Historic verdict ends 40-year dispute Bangladesh gets 19,467 sq-km out of 25,602 sq-km l Total sea area now 1,18,813 sq-km l Control over 10 hydrocarbon blocks l Sovereign rights up to 354 nautical miles from Chittagong coast
n Sheikh Shahariar Zaman Bangladesh has gained a massive victory against India as Dhaka got 19,467 square kilometres of area out of total 25,602 sq-km of disputed area in the Bay of Bengal delimitation case. “It is a victory for Bangladesh,” Foreign Minister AH Mahmood Ali told a press conference yesterday while disclosing the verdict of the case between Bangladesh and India. He, however, congratulated the Indian government, saying it was the victory of friendship and a win-win situation for the people of the two neighbouring countries because the dispute had finally been resolved peacefully and according to international law. “To achieve an equitable result, the tribunal awarded Bangladesh 19,467 sq-km area out of total disputed area of 25,602 sq-km,” the minister said. Just after assuming office in 2009, the Awami League-led government made the political decision to resolve the maritime dispute with India
through an international court as Dhaka and New Delhi had failed to come to a solution in the past 40 years. It filed a case at the Permanent Court of Arbitration on October 8, 2009. The court based in The Hague handed over the verdict on Monday and it was officially announced yesterday. Bangladesh won more than 118,813 sq-km of waters altogether comprising territorial sea and an exclusive economic zone extending out to 200 nautical miles (370km), Mahmood said. “Bangladesh also has undeniable sovereign rights in the seabed extending as far as 354 nautical miles [around 656km] from Chittagong coast in the Bay of Bengal with all the living and non-living resources,” he added. Bangladesh won another case against Myanmar in 2012 following which it received over 111,000 sq-km of area, including the disputed 25,000 sq-km. In both the cases, India and Myanmar stressed equidistance method whereas Bangladesh pressed for equity.

A parliamentary watchdog yesterday vehemently opposed a proposal to empower deputy commissioners (DCs) to cancel the declaration of a newspaper for publishing anti-religious and anti-state reports. The 10-member parliamentary standing committee on Information Ministry at its meeting unanimously agreed that authorising DCs to cancel newspapers’ declarations would not bode well for the government as well as democracy. Information Minister Hasanul Haq Inu, who is a member of the committee, told the meeting that the government believed in free press and had no agenda to close down newspapers. Ahead of the three-day conference of deputy commissioners starting yesterday the DC of Pabna had sent a proposal suggesting that a newspaper’s declaration should be cancelled for printing “anti-religious and anti-state” items. The DC asked the Cabinet Division to place his proposal to the conference. If accepted in the DC conference, it PAGE 2 COLUMN 1

DCs seek more power to ‘deliver services’ Karim, Rabiul Islam n Mohsinul and Emran Hossain Shaikh Deputy Commissioners (DCs) from across the country yesterday proposed widening their jurisdiction to ensure law and order in the country. The DCs of 64 districts at a three-day annual conference also urged Prime Minister Sheikh Hasina to specify their functions as they “face multifarious
problems in discharging their duties.” Three DCs and one divisional commissioner spoke at the conference. They sought block allocation for the DCs and supply of formalin-checking kits. While inaugurating the conference the prime minister did not respond to the proposals. She, however, agreed to supply formalin-checking kits. “The prime minister gave us some instructions to follow,” a DC told the
Dhaka Tribune over phone. He, however, did not elaborate. Khulna Divisional Commissioner Abdul Jalil urged the prime minister to form a commission to determine their functions and jurisdiction and the relation between police and general administration, form a judicial review committee and to formulate a civil servant act.
