Crusoe’s expansion on the Lancium Clean Campus is bringing the opportunity for hundreds of new, well-paying technology jobs to Abilene.
The DCOA partnered with Acufloor to relocate its headquarters to Abilene by transforming a vacant former bowling alley into a warehouse and distribution facility.

Blue Cross Blue Shield of Texas leases a DCOA-owned facility, where the company employs more than 500 people.
The DCOA facilitated Hardin-Simmons University’s growth by leveraging DCOA-owned assets, enabling the expansion of its nationally recognized School of Physical Therapy and creating opportunities for future healthcare leaders.

Abilene’s strategic location and bold vision for the future set the stage for a transformational initiative. The DCOA assisted in the expansion of Lancium into Abilene and Taylor County in 2021, where Lancium annexed their campus into the city limits to be the home of the flagship Lancium Clean Campus.
As the owner and master developer, Lancium developed a new 200-megawatt electrical substation with an additional 1-gigawatt electrical substation currently under construction. Crusoe, a specialty developer, is building a hyperscale data center that will create hundreds of new technology jobs for the Abilene region.

The DCOA partnered with Texas-based Acufloor to relocate its headquarters and distribution facility to Abilene. Acufloor manufactures innovative tools primarily used in the tile industry. Through this expansion project, Acufloor revitalized a vacant building into a headquarters and distribution facility.
Success in economic development is dependent on many factors — requiring alignment across multiple areas with a focus on business attraction, real estate, infrastructure, site development, marketing, workforce, business retention, company engagement, and beyond. To maintain its competitive edge, the DCOA engaged and collaborated with Site Selection Group to analyze Abilene’s competitive edge against 25 identified markets in Texas, Oklahoma, New Mexico, Arkansas, and Tennessee.
The findings validated the DCOA’s continued investment in economic development initiatives and identified opportunities for strategic growth in areas like real estate acquisition, utility and infrastructure upgrades, and support for business expansions, ensuring Abilene is ready for future growth.
Abilene is well positioned for mid-sized and small-scale manufacturing projects (50-200 employees).
Abilene has the potential to attract large-scale projects (200+ employees) with a strategy focused on sites that are best positioned for most users.
Abilene’s value proposition should continue to be developed through a strategy focused on site readiness, workforce development, infrastructure and effective economic development.
Building on the DCOA’s Strategic Plan for Economic Development and the completion of the Competitive Analysis, the DCOA engaged Site Selection Group to conduct a Targeted Industry Study to be completed Q2 Fiscal Year 2025. For over 70 years, Dyess Air Force Base has been a cornerstone of Abilene’s economy, culture, and identity. As the home of the 7th Bomb Wing, flying the powerful B-1B Lancer bomber, and the 317th Airlift Wing, operating the versatile C-130J Super Hercules aircraft, Dyess represents both national strength and local pride. The DCOA has invested heavily in supporting Dyess, recognizing the critical role our largest employer serves in ensuring the stability and prosperity of the Abilene community.
Since 2020, the DCOA has committed $1.63 million in matching grants to fund infrastructure improvements and enhance operational capabilities at Dyess. These investments strengthen the base and ensure its long-term viability. The DCOA also facilitates connections between Dyess personnel and local businesses, creating opportunities for retiring service members and their spouses to remain in the Abilene community.
The NextU program is a dynamic collaboration between the DCOA, Abilene ISD, Wylie ISD, and the Big Country Society for Human Resources, designed to equip students with real-world skills before they graduate high school. By funding industry-recognized certifications, NextU bridges the gap between education and career opportunities, ensuring students are prepared to meet the evolving workforce needs of Abilene’s employers.

Available land and buildings are a competitive advantage for Abilene in attracting company expansions. The DCOA owns and operates two industrial parks, hangars at Abilene Regional Airport, and additional assets for the benefit for promoting Abilene as the premier location for business expansion.
The DCOA redesigned and updated business park maps to highlight DCOA-owned properties, enhancing visibility and driving interest in Abilene as a premier destination for business growth.

Since 2019, the DCOA has approved $18.5 million to the City of Abilene for street improvement projects. By prioritizing long-term investments in the City’s infrastructure, the DCOA ensures Abilene remains a competitive destination for companies seeking expansion locations.

• Contracted with consulting firm Freese & Nichols to develop a Master Rail Plan at Five Points Business Park, scheduled for completion in FY 2025.
• Identified and sought out the premier Foreign Trade Zone (FTZ) Consulting Firm, Ernst & Young, to assist in the establishment of a Foreign Trade Zone by the DCOA.
• The DCOA acquired land and continues to prioritize future growth opportunities.
• The DCOA finalized the improvements related to the Economic Development Administration Grant received in 2020 for Fulwiler and Marigold Road expansions at Five Points Business Park.

More than $1.2 million was committed in FY 2024 to community stakeholder organizations through contractual agreements with the DCOA to support economic development initiatives.

Through investments in business expansions, the DCOA maximizes every dollar, creating a ripple effect that drives growth and prosperity in Abilene. Most contracts between the DCOA and partner companies are structured with a performance-based reimbursement model. Following the initial contract date (notated below in parenthesis), companies undergo a thorough evaluation based on predetermined deliverables and monies are distributed upon successful completion of the agreed-upon milestones.
