n Mohammad Al-Masum Molla Political tension was ratcheted up a notch late yesterday with the arrest of BNP Joint Secretary General Ruhul Kabir Rizvi and the confinement by police of party Chairperson Khaleda Zia to her Gulshan office. Police took Rizvi into custody from the BNP’s Nayapaltan headquarters, following an ambulance, called because Rizvi had complained of feeling ill, into the party office premises. Special Assistant to Khaleda Zia Shamsur Rahman Shimul Biswas at an instant press briefing from the BNP Gulshan office late yesterday confirmed Rizvi’s arrest. He also told journalists that Khaleda wanted to return home in her car but had been barred by police from leaving the office. He said she had been confined against her will. Police pick-up vans were parked diagonally, blocking the main entrance to the BNP Gulshan office so as to obstruct anyone from leaving the building. On the eve of the January 5 election anniversary, the country appears to be sitting on another explosive political situation, with both BNP and Awami League hell-bent on staging showdowns in the capital, and the administration discussing the possibilities of banning political programmes. Power generation capacity more than doubled from 4,942MW in 2009 to 11,265MW currently, with around 68% of the population having access to electricity. Furthermore, the government has increased the number of power plants, transmission lines and distribution lines. Per capita power generation has increased. The country has the highest rate of solar home system installations in the world. The number of irrigation pumps has gone up and the number of consumers of electricity has also increased during the tenure of the AL-led coalition government. The lives of those who make their homes on the banks of the Padma River have seen their lifestyles undergo rapid change as construction of the Padma Multi-purpose Bridge at Munshiganj and Shariatpur begins. Residents of the area, who never dreamt that they could make money on house rents, are now charging amounts that approach Dhaka rental prices to thousands of labourers working on the project. During a visit to Mawa and Kumarbagh village on December 17 the Dhaka

structing a dozen rooms to rent out on two katha of land which will be ready this month.” Rafik, a labourer, said he and three others share a single room which costs them Tk2,000 per month in rent. He said he lived in Dhaka’s Mirpur area two years ago, and a similarly-sized room in the capital cost him Tk3,000 per month. “So the rent of this room is much too high,” he concluded. Child theft and kidnapping are not new, but the new monetised trade in newborns, taking place for a variety of social and economic reasons, saw an alarming spike in the closing months of 2014. Despite the best efforts of law enforcement agencies to stem the rise of the infant theft and resale business, it appears to be spreading. The newborn theft business had been reported on as early as 2009, but the numbers have seen a sharp rise in recent times. There were just four reports of infant thefts, all from Dhaka Medical College Hospital (DMCH), in the five years covering 2009 to 2013. But towards the end of 2014, incidents of infant theft sky-rocketed to 18 reported cases in just four months – eleven in the capital and the rest outside it. Although first reported in the capital, the business of stealing infants, especially newborns, has spread across the country. One possible reason for the crime is the staffing practices at neo-natal wards. There is a preponderance of part-time nurses and part-time nurse-assistants, who are underpaid, have little hope of a permanent job and little loyalty either to the employer or to the profession. Part-timers are therefore prone to money-making schemes, investigators told the Dhaka Tribune. For as little as Tk3,000-4,000, part-time nurse-assistants switch girl children for boy children to satisfy clients who would rather raise someone else’s male child than a female one of their own. The ruling Awami League and its affiliated bodies have planned rallies at 16 points including the Suhrawardy Udyan of the capital for tomorrow to observe the “Victory Day of Democracy” and resist the BNP’s counter programmes the same day. Several central leaders of the ruling party have confirmed to the Dhaka Tribune that they would take control of all the city streets from 2:30pm. Joint General Secretary Mahbub-ulAlam Hanif said they would act strongly if the BNP supporters attempted to create anarchy in the name of holding rally. He also claimed that the Dhaka Metropolitan Police had already given them permission to hold rallies at the 16 spots. According to Prime Minister Sheikh Hasina’s political office at Dhanmondi, the 16 spots are Purabi Cinema Hall, Shyampur-Jurain rail gate, Demra-Jatrabari ground, Badda-Rampura petrol pump, Dhanmondi Road 32, Mirpur 1 (intersection), Lalbagh, Gulshan, Sutrapur, Tejgaon, Sabujbagh-Khilgaon, Uttara, Kamrangirchar, Mohammadpur, Kafrul and Suhrawardy Udyan. Local lawmakers and senior leaders of ward units would lead the rallies in their respective areas.
