Massive plans, few directives Muhith unveils Tk250,506 crore budget with the target to achieve 7.3% economic growth n Tribune Report A new national budget of Tk250,506 crore for the fiscal year 2014-15 starting in July was placed in the parliament yesterday, aiming to accelerate the country’s economic growth at a pace it would gradually reach 10% in 2021. Finance Minister AMA Muhith in his budget speech said this budget is a continuation of the government’s plan taken earlier in the previous 5-year term with the vision to transform Bangladesh into a middle income country. “All the development initiatives in our previous term will continue during the present tenure as well,” he asserted unequivocally, starting the speech at 3:40 pm with Speaker Dr Shirin Sharmin Chaudhury in the chair. “Our main aim will be to continue the ongoing programmes and launch new ones to implement the vision,” said the minister. He dwelt on political unrest and disruptions in the democracy that hindered not much the expected growth in the past several years with particular reference from July last year to January this year, but expressed the hope that the progress would continue to take place in future despite all odds.

The spirit prompted the optimistic minister to give his speech titled “Progress Uninterrupted: A Promising Future Beckons Bangladesh.” The proposed spending, being considered as ambitious, is due to increased allocation for priority sectors the government had identified earlier to facilitate investment in the country, which faced a serious setback in the last few years.

cal resource mobilisation, the budget documents suggest his dependence on automation of the tax system now under implementation and amendment to some tax laws. However, the proposal made not to increase the tax-free exemption limit is being considered as a strategy to net more taxpayers while increasing the income tax rate on high income group is to earn more from them. The budget also offered some tax incentives to promote investment and some exemptions for industrial raw materials, limiting scope for tax collection. The minister depended much on the bank borrowing, which runs counter to the aim of increasing private sector investment as economists and bankers consider it to crowd out the private sector borrowing from the banking system and raise interest rate on bank loans. The estimate for external resources hardly increased. Industrialists and trade leaders accordingly raised concern as to whether the budget could deliver as per its goal the finance minister tried to fix for the industrialisation – one of the government’s strategies to achieve the vision 2021.

The proposed budget is going to cost the cellphone users as the finance minister has proposed to hike 5% Value Added Tax from the previous 10% on mobile handset import and introduce Tk100 as tax on per SIM replacement. On the other hand the budget failed to come up to mobile phone operators that had long been demanding reduction in corporate taxes. The ICT industry also witnessed minimum initiatives in the budget for reducing internet price. In his 2014-15 fiscal budget speech at the parliament yesterday, Finance Minister Abul Maal Abdul Muhith said he had plan to protect local mobile phone set assembling companies. However, the handset industry claimed that there was not a single local assembling company. Muhith said: “In order to balance out VAT on the handset assembling stage and imports, I propose to impose 15% VAT on the import of mobile phone set.” He said some companies were assembling quality mobile phones in the country and paying 15% VAT while there was only 10% VAT on the import of mobile phones. This created an uneven pay of VAT, which needed to be eradicated, he added in his budget speech. Uday Hakim, director (operation) of a local brand handset company Walton,

Gold, LPG gas cylinders, mobile handsets, LED bulbs and tube lights will witness a hike as Finance Minister AMA Muhith yesterday proposed imposing more duty on them while placing the budget for the next fiscal year. The finance minister had proposed raising duty on gold import from Tk150 to Tk3,000 per 11.664gm, a 20 times hike. Popular mobile handsets would be costlier as the government had imposed a 15% VAT on its import. Earlier, local assemblers had to pay a 15% VAT at assembling stage and a 10% VAT on import of handsets. Residents of the capital who often face gas crisis will now have to spend more money as VAT on LPG gas cylinders having the capacity below 5,000 litres was increased from the existing 5% to 25%. The minister also proposed increasing the price of LED energy-saving bulbs from the existing 10% to 25 %.

The country’s GDP growth is estimated to reach 10% in 2021 as Finance Minister AMA Muhith yesterday spelt out a strategy to transform Bangladesh into a middle income country by this time. In the continuation of the government’s past strategy, it would attach priority to the power, gas and port development, he said placing the budget for the next fiscal year in parliament. “We will increase power generation from the present 10,000 MW to 24,000 MW and ensure that the real supply does not fall below 80% of actual generation,” he said. The government has expected to increase the share of industrial sector in the overall national growth from 25% to 40% with attaching high priority to small and medium enterprises and taking necessary steps to improve the skills of workers to increase industrial productivity. To attract private investment for infrastructure development, the govern-

ment would encourage implementation of projects through Public Private Partnership initiative as 34 projects involving Tk11,138 crore under six sectors had already been approved in principle and advisers/consultants had been engaged for 33 projects. “In fact, this is the first step towards project implementation,” said the minister, hoping that the legislation on PPP would be laid before the parliament shortly.

P16 MORE STORIES The government would create investment-friendly environment and continue essential institutional reforms in an attempt to bring down the cost of doing business. Effective measures would be taken to reduce interest rates with a view to increasing private sector credit flows that would eventually boost investment. The scarcity of land is a major impediment to the development of industrial sector. Special allocation had,

therefore, been proposed in the budget for the next fiscal year for land acquisition for big projects. A number of measures, including stimulus packages, would be taken for readymade garment, pharmaceuticals, shipbuilding, leather and IT sectors to add further momentum to export sector. Besides, steps would be taken for product and market diversification in export sector. “We will continue providing incentives for agricultural sector and take initiative to increase milk, meat and egg production,” said the minister. The government would take measures to develop the skills of workers and continue with the process of generating employment and increasing remittances by exporting skilled manpower. A fund of Tk50 crore would be created to implement the commitment for skills development. Md Sakhawat Hossain Khan, chief of the local lawyers’ association, told this to journalists based on what he said was his primary knowledge that he gathered from different sources about the statement. Senior Judicial Magistrate KM Mohiuddin of Narayangan yesterday. Sakhawat is also a lawyer of the complainants of the two cases filed in connection with the seven murders. The families of slain Awami League leader and Naraynaganj city panel mayor Nazrul Islam and senior lawyer Chandan Sarker are the complainants. Although Shakhawat shared his “brief” knowledge about Rana’s statement with journalists on the court premises yesterday afternoon, he did not specify the rank and post of Zia. Three former RAB 11 officials, including Rana, were arrested for their alleged involvement with the seven murders.

Among the three, only former RAB 11 chief Lt Col (retd) Tarek Sayeed Mohammad has not confessed.

Both Arif and Rana reportedly mentioned Zia, a high-ranked RAB official, in their confessional statements Major (retd) Arif Hossain, the other arrested ex-RAB official, gave two separate confessional statements in the two cases on Wednesday.

A source said Rana’s statements were of nearly 30 pages. According to Sakhawat, they gave detailed descriptions of how the abduction and the murders were carried out; where the victims were taken and where they were killed; who were involved with the murders and who gave the orders; how and from where the bricks, sacks and ropes were collected and how the dead bodies were tied up; which vehicles were used; and how the bodies were dumped in the Shitalakkhya River. “They also mentioned the name of a highly placed official of a certain force that they belonged to. They said his name was Zia and it was him who gave

the orders for the abduction and the murders,” the lawyer said. Asked what “certain force” meant, Sakhawat Hossain said it should mean RAB because the three arrested former officials belonged to this force. He also said they had repeatedly emphasised the fact that it was difficult for them to disobey an order that came from such a highly-placed official. When told that a high-ranked official of the force named Zia has come up in the confessional statements given under section 164 of the penal code, Wing Commander ATM Habibur Rahman, director of RAB’s legal and media wing, said: “I do not know who told what in the 164 statements. The inves-

tigation authority will take care if any name comes up.” Sakhawat said: “There is a similarity between what Arif said on Wednesday and what Rana confessed today [Thursday].” In his confessional statement, Arif mentioned the names of 23 RAB members and some civilians including political godfathers. Yesterday Rana also mentioned names of similar persons and described all the stages of the murders.
