File resignation: PM to ministers BNP will not be part of PM hints at stepping down if opposition accepts all-party government; Tofail, Amu, Menon may feature interim cabinet, says a senior minister n Mohosinul Karim Prime Minister Sheikh Hasina has asked her cabinet colleagues to submit their resignation as soon as possible so that the process of forming the pollstime government can be accelerated. A senior minister, who is a lawmaker from the greater Mymensingh area, told the Dhaka Tribune after cabinet meeting yesterday. “We have been asked to submit resignation as soon as possible so that she [the prime minister] can start selecting new members of the cabinet and complete forming the polls-time
government in 15 days. The ministers and state ministers may submit resignation in a day or two,” he said. Meeting sources said the prime minister would accept the resignations of only those cabinet members whom she intended to leave out from the interim government. Another senior minister, an MP from the Chittagong area, told the Dhaka Tribune that the premier had hinted that she was ready to step down as the head of government if the opposition came to a dialogue to discuss all-party government and the two parties reached a consensus on the
issue of the polls-time government. The prime minister has repeatedly said in the past that she and her party were ready to make the “highest sacrifice” for upholding the country’s constitution and the democratic process.
P2 KHALEDA-LED JS BODY In a televised nation address last month, she proposed the formula for an all-party government – comprising elected parliament members – to oversee the national elections and requested the opposition to send names of their lawmakers for the interim cabinet.
Snubbing out the PM’s proposal soon after, opposition leader Khaleda Zia proposed her own formula for a non-partisan polls-time government, comprising past advisers from what she said were two “successful” former caretaker governments of 1996 and 2001. A junior minister, also a lawmaker from Rangpur, who attended yesterday’s cabinet meeting, said the prime minister would complete the process of forming the polls-time all-party government in 15 days, even if main opposition BNP did not come to a dialogue or decided to join the ad hoc administration. We will not even participate in an election held under the government’s arrangement,” acting secretary general Mirza Fahkrul Islam Alamgir said. The BNP spokesperson alleged that the government was pushing the country towards an uncertainty just because of its “egoism.”

The BNP-led 18-party opposition combine enforced the general strike demanding non-party caretaker government to oversee the upcoming general elections. In the previous 60-hour hartal during October 27-29, at least 15 people were killed and several hundred others injured in violence. According to reports from our correspondents of different districts, despite the deployment of around 30,000 additional forces from police and Rab in addition to the personnel of the Border Guard Bangladesh, the capital remained almost isolated from the districts due to the absence of public transports on the roads and other ways. Most educational institutions and business establishments remained closed. In Lalmonirhat, where Chhatra Dal activist Md Nasir Uddin died, around 30 others including 10 policemen were also injured during the clashes when

BDR carnage verdict today n Ashif Islam Shaon The long-awaited verdict in the BDR carnage case is expected to be delivered today, 56 months after the bloody mutiny in the country’s border security force. Some 850 people were accused over the murder and arson at the force’s Pilkhana headquarters on February 2526, 2009. Four of the accused have died in jail during the trial while 20 more accused are still on the run and 13 have been freed on bail. The remaining 813 accused are now in jail. The 33-hour mutiny that broke out around 9am on February 25 left 74 people including the then director general of the paramilitary force killed. n Ibrahim Hossain Ovi Garment owners have rejected the monthly minimum wage of Tk5,300 finalised by the designated board yesterday while labour leaders gave mixed reactions. The minimum wage board set the amount for entry-level workers, a 76.6% rise over the existing consolidated wage of Tk3,000, through voting as both the owners and labour leaders had failed to reach a consensus. The workers have been demanding Tk8,114. The board proposed Tk3,200 as basic, while Tk1,280 for house rent, Tk320 as medical allowance, Tk200 transport allowance and Tk300 as food allowance. Now, the draft proposal will be submitted to the government. The labour
ministry will upload the draft on its website seeking opinions of stakeholders and after 14 days, they will publish a gazette notification. The owners earlier agreed to implement the new wage structure from November 1. Earlier the BGMEA had proposed an increase of Tk600 - or 20% - from the existing minimum wage. The government formed the wage board in June this year to revise the existing minimum wage following an outcry from the RMG workers, leaders and different rights bodies in the past few months, especially after the deadly incident of Rana Plaza in April. n Muhammad Zahidul Islam The government has decided to award a WiMax licence with LTE and wrongly calculated spectrum to the controversial Ollo brand without any auction, which industry insiders say will cause a loss of at least Tk32bn public money. Telecommunication Minister Shahara Khatun approved the licence yesterday evening. The approval is likely to be sent to the Bangladesh Telecommunication Regulatory Commission (BTRC) by today, a ministry official confirmed the Dhaka Tribune.
