The government expects full cost recovery of the satellite in 5 years Showkat Kallol and n Asif Muhammad Zahidul Islam Six multinational banks and firms have expressed interest in financing the launching of Bangladesh’s first satellite Bangabandhu 1. A number of officials of the posts and telecommunications ministry said the Finance Division and the Economic Relation Division authorities were scrutinising the financial offers of the Export-Import Bank of USA, HSBC France, Japan Bank for International Cooperation, CWG Gulf International of the UK, and China Great Wall Industry Corporation. The Finance Division and the ERD had sought a business plan and cash flow chart for the Bangabandhu 1 Satellite Launch project from the ministry, they said.

The Rapid Action Battalion is likely to press charges against 10 people this month in connection with the murder of Jubo League leader Milky. Out of those 10, six reportedly have given confessional statements before the court dealing with the case, while four of them have been absconding. Reazul Haque Khan Milky, 43, organising secretary of the Dhaka city (south) unit Jubo League – ruling Awami League’s student front – was gunned down in the capital’s Gulshan on July 30 last year. The murder was caught on closed circuit television (CCTV) camera installed at the entrance of a shopping mall in Gulshan. If necessary, separate international tenders would be floated for the launching of Bangabandhu 1. Abu Bakar said the duration of the pilot project for the satellite launching had been extended for another year from June 2015 to June 2016. Meanwhile, the ministry has sent the pro forma development project to the planning ministry for final approval of the Executive Committee of the National Economic Council (Ecnec). The Bangladesh Telecommunication Regulatory Commission sent the project to the telecom ministry last month. The total cost of the project will be Tk3,200 crore; the BTRC will finance Tk1,555 crore while the rest of the fund will come from foreign sources. The telecom regulator has already prepared necessary documents to finalise the tender process for the manufacturing of the satellite. International tenders for the launching vehicle, ground control station and insurance will be floated in phases. The USA-based Space Partnership International is working as the consulting agency for the satellite project. The BTRC inked an agreement with the SPI on March 29 last year. Bangladesh has already bought the 119 East orbital slot for Bangabandhu 1 satellite from Sputnik for $28m. Applications for three more slots have been lodged with the International Telecom Union. The government expects to recover the project cost in five years. l

Indian MPs pull out microphones, use pepper spray in parliament n AFP, New Delhi India’s parliament erupted in chaos on Thursday over a bill to create a new state, with angry MPs coming to blows, pulling out a microphone and pepper-spraying the chamber. Holding banners and shouting slogans, lawmakers disrupted the lower house of parliament as the Congress-led government introduced the contentious bill to carve a new state out of the existing Andhra Pradesh. Legislators opposed to the new state of Telangana tried to rip out the speaker’s microphone while one unleashed a can of capsicum spray, prompting a rush for the exit, TV channels reported.

Business most dominant profession among upazila polls aspirants n Mohammad Al-Masum Molla Most of the contenders set to run in the second phase of the upazila parishad polls are businessmen, while a little over one-fifth of them have mentioned agriculture as their professions. The information was found in the affidavits that these contenders have submitted with their nomination papers to the Election Commission. According to the affidavits placed by 279 contestants in 63 upazilas, 171, vying for the post of chairmen, are businessmen by profession. This represents more than 61% of the contenders. A total of 63 contestants said they were in agriculture. On February 22, polls will be held in a total of 117 upzilas around the country where 515 candidates are running for the post of chairmen. There are 22 teachers and 21 lawyers. There was a time when people from these two professions dominated the list of candidates in both national and local elections. Over 80% of the lawmakers elected in the 9th parliamentary polls, held in December 2008, were businessmen. The affidavits also show that a significant majority of the contenders running for chairmen posts are graduates. A total of 43 of them have post-graduate degrees and one has a PhD. The numbers of candidates with secondary and higher secondary education are 36 and 51 respectively. Some

Two get life term for raping woman inside bus n Our Correspondent, Manikganj A Manikganj court yesterday handed down life imprisonment to two people for raping a woman inside a running bus. Manikganj District Sessions Judge’s Court handed down the jail terms to and fined Dipu Mia, driver of the bus, and his helper Kashem Ali Tk50,000 each for committing the crime. The court also awarded five additional years of jail and Tk5,000 fine to Dipu if he failed to give the first fine.
