Draft broadcast policy ready for cabinet nod n Mohosinul Karim

The draft National Broadcast Policy, prepared with a view to ensure freedom as well as accountability of the electronic media, would be placed before the cabinet’s next meeting. Under the proposed policy, an independent broadcast commission would be formed for monitoring the activities of the TV channels and radio stations. After the cabinet approval, the Information Ministry will prepare the draft of “Independent Broadcast Commission Act,” Information Minister Hasanul Haq Inu told the Dhaka Tribune yesterday in his office at the Secretariat. He said the draft policy had been prepared by an expert committee comprising both government and private stakeholders. Finally, the ministry published the draft policy on its website. The recommendations were accommodated in the draft. “We hope that the policy will help the government bring discipline in this sector. After getting approval of the cabinet, the ministry will need two or three months to prepare the draft of ‘Independent Broadcast Commission Act.’ It may take some time more to get approval of the cabinet and its passage in parliament,” he said. The fund was mainly set up from welfare fees given by migrant workers before they go abroad, and some other sources. An executive board headed by Expatiates’ Welfare Ministry secretary looks after the fund. After purchase of the land, different decisions at different times were taken at the board meetings but they had

process of appointing the Independent Broadcast Commission members after the passage of the Act in parliament. Earlier, the cabinet sent the daft policy back with some observations. The ministry finalised the draft accommodating the observations in the proposed policy. “People file complaints but we cannot solve those issues due to the absence of a broadcast policy,” he said. “The Independent Broadcast Commission will monitor activities of the TV channels and radio stations. It will also look after the licensing process of electronic media and protect the interest of owners, employees, and viewers,” Inu said. Earlier, the Information Ministry sent the draft policy to the ministries of finance and public administration for their approval since it involves creating new posts for the commission and expenditure. According to the draft policy, the commission would be formed by comprising of a chairman and necessary members. The participation of stakeholders in the committee including public servants, media personnel, broadcasting experts, technology experts, women activists, journalists, teachers, jurists and civil society activists would be ensured.  PAGE 2 COLUMN 1

In March 2003, the board again changed its earlier decision and agreed to build a housing project for the expatriate Bangladeshis. Under the project, 500 apartments were planned to be built and distributed among 500 Bangladeshi expatriates.

The Indian government agreed to hand over Nur Hossain, the prime accused in the seven-murder case in Narayanganj, Foreign Minister Abul Hassan Mahmood Ali told parliament yesterday. Responding to a supplementary question from Jatiya Party MP Pir Fazlur Rahman during the scheduled question-answer hour for the ministers, Abul Hassan said in her talks, Indian Foreign Minister Sushma Swaraj had assured the extradition of Nur Hossain. “During the Indian external affairs minister’s visit, we discussed the issue with her,” the foreign minister told the House. “The best news is that the Indian government has agreed to extradite him. And we are sending a request letter to the Indian government,” he said. Pir Fazlur Rahman asked whether the government would bring back Nur Hossain under the extradition treaty signed in January last year between Bangladesh and India. Neither India nor Bangladesh has extradited any criminals since the signing of the deal that came into effect in October last year. Investigators: Solving Narayanganj 7-murder needs more time n Julfikar Ali Manik

Judicial statements of former three Rab 11 officers confessing their involvements in the chilling seven murders in Narayanganj is being considered by investigators a major progress in the investigation. They, however, think there is still a long way to go before the whole pro-

cess ends. “Their statements revealed involvements of many other members of the elite crime-busting force Rapid Action Battalion [RAB] and names of civil people,” an official linked with the investigation said in return for anonymity. “We will have to sift through all information and look into the involvements of the people named by the three

officers and it will take a long time.” Those three officers divulged involvement of more than two dozen of the force’s men in RAB 11 in their statements, said the sources. Besides, the name of Zia, a high official of the RAB, came to the fore in the statements in which they said the murders had happened at the behest of Zia. Apart from this, the investigators

need Nur Hossain, prime accused in the case who slipped into India soon after the murders. He, however, was arrested and is now under trial in a Kolkata court in West Bengal of India for his illegal intrusion there. Mamunur Rashid Mondal, the investigation officer of the case, yesterday said: “It is a huge case; we have to bring out each and every nitty-gritty of

the incident and that is why it will take long time to complete the probe.” He, however, declined to say anything about the investigation. Seven people were killed after abduction at the end of April in the port city of Narayanganj. Of them, lawyer Chandan Sarker and his driver were not the target of the killers.

Most Bangladeshis concerned about Islamic extremism n Tribune Report Even though the majority of Bangladeshi population hold negative opinion about Islamic extremism and extremist groups, surprisingly, nearly half of Bangladeshis believe that suicide bombing can be justified in some cases. The Pew Research Centre, a Washington DC-based think tank, carried out the survey in different countries in the Middle East, Asia and Africa; and found that concern about Islamic extremism was high among countries with substantial Muslim populations. In Bangladesh, 69% respondents said they were concerned about Islamic extremism. The number was 66% in Pakistan, 63% in Malaysia and only 39% in Indonesia. The findings said concern about Islamic extremism was growing in the Middle East while Lebanese, Tunisians, Egyptians, Jordanians and Turks were all more worried about the extremist threat than they were a year ago. Although only few in the countries surveyed said suicide bombing or other forms of violence against civilian targets was “often” or “sometimes” justified in order to defend Islam from its enemies, 47% Bangladeshi Muslims believed that suicide bombing can be justified, according to the survey. In Indonesia and Pakistan, one-inten Muslims or less said targeting civilians was often or sometimes justified. Most Bangladeshis, however, had unfavourable opinion against wellknown extremist groups. The survey claimed that 66% Bangladeshis had negative opinions of al-Qaeda, while opinion against Hamas and Hezbollah stood at around 56% each for the both groups. l
