Following a recommendation from the parliamentary watchdog concerned, the Law Ministry has already initiated a move to reinstate the provision, which was removed from the constitution during military ruler Gen Ziaur Rahman’s regime.

The UK does not have any written constitution. Endorsing the information, Law Minister Anisul Haque told the Dhaka Tribune yesterday: “We are planning to amend the constitution... But, we do not want to interfere with
the constitutions [of other democratic countries] and upholding the independence of judiciary... [However] nothing will happen before Eid-Ul-Fitr.” Earlier, the Parliamentary Standing Committee on Law, Justice and Parliamentary Affairs made the recommendation for amending the constitution following a suggestion from the Law Commission. The commission in the lone body in the country tasked to suggest the government on legal reforms. According to the commission suggestion, article 96 of the 1972 constitution authorised the legislature, with a two-third majority, to impeach apex court judges for misconducts and violating constitution. However, military ruler and BNP founder Gen Ziaur Rahman dropped the provision from the country’s charter through military orders and instituted a new mechanism – the Supreme Judicial Commission, headed by the chief justice and two other senior judges. Installation of the new mechanism curtailed the legislature’s authority to make the judiciary accountable to the people’s representatives. PAGE 2 COLUMN 1

With Eid fast approaching, bus companies have reportedly raised their ticket fares to draw maximum profits from the rush of home-bound passengers; with some of the air-conditioned bus services nearly doubling their ticket prices. After visiting the counters of several bus companies on Tuesday, the Dhaka Tribune found that AC buses travelling from Dhaka to the southern and northern districts have hiked up their ticket prices by Tk600-800 ahead of Eid, while non-AC buses are charging around Tk150-200 extra for each ticket. “Our buses are more luxurious than those of any other company and during the Eid rush we will not get enough
passengers for the return journey to Dhaka for our 27-seat buses. So, there is no option other than increasing the fare,” said a staff at the counter of Yellow Line Paribahan in Kalyanpur, seeking anonymity. He said they are now selling each ticket to Satkhira for Tk2,000, which was priced at Tk1,200 a few days ago. Despite the extra fare, almost all the tickets have already been sold out, the counterman added. The scenario was same for AC buses operating on northern routes. The ticket price for Hanif Paribahan’s AC bus service to Rajshahi has jumped to Tk1,400 from Tk800 during the Eid rush. “This is nothing new. We have been introducing new and luxurious buses

JS body concerned over Rs100 crore allocation n Kamran Reza Chowdhury The parliamentary watchdog on water resources yesterday expressed concerns at the Indian government’s allocating Rs100 crore for examining the implementation of inter-linking of the common rivers without which Bangladesh cannot survive. At a meeting at the parliament building, the 10-member committee asked the Water Resources Ministry to propose that the Indian government carry out a joint study on the project’s
probable impacts on Bangladesh and India before its execution. In 2002-03, the then BJP government initiated the project that would spell disaster in the down stream. The subsequent Congress government assured Bangladesh of not doing anything that would adversely impact Bangladesh. According to the plan, India will carry water of the Brahmaputra, the Meghna and the Ganges to its water scarce areas through canals before the rivers enter Bangladesh. PAGE 2 COLUMN 5
Israeli missiles struck the houses of several senior Hamas figures throughout early yesterday morning, as at least seven Palestinians were reportedly killed in the latest escalation of violence. The renewed strikes came a day after the failure of a brief and one-sided ceasefire on Tuesday observed by Israel, but not by Hamas. Among the residences targeted were those of former interior minister Fathi Hamad and senior Hamas leader Mahmoud al-Zahar, which was destroyed. Zahar was said to be hiding elsewhere at the time of the missile strike. The Israeli prime minister, Binyamin Netanyahu, has said he had “no choice” but to escalate Israel’s bombing campaign. “When there is no ceasefire, our answer is fire,” he said. The Israeli security cabinet met yesterday to discuss a limited ground operation, an Israeli official has revealed to the Guardian, a British newspaper. “The direction now is to continue air strikes and, if need be, enter with ground forces in a tactical, measured manner,” an Israeli official said to Reuters after the security cabinet meeting.
