Jamaat-Shibir activists swooped on a police team after circulating a rumour through loudspeakers of mosques that their village fell prey to robbers leading to a deadly clash that left 50 people injured including 22 policemen. The clash erupted as a police team went to Khanabari and Kadamtala areas under Sundarganj upazila early yesterday to arrest Jamaat-shibir men accused in cases filed for killing policemen in Gaibandha. The Jamaat-Shibir men torched a pick-up van of police and vandalised nearly 12 houses during the nearly eight-hour clash. They encircled the police team which went first to make the arrest. Police said a team of Sundarganj police went to Khanabari and Kadamtala areas under Sarbananda union of the upazila around 1am to arrest local Jamaat leader Azadul Islam in connection with a case filed for killing policemen on February 28, 2013. On that day in 2013, after the International Crimes Tribunal (ICT) delivered death sentence against Jamaat leader Delwar Hossain Sayedee for

European Union is not considering any change in the duty advantage that Bangladesh enjoys for the market. “No tariffs, no taxes, no duty; goods from Bangladesh enter the European market without any restriction and that will continue to be the case,” said EU Ambassador to Bangladesh William Hanna yesterday. The ambassador said neither the EU’s official position stated by High Representative Catherin Ashton on January 9 nor the resolution of the EU parliament taken last week mentioned anything about changing the GSP facilities. Bangladesh currently enjoys duty-free and quota-free market access to European market under Everything but Arms initiative and over 50% of its total exports of about $30bn goes to the market. Any change in GSP facility will harm the over $20bn readymade garment industry and four million jobs in the sector. The ambassador categorically said sourcing from Bangladesh was also important for Europe. “It is also important for Europe. We also want to continue to source here.

HC orders Tarique to surrender n Nazmus Sakib The High Court yesterday ordered BNP Senior Vice-Chairman Tarique Rahman to surrender before the Dhaka court that acquitted him in a Tk20cr money laundering case. The High Court bench of Justice Nizamul Huq and Justice Md Jahangir Hossain passed the order around 2.15pm, accepting the appeal for hearing filed on December 5 by the Anti-Corruption Commission for convicting BNP Chairperson Khaleda Zia’s elder son. The bench also directed the trial court to release Tarique after his surrender subject to its own satisfaction. However, Khurshid Alam Khan, the ACC counsel, told the reporters: “The High Court ordered the trial court to grant bail to Tarique when he surrenders, as there are many verdicts of the Appellate Division that ruled that if a person gets acquittal, the trial court must give them bail.” He said notice of the order would be sent to the trial court and the residence of Tarique. But the High Court did not specify the exact date by which the  PAGE 2 COLUMN 6

Election to 102 upazila parishads on Feb 19 n Mohammad Zakaria The first phase of elections to 102 upazila parishads out of the total 487 will be held on February 19, said Chief Election Commissioner (CEC) Kazi Rakibuddin Ahmad yesterday. The CEC announced the poll schedules at a press conference at the commission media centre in the capital. The upazila parishad poll will be held in three phases – the second phase on March 18-25 while the third one in May. According to the schedule, the last date of filing nomination paper is January 25. The nomination papers will be scrutinised on January 27 while the last date of withdrawing nomination is February 3. “In the first phase the commission will hold polls to over 100 upazila parishads whose tenures are supposed to expire in February. As per the laws, the commission must have to arrange the poll within 180 days before the expiry of the tenure,” the CEC said. Traditionally the commission ap-

When asked about the deployment of law enforcers and the army, Kazi Rakib said the commission would hold a meeting with law enforcing agencies soon to decide on it. He emphatically said the commission would take the highest measures to ensure a peaceful environment for the voters to cast votes in the polls. About the attacks on minorities in different districts during the parliamentary polls, Rakibudd said: “Those who were involved in the attacks are miscreants, thugs and goons. Our companies will continue to invest,” he said. Hanna said there would be a review of GSP in the next couple of months and two specific areas needed to be improved. Slow process of recruitment of factory inspectors and developing a transparent factory database are the major concerns for European Union, Hanna said.

Asks government to recruit more garment factory inspectors “These are the two remaining concerns and we will continue our discussions with the government and we will review it in the next few months,” he said. He said recruitment of new inspectors was slower than expected and the transparent database where all the information on which factories are inspected would be stored. The government on May 4 committed to EU and the US to recruit 200 additional inspectors by December last year but it has only been able to recruit a fraction of that.  PAGE 2 COLUMN 6

OBHOYNAGAR FOLLOW-UP

AL’s internal feud eclipses investigation n Emran Hossain, from Jessore The January 5 attacks on the Hindus in Jessore’s Obhoynagar were carried out by Jamaat-Shibir and BNP men, although local Awami League’s internal feuds resulted in rumours that one of its leaders was involved with the attacks. The Dhaka Tribune has also come to learn about local speculations that there was something fishy with the way police acted on January 5 – the day the Hindus were attacked – and after. The 54 suspects police have arrested

so far include only one of the 39 identified by the victims from about 500 attackers, who tortured and scared away over a hundred families from Jessore’s Malopara village on the election day, before setting Hindu houses on fire and looting almost everything. The arrested suspects and the named miscreants are all either activists or supporters of Jamaat-e-Islami, its student wing Islami Chhatra Shibir, and the BNP – two key allies in the 18-party alliance that had boycotted and threatened to resist the 10th national election.

The Hindus became targets because they went to vote in the election contested by two Awami League leaders, who were both lawmakers in the 9th parliament from separate neighbouring constituencies that were merged into one for the 10th election. Biswajit Sarker, 42, was the man who inspired the Hindus to brave Jamaat-Shibir and BNP men’s threats against casting votes. He campaigned for Ranajit Roy, thus becoming the first target of attack around 10:30am on January 5.  PAGE 2 COLUMN 1

Two confess in Jessore rape cases n Emran Hossain, from Jessore Two of the five suspects confessed to have gang raped two Dalit women at Rishipara in Jessore’s Monirampur upazila in the wee hours of January 8. Police sources said Mofiz Gazi, 25, and Shahabuddin Shihab, 22, both residents of Bhomorda, a neighbouring village of Rishipara in Haridashkathi un-

ion, disclosed to the investigators that they had planned to rape the women as they cast votes on January 5 ignoring their directives not to do so. Police confirmed that the victims’ parents had voted in the election, drawing the wrath from the suspects who are reportedly BNP activists. The confessional statements substantiate a part of the Dhaka Tribune’s

investigation revealing that the police tried to treat the incident of a gang rape as the story of an ordinary rape. The investigation also found that the police reduced the number of rape victims from five to two, apparently to avoid further backlash against the law enforcers’ repeated failure to protect the minority Hindu community  PAGE 2 COLUMN 1
