Top bureaucrats asked to assist polls-time govt Secretaries meeting also asks them to support Election Commission n Mohosinul Karim Secretaries of the administration have been asked to work “cordially” with the polls-time government and execute the decisions accordingly during the next general elections, which would be held by next January, officials at different ministries said. They have also been asked to ensure the security of the Election Commission and provide it with all kinds of support for holding a peaceful election as per the constitution. The directive came yesterday in a meeting of the secretaries at the cabinet division conference room at the secretariat, chaired by Cabinet Secretary Mohammad Mosharraf Hossain Bhuiyan. A total of 20 secretaries out of 54 attended the 15th meeting of secretaries during the present government’s tenure. They participated in open discussion and talked about different issues, Bhuiyan told the media after the meeting.

“The secretaries assured us that they were ready to provide all kinds of support to the election commission and the polls-time government they might need,” he said. Bhuiyan said: “The secretaries have also been asked to talk to field-level officials associated with their ministries or divisions. If they had any confusion over assisting the polls-time government or the election commission, the secretaries were directed to discuss the issue and clear the confusions.” “Excluding the security and law enforcement agencies, around 700,000 officials working under different ministries or divisions will work with the election commission during the election period as the commission does not have adequate officials to conduct the election. They need proper instruction from their line ministry,” he said. Asked, what would be the election-time role of civil servants, the cabinet secretary said: “It is not a matter  PAGE 2 COLUMN 1

The people of Bangladesh must have the confidence that the election results are acceptable,” BNP Vice-Chairman Shamsher Mobin Chowdhury yesterday told reporters, quoting Khaleda, after an EU delegation’s meeting with her. After observing two successive 60hour nationwide hartals, the BNP-led 18-party alliance plans to enforce another 72-hour hartal from Sunday, demanding elections under a non-partisan government. Seeking anonymity, a member of the party’s Standing Committee told the Dhaka Tribune last night that this time the hartal would be for 72 hours. The highest policymaking body of the BNP made the decision in a meeting around 8:30pm yesterday at party Chairperson Khaleda Zia’s Gulshan office. The leader said BNP Chairperson Khaleda Zia had expressed dissatisfac-

ior leaders had taken to the streets during the previous hartal hours. The Standing Committee member also said the party’s acting secretary general Mirza Fakhrul Islam Alamgir would likely announce the programme at a press conference today. Khaleda, also the leader of the opposition, entrusted two of the party’s Sanding Committee members – Goyeshwar Chandra Roy and Mirza Abbas – to strengthen Dhaka city unit BNP through coordination among them. BNP high-ups believe that the government’s offer for a dialogue was nothing but a trap for killing time. l

Monir loses battle for life n Mohammad Jamil Khan

The 12-year-old boy injured in an arson attack at the Gazipur intersection during the countrywide 60-hour shutdown on Monday died at Dhaka Medical College Hospital (DMCH) on Thursday. Monir Hossain, a student of Class V at Boro Kanchanpur Primary School in Gazipur, succumbed to his burn injuries around 4:45pm, said Partha Sharothi Das, doctor at the Burn and Plastic Surgery unit of DMCH. The doctor said Monir was admitted to the hospital burns to 95% of his body, adding: “We have tried our best but the boy could not hold on to life.” Monir lived with his mother Monoara Begum and his younger brother at their village home in Borokanchanpur. He had never visited the capital but requested that his father take him to the city for a visit. His father Ramzan Ali, a driver of covered van, brought Monir to Dhaka on Sunday morning.

Talking to the Dhaka Tribune, Ramzan said he and his son were going back to Gazipur with some goods on Monday morning. After reaching Gazipur, he unloaded the truck and found Monir to be sleeping. “Later, I went over to the main road to have a glimpse of it to see if I could start for Gazipur but within five minutes I found my truck on fire with my son inside it,” said Ramzan with tears in his eyes. He then took him to hospital with the help of police. On Wednesday night between 8.00pm and 9.00pm, Monir asked him to take him back to his mother and after seven hours pleading, he went to the world of no return, Ramzan said, crying uncontrollably as he was talking. On hearing the news, his mother came to the hospital on Tuesday but after she saw his condition she drifted in and out of consciousness. For that reason, Ramzan sent her back to the village.  PAGE 2 COLUMN 2

“Ma, I will never come to Dhaka again. So much pain, mother, it’s hard to bear. Please help me.” This was the appeal of a nine-yearold girl, writhing in pain and crying for her mother’s help at the burn and plastic surgery unit at Dhaka Medical College Hospital (DMCH). The girl, Shumi Akter, from Durgapur in Netrokona, was coming to Dhaka to visit her aunt during the latest opposition-sponsored shutdown. She was injured during a sudden arson attack launched by pickets. The bus carrying her and her grandmother, Rahima Khatun, was set on fire after being intercepted near the Gazipur intersection around 9pm on Sunday night. They were seated in the middle of the bus and little time to get to safety.  PAGE 2 COLUMN 2

Business leaders sceptical about talks prospects n Tribune Report The business community’s initiative to broker a dialogue between Prime Minister Sheikh Hasina and Leader of the Opposition Khaleda Zia seems to have fallen flat as their concerns about political volatility and appeals for a peaceful solution have been treated with cold shoulder during their separate meetings with the two top leaders. Their representatives came out of yesterday’s meeting with the prime minister grim-faced, running out of steam they had during days of parleys for meeting the two leaders and persuading them into talks to end the stalemate that has been darkening the country’s business future. Rather, after meeting the chiefs of the ruling Awami League and the main opposition BNP in a span of five days, they found the two leaders hardened their stances and positioned themselves worlds apart from a possible dialogue. “I can foresee tough time ahead. We are still in the same place where we were before beginning to pursue political parties to reach a consensus,” said Annisul Huq, former president of the FBCCI who was on the delegation that met Prime Minister Sheikh Hasina. A number of delegation leaders said the prime minister had advised them

The prime minister assured the business leaders of smooth transportation of goods through air and water ways during hartal The prime minister did not agree to call Khaleda for a second time and offer a fresh date for talks as requested by the business delegation led by Federation of Bangladesh Chambers of Commerce and Industry (FBCCI) chief Kazi Akramuddin Ahmad. The FBCCI delegation met the Prime Minister at her office. “I have already invited her [the opposition chief]…it remains still valid,” the apex trade body chief quoted Hasina as saying. “She said for dialogue, the opposition party should come forward first.”

On the general secretary-level dialogue between the two parties, Hasina said: “Our general secretary has the authority to make any decision anytime, I do not know if the BNP secretary general has any authority like this as he is still an acting secretary general.” A UNB report says: While the business leaders pressed her for making another phone call to the opposition leader, Hasina said: “I got insulted once by calling her. Now who will take the responsibility if you business leaders cannot convince her to come up for a dialogue?” She also mentioned that she had already asked the opposition leader to place her demand which ministries she wanted for the all-party polls-time government. When the businessmen pressed her for announcing a fresh date, the prime minister said there was no need for a date as her previous invitation was still valid. “The opposition leader can come up any time, my door is open. But she has to come shunning the path of hartal.” She urged Khaleda to apologise for calling a series of “unnecessary” hartals and killing innocent people. The prime minister said she had invited Khaleda to Ganabhaban for talks  PAGE 2 COLUMN 4
