Court asks government to compensate affected Hindus in Pabna’s Santhia n Nazmus Sakib The High Court yesterday labelled the recent attacks on Hindus in 12 districts after the January 5 election as “terrorism against the state” and ordered the police to include sedition charge in the first information reports filed against the perpetrators. When the matter came for hearing, the court asked the state counsel why the allegation of sedition had not been mentioned in the cases. It said the atrocities were “terrorism against the state.”
The compensation to Santhia Hindus would be distributed through the Pabna district DC The bench of Justice Quazi Reza-Ul Hoque and Justice ABM Altaf Hossain first gave a verbal order in this regard; it issued a written order after Deputy Attorney General Biswojit Roy had asked for it. On January 15, the same bench on its own motion said it was quite apparent that the law enforcement agencies
had failed to protect the interests of citizens, especially the minority communities and vulnerable groups, which prompted the court to pass the order. It directed the police chief to submit a report within seven days mentioning the measures taken for protecting these people as well as actions against those directly or indirectly responsible for the atrocities. The court also directed the government and law enforcers to take immediate steps to protect the life, liberty, properties and dignity of citizens by deploying forces in Dhaka, Natore, Jessore, Dinajpur, Gaibandha, Satkhira, Jhalakathi, Tangail, Bogra, Pirojpur, Chandpur and Netrakona. According to section 124A of the Penal Code 1860, the highest punishment for sedition is imprisonment for life. Reports of attacks on Hindus and pro-government activists started coming in the media after the BNP-Jamaat-led alliance launched non-stop blockades on November 26 to foil the January 5 general election. The attackers carried out killings and rapes, and attacked the houses, business establishments and temples of the Hindus. PAGE 2 COLUMN 1

Razakar founder Yusuf dies; case halted
There are chances that the polls in the Zila Parishads or the district councils may be held this year following the completion of the upcoming upazila parishad polls in March. Slum dwellers pay more but get much less n Ashif Islam Shaon It may not sound true that slum dwellers in the capital pay higher than that of many middle-class people for housing but are deprived of all kinds of civic amenities. In most cases their living places beggar description. The amount they pay for house rent, water, gas, sanitation and security seem to be smaller but it is too high in terms of services and facilities they enjoy. Moreover, they live in unhealthy environment posing health hazard to their lives. After visits to several such slums this correspondent found that one has to pay Tk3,300 as rent on average for a 10-feet by 8-feet room meaning they pay Tk41 for a square feet space. In some shanties the amount varies from Tk1500 to Tk3500 for a single small room. “This room costs us Tk3000 a month excluding utility bills,” said

Earlier in the day, the duo surrendered before the court and sought bail through their counsel in a case filed over the fire incident of November 24, 2012 when over 111 workers had been killed at the factory in Nishchintapur in Ashulia. Defence counsel ATM Golam Gaus in the hearing said the Delwar and Mahmuda had not been made accused in the FIR listed since they were not
involved in the incident. He also mentioned that over 15,000 workers of Toba group, owned by Delwar, would face problems and the country would incur loss if Delwar was denied bail. One of the 11 accused in the case, Security In-charge Anisur Rahman’s lawyer Shakhawat Hossain also filed a bail petition yesterday morning. But the court rejected his bail plea. Shakhawat told the court that they
had built the factory following all the government proceedings and that none of the related government agencies had found any glitches. Public prosecutor of the Dhaka’s Chief Judicial Magistrate’s Court Anowarul Kabir Babul opposed the bail plea mentioning that they had been the main accused in the case, and that the incident happened because of their negligence.
