He must have good knowledge about law, not we.” The minister yesterday also said: “We need to consider who are to be punished if Jamaat is tried [and found guilty]. The tribunal law does not say anything in this regard. In our country, if any company is convicted under the Companies Act, 1994, then the board of directors of the company receives the punishment. “Suppose Jamaat faces trial and is convicted for war crimes. Then the leaders of the party will serve the punishment for the crimes of Jamaat as per the existing laws of the country. But many leaders of Jamaat have already been sentenced by the tribunal. So, how can a person be punished for

Law Minister Anisul Huq has said Jamaat cannot be tried now under the tribunal law as it lacks provision for the purpose – a comment that campaigners say is made out of ignorance. Contradictions might arise if trial against Jamaat commenced now since there was a case pending over the cancellation of its party registration while the trials of senior Jamaat leaders for crimes against humanity were also underway, the minister said. He made the comments last night in response to reporters’ queries after a programme on the Supreme Court premises. Anisul said: “A case [on Jamaat’s registration] is pending with the Appellate Division of the Supreme Court. So if another case is commenced against the party, outcome of the current case must be considered. As per the law, trials of two cases on the same subject cannot go on at the same time.” However, war crimes campaigner and writer Shahriar Kabir told the Dhaka Tribune: “I think he [the minster] has not read the amendments brought to the International Crimes Tribunal

Based on information, police arrested 48-year-old Belal, the secretary of

Awami League’s Anandapur union unit and a union parishad member, from the house of a local named Abul Basher in Bornal union at around 2:30am, said Mainuddin Khan, officer-in-charge of Matiranga police station. Ekram’s relatives and locals said Belal worked as a bodyguard for the Fulgazi chairman and had ascended the party ranks with Ekram’s backing.

During interrogation, other arrested suspects said Belal had colluded with them after being promised a better post in the party and a large amount of money. An investigator, seeking anonymity, said Belal had agreed to conspire with the killers as he was unhappy about Ekram’s attitude. Belal – who always accompanied Ekram – did not go with him on the day of the murder, but was aware

about the movements of the leader. Mohibullah Farhad, executive editor of Feni Protidin who was with Ekram during the attack, said on the day of incident, he had called Belal around 10am to ask where the Fulgazi chairman was. Pay hike for government bankers and staff unlikely in budget With only a week to go before the budget is announced, the government is yet to decide anything concrete on a pay hike for government employees. Sources said the permanent pay commission had sent a proposal for non-financial benefits for government employees instead of monetary hikes. Although the finance minister and his junior have hinted that the employees of the central bank and the four state-owned commercial banks may get a hike soon, the latest news is that both they and their ministry have backtracked from that position. The logic behind this is a “lesson” learnt from October last year, when a 20% dearness allowance was declared for public servants, which is now said to have resulted in a surge in inflation,

Earlier this month, Prime Minister Sheikh Hasina directed Finance Minister AMA Muhith to give some hints about the new pay scale in his budget speech. A draft of recommendations – which reportedly do not include either a dearness allowance or a hike for the bankers – from the permanent pay commission is likely to be incorporated in the June 5 budget speech for FY2014-15. Former central bank governor Mohammad Farashuddin, now the chairman of the Pay Commission, said: “A pay hike for 13 lakh government staff will definitely have an impact on the inflation. Dr Iftekharuzzaman, executive director of the Bangladesh chapter of Transparency International, yesterday urged ACC Commissioner Md Shahabuddin to disclose the Berlin-based organisation’s malpractices, if any, immediately. “We will cooperate,” Iftekharuzzaman told reporters at a press conference at a city hotel. “We have no mask; we have one identity: TIB.” The Anti-Corruption Commission official on Wednesday threatened to “expose” the TIB’s financial transactions and questioned the accuracy of its recent report on corruption in the ACC. Iftekharuzzaman said he was “embarrassed” by the words and the body language of ACC Commissioner Shahabuddin. “He has also embarrassed himself by those words and body language.”

He said a person holding a post in an important institute like the ACC should not use language that would sound “politically motivated.” The TIB press conference was organised to disseminate its study report on the progress of implementation of National Integrity Strategy of Bangladesh. The ACC commissioner had questioned TIB’s spending of foreign funds meant for research and said they would look into the matter. “Why at an opportune moment? Expose us today. We will help you in the investigation,” he said, referring that the ACC would curtail its freedom of speech if the warning was issued only to criticise the TIB.
