90% physicians slip through tax net Only one-sixth of the 60,000 doctors registered with the BMDC have tax records n Syed Samiul Basher Anik The National Board of Revenue (NBR) has taken an initiative to identify tax-evading physicians and bring them under the tax radar, as around 90% physicians with taxable incomes reportedly do not file their income tax returns. NBR officials said although physicians earned large amounts of money from private practice and diagnostic centres as well as their regular salaries from public or private hospitals or institutions, an overwhelming majority of them did not pay any tax. They added that most taxpayers who did file their returns, showed less income in tax statements than what they actually earned. According to data compiled by the NBR, only around 10,000 physicians have tax files whereas the Bangladesh Medical and Dental Council (BMDC) has already published details of 60,000 registered doctors and dentists on its website. There are also a large number of unregistered doctors who earn a lot by consulting patients at different chambers.

Police unleash wave of extortion, change murder story again n Tazlina Zamila Khan A police deputy commissioner claimed Md Nasir Hossain was murdered over an unpaid Tk200 bet in a game of carrom, as police unleashed a wave of detention and extortion upon the residents of Bhashantek. The new account of Nasir’s death is based on statements made to police detectives by Shorif alias Chokkha, the sole accused in the murder case to have been taken into custody. Detective Branch Deputy Commissioner (west) Sheikh Nazmul Alam told the Dhaka Tribune: “In primary interrogation Chokkha said he once bet Nasir Tk200 in a carrom game, but when Chokkha won the game Nasir refused to pay, and that is why he and some others beat Nasir.” This version of the story is the fourth version in a series of explanations of the murder offered by police. An alleged conflict over drug-peddling, a quarrel over the eve-teasing of the murdered man’s cousin and an altercation over the harassment of the cousin’s husband have also been put forward as motives for the murder. Nasir has been alternately described by investigators as a hero of women’s rights, a fugitive criminal, and now, a bad sport. Bhashantek residents say police began detaining large numbers of people in the wake of the Nasir murder investigation, though none of the accused in the case, and threatened to show them as arrested in the case unless they paid large bribes to police officers. The police station has already seen the suspension of 19 officers and the closing of one of its officers over their alleged links to the prime accused in the murder case. The Dhaka Tribune spoke with residents in the area who said police were conducting daily round-ups of innocent people while the accused in the case continued to move about freely,  PAGE 2 COLUMN 1

Many top physicians allegedly hide information about the wealth generated from different commissions, diagnostic centres and chambers. These doctors reportedly charge higher fees from hospitalised patients and also get a considerable amount of commission if patients are hospitalised with their references. NBR Chairman Md Ghulam Hussain recently told the Dhaka Tribune that around 90% of the physicians did not pay proper amounts of tax and so initiatives would be made to bring them under the tax net. “Efforts to bring not only the doctors but also other professionals within the tax net have started and will continue,” he added. The Central Intelligence Cell of the NBR has already prepared a list of 537 physicians and collected their income tax-related documents from its respective field offices. Asking not to be named, a senior NBR official told the Dhaka Tribune that the physicians’ concealment of income-related information would be detected by auditing tax files.

A Dhaka Medical College (DMC) pathology report confirms evidence of anal sex from tests conducted on a specimen taken from the remains of 17-yearold Zubair Ahmed who is believed to have been murdered in an Uttara pond. In the language of the laboratory, the report says “Anal Swab – Spermatogene Present.” This means that male sexual fluid was found in his anal tract. No details were given about whether DNA testing had been done or would be done to determine the origin of the body fluid. Dhaka Tribune correspondents have seen a copy of the DMC microbiology department laboratory test on a specimen sent for testing on October 5, but was not able to obtain details of either the autopsy or microbiology reports. Asked about the report, Abu Sufian, medical technologist of microbiology department of DMC, told the Dhaka Tribune yesterday that his department had completed its tests on the specimen in the Zubair case and sent the findings to the forensic department of the DMC. He would not make any further comment about it.

Ishak Sarkar passed the SSC examination in 1993 after having failed once in the previous year. Then he got admitted to the capital’s Kabi Nazrul College for HSC; but nobody can say for certain whether he passed. Considering that Bangladeshis generally sit for the SSC examination at the age of 16/17, he should now be at least 37/38 years old. But many have said Ishak, who has been “made” the organising secretary in the new committee of BNP’s student front Chhatra Dal on Tuesday, is not less than 40 years old. A father of two, Ishak is a businessman by profession and known as the right-hand-man of BNP leader Nasiruddin Ahmed Pintu, also a former Chhatra Dal president. Under normal circumstances, a man in his forties is very unlikely to be a student. In fact, a look at the names of the 153 members out of the 201 announced on Tuesday night may give the idea that

The party is searching for a legal ground to remove him from parliament, said a number of Awami League central leaders. Article 70(1) of the constitution says an MP will lose his seat if s/he resigns or votes against his or her party. Several Awami League leaders said Latif’s comments on Hajj and Tabligh Jamaat had infuriated party Chief Sheikh Hasina so much so that she does not want to see him any more in parliament. Sources in the ruling party said the parliament secretariat was working on the issue but it is yet to find any legal

ground on the basis of which Latif can be stripped of his parliament membership. A source in the parliament secretariat said it might not be possible to vacant the seat of Latif. Referring to previous records a parliament official said if someone is expelled from his/her party he/she will not lose his/her parliament membership. BNP lawmaker Abu Hena in the 8th parliament, Jatiya Party lawmaker Golam Reza in the 9th parliament and Jatiya Party’s Anwar Hossain Manju in the 7th parliament were expelled from their parties but they did not lose their JS memberships and performed as independent lawmakers, said. Bangladesh Railway claims the disputed 8.52 acres of land – which is in close proximity to rail tracks just opposite Dhaka airport – belongs to them; the RAB insists that the government had given them the land to set up a headquarters for the elite force; while the civil aviation authority claims that the land was under their name until the government decided to hand it over to RAB.
