Public servants to get up to double salaries

BNP alliance plans rallies on Jan 2, 5 n Mohammad Al-Masum Molla The BNP-led 20-party alliance is likely to hold public rallies on January 2 and 5 to mount pressure on the government to hold national election under a non-partisan government. The alliance’s movement to topple the government would get a new dimension if they were denied to hold the rallies in the capital, said party insiders, because in that case tough programmes such as hartals and blockades would be enforced. Four Pakistan terror convicts executed n Agencies Four prisoners, convicted for attacking former Pakistan president Pervez Musharraf, were executed yesterday at a district jail in Faisalabad. Zubair Ahmed, Rasheed Qureshi, Ghulam Sarwar Bhatti and Russian citizen Akhlaque Ahmed were shifted from the central jail in Faisalabad to another district jail late Saturday to be hanged, the Dawn online reported. Family members were allowed to meet the convicts before the hanging. Strict security measures were put in place with additional contingents of security personnel deployed on the routes leading to the district jail. Similar preparations are underway in Lahore for the execution of four other prisoners in Kot Lakhpat central jail. The executions are expected to be carried out within the next one or two days, media reports said. All the roads leading to the detention facility in Lahore have been blocked and mobile phone jammers have been installed around the jail premises.  PAGE 2 COLUMN 4

sions in 2005 and 2009 had asked for 94% and 96% hikes respectively, while the current commission has recommended up to 112.5% salary hike, according to the Finance Ministry. The Eighth National Pay and Service Commission (NPSC) Chairman Muhammad Farashuddin submitted the final report to Finance Minister AMA Muhith yesterday, recommending the government to spend 63.7% more on its employees. The commission also suggested that all kinds of deputation appointments be cancelled in the government administration, Farashuddin said, adding that the government has also been advised to introduce an option to allow public servants to retire after 20 years of service, instead of the existing 25 years. He added that the salary hike proposal would have little impact to the annual enhancement of budget and revenue earning of the country. The massive salary hikes were proposed as an incentive to draw in better educated talents into public service, to raise the financial status of government employees, and to keep them in service to ensure good governance to an expanding economy, Farashuddin said. While preparing the recommendations, the commission counted six-member family units – unlike the four-member units counted before – as well as considering six years’ worth of accumulated inflation of 63%, said Farashuddin, a former central bank governor. Public servants’ salaries in other countries, as well as the compensations offered by the private sector organisations were also brought into consideration in the preparation of the proposal, he added. 7-murder charge sheet likely in a month after Nur’s extradition n Ashif Islam Shaon Investigators probing the seven murders in Narayanganj are expected to submit the charge sheet within a month after Nur Hossain, the key accused, is extradited from India. “The investigation is almost complete and will end once Nur is handed over to us,” Narayanganj Police Super Khandaker Mohid Uddin said yesterday. He did not say how long it would take to prepare the charge sheet but some officials dealing with the case said submission of the charge sheet would be delayed if Nur’s extradition took time. “The case involves preparing a slew of documents. The final report will be prepared after recording Nur’s statement and collecting some additional evidence. The process could take more than a month,” said a police officer. “Investigators have been keeping an eye on some people whose involvement is suspected in the abductions and kill-

ings. Nur’s statement will help investigators get a clear picture,” he said. Police headquarters sources meanwhile said Nur’s extradition is expected within seven to ten days as officials are now waiting for response from the Indian authorities.

‘We have been asked to help police at border with Nur’s extradition and we said we are ready’ The state minister of home yesterday also hinted at Nur’s quick extradition. “Have patience. We are doing what we are supposed to do on our part. There will be a good news soon,” he said at a programme in the capital. On April 27, Narayanganj panel mayor Nazrul Islam, three of his associates and the driver, and senior lawyer Chandan Sarkar and his driver were kid-

napped from Dhaka-Narayanganj link road. Three days later, six bodies were found floating in the Shitalakhya River while the other was also recovered from the river the following day. Nur, who had been on the run since the incident, was arrested in India on June 14 for illegal entry. So far, 17 people, including 15 RAB personnel, confessed in a Narayanganj court that they were involved in the crime. Home Ministry sources said India’s Foreign Ministry had recently told officials in Dhaka in writing that Nur would be extradited, and had asked for the place and time where the man could be handed over. On September 4, Bangladesh requested India at a joint meeting of officials in Dhaka to extradite Nur and some other criminals who have been hiding in the neighbouring country. Arrest warrants issued against Harris, Ariful n Our Correspondent, Habiganj In nine years, the case filed in connection with the murder of former finance minister Shah AMS Kibria has been probed and re-probed thrice by three different investigation officers and has seen three charge sheets. Yesterday, a Habiganj court issued arrest warrants against 11 people, including several central and local BNP leaders, after the third investigation officer submitted the third charge sheet in the case, accusing 35 people. In the first charge sheet, there were 10 accused and 14 in the second. The murder case was re-investigated twice because the complainants objected to both of the first two charge sheets. On Saturday, a few senior BNP leaders planned the programmes and then went to meet Khaleda to finalise those. Fakhrul is scheduled to hold a meeting with the general secretaries of the BNP-led 20-party alliance members today at the Nayapaltan BNP office and the decisions might be announced at the meeting. Party insiders said they would seek permission to hold the rallies either in Suhrawardy Udyan or in front of the party’s Nayapaltan headquarters. “If the government denies us the permission to hold the rallies, hartal and blockade-like programmes might be announced,” a senior leader said.
