As detention eliminates chances of getting arrested again, these criminals, thanks to latest telecommunication technologies, continue their activities from very much inside the jail. stopped doing what he used to when he was out. Police filed the charge sheet in connection with the murder in 1998, but the case is still pending with a court because there has not been enough witnesses. Sources said because Aslam had never been detached with his associates, finding witnesses for most of the 40 case against him had been hard. Two years ago, “Killer Abbas” reportedly gave instruction for a murder in the capital’s Mirpur area. The fact that he was in jail neither barred him from instructing his associates about the murder, nor did it prevent the murder from happening. “Dakat” (robber) Shaheed was killed in a shootout with law enforcers in 2012. His close associates Amin and Shahin are now in jail. According to Detective Branch (DB) of Police, the duo have been maintaining regular contacts using mobile phones with other notorious criminals namely “Bangal” Mamun, “Danga” Liton, “Vagne” Roni and Shahjahan. Together, they control most of the criminal activities in Old Dhaka. Both the Dhaka Central Jail and the Kashimpur High Security Central Jail in Gazipur have mobile phone frequency jammer machines. These high-end machines, used for barring the use of mobile phones inside the jails, are supposed to remain on 24/7. However, sources said some unscrupulous jail staffs, in exchange of bribes from these criminals, keep the jammers off most of the times.  PAGE 2 COLUMN 2

The ruling Awami Leauge is going into the fifth and final phase of the upazila polls today with a clear edge over its arch rivals BNP in terms of the number of chairman posts it has secured. So far, in the four completed phases of voting, the ruling party-backed chairman candidates have triumphed in 180 upazilas while those backed by the BNP came out on top in 148. Candidates backed by the BNP’s ally Jamaat-e-Islami have secured 33 chairman posts in total. However, the BNP-Jamaat-backed candidates have secured more vice-chairman and vice-chairwoman posts than the ruling party-backed contenders. At least 43 Awami League rebel candidates will be challenging their party-mates in today’s polls. For BNP, the number is 45. A total of 73 upazilas goes to voting today in the final phase where more than 1.1 crore voters will practice their franchise. In the closely fought first and second phases the BNP-backed chairman candidates gave the party a narrow lead over the Awami League. The lead was much wider in favour of the BNP in the battle for the other two posts in the upazila parishad panels – the vice-chairman and vice-chairwoman. After relatively peaceful voting in the first phase, the second phase saw some stray incidents of violence with two people killed in election-related violence. The third phase witnessed another close fight but this time the Awami League took a narrow lead in terms of the chairman posts, although the performance of the BNP-backed
