Bangladesh Bank has found a series of anomalies committed by the boards of state-owned banks from January to June this year, but is yet to take any action other than warning the respective managements. According to a central bank report, the boards of five state-run banks – Sonali, Rupali, Janata, Agrani and Bangla-

State-owned banks account for 22% of total loans in the country’s banking sector. The government says that the loss-making branches of five of six banks –Sonali, Janata, Agrani, Rupali and Basic – serve remotest areas where private banks do not operate. All 28 branches of Bangladesh Development Bank Limited are not loss making. The Finance Ministry on October 20 sent a report to the Parliamentary Standing Committee on Finance Ministry saying the six banks in question were recommending loans to defaulters violating central bank guidelines. The 10-member watchdog is set to discuss the report today. Referring to a central bank field-level survey, the Banking Division in the report said these banks continued to hide the truth about bad practices. Moreover, loans were given to some companies that existed only on papers and did not have the necessary clearance from the central banks Credit Information Bureau (CIB). There are also instances of manipulation of banking mechanisms for protecting some loan accounts from being defaulters. Admitting that there was still indiscipline in the credit system of the staterun banks because of the directors, Sonali Bank Managing Director Pradip Kumar Dutta claimed that anomalies had been reduced to some extent. He stressed transparency and accountability among the directors to rid the banks of the irregularities. Pradip turned down the idea of privatisation to make the banks corruption-free, saying: “It is true that some time will be needed to make the banks free from corruption, but privatisation is not a solution.” He also said: “Despite risks, the common tendency among the banks is to centralise loans to certain major business groups because in that way they can easily achieve credit targets.” Rupali Bank MD Farid Uddin said professionals had to be recruited to the boards of directors to check irregularities. Referring to state-owned BASIC Bank, he said: “The bank’s managing director had to be removed for his alleged involvement in corruption; but the board of directors was actually responsible for the irregularities.”  PAGE 2 COLUMN 1

When the recent apex court verdict in war criminal Delwar Hossain Sayedee’s appeals case frustrated many, a war crimes tribunal is set to pronounce judgement in the case against Jamaat chief Motiur Rahman Nizami, the alleged al-Badr chief during the 1971 Liberation War. Jail Supernintendent Forman Ali last night told the Dhaka Tribune that Nizami had been shifted to Dhaka Central Jail from Kashimpur around 8:30pm. His physical condition was well. There have been widespread speculation centring this verdict especially after it was stayed at the eleventh hour on June 24 due to Nizami’s sudden illness. The prosecution claims that they have been able to prove beyond reasonable doubt 15 out of 16 charges pressed against the accused, the chief of key BNP-ally Jamaat-e-Islami. They did not place any witness in one charge. On the other hand, refuting the charges, the defence alleged that the prosecution had presented many false evidence and fabricated many others to convict Nizami, who was allegedly the chief of notorious al-Badr during until September 1971. “Nizami was not responsible for any alleged offences during the Liber-

The Rapid Action Battalion arrested a Harkat-ul Jihad Al-Islami Bangladesh (Huji-B) operative from the capital’s Khilgaon area early yesterday. The 43-year-old arrestee, from Noyani of Chandpur’s Haimchar upazila, used several aliases including Mufti Zubayer Abdullah, Khairul Hasan, Sazed Mohammad Kayez and Foyez. RAB officials arrested Zubayer from the capital’s Shantipur area in South Goran. A laptop, different jihadi books and pictures of militant training were seized from his possession, said RAB 3 Intelligence Director Major Mohiuddin, also a deputy director of the force. Zubayer confessed that he had been

A top Indian official has handed the Indian government a list of alleged Bangladeshi militants using West Bengal as a safe haven, preparatory to sharing investigation details with the government of Bangladesh, Indian media reported.
