FATF clearance will lower trade costs n Asif Showkat Kallol Bangladesh has come out of the FATF grey list of poor performers in anti-money laundering activities after five years, clearing its name as a risk country in terms of stability and solidarity in international economy. A planetary meeting of the Financial Action Task Force (FATF) on February 13 in Paris made the decision in favour of Bangladesh. Finance Minister AMA Muhith yesterday said the international trade cost, which was now above 1%, would cut by 0.5% and the country’s export volume would rise because of the exemption. “Bangladesh came out of the FATF grey list which is a great achievement for the newly elected government,” Muhith told a press conference at the Finance Division auditorium. The government has so far addressed a large portion of its action plans, which include enacting the Money Laundering Prevention Act 2009 and amending the Anti-Terrorism Act 2009, to ensure international standards. Muhith said a national taskforce was also reviewing the anti-money laundering activities every two months

‘Al-Qaeda clip’ uploaded from US n Muhammad Zahidul Islam The so-called al-Qaeda audio clip on Bangladesh that has created concerns was uploaded from Arizona of the US, officials say. A top public relations official of the Bangladesh Telecommunication Regulator Commission (BTRC) wishing anonymity confirmed this to the Dhaka Tribune yesterday. The telecom regulator has also asked the International Internet Gateway (IIG) operators to monitor the matter. In a letter, the BTRC asked Google to withdraw the clip from the web. A website named “Jihadology” posted the clip on January 14. The site is hosted at a domain located in the US. It came into light on Saturday. Through the audio message (in Arabic with English subtitles) uploaded in video format (having still photos in footage), al-Qaeda leader Ayman al-Zawahiri has urged Bangladeshi Muslims to fight against secularists and “atheists.” The website said the video message titled “Bangladesh: A Massacre behind a Wall of Silence” was presented by “As-Sahab Media.” According to “Jihadology,” the clip  PAGE 2 COLUMN 1

and the government had established a financial intelligence unit at the Bangladesh Bank. “We have been on the FATF grey list for the last five years and Bangladesh would have been included in the black list if we had failed to make it out of the grey list,” said Muhith. Bank and Financial Institution Division Secretary Dr Aslam Alam, who was present at the press conference, the government had completed the action plan of the FATF International Cooperation Review Group last October, as a result of which Bangladesh had been taken off the grey list. “We will take this opportunity to bargain lowering the cost of opening letters of credit,” he said. In reply to a question, the banking secretary said it was true that Bangladesh might again be included in the grey list if the authorities concerned failed to execute the different anti-money laundering laws. Bangladesh Bank Governor Dr Atiur Rahman said the government would install software to detect any money laundering activities in the financial sector from March 3.  PAGE 2 COLUMN 1

A two-week hectic campaign for the first-phase upazila election in 97 upazilas ended at midnight, with chairmen and vice-chairmen hopefuls making last-ditch efforts to woo voters ahead of the tomorrow’s poll. Almost in all polling areas a festive mood was prevailing and no major incident was reported till filing this report at 8pm. Both major political parties – Awami League and BNP – desperately tried to ensure single candidates in every upazila, but in many cases, they failed to do so. The ruling Awami League and the BNP expelled many of their rebel candidates from their parties, a move that created division among the grass roots. The ranks and files of the parties claimed that this sort of expulsion would have an impact on the poll result. Though this is a local body election, the Awami League and the BNP took it seriously to prove their popularity among the grass roots. Both parties are eyeing the firstphase upazila poll which they believe will help them adopt strategy to contest the other phases of election. In the last minute of their election-

The commission had already announced the schedule of upazila poll which would be held in four phases. The commission would announce this week the schedule of fifth phase’s poll, Election Commissioner Md Shah Newaz said. A total of 1,274 candidates are vying for the poll for three posts in 97 upazilas. Of them, 432 candidates are contesting the chairman post, 513 vice-chairman post and 329 reserved women vice-chairman post. Of 1,64,78,172 voters, 81,91,537 are male and 82,86,635 female, and they will be voting in 97 upazila polls. n Aminur Rahman Rasel Bangladesh signed two deals with India’s state-owned ONGC Videsh Limited and Oil India Limited yesterday in a bid to start oil and gas exploration in two offshore shallow blocks in the Bay of Bengal. The government and Petrobangla jointly signed the production sharing contract (PSC) for the shallow blocks 4 and 9 under the fourth round of model PSC. The two Indian companies – the first from the neighbouring country to pen deals with Bangladesh for offshore drilling – would invest total $144.8m for the two blocks. “We will be able to decrease the energy crisis if we find gas from offshore wells. In future we will go with more contract agreements,” said Finance Minister AMA Muhith who was present as chief guest at the signing ceremony at the city’s Petrobangla office. “To ensure our energy security we have to drill more wells,” Muhith added. Two Indian companies would invest total $144.8m for the two blocks India’s ONGC and Oil India have offered to invest $58.4m to conduct 2D-seismic survey of 2,700 line-km, 3D-seismic survey of a 200sq-km area and drill two wells in block 4. They have also offered to invest $86.4m to conduct 2D survey of 2,850 line-km, 3D survey of a 300sq-km area in block 9 and drill three wells.
