka Tribune wishing anonymity. Already three senior leaders including the party’s acting secretary general Mirza Fakhrul Islam Alamgir have been arrested. BNP leaders alleged that the Vice-Chairman Shamsher Mobin Chowdhury was arrested just to thwart the party’s diplomatic contact.  PAGE 2 COLUMN 5

Police end Paris hostage stand-off

Conflicting information over six US congressmen’s statement and a rumoured phone conversation between India’s BJP President Amit Shah and BNP Chairperson Khaleda Zia dominated the country’s political arena yesterday. On Thursday, some media reported that six US congressmen had issued a statement on Bangladesh’s political situation centring the first anniversary of 10th national election, condemning the confinement of Khaleda and the High Court’s banning of “fugitive” Tarique Rahman’s speeches in media. However, the US House Committee on Foreign Affairs in a statement trashed the media reports. They said it was unacceptable that someone would use a fraudulent press statement from

Higher road, bridge, ferry tolls from tomorrow n Shohel Mamun The government’s new toll policy for the 61 bridges, three toll roads and 45 ferries operated by the Roads and Highways Department (RHD) across the country will come into effect tomorrow. According to the new toll policy, 51 of 61 bridges’ toll charges will increase from 2.27% to 1,000.25%, so that some bridge toll charges will be 10 times higher than at present. The rate hikes will, in turn, affect transport fares.

Road Transport and Highway Division officials said the latest toll rates would be applied in several phases in response to the demands of transport owners. Transport owners said they would protest the implementation of the higher toll charges. According to the toll policy, bridges less than 200 metres in length are supposed to be exempt from tolls, but the rule cannot be implemented until existing agreements with toll collection contractors expire. Before the policy was framed, RHD

and local collectors charged arbitrary tolls, many of which were haphazardly set. Bridges of similar length had widely varying toll charges and there are cases where longer bridges might have lower charges than shorter ones. The government decided on setting a toll policy which was accepted by cabinet on March 24 last year. The policy was supposed to be implemented on July 1, 2014, but after facing three delays, is scheduled to be implemented on Sunday. According to the policy, the length,

location, rate of use of the road or bridge and the vehicle type of the user will determine the toll rate charged to consumers. The 1.6 km long Meghna–Gomoti bridges at Dautkandi on the Dhaka-Chittagong Highway will experience an average toll rate rise of 25%, sources with knowledge of the new policy said. Under the new rates, on the Meghna–Gomoti bridges, trailers will be charged Tk1,250, up from the current rate of Tk1,000.  PAGE 2 COLUMN 1
