Interim cabinet likely next week Ministers formally express ‘intent’ for resignation kar Ali Manik and n Julfi Mohosinul Karim Prime Minister Sheikh Hasina will form an all-party polls-time interim cabinet by next week. “If the BNP joins, the all-party pollstime government will be formed comprising their representatives,” said Environment Minister Hasan Mahmud. “If the BNP does not come, the cabinet will be formed comprising other parties – those that have representation in parliament and will come forward to join the polls-time government.”
A cabinet member writes in his resignation letter: 'To pave the way for forming the all-party government, I am expressing my intent to resign from the cabinet. I am submitting the matter for your consideration.' To pave the way of forming the cabinet, meanwhile, all full and state ministers of the ruling Awami League-led alliance government at the beginning of a regular cabinet meeting yesterday submitted letters to the prime minister, expressing their intent to resign from the cabinet. A cabinet member yesterday told the Dhaka Tribune that it was not a straightforward resignation letter mentioning any particular date for the resignation. “Rather all ministers expressed their intents to resign from the date the prime minister forwards the letters to the president,” he said. Hasan Mahmud told the Dhaka Tribune last night: “The number of the members in the polls-time cabinet will not exceed 20.” About the possible date of formation of the interim cabinet, he said: “It could be next week.”
India wants dialogue, free and fair elections n Sheikh Shahariar Zaman India says it supports free and fair elections in Bangladesh and hopes that differences here will be resolved through dialogue and peaceful means. The Indian High Commission in Dhaka issued a public statement yesterday and posted it on its website supporting free and fair elections in Bangladesh. “It is for the people of Bangladesh to decide their own future. India supports holding of free and fair elections in Bangladesh,” said the Indian High Commission statement. “In a multi-party democracy such as Bangladesh, differences are best resolved through dialogue and peaceful means. So, most likely she would form the polls-time cabinet between November 16 and 20, said a cabinet member. State Minister for Land Mustafizur Rahman said the Election Commission might announce the election schedule by November 21 or 22. The interim government will be formed before the announcement of the election schedule and will take charge immediately after the announcement. A few cabinet members had earlier submitted their resignation letters. After yesterday’s cabinet meeting, Information Minister Hasanul Haq Inu told reporters that the prime minister had given hints that it had probably been the last meeting of the present cabinet. In the meeting on November 5, Hasina had asked her cabinet colleagues to submit their resignation soon. Water Resources Minister Ramesh Chandra Sen said Hasina had appreciated the submission of the letters and asked all to work for the next election. Talking with several ministers, it is now clear that the contents of the letters were almost identical. BNP rejects all-party government initiatives n Mohammad Al-Masum Molla Rejecting the government’s initiative of forming an all-party polls-time administration, main opposition BNP yesterday said only the prime minister’s resignation and election under a non-partisan government would ease the prevailing political stalemate. “We want to say clearly that we are rejecting the process that has begun through the resignation of the ministers for the formation of all-party polls time government. The government still has time in hand. ACC chair: Changes contradict constitution, current ACC law n Syed Samiul Basher Anik Anti-Corruption Commission Chairman M Bodiuzzaman says the new ACC law making the commission to seek the government’s permission to file cases against public servants is in conflict with the constitution and the ACC law itself while curbing the commission’s freedom. He fears that this will encourage government officials to indulge in corruption and render the ACC to the state of the erstwhile Bureau of Anti-Corruption (Bac). Article 27 of the constitution says all citizens are equal in the eyes of law while section 24 of the ACC act says all three commissioners of the agency will be independent and can approve charge sheets in cases filed by the commission. On Sunday, parliament passed an amendment to the Anti-Corruption Commission Act 2004, curtailing the
commission’s authority on filing cases against public servants, judges and magistrates. Talking to journalists at the ACC headquarters yesterday, Bodiuzzaman claimed that he had not been aware of the provision before the amendment bill was passed. “If we want to file a case against 10 officials, including a government one, and the government does not give us the permission to file the case against that official, then the case will not see the light at all because of the new law,” he said, meaning that they would have to spare the other nine, too. The ACC chairman also expressed confusion as to “who” the government was because the law did not clarify it.
