RAB additional DG’s statement contemptuous High Court finds no important progress in seven reports submitted n Nazmus Sakib The High Court yesterday termed RAB additional DG’s recent statement contemptuous, saying the RAB official had also indirectly threatened Shahidul Islam, father-in-law of slain Narayanganj ward councillor Nazrul Islam. In an interview with the media on May 11, RAB Additional DG Ziaul Ahsan said Nur Hossain, the prime suspect in the sensational seven-murder incident, had fled the country and gone to Kolkata, India and efforts were being made to bring him back. He said all mysteries would be resolved if Nur could be arrested. Ziaul also said RAB would investigate if Shahidul had been involved in the gruesome murders. The High Court bench of Justice Md Rezaul Haque and Justice Gobinda Chandra Tagore yesterday said it w as not the RAB official’s duty to unveil the mysteries since the court had clearly stated on May 5 that the force could not be engaged in the investigation into the abductions and killings. The bench said Ziaul Ahsan’s statement was, first, contemptuous, and then threatening to Shahidul Islam. “Who will dare to testify under the circumstances?” the court said, asking Attorney General Mahbubey Alam if it would pass an order or he would deal with the matter. The attorney general said he would communicate the order and the court’s views with the government. According to media reports, people

were afraid of giving depositions, the court observed, asking: “What is the problem if RAB personnel are not deployed in Narayanganj for the sake of the image of the government, RAB and other law enforcement agencies? “If RAB members were not there, people could testify without any fear.” The bench told the attorney general that it could pass an order in this regard but it would be better if he informed the government. Justice Gobinda asked Mahbubey Alam if the investigation would be disrupted for the bench’s order. The top state counsel replied in the negative. On Wednesday, Prime Minister Sheikh Hasina hinted at the recent High Court order on arresting three RAB officials in connection with the seven murders and said: “What can we [the executive] do if the job that is assigned for the executive division is being done by the judiciary?” Addressing her party members at Ganabhaban, she said: “The over-enthusiastic activities of some people are making the investigation [into the Narayanganj killings] difficult.”

Many feared dead in launch capsize Islam with Munshiganj n Rabiul Correspondent Passenger launch MV Miraj 4, with around 250 passengers on board, capsized on Meghna river near Daulatpur of Gajaria upazila in Munshiganj yesterday afternoon and 13 bodies were recovered till filing of the report. The launch was heading towards Shureshwar of Shariatpur from Dhaka and capsized after being hit by a storm around 3pm, Deputy Commissioner of Munshiganj Md Saiful Hasan Badal told the Dhaka Tribune. He said a total of 13 dead bodies were recovered from the capsized vessel while

They were given first aid. “The district administration had given Tk20,000 to families of each of the deceased passengers,” he added. A three-member probe committee, headed by engineer and ship surveyor of the Mercantile and Marine Department Sirajul Islam, was formed following the accident. The committee was asked to submit report within seven working days. Of the deceased, two were identified

as Jamal Sikder and Tumpa Begum. The launch was carrying 200-250 passengers, said Coast Guard officials. Gajaria police station Sub-inspector Makbul Hossain said the launch capsized at Daulatpur estuary. “We learned about the accident around 3pm and a team of police set off for the spot right away,” he said. “The exact death toll could be known when the sunken ship is rescued. We hope the vessel could be lifted up the water within 1-2 hours,” Badal said at 10:45pm. Rescue ship Protyoy reached the spot at 6:30pm and Shipping Minister Shajahan Khan also visited the scene. l

Father-in-law of slain Narayanganj panel mayor Nazrul Islam alleged that he was receiving threats from Rapid Action Battalion (RAB) as he has been continuously blaming the elite force for the seven murders. “There is nobody except me in the country who is talking against the RAB. I fear that RAB can kill me,” he said adding that he is now 70 and suffering complications from old-age. “If they (RAB) decide to kill me in a crossfire I can’t not avoid my fate,” he said. “Now, I am fearing for my life,” Shahidul Islam was talking with the reporters after giving his deposition before a government-formed probe body at Narayanganj Circuit House yesterday on the second day of the mass hearing. Shahidul, however, did not elaborate the claim when reporters inquired about the threat. He was asked if he was satisfied about the progress of the investigation, he replied with a smile: “I am happy.” “If robbers storm into your house, loot everything and at gun-point ask you if you are happy, then you should smile and say yes to save life,” he explained. Shahidul came to the limelight by alleging that RAB men abducted Nazrul and six others on April 27 in exchange for Tk6 crore. Since he made the

Nur’s wealth seized n Our Correspondent, Narayanganj Police yesterday seized movable wealth of Nur Hossain from his Siddhirganj house in Narayanganj yesterday complying with a High Court order.

On the eve of 2014 election results in India, political circles and armchair experts are abuzz with fevered speculation that is part fact, part fiction but totally reflective of the sort of electioneering that has taken place. Exit polls have provided the people with a range of options, with some pegging the BJP-led National Democratic Alliance (NDA) as having bagged over 300 seats, whilst others, more conservative pollsters peg them at over 230 seats out of a total of 543. And just to add a further dose of deliciousness to the feverish predictions, the exit polls have been found to be spectacularly off the mark in the two previous general elections in India. So looking towards the exit polls is an exercise in futility. However, there are some central themes being discussed that should prove to be pivotal, no matter the amount of seats bagged by the Narendra Modi-led BJP or the rudderless Congress under the insipid command of the latest Nehru-Gandhi scion. Should the NDA not bag enough seats to cross the 272 mark, they will need allies. Block allocation may go up by 16% n Asif Showkat Kallol The government has planned to keep aside Tk5,000 crore as block allocation in the proposed budget for the fiscal year 2014-15. A Finance Ministry official said the block allocation may increase by 16.31% compared to the amount of fund in the outgoing fiscal year, considering the possibility of natural calamities in the country after ten years. The northern districts are now experiencing drought due to withdrawal of water from the rivers, he said, adding that the Planning Ministry will allocate some funds for the development in the areas. Sources in the Finance Ministry said the total budget outlay for the next fiscal year and the block allocations are likely to be fixed at a meeting to be held at the Prime Minister’s Office on Saturday with Prime Minister Sheikh Hasina in the chair. Finance Minister AMA Muhith will place a proposal for an initial budget of Tk249,000 crore at the meeting. But the amount of block allocations for ministries and divisions and the budget outlay for the next year will be changing till May 30. Block allocation or emergency fund of Tk1,299 crore under the revenue budget was fully consumed in less than five months of the outgoing fiscal year for political purposes, prompting the government to make a new block allocation of Tk110 crore in the revised budget and it will be Tk2,000 crore in the next fiscal year, sources said. A total of Tk3,000 crore was kept as block allocation in the outgoing year which had been used before the middle of the fiscal year. And, the Planning Ministry had decided to allocate Tk3,000 crore more. As a result, the total block allocation for the next fiscal year will be Tk5,000 crore, up by 16.31% compared to the outgoing fiscal year outlay of Tk4,299 crore and 0.37% of total GDP of Tk1,339,500 crore for the next fiscal year, sources said. They said during political unrest, the government had to meet additional expenditures on policing and used a chunk of the emergency fund.
