ACC: Moosa confesses to having arms business n Adil Sakhawat ACC Commissioner M Sahabbuddin Chuppu yesterday said business tycoon Moosa Bin Shamsher during the interrogation confessed that he had an arms business. Moosa also confessed to the commission that he had earned Tk51,000cr ($7bn) deposited in Swiss Bank through arms business. But he could not answer to the question whether his arms business was legal or illegal, said the commissioner. After an international business magazine published reports on his lavish and unusual lifestyle the ACC ran an inquiry to find out the sources of his unusual income. AL blames BNP for Bakshibazar violence

The BNP high command has alerted its district and upazila units in Gazipur that they will have to fight back if their Chairperson Khaleda Zia is barred from attending a rally in Gazipur on Saturday. The party is determined to hold the rally even if the authorities deny them permission. They have planned to sit in for a gathering at the very place they are blocked either by authorities or ruling party men. Insiders said BNP Chairperson Khaleda Zia had asked district leaders and activists to make all-out preparations to make the rally successful. She passed the order in a meeting held at her Gulshan office on Wednesday night. Ruling Awami League yesterday squarely blamed BNP for Wednesday’s clash at Bakshibazar saying that BNP unleashed the violence as part of its plan to foil the trial of Khaleda Zia. BNP men created the anarchy on the instruction of its Chairperson Khaleda Zia, it alleged. Awami League made the remarks at a press conference after a party meeting. The meeting was held at party President Sheikh Hasina’s political office at Dhanmondi to finalise programmes to be held on the “Victory of Democracy Day” on January 5 and Bangabandhu’s Home Coming Day on January 10. “BNP Chairperson Khaleda Zia let loose a reign of terror at Bakshibazar and Dhaka Medical College areas with her party’s armed cadres after being sure about her conviction in corruption,” said Mahbub-ul Alam Hanif. A vast majority — 93.5% — of serving government employees are against contractual appointment in various administrative posts, a pay commission report has said. Government officials interviewed by the National Pay and Services Commission (NPSC) have said excessive contractual recruitments have been blocking their promotion, resulting in frustration. The issue came up in a report that the NPSC has submitted to the government earlier this week proposing revision of salaries for public servants and pensioners. According to the government’s Public Administration Division, around 200 administrative posts are currently held by retired civil and military officials, appointed on contracts. Just a year ago, the number was 115. The commission, led by former Bangladesh Bank governor Mohammad Farashuddin, said in the report that too many contractual appointments have opened up scope for nepotism and politicisation of the civil service. Only 378 out of a total of 5,472 government servants surveyed by the NPSC were in favour of contractual appointments. A member of the commission told the Dhaka Tribune: “In most cases, contractual jobs have been given to retired or serving army personnel and sometimes to retried bureaucrats...Because of these appointments, existing carders are feeling deprived.” Another commission member said: “Administrative cadres are usually controlled by the bureaucracy. So, neither appointing people from outside nor cancelling contractual jobs is easy.” Some officials believe that political governments get the opportunity to appoint people contractually because of the declining standard of civil bureaucrats. “Contractual appointment is a common practice around the world for better service. But excessive contractual appointments of chosen officers to key positions in the name of better service have become common in Bangladesh,” observed a senior official of the Establishment Ministry.
