Fourth phase sees more violence 4 die as clashes, rigging mar polls; allegations of anarchy widespread n Mohammad Al-Masum Molla At least four people were killed and scores injured in upazila elections-related violence in four districts yesterday, amid claims from the ruling party ranks and the Election Commission that the fourth phase polls in 91 local bodies have been peaceful. At least 25 candidates, including BNP and JaPa-backed ones and even Awami League rebels, boycotted the polls in around 10 upazilas alleging irregularities and violence and demanded fresh voting. Voting was suspended in at least 32 polling centers in 11 upazilas after law and order situation in those areas went out of control. However, voting has been large-

ly peaceful in most places in Sylhet, Rangpur and Rajshahi regions. In an intra-party clash at a polling centre in Gazaria upazila of Munshiganj, local Awami League leader Samsuddin Prodhan, also chairman of Baluakandi union, was killed. Supporters of Awami Leaguebacked candidate Amirul Islam and rebel Refayetullah Khan Tota locked into a clash in front of the polling centre set up at the Dr Abdul Gaffar School and College in the morning, leaving Shamsuddin dead on the spot, said Presiding Officer Sarwar Morshed Chowdhury. Voting was postponed at the centre following the skirmish. In Rajapur upazila of Jhalakathi, an activist of Jubo League – Awami League’s youth front – was killed, allegedly by the supporters of the BNPbacked candidate. The ruling Awami League has significantly made up for the grounds that it had lost in the first two phases of the upazila polls, clinching a massive majority in the fourth phase amid widespread violence and rigging. Unofficial results suggest that out of the 91 upazilas that voted yesterday, the ruling party-backed contenders have bagged 53 chairman seats and those backed by BNP only 24. The landslide result in favour of the Awami League stands in stark contrast with the outcomes of the previous three phases, in the first two of which the BNP came out on top by narrow

margins. In the third, however, the Awami League fought back by clinching a slim majority. The rebel candidates, who have been big headaches for both the major parties, have once again failed to impress. Two rebels, one each from the ruling party and the BNP, have emerged victorious in yesterday’s voting. Candidates backed by BNP’s ally Jamaat-e-Islami, many of whose top leaders have been convicted for war crimes, have won in only five upazilas. For the party, this result is virtually a continuation from the last three phases – 12 in the first phase, and eight seats each in the second and third.  PAGE 2 COLUMN 2

India thump listless champs

n Mazhar Uddin It was yet another dominating all round performance from team India that powered them to a seven-wicket victory over defending champions West Indies in the World Twenty20 at the Sher-e-Bangla National Stadium yesterday.

India’s second consecutive win was identical to their first, as the Indian spinners shared all seven wickets to set the platform by restricting West Indies to 129, before Rohit Sharma and Virat Kohli struck fifties to make the journey easier. India suffered an early hiccup in their chase to the mediocre target as Shikhar Dhawan was removed without troubling the scorers in the first over. Shikhar could consider him unlucky as replays showed Samuel Badree’s delivery was sliding down the leg, but the dismissal had hardly troubled the Indian side as Kohli and Rohit ensured full points with a 106-run second wicket partnership.  PAGE 2 COLUMN 5

The investigation agency of the International Crimes Tribunal is ready to hand over to the prosecution its report on Jamaat-e-Islami’s role as a political party during the 1971 Liberation War. In its report, the probe team has prayed to the tribunal for imposing a ban on Jamaat as a political party and confiscation of its property. If the party is charged with war crimes, it will be the first such case in Bangladesh. The agency may submit the report

EC satisfied with ‘peaceful’ polls n Mohammad Zakaria Acting Chief Election Commissioner Abdul Mobarak yesterday expressed his satisfaction over holding “peaceful” elections to 91 upazilas across the country. Mobarak, however, reluctantly admitted that there were some stray incidents of violence on the day of the polls. He said the commission had taken all the allegations into cognisance and directed the authorities concerned to take action immediately against those involved in the violence. “There were some isolated incidents during elections. These are undesirable. We have suspended elections in 32 polling centres in 11 upazilas. Those who were responsible will not be spared,” Mobarak told a press conference at the Election Commission’s media centre after the polls ended. Replying to a query he said: “The irresistible yearning to be a winner at any cost is responsible for the violence.” About vote recounting, he said the commission has no authority to do so but the aggrieved candidates can apply to the Election Tribunal.
