Bihari camp killing probe runs afoul Former DC allegedly ordered not to arrest anyone; only Biharis charged in six cases
n Tazlina Zamila Khan Law enforcers have been reluctant to investigate the six cases filed over clashes and arson attack in Kurmitola Bihari Camp that claimed 10 lives last month. Leaders at the camp claimed that the police had assured them of not arresting anyone from the camp. Former deputy commissioner of Dhaka Sheikh Yusuf Harun, however, denied the claim. Police rather said they were working to find the reasons behind the June 14 incident. Meanwhile, witness “Napak” Raju – who is a close associate of Jalaluddin Bhantu, the chairman of Kurmitola Relief Committee – claimed that he recognised several local Jubo League leaders during the clashes who set fire to the house of Md Yasin. Nine members of Yasin’s family were burned alive in the incident.
He alleged that the police assisted the ruling party men during the arson attack by driving away the Biharis and hurling grenades towards the demonstrators. Talking to the Dhaka Tribune, Raju also blamed his boss, Bhantu, for the occurrences which were “avoidable.” On June 14, a series of clashes among the Bihari residents of the Old Kurmitola Camp in Kalshi, police and outsiders centring explosion of firecrackers left at least 10 people dead. A youth, Azad, was killed in police firing when he and others went to douse the fire allegedly set by Jubo League activists. He received two or three bullets in his chest and back, Raju said. Ukraine launches assault on rebels Human Rights Watch: n Agencies Ukraine launched a heavy assault on the rebel-held city of Donetsk, as international investigators arrived in the region to examine the remains of 298 people who killed when the Malaysia Airlines plane was shot down on Thursday. A separatist leader yesterday said Ukrainian government forces were trying to break into Donetsk and there was much fighting taking place near the city’s railway station. Sergei Kavtaradze, of the self-proclaimed Donetsk People’s Republic, said at least four tanks and armoured vehicles were attacking his men. Two rebel tanks were reportedly heading to Donetsk railway station. A Ukrainian military spokesperson said the operation was in progress, but he would not comment on troop movements. The city of Donetsk is about 80km from the MH17 crash site. Allies of Kiev said the security situation in the area was hampering the investigations. Three members of a Dutch victim identification team arrived in the region yesterday, and were expected to visit a railway station near the crash
site where nearly 200 bodies have been stored in refrigerated wagons. Rescuers said they had found a total of 251 bodies and 86 body fragments at the crash site, and added that a second refrigerated train had arrived. Ukrainian Prime Minister Arseniy Yatsenyuk said Ukraine was prepared to hand over all evidence to the Dutch, and that the Netherlands should
lead the inquiry into the plane’s destruction. However, rebels control the crash site, and the whereabouts of the plane’s flight recorders are unknown. Shut down RAB n Ashif Islam Shaon RAB is beyond reform and should therefore be disbanded, Human Rights Watch has said in a letter to Prime Minister Sheikh Hasina. The New York-based rights organisation also recommended the withdrawal of all army officers from Rapid Action Battalion so it can be transformed into a civilian force before being disbanded. In the letter, Brad Adams, executive director of HRW’s Asia Division, yesterday wrote: “Although RAB is officially led by a senior police officer, in practice it is run by the military officers who act as his deputies.” Adams claimed police officers working in RAB “privately complain” of being treated as subservient to the military. He however did not give any instance. The RAB structure allowed men from the army to participate in securing civilians “without proper training or civilian accountability and oversight,” he said. The Ruling Awami League raised these points when it was in opposition, he claimed.
However, snuffing out the allegations, RAB turned the table on HRW asking it to concentrate on Israel’s offensive in Gaza against Hamas militants, where until yesterday, at least 501 people had died. “Hundreds of innocent people have been killed by Israel there. The Human Right Watch should concentrate on that issue. It is more urgent than talk-
ing about RAB, which is a country’s internal issue,” said Col Ziaul Ahsan, additional director general of the force. Brad Adams said the elite police unit had been “allowed to operate with impunity by all successive governments” ever since its inception. The Cabinet Committee on Law and Order, led by Industries Minister Amir Hossain Amu, yesterday rejected Human Rights Watch’s proposal to dissolve Rapid Action Battalion. The global human rights watchdog yesterday sent a letter to Prime Minister Sheikh Hasina with the request. Amir Hossain Amu told reporters yesterday after a meeting of the committee: “It is an internal matter. They cannot request to dissolve the elite force. We will not make any decision in the light of their request. We will make decisions in our context.” According to the HRW website, the letter termed RAB a “death squad” and suggested that until it is disbanded, the force “should be made into an entirely civilian force by withdrawing all military officers and soldiers from its members.” Asked what they had been thinking about BNP’s threat of staging a strong movement after Eid to topple the government, Amu said: “It is none of the cabinet committee’s business. We

The transport company owners, whose buses operate only within the city limits, may not like the empty streets of the capital during every Eid, but that does not mean they do bad business during the “off-peak” season. During Eid-ul-Fitr and Eid-ul-Azha every year, millions of people leave Dhaka to observe the religious festivals with their dear ones at their village homes. That also leaves the city of more than 10 million residents unusually empty for more than a week. Because

of the reduced demand for transport, a significant number of vehicles in the fleets of the city bus services, have to remain idle. In recent years, the owners have discovered an alternative way of earning instead of keeping their vehicles in “sleep mode.” Compared to the big buses with heavy engines that carry passengers from one district to another, the buses that operate within the city are smaller. They do not even have the permission to ply the highways. However, several city services have been for a number of years lending their smaller buses to the intercity services.
With less than a couple of weeks to go before Eid, local private bus services such as Bahon Paribahan, Baishakhi Paribahan, Suktara Bus Service, Monjil Paribahan, Falgun, Rupkotha Paribahan, Projapoti Minibus Services, Gulistan-Dhamrai Bus Services and Shuvojatra Bus Services have been gearing up to lend some of their vehicles to run on the long routes. Some of these buses are 10-20 years old and not even fit to carry passengers within the city. Instead, the borrowers are including these small buses in their fleets to carry passengers on 100km journeys. They are borrowing these old “local
buses,” getting them painted and minimally repaired and incorporating them into the route plans. According to Bangladesh Road Transport Authority (BRTA), a total of 92 bus services are operational in the city. But during the Eid season, most of these buses carry passengers on the long route, officials said. Mohammad Belayet, owner of Suktara Minibus Services, told to Dhaka Tribune that he had arranged six buses to meet the needs of home-bound passengers. He said he rented his buses for around 10 days during Eid every year to renowned transport companies that operate on the long route.
He also said he had never faced any action from the administration. A recent BRTA study says 87% of the buses and minibuses that run in the capital are unfit. But during Eid, these unfit buses meet the demand of the home-bound people with their new colours but very little to no repairs. The Dhaka Tribune correspondents have found that workers and painters at the city’s Gabtoli, Mohakhali and Sayedabad bus terminals are busy re-painting these local buses. Kazi Jaynal Abedin, owner of Decent Engineering Workshop, said: “I have got six orders for repairing and
