Authorities clueless in the Sundarbans In 3 days, oil spill spread over an 80km area in remote forest Bakar Siddique n Abu from the Sundarbans Inability, inexperience, helplessness and lack of far-sight of the authorities are becoming clearer every passing minute, with very little done so far in tackling the environmental disaster that is already happening in the Sundarbans. Around 11am yesterday, more than two days after the Southern Star 7 sunk in Sela River in the Sundarbans, the rescue ship hired by the owner salvaged the distressed oil tanker under the supervision of the navy. BIWTA salvage vessel Nirveek reached the spot of the capsize after the hired ship finished the rescue operation.
In 2008, oil spill from a Shell pipeline crack in Niger Delta destroyed 1,000hc mangrove forest and affected 30,000 people But, by the time Southern Star 7 was pulled out of water, more than twothirds of the 357,664 litres of furnace oil had already spread over an 80km-area in the Sundarbans, officials said. Moreover, divers are still looking for Mokhlesur Rahman, 50, shipmaster of the sunken ship, who went missing during the capsize. However, as of last night, the authorities did not have any concrete plan to remove the oil that has already had visible adverse impacts on the environment. They had two options. First, the oil could have been neutralised by spreading chemical dispersant, which navy’s ship Kandari 10 has already carried to the area. But the Forest Department has objected saying the chemical might
harm the wildlife and vegetation. So navy, who was ready to start spreading the chemical power last evening, could not start. Mongla port authorities said they would sit in another meeting soon to make a decision in this regard. Second, oil-consuming bacteria could be spread over the oil. That is an organic way and is a lot less likely to harm the environment than the chemical dispersant. But, it would be a lengthy and highly expensive process because the bacteria will have to be imported. Instead, following an “emergency” meeting among several authorities, the local people have been asked to manually collect as much of the furnace oil as possible from the water surface. Furnace oil – which comes in concentrated semi-solid chunks – is different from other types of fuel oil. So, people can collect it using bucket-like containers or trapping it in clothes because this oil also does not get mixed with water. Padma Oil Company, owner of the spilled oil, yesterday announced that they would buy the oil collected by the local people at Tk4,000 per 220 litres. However, a few years ago, a similar thing happened in the Bishkali River in Borguna district. An oil tanker, containing only a few hundred litres of oil, capsized in the river. It took local people several days to collect all the oil from the water. However, nobody has been able to say for certain how many days would it take for the local people in the Sundarbans to collect that much oil, which has already reached Mongla and Poshur River in the downstream and at least 20km in the upstream and travelled to some of the remotest parts of the deep forest via the connecting canals in 72 hours. A clandestine meeting with BNP Chairperson Khaleda Zia on December 4 has earned a Ministry of Public Administration (MOPA) joint secretary, already on special duty, forced retirement. A MOPA order issued yesterday read: “AKM Jahangir was sent to forced retirement in the ‘public interest’ and his tenure of service was 25 years. He will get due benefits.” The order was effective immediately. Several present and former government officials are reported to have attended the covert meeting with Khaleda at the BNP office in the Gulshan area of the capital on December 4. Her party has denied that such a meeting ever took place. Video footage shows two officials leaving the party office while the meeting was still under way. Public Administration Secretary Kamal Abdul Naser Chowdhury told the Dhaka Tribune yesterday: “The government has the right to discharge any officer if it sees fit to do so.” AKM Jahangir worked in the Appointment, Posting and Deputation Wing during the BNP–Jamaat alliance government between 2001 and 2006. Former US President George W Bush was “fully informed” about CIA interrogation techniques condemned in a Senate report, his vice-president says. Speaking to Fox News, Dick Cheney said Bush “knew everything he needed to know” about the programme, and the report was “full of crap.” The CIA has defended its use of methods such as waterboarding on terror suspects after the September 11, 2001 attacks. The Senate report said the agency misled politicians about the programme. But the former Republican vice-president dismissed this, saying: “The notion that the committee is trying to peddle that somehow the agency was operating on a rogue basis and that we weren’t being told – that the president wasn’t being told – is a flat-out lie.” In the interview aired yesterday, Cheney said the report was “deeply flawed” and a “terrible piece of work,” although he admitted he had not read the whole document. President Bush “knew everything he needed to know, and wanted to know” about CIA interrogation, he said. “He knew the techniques ... there was no effort on my part to keep it from him. “He was fully informed.” Bush led the charge against the re-
port ahead of its release on Tuesday, defending the CIA on American TV. “We’re fortunate to have men and women who work hard at the CIA serving on our behalf,” he told CNN on Sunday. A summary of the larger classified report says that the CIA carried out “brutal” and “ineffective” interrogations of al-Qaeda suspects in the years after the 9/11 attacks on the US and misled other officials about what it was doing.

But Cheney said the interrogation programme saved lives, and that the agency deserved “credit not condemnation.” “It did in fact produce actionable intelligence that was vital in the success of keeping the country safe from further attacks,” he said. n Asif Showkat Kallol The National Pay and Services Commission is going to propose separate pay scales for the profitable stateowned entities, provided the pay scale structure follows the proposed salary scale. The boards of directors of these profitable entities that are not depended on government financial support can fix their own salary structures with permission from the Finance Division, according to the commission’s recommendations. The NPSC has prepared a set of 10 recommendations for the National Pay and Services Scale 2015 and is likely to submit it mid-December after Finance Minister AMA Muhith returns from Singapore, a number of officials at the commission told the Dhaka Tribune yesterday. Commission Chairman Mohammad Farashuddin has recently sent a letter to the finance secretary to extend the December 15 deadline for submitting the recommendations by 10 days. The proposal brings good news for fresh government recruits as it recommends a settlement allowance for them.
It also recommends giving away increments to all staffs with the start of a fiscal year on July 1 irrespective of the date of their joining the service. The commission also recommends raising the minimum basic pay of a public servant to Tk8,200 from the existing Tk4,200 and the maximum salary to Tk80,000 from Tk40,000 for secretaries.
Commission proposes settlement allowance for fresh recruits The NPSC report on the pay scale suggests a ratio of 1:9.76 for the lowest and highest salaries while withdrawing the existing efficiency factor in service, a member of the commission said. The commission will also recommend that reducing the number of grades in the new salary structure to 16 from the existing 20 and withdrawing the existing class division of staffs and officials, according the summary of the proposal. The Dhaka Tribune has obtained a copy of the proposal. The NPSC suggests issuing the Pay and Services Order 2015 in line with

Attorney General Mahbubey Alam thinks contempt of court proceedings should be initiated against the family of executed war criminal Abdul Quader Molla. He expressed the opinion while talking to reporters at his office yesterday just after the press conference of Quader Molla’s son Hasan Jamil, who claimed that the government had “brutally killed” his father in the name of execution. Jamil, speaking at the Supreme Court Bar Association auditorium, said Quader Molla, a senior Jamaat-e-Islami leader, could not know on what grounds the Appellate Division had dismissed his review petition against the death penalty. The full judgement on the review petition was released on November 25. The International Crimes Tribunal on February 5 last year awarded Molla life imprisonment for committing crimes against humanity. He was later sentenced to death by the Appellate Division. Known as the “Butcher of Mirpur” during the 1971 Liberation War, the Jamaat leader was executed on December 12 last year after the apex court had dismissed his review petition. Jamil said the UN, the USA, the European Union and many other countries including Australia and Turkey, and international human rights organisations had urged the government to suspend Quader Molla’s execution. “But defying their appeals, the government killed him.” He also said the “dictator government” had not allowed the family to participate in Molla’s namaz-e-janaza. Molla’s wife, Sanowara Jahan, and his lawyers were also present at the press conference. Denying the allegations, the attorney general said Molla had been given every opportunity during the trial proceedings – from trial court to the Appellate Division. PAGE 2 COLUMN 6

On the salary structure of autonomous bodies and specialised services, the commission recommends taking steps for turning the losing stateowned entities into profitable ones. If it is not possible, those entities might be divested. On the manner of salary fixation, the commission recommends that the facilities for entry-level officials will not be applicable for an official who receives a salary of Tk80,000 and above. If the existing salary of an official is higher than what he or she will get under the new pay scale, then the additional amount will be accommodated into the new scale. If an official or staff gets promoted to the highest position on the date the new pay scale takes effect, their pay scale will be set at lower grade.
