However, in what appears to be an attempt to give the temporary arrangement permanence, the cabinet has once again extended the tenure of the two-year act – this time until October 2018. The tenure was extended once before in 2012 by two years.

A regular meeting of the cabinet yesterday approved a draft of the amendment to the Speedy Supply of Power and Energy (Special Provision) Act 2010 in line with a proposal from the Power, Energy and Mineral Resources Ministry. Prime Minister Sheikh Hasina, who is in charge of the power ministry, chaired the meeting at the Secretariat. The act was promulgated to what officials said simplify the approval of power projects and bringing generated electricity quickly to the national grid. Many have opposed the act because it gave the government a certain degree

The act empowers the government to do “whatever necessary” to save time and red tape tangles, to the extent of going against the Public Procurement Act by undertaking projects without floating tenders. It also says the legality of any of the decisions made, steps taken and orders given under the act cannot be challenged in future before any court of justice. Moreover, even after the expiry of the act, any work or steps taken under it should go on in a way that the law has not expired. Buet Professor Ijaz Hossain told the Dhaka Tribune: “The act is harmful for the country. It was enacted with an aim to bypass the existing public procurement act.” He also said: “The act has had a number of negative impacts on the power sector. We are falling behind in terms of technology because the power plants implemented under the act are by and large of low energy efficiency. Because the act was enacted on a temporary basis, entrepreneurs installed less efficient and old machinery at cheap price at the quick rental power plants as they thought they would not be needing them after a couple of years. They are now using the same old machinery to produce electricity. As a result, they need more oil and the production cost is skyrocketing. “If there had been a prior plan to run these power plants for seven to eight years, we would have been able to install better machinery that could generate PAGE 2 COLUMN 3

BCIC confesses to swindling Tk3,115 crore in five years

Top officials of the Bangladesh Chemical Industries Corporation (BCIC) under the Industries Ministry yesterday confessed before a parliamentary watchdog that its corrupt officials had caused the theft of over Tk3,115 crore during a period of five years. Industries Secretary Mohammad Uddin Abdullah and BCIC Chairman Munsur Ali Shikder came under fire of the 10-member parliamentary Committee on Public Undertaking, in connection with theft, embezzlement, wastage, and reluctance or wilful procrastination in realising public money that led to the drainage of around Tk623 crore every year.

A BCCI paper presented at the meeting further showed that an additional Tk11.5 crore was spent in violation of the government’s financial guidelines. Body formed to identify sources of militant financing n Mohosinul Karim A high-power committee led by Industries Minister Amir Hossain Amu was constituted yesterday to track down sources of militant financing and coordinate the activities of the government in this regard. The committee, formed by the Cabinet Division, has been asked to accelerate investigation activities, enhance coordination between the agencies that are working to identify the sources and suggest the authorities concerned about necessary measures to stop militant financing. It has also been asked to monitor and take necessary steps against the financiers, and if needed, inform the authorities concerned for action.
