In five years, the Bangladesh Railway, which has been incurring losses worth billions, launched 82 new trains to enhance passenger convenience and boost revenue; at least these are what appear on papers and the government boasts about. But instead, these new trains are leading to huge wastage of fuel and valuable human resources and are likely to be burdensome for the economy in coming years, the Dhaka Tribune has found. The BR authorities, without actually increasing the number of locomotives and coaches, created the new trains by reducing the number of coaches from existing fleets. There are allegations that these 82 are not well thought out additions but were launched to entertain the whims of the four railways ministers who have served the ministry in the past five years. Abdul Wahab, a former joint director general of Bangladesh Railway, told the Dhaka Tribune: “In most cases, the ministers instruct the officials to launch new trains. They are not ready to listen to any operational problems. They would just say: ‘I want the new train; everything else is up to you.’ So, the officials cut compartments from the existing fleet and make new trains.” According to the railway’s information book, 247 trains operated daily in 2008-09 with 279 locomotives and 1,486 coaches, carrying 65 million passengers. The hike, if approved, will take the price of electricity to Tk5.51 per unit from the existing Tk4.70 at bulk level. The production cost of each unit of power is around Tk6.54 and the PDB is thus losing Tk1.84 at present. The PDB has also urged the BERC to make the proposed rates effective from January 1 next year. The PDB proposal said after the proposed power prices at the bulk level come into effect, the prices at the retail level will be needed to be increased too as power distribution companies will face losses otherwise. Retail power tariff was raised in March and if the new proposal is accepted, it will be the first increase in both the bulk and retail power tariffs after the government’s assumption of power in January. “The final decision to raise the tariff will be made after holding an open meeting and also a public hearing,” BERC Chairman AR Khan told the Dhaka Tribune yesterday. A top PDB official said the government will have to provide the power sector with subsidies amounting to nearly Tk7,500 crore in this fiscal if the new tariff is not implemented. Police trying to piece together Kadir’s identity A week after his arrest in the Zubair Ahmed murder case, undocumented foreign national Abuubaida Kadir’s origins and personal history remained a mystery to investigators. Despite the exponential rise of the Ebola threat worldwide, Bangladesh is still at a low risk of facing an outbreak, authorities concerned have claimed. However, the situation might be of great concern if any Ebola patient was found in neighbouring India, said Dr Mahmudur Rahman, director of Institute of Epidemiology Disease Control and Research (IEDCR). His comments came only days after the World Health Organisation warned that Ebola was now “entrenched and accelerating” in west Africa, while the first death of a patient outside the African continent was also recorded in the US. Bangladesh government has so far claimed that the country has adequate safeguards in place to prevent a local outbreak of the deadly disease, which is currently killing between 50% and 60% of people infected in west Africa. The IEDCR laboratory has the capacity to primarily identify an Ebola patient, institute’s Director Dr Mahmudur said, but he added that the identified samples would also need to be sent
The government is set appoint a South Korean company as the construction supervision consultant (CSE) for main bridge and river training of the muchtalked-about Padma Bridge at a cost of Tk383.15 crore. The appointment of Korean Expressway Corporation for the project was authorised after a proposal from the Bridges Division under the Ministry of Communications was approved by the cabinet committee on public purchase yesterday. After the cabinet committee meeting, Commerce Minister Tofail Ahmed, also the alternative chairman of the committee, told the media: “We gave our consent to the proposal for appointing the foreign company for constructing the main Padma bridge and river training.” He also said the Ministry of Communications will immediately sign an agreement with the Korean firm to start the main work of the Padma bridge. Sources at the ministry told the Dhaka Tribune that the Bridges Division had already implemented around 25% of the project as of September this year by awarding work orders to different consultants and contractors for the four key components of the Padma bridge.
