Army asked to contain polls violence Acting CEC says violence escalates as political parties influence local polls Al-Masum Molla n Mohammad and Mohammad Zakaria The Election Commission has requested the armed forces to play its role in maintaining law and order during the fourth phase of the upazila polls scheduled for today, following escalated violence in the third phase. In a letter sent yesterday, the EC reminded the armed forces about their power to act to curb violence in absence of an executive magistrate. According to article 131 of the penal code, the army was already empowered to act on its own to check violence. However, in recent times, the armed forces personnel on election

There have also been stray cases of violence reported from a number of upazilas dur-
ing the first two phases as well. A couple of days ago, an intelligence report apprehended that there might be fresh attacks on minorities surrounding today’s fourth phase of the upazila polls. In Harinakundu upazila of Jhenaidah, a 70-year old man was allegedly beaten up by a gang of miscreants yesterday. He was reportedly electioneering for a BNP-backed candidate in the locality. From a press conference in Agoiljhara upazila of Barisal, Awami League rebel chairman candidate Jatindra Nath Mistri yesterday alleged that law enforcers had been harassing him and the Awami League-backed candidate had been pressuring the voters from the local minority communities. In Kathalia upazila of Pirojpur, an Awami League leader was detained by law enforcers yesterday on charges of unduly influencing voters in favour of a JP (Monju)-backed chairman candidate. In another last minute move on the election eve, the district police chiefs (SPs) of Jessore, Khulna, Noakhali, Lalmonirhat, Barisal and Dhaka were reshuffled and 21 presiding officers were withdrawn from Kolaroa upazila of Satkhira. At a presser on the same day, BNP Joint Secretary General Ruhul Kabir Rizvi alleged that the “transfers” were made with a “special motive.” “Everyone understands why they [the SPs] have been transferred,” Rizvi told reporters. Meanwhile, the letter that the Election Commission sent to the authorities concerned followed an e-mail sent by Chief Election Commissioner (CEC) Kazi Rakibuddin Ahmad, who had been in the USA on leave for nearly three weeks. Japan offers $1.18bn assistance n Sheikh Shahariar Zaman Japan has announced its biggest-ever loan package of $1.18 billion for Bangladesh to finance five projects. The announcement came at a meeting between Foreign Minister AH Mahmood Ali and his Japanese counterpart Fumio Kishida yesterday. “Energy, natural gas, electricity and infrastructure development of city corporations are the areas of the five projects,” Kouichi Mizushima, deputy spokesperson for the Japanese foreign ministry, told a press conference at a city hotel yesterday. But, he did not specify what the projects are or when the negotiations on the projects will conclude. Additional Secretary of Economic Relations Division Mohammad Shafiqul Azam told the Dhaka Tribune that Bangladesh has agreed in principle to get the loan and primary talks over the loans has already been held in Dhaka. “Bangladesh’s performance in
spending aid was the best among Asian countries last year. If we can continue with it, we hope more loans will come from Japan,” he said. Earlier, Chief Representative of Japan International Cooperation Agency (Jica) for Bangladesh Mikio Hataeda told the Dhaka Tribune that if the Bangladesh government could show its capability to implement the ongoing projects, the Japanese government would be positive in boosting aid.

Two Bangladeshis among 9 killed in Kabul gun attack n UNB Two Bangladeshi nationals are among the nine people killed in a gun attack at Serena Hotel in Kabul of Afghanistan on Thursday, reports The New York Times. However, an official at the foreign ministry here yesterday said they were looking into the matter and would get back with details once they got identity of the Bangladesh nationals. Domestic help of Bangladesh consul general in New York has filed an abuse case against him and his wife and the case looks like a repetition of the Devyani Khobragade case that strained India-US relations. Mashud Parves Rana in his lawsuit filed with the Manhattan federal court complained that consul general Monirul Islam and his wife, Fahima Tahsina Prova, “compelled” him to work for about 17 hours, seven days a week and he did not get “promised salary of $3,000 per month.” Mashud went to New York in 2012 and his employer, who became the Bangladesh ambassador to Morocco in January, is supposed to leave New York for Rabat within a few days. In the similar fashion, an underpayment case had been filed against Indian diplomat Devyani Khobragade by her domestic aid. Mashud is being represented by Dana Sussman, the same lawyer who’s representing the domestic worker of Khobragade. When contacted, Monirul Islam said Mashud left his Manhattan apartment two or three weeks back when the consul general asked him [Mashud] to go with him to Morocco. “I was posted to Morocco and I told him to come with me there but he told
me that he came to America to stay here, not to go to Morocco,” Monirul said. When Monirul told him that he would become illegal if he stayed back, Mashud said that he would prefer to become illegal to stay in America. “When I told him that I would inform the police, Mashud threatened me that he would file case against me like the way the domestic aid of Devyani did,” Monirul said. The consul general informed the State Department office in New York when Mashud left the apartment.
