They are now reneging on verbal agreements made earlier regarding uniform standard n Tazlina Zamila Khan Two foreign agencies – Accord and Alliance– have been creating confusion for the ready made garment factory owners and their buyers by placing different inspection reports on the same factories. They were supposed to follow a uniform standard for the inspection including scrutinising the factory buildings’ concrete strength and avoid duplication in examining 300 factories. But now they are not complying with the understanding. Accord, the group of European buyers, and Alliance, representing a group of North American importers, have around 300 factories in common to examine. But during inspection of these factories, both the agencies are creating hassles, the owners allege. In a meeting with Commerce Minister Tofail Ahmed in April, officials of both the groups had agreed to avoid duplication in inspection. They had also agreed to allow factory buildings having 1,500 PSI (very strong) to operate, but now have opted for relaxed but different PSI standards. The Accord inspectors are repeatedly examining the factories which were

earlier checked by the Alliance engineers. So far, the Alliance closed five RMG factories while the Accord shut down 20-25 units in Dhaka and Chittagong in the last one year. There are allegations that some factories, approved by the Alliance men, were later labelled as “vulnerable” by the Accord inspectors because they are both following different standards.

n Minhaz Uddin Khan Just when it appeared that the Bangladesh Premier League (BPL) fixing scandal would cool off with the tribunal completing its full judgement on Sunday, revelations of inappropriate role played by the International Cricket Council’s (ICC) Anti-Corruption and Security Unit (Acsu) added more fuel to the fire.

The BPL tribunal, in its complete judgement papers that were regulated among the involved parties, questioned Acsu’s role and termed the organisation’s way of dealing with corruption in cricket “unfortunate and wrong.” The tribunal noted deficiencies in the methods of the investigation carried out by Acsu. About the fire exit,the Alliance says: “One Exit discharge on the ground floor is protected from utility room and dining by the fire door.” But, the Accord claims that the exit stairs are not protected with a fire door. About the structural safety,the Alliance mentioned that no load plans had been prepared for each floor, documenting the actual maximum operational loading,which is intended or allowable on each floor. But the Accord report says: “The building appears to be generally in good structural condition. There was no visible evidence of overloading, distress, damage, excessive deflections or settlements. Finance Minister AMA Muhith yesterday said he would present the detailed breakdown of the defence budget – sector-wise allocations for the army, navy and air force – during the tenure of the government as demanded by the MPs. Usurpation of state power had developed a tradition of not detailing the defence budget, which was “not healthy at all,” he told parliament, winding up his speech on the supplementary budget for fiscal year 2013-14. Independent MP Rustom Ali Farazi opposed the government proposal for an additional allocation of over Tk705 crore, besides the original Tk14,552 crore, for the defence sector. He proposed that parliament should give Tk1 to the defence ministry instead of the additional funds, but his proposal was rejected by voice votes of the ruling party MPs.

Taking part in the discussion on supplementary budget, Jatiya Samajtantrik Dal MP Mayeen Uddin Khan Badal first demanded that the defence budget should be detailed for transparency and accountability. Muhith said: “I have been trying to reform the tradition [of not detailing the defence budget] for the past five years. I hope that the tradition can be reformed this term. I hope in future you will get detailed accounts of the defence budget.” Farazi demanded that the format of the defence budget should have specific heads for all expenditures as is done for other sectors. LGRD Minister Syed Ashraful Islam, who is also in charge of the Defence Ministry, sought the additional grant. He said the government was also in favour of transparency in defence budget. “There is a global discussion on making the defence budget transparent and we are a signatory to it. Concealing the defence budget creates misunderstanding and results in conflicts among states,” he said, adding that the military rulers had not disclosed the defence budget and never placed it in parliament.
