Six IGWs plan to monopolise the market BTRC asked to allow selected IGWs handle all outbound calls n Muhammad Zahidul Islam Several international gateway (IGW) operators have created a consortium to control all the incoming and outgoing international voice call termination in the country, in an alleged attempt to monopolise the market that is worth over a thousand crore taka. According to their proposal, the major control of the market would belong to only six IGW operators – owned by politically influential people – that would be able to terminate calls and handle all outbound calls, while the rest of the operators would only be able

Around 18 IGW operators, out of the existing 29, formed the IGW Operator Forum (IOF) that placed a proposal last week before the BTRC for establishing a two-tier call termination process. IOF ad hoc committee president AKM Shamsudoha told the Dhaka Tribune their proposal could be helpful for the gateway industry. “We have placed our proposal to the telecom regulator and they will consider all the necessary aspect for the legal and other processes,” said Shamsudoha, who recently bought all the shares of Global Voice Telecom Limited and became the Chairman of the company.
A BTRC committee headed by Engineering and Operation Commissioner Saleh Ahmad Hakim has already met thrice to discuss the issue and is expected to submit its report within this week, sources said. They added that a lobbying group linked with the IOF proposal was reportedly active to bring down international incoming call termination rate down 50% from 3 US cents ($0.03) to 1.5 US cents ($0.015) per minute. Industry insiders said it would not benefit the consumers. If approved, the decision would give the IGW operators a chance to charge more than 1.5 US cents to foreign carrier but only sharing revenue with the government as per the declared value, they added. Termination rate is when one telecom operator charges another for terminating calls on its network. The lobbying groups are also allegedly being backed by some influential ministers who are working to convince the prime minister to approve the slashing of the rate by half. Sources said an influential business tycoon with ties to the ruling party, who is the top boss of a leading business conglomerate of the country and allegedly has ownership in three IGW operators, was behind the move to cut the rates. A senior BTRC official, seeking anonymity, told the Dhaka Tribune that if the rate is slashed, a group of operators would be able to make more than a thousand crore taka within only a couple of months. Ruling out the scope to legalise black money, Finance Minister AMA Muhith yesterday blamed the media for reports on the scope of black money whitening. Terming all the news reports on the provision utterly ‘nonsense’ and ‘meaningless’, he said the black money holders have to pay 10% penalty as per the law. “I have kept my word on the black money whitening issue as no provision has been included in this fiscal year. So, there is no scope to legalise black money in the new budget,” the minister told reporters after a meeting with Deputy Managing Director of International Monetary Fund Naoyuki Shinohara at Economic Relations Division at Sher-e-Banglanagar. In his concluding speech with the passage of Finance Bill 2014, Muhith on Saturday said the black money could be invested in the purchase of flats by paying a certain amount of tax for per square metre. “If any taxpayer has not paid tax properly in the past, he/she can pay the due tax by paying the penal tax along with regular tax,” he said just before
the passage of the bill on June 29 at the parliament. The minister proposed the withdrawal of the provision of legalising black money through investments in treasury bonds. According to the bill, anyone can regularise untaxed money by paying 10% tax along with regular tax under different slabs ranging from 10% to 25% in productive and income-generating sectors. The money can also be used
to purchase land and residential apartments during FY2014-15. Under the provision 19E of Income Tax Ordinance 1984, which is ‘voluntary disclosure of income’, people can legalise only their undeclared or untaxed, but legally earned money and taxmen will not raise questions on the sources of money if the taxpayers take advantage of the provision. BNP Chairperson Khaleda Zia who have criticised the Indian government on almost all the occasions publicly now blamed the Awami League, not the Indian government, for the longstanding unresolved bilateral issues. The World Bank has asked the Health Ministry to return Tk4 crore of allotted funds, after finding evidence of irregularities in procurement practices and financial management activities at three operation plans under the ministry. A special review by the bank raised allegations against former line directors of National Nutrition Services (NNS) Dr Eklasur Rahman, Dr Khondokar Md Sifayetullah of Non Communicable Diseases (NCD) and incumbent line director Dr Be-Nazir Ahmed of Communicable Diseases Control (CDC). The three operation plans have been running under the Health Population Nutrition Sector Development Programme (HPNSDP) of the Health Ministry.
