Nisha Desai’s visit raises hope for BNP The opposition considers not calling hartal during the US official's trip kar Ali Manik and n Julfi Mohammad Al-Masum Molla The main opposition BNP hopes for some positive developments from US official Nisha Desai Biswal’s visit to Dhaka in resolving the existing political stalemate over a polls-time government. Leaders of the BNP and its 18-party alliance partners expressed the hope at a time when the ruling Awami League and its allies are heading towards forming an “all-party” interim government to hold the upcoming national election by January 24 even if BNP does not join. The BNP-led opposition alliance enforced violent hartals in the past three weeks to “compel” the government to meet their demand for a non-partisan government to oversee the polls.

Despite speculations that the BNP will slap shutdown next week too, a number of opposition leaders said they might pause for a while considering Desai’s three-day visit beginning Saturday. as the opposition did not withdraw its hartal on the day of her arrival. However, the BNP late last night announced to hold demonstration programmes at all district and upazila headquarters on Saturday, demanding the release of its detained leaders and protesting against police repression. Acting secretary general Mirza Fakhrul Islam Alamgir announced the programme after a meeting with BNP Chairperson Khaleda Zia at her Gulshan office. The opposition sources said BNP would most likely observe another three-day shutdown from Tuesday after Desai’s departure. There might be tougher agitation programmes in case the Election Commission announced the polls schedule, and senior leaders would take to the streets, they said. Asked what would be their next programmes, BNPs Joint Secretary General Ruhul Kabir Rizvi yesterday told reporters that they would declare the programmes in a day or two. Many BNP leaders do not see any possibility of their demand being met despite tough political programmes such as hartal. They think Desai might play a role in making some progress in holding a dialogue between the Awami League and BNP. BNP policymaker Abdul Moyeen Khan yesterday told the Dhaka Tribune: “The latest visit by the US assistant secretary of state for South Asia with the sole agenda of Bangladesh is not difficult to comprehend. “Obviously her [Desai] efforts to further follow up the requests outlined in the letter of the secretary of state [John Kerry] is possibly the main purpose of her visit.” PAGE 2 COLUMN 2
Tribunal closes Nizami case, verdict any day n Udisa Islam The war crimes tribunal yesterday closed the defence’s closing arguments in the case against Jamaat-e-Islami chief Motiur Rahman Nizami and kept the case for verdict. The three-judge International Crimes Tribunal 1 delivered the order as the defence had not appeared before the court for hartal for the fourth consecutive day. On Tuesday, the proceedings were adjourned and the tribunal gave the defence last chance and submit their part of closing arguments that they had begun on November 7. Through junior counsels, the conducting defence lawyers yesterday submitted same adjournment petition on the ground of “personal difficulties.” The tribunal in its order said: “Considering all factual and legal aspects...the defence should not be allowed any more adjournment on the same ground, and therefore, the summing up the defence case by the counsel have to concluded and the petition for adjournment rejected.” It then gave the defence five more days to defence to submit written argument. Apparel makers accept Tk5,300 minimum wage for RMG workers n

The Bangladesh Garment Manufacturers and Exporters Association (BGMEA) and the Bangladesh Knitwear Manufacturers and Exporters Association (BKMEA) leaders last night accepted the government-proposed minimum wage of Tk5,300 for the garments workers. Abdus Salam Murshedi, former president of the BGMEA, told the Dhaka Tribune that they have agreed to the proposed Tk5,300 minimum wage at Prime Minister Sheikh Hasina’s request, which was made during a meeting with BGMEA and BKMEA leaders at the premier’s official residence Ganabhaban. Murshedi also said a meeting between BGMEA and BKMEA leaders and Labour Minister Rajiuddin Ahmed Raju
was supposed to be held at the ministry today (Thursday) noon. BGMEA Vice President Reaz-BinMahmood said as per the premier's request they also decided to keep all factories in Ashulia and Savar open on Thursday, although the factory owners had earlier decided to keep the factories closed for the day in the Ashulia zone, where 257 factories were located. Sirajul Islam Roni, who represented the workers at the wage board and was also the president of the Bangladesh National Garment Sramik Karmochari League, welcomed the decision by the BGMEA and BKMEA leaders and the factory owners for accepting the new wage scale. He urged the factory owners to implement the new wage scale from November, while also calling on the
workers, who had been carrying out a movement demanding a minimum wage of Tk8,114, to accept the new wage scale and refrain from violence and agitation. However, another workers’ leader Moshrefa Mishu, president of Garments Workers Unity Front, said they would request the factory owners to increase the basic salary for the workers as they had been carrying out movement demanding Tk8,114 as the minimum wage. On November 4, the new wage board chaired by AK Roy finalised the minimum wage at Tk5,300. But both the owners and the workers rejected the proposed scale, with the owners demanding Tk4,250 minimum wages and the workers calling for the minimum wage of Tk8,114. l
Cabinet to meet on Sunday n Mohosinul Karim
The ministers who expressed their “intent” to resign last Monday received invitation from the cabinet division to join the next cabinet meeting scheduled to be held next Sunday. Primary and Mass Education Minister Afsarul Amin on Wednesday evening confirmed that he had received the invitation. “All the ministers will join the Sunday’s meeting,” he said. Earlier on the day, Cabinet Secretary M Musharraf Hossain Bhuiyan told the Dhaka Tribune that the regular cabinet meeting had been called at 10am on Sunday, a day before the scheduled day of regular cabinet meeting which is usually held on Monday.
