HC for quick action against perpetrators n Nazmus Sakib The High Court has directed the government to immediately take legal action against the persons responsible, as per the judicial probe report, for the incidents including murder and rape carried out on the Hindus and then opposition members shortly after the October 1, 2001 election. The court also ordered the government to inform it on May 11 regarding the measures taken against the perpetrators. The bench of Justice Quazi Reza-Ul Hoque and ABM Altaf Hossain passed the order yesterday after Deputy Attorney General Biswojit Roy placed the gazette notification of the judicial investigation report. The commission in its probe report held a number of ministers of the then ruling BNP-Jamaat government responsible for instigating the incidents. The leaders include BNP’s Salauddin Quader

Chowdhury (convicted for war crimes), Altaf Hossain Chowdhury, Maj (retd) Hafizuddin Ahmed, Tariqul Islam, Zainal Abedin (VP Zainal), Ruhul Quddus Talukder Dulu, Abdul Hafiz, AMH Selim (Silver Selim), Selim Reza Habib, and Jamaat-e-Islami’s Ali Ahsan Mohammad Mujaheed and Delawar Hossain Sayedee, both convicted for war crimes. The gazette was published in April following the directives of the bench. “It is historic as no other probe report was made public earlier through gazette notification,” Biswojit told the Dhaka Tribune. In response to a question by the court during the hearing, the deputy attorney general said no effective measure could be taken against the perpetrators after the violence. “As the probe report has turned into a gazette, which has legal value, actions will now be taken against the perpetrators,” he said.  PAGE 2 COLUMN 4

India votes in crucial 3rd phase n AP, Patna, India Indians voted in the crucial third phase of national elections yesterday, with millions going to the polls in the heartland states that are essential to the main opposition Hindu nationalist party’s bid to end the 10-year rule of Congress party. Suspected Maoist rebels, who have urged a boycott, briefly disrupted voting in their strongholds in eastern Bihar state and neighboring Chhattisgarh, carrying out acts of violence despite thousands of security forces fanning out in the area. Nearly 110 million people were eligible to vote in the third phase of the elections in 92 constituencies in 11 of India’s 28 states and three federally administered union territories. The multiphase voting across the country runs until May 12, with results for the 543-seat lower house of Parliament announced May 16.

The 63-year-old is routinely described as a bachelor and is thought to have lived alone in his adult life, having risen through the ranks of a grassroots Hindu nationalist organisation in which celibacy is expected. Diarrhoea patients increasing At least 15 fatalities in the past five weeks in the capital n Moniruzzaman Uzzal The number of diarrhoea patients in Dhaka has seen a huge spike in recent days, with at least fifteen people reportedly dying from diarrhoeal diseases during the past five weeks alone. The Dhaka Tribune has learned that 10 patients died in March, while five more died during the first nine days of April. Sources said all these diarrhoea patients had already died when they were brought to the International Centre for Diarrhoeal Disease and Research Bangladesh (ICDDRB). The lack of awareness among the patients’ relatives allegedly failed to ensure timely treatment, which could have saved lives, health officials said. Dr Azharul Islam Khan, chief physician and head of diarrhoeal diseases unit of the ICDDRB Hospital, told the Dhaka Tribune that no patient had died at the hospital, but admitted that some patients had been brought to the ICDDRB after they had already died on the way to the hospital. At least fifteen patients were brought in dead in the last 40 days, he added. As a precaution, Dr Azharul recommended people to take oral saline as soon as identifying diarrhoeal symptoms. If saline fails to improve the patient’s condition, they must be taken to the nearest hospital without wasting any time, he added. ICDDRB sources said the number

A debate erupted during a discussion in the capital yesterday when senior BNP leaders disagreed with pro-BNP citizens’ view that the party might cease to exist if it did not change its political strategy. Taking part in the discussion organised by pro-BNP professionals at the National Press Club, Farhad Mazhar said: “Many died in the democratic movement, but the fascists grabbed power. People’s basic rights and freedom of speech are in shackles. Prime minister’s adviser Ziauddin Ahmed Bablu has been made the secretary general of main opposition in parliament Jatiya Party. Bablu replaces ABM Ruhul Amin Howlader, who has served as the secretary general of the party for 12 years. JaPa Chairman HM Ershad had made the new appointment as per the party charter, said party chief’s Press and Political Secretary Sunil Shuvo Roy. Ruhul however told the Dhaka Tribune that he did not know anything about the replacement. “The party chief issues the order considering Ziauddin’s contribution to the party,” Sunil said. “It is a great responsibility for me,” the new secretary general told the Dhaka Tribune as immediate reaction. Party sources said there had been conflicts between Rawshan Ershad, leader of the opposition in parliament and senior presidium member of JaPa, and ABM Ruhul Amin Howlader centring the January 5 parliamentary election. The conflicts centred issues such as whether to participate in the election, forming committees, under-probe cor-

ruption allegation against party leaders, and so on. Ruhul, who is known for being close to HM Ershad, belonged to a faction of JaPa that did not want to take part in the national poll. Ershad’s wife Rawshan, on the hand, eventually contested the poll as part of the ruling Awami League-led alliance.

There has been conflicts between Rawshan Ershad and Ruhul Amin Howlader centring January 5 poll Sources said the matter of bringing a change to the top post had been discussed within the party for months. Eventually, following special recommendation from Rawshan Ershad, Bablu is being made the new secretary general. Rawshan however refused to make any comment on the issue. Ruhul told the Dhaka Tribune that he had met Ershad yesterday afternoon and had very little idea about the development then. “I learnt about the change through media,” he said. l
