“Who Draws the Line?” Project Stages & Status:

On December 19, 2009 the Economic Development Foundation of Turkey (IKV) opened a “Visa Hotline”. Two phone lines, email and an office were established to collect complaints by citizens of Turkey regarding obtaining Visas. The hotline was the first official avenue to voice a complaint and was historic for Turkey. It remains active today as a new forum for expression.

My personal experiences with Visas and IKV inspired a Public Art Project.

Support for “Who Draws the Line?” unites individuals, organizations, disciplines, nations and languages. In November 2011, “Who Draws the Line” debuted in Lecce, Italy connecting Turkish entities with Ramdom, Archiviazioni, Laboratory of Arts & Architecture and an Italian choir.

An entirely different audience opened dialogue on contemporary cultural and social issues at the Public Artwork, performance and lecture. Press coverage furthered discussion to an even wider global audience.

For the Public Art piece “Who Draws the Line?” to be exhibited/performed in coordination with The Ministry for EU Affairs in Europe, the complaints would be translated into the language of the country to be read out by viewers -the public.

Working with IKV, I created a Public Artwork comprised of direct quotes I read from my fellow citizens of Turkey. The impetus was for anonymous sentences on immobility to travel beyond IKV’s office walls and inspire discourse on immigration, culture and society. The sentences are a contemporary, compelling, imperative narrative of many voicing versions of a similar tale – a story of denied freedom affecting a people greatly. The IKV gave citizens an outlet to tell their own history. The Public Artwork provides opportunity to be heard across the globe. Giving those physically restrained the ability to travel abroad through their words creates an innovative platform for international discourse unprecedented in Turkish culture and history.

The Public Artwork is titled “Who Draws the Line?”. In the artwork, sentences from Visa Hotline’s complaints are written in soil/earth on a floor. Viewers walk through the installation, reading poignant, personal statements penned by Turkish citizens denied Visas.Viewers erase words with each step, creating sharp contrast between movements of those unrestricted and those denied mobility.

In early 2011, I was granted permission to read letters received by the “Visa Hotline” between November 2009 and January 2010. During these two months, the hotline received 1177 complaints from Turkish citizens all over the world. After reading, I began what has grown into a large, international Public Art project in association with Senior Researchers at IKV (Zeynep Özler and Melih Özsöz) who oversee the complaints for the European Movement International Istanbul Congress.

The project engages individuals, organizations and cities in building innovative cultural understanding. The project forges new working relationships and establishes a sustainable international network. Having funding to maximize this project as a platform for discourse is exceptionally important in Berlin because of the city’s large Turkish population.
