Ecnec to review revised project proposal with 9% reduced cost n Muhammad Zahidul Islam The much-awaited launch of the country’s first satellite Bangabandhu 1 is likely to be further delayed as a revised project proposal with 9% cost reduction is set to be placed before Ecnec today. The project deadline has already been extended twice: from June 2015 to June 2016, and then to June 2017. Sources however claimed that completing the project was possible by June 2017.

for three alternative orbital slots: 102 East, 69 East and 133 East. But Finance Ministry sources said the BTRC was keen on acquiring a new slot, causing the project cost to rise. Earlier this year, Finance Minister AMA Muhith raised objections about the estimated costs and asked the telecom regulator to revise it. In a letter to the BTRC, he asked if it was possible to bring down the cost to Tk2,500 crore from the proposed Tk3,253 crore. In 2012, the Executive Committee of National Economic Council (Ecnec) approved Tk3,253 crore for the project. But following Muhith’s objections, the BTRC drafted a revised recommendation for Tk2,967.96 crore this March. Today’s Ecnec meeting will review the revised BTRC proposal. The Finance Ministry is also considering other alternatives for the orbital slot and questioned the process of the satellite’s launching, maintenance and funding, according to documents. Industry insiders told the Dhaka Tribune that the disagreement between the BTRC and the ministry would only lead to wastage of more time. They also raised questions about the process of buying the orbital slots, likening the situation to buying a car without having a road. “We have succeeded to secure our maritime rights because of the government’s good political will, whereas we are yet to secure our legitimate right in the orbital slot because of the lack of such commitment from the country’s top leadership,” said Abu Saeed Khan, a senior policy fellow of the Colombo PAGE 2 COLUMN 3

Witnesses: That was not a gunfight n Ashif Islam Shaon Notorious criminal Kailya Babu, prime accused in the Moghbazar triple murder case, was killed in an alleged gunfight with detective police yesterday; but several witnesses claimed there was no fight and Babu was shot by police from close range. Following Shah Alam Khandakar alias Kailya Babu’s death, DB told journalists at a press conference that they got information that Babu, along with his gang, was going to the Moghbazar area to kill Kailya Chand Mia, plaintiff of the triple murder case. BNP now smells Moudud conspiracy over book Hayat Mahmud and n Abu Ahmed Zayeef The BNP yesterday officially condemned its senior leader Moudud Ahmed’s controversial new book, claiming it was written to impress the government, only a day after party chief Khaleda Zia’s press secretary said there was nothing wrong with it. In reply to a query during a press conference at the Nayapaltan office, BNP’s Joint Secretary General Ruhul Kabir Rizvi said Moudud had insulted Khaleda Zia by writing that she was more concerned about her family than party matters during the army-backed interim government’s regime. However, at a separate press briefing in the capital yesterday, Moudud termed Rizvi’s remarks as unexpected and unfortunate. He claimed that

the contents of his book was aimed at pointing the failures of BNP during that regime, not to impress anybody. On Sunday, BNP Chairperson Khaleda Zia’s Press Secretary Maruf Kamal Khan Sohel told the Dhaka Tribune that there was no problem with the observations that Moudud made in his new book. He also said the book had portrayed an accurate picture of the illegal activities of the caretaker government. During yesterday’s briefing, terming Moudud a “fallen fellow,” Rizvi said: “He is an opportunist leader. He changed platform repeatedly. If Khaleda Zia made a mistake in 2007-08, then he [Moudud] should have resigned; but he did not.” He said: “Now he is trying to impress someone and cash in on the opportunity... DB police say Moghbazar triple murder suspect Kailya Babu killed in ‘gunfight’ at the Dhaka Medical College Morgue, told the Dhaka Tribune over phone that her husband had already been arrested in Narayanganj on Sunday night by DB and so he could not be there in Moghbazar the next morning.

The Detective Branch of Police has claimed to have nearly solved the mystery behind the killing of Ahle Sunnat Wal Jamaat leader Shaikh Nurul Islam Faruqi.
