PM Modi waves development card in Bihar election campaign

Santosh Shukla, Advocate president@aiita.org

The Call to Greatness What it Takes to Be Great Are some people born destined for greatness and others for mediocrity? Is great success and achievement determined by genetics and inborn talent? The simple answer is “no.” Greatness can be attained by everyone. We all have the potential to be great. Any man can be great if he makes up his mind to be the best person he can possibly be and to do what he does, the best way he can possibly do it. According to Dr, Moses, the secret to attaining greatness is simply to do every small thing in a great way. It is the nature of all success principles to be overly simplistic and basic. That is what makes them so true and yet so hard to accept and do. Their simplicity means that they often cannot be reduced to any simpler statement. It is like Albert Einstein's E=MC². It takes a whole lot of thinking and meandering to come up with the principle. But once it is found, it is so obvious and so simple. Vincent Van Gogh said “Great things are not done by impulse, but by a series of small things brought together.” This view is supported by recent scientific studies that studied many great men and women to find out what it takes to be great. Geoffrey Colvin, a senior editor for Fortune magazine reported, based on the findings of these scientific studies, that “the lack of natural talent is irrelevant to great success. The secret? Painful and demanding practice and hard work.”

GAYA : During his public meetings in Bihar during the election campaign for the 2014 Lok Sabha, Narendra Modi, then the prime ministerial candidate of the Bharatiya Janata Party (BJP), would often speak about his backward caste antecedents. But at a rally in Gaya, Modi the Prime Minister (PM) did not bring up his caste origins. Instead, he spoke about development, just like his first rally in the state at Muzaffarpur in last

month. In his speech at Gaya, the PM focused on the backward economic status of Bihar over the past 25 years: the poor law and order situation; lack of educational opportunities, and the threat of the return of "Jungle raj part two", if the electorate were to vote for Bihar chief minister (CM) Nitish Kumar and Rashtriya Janata Dal (RJD) chief Lalu Prasad Yadav. At Gaya, Modi also chose the occasion to give his vote of confidence to the BJP's embattled chief ministers - Vasundhara Raje of Rajasthan and Shivraj Singh Chouhan of Madhya Pradesh. "They brought out their states from the 'BIMARU' category. Under Raje, Rajasthan scaled new heights. The Chouhan government brought prosperity and peace in Madhya Pradesh. Give us one chance, we will bring Bihar out of the BIMARU category," said the Prime Minister. 'BIMARU', which literally means ailing, was an acronym of the 1990s to describe economically backward states of Bihar, Madhya Pradesh, Rajasthan and Uttar Pradesh. Notably, this is the first time that Modi has backed Raje and Chouhan after both found themselves at the centre of controversies in early July. The Congress has ensured a near-washout of the monsoon session of Parliament demanding the resignations of Raje and External Affairs Minister Sushma Swaraj for their help to former Indian Premier League commissioner Lalit Modi, while Chouhan is being asked to quit over the deaths in the Vyapam scam. Modi escalated the war of words with both Kumar and Yadav. He said Kumar's Janata Dal (United) or JD (U) stood for "janata ka daman aur utpidan".

UPA President Sonia Gandhi leads Environment, Climate Change Pose Great Challenges, Says President Pranab the party from the front

NEW DELHI: Environment and climate change are the most important issues and pose great challenges that need to be collectively responded to by people else their existence might be in danger, President Pranab Mukherjee said in Delhi. Addressing a group of probationers of Indian Forest Service (2014 Batch), he said practical and innovative solutions are to be found for forming policies and solving problems which they will be confronting. He said that in today's world, environment and climate change are most important issues and pose great challenges. "The human race as a collective body needs to respond to these challenges or their

very existence might be in danger," Mr Mukherjee was quoted as saying by Rashtrapati Bhavan. Noting that a large number of the probationers present were engineers, he urged them to use their expertise and core competence for improving the quality in management of forests. Addressing the probationers, the President said that they will not only be the implementer of policies but will also provide inputs for policies. He said that practical implementable solutions are to be found and any lopsided or imbalanced approach cannot be adopted. Theirs is not an ordinary administrative job, the release said. It demands innovative solutions to problems with which they will be confronted. How they serve the country and contribute in the development of the nation will depend on their attitude towards their job. He said that we have no right to spoil what we have inherited.

NEW DELHI: Even as talk is on of Rahul Gandhi's elevation to the top post in the Congress before the yearend, the Monsoon Session of Parliament has seen his mother and party president, Sonia Gandhi, leading the party from the front. For four days this week, the 68-year-old leader has been on the protest front, raising slogans along with party MPs. Senior party leaders who say Mr. Gandhi is still playing a supporting role told The Hindu that it was Ms. Gandhi who was giving the

directions and fashioning the party strategy, widely described as a maximalist one. “Despite our poor results in last year's Lok Sabha elections, Ms. Gandhi has demonstrated this week that the party still has leadership; experience counts,” a senior Congress Rajya Sabha member said. To those who express surprise that the Congress president should have adopted such a posture, which is in sharp contrast to the way she led the party during the years that the Vajpayee government had been in power, a senior party leader said: “Sonia Gandhi knows that the Congress needs to reinvent itself in the changed circumstances. She has demonstrated that the party can respond to different sorts of situations and circumstances.” www.aiita.org

Policy paralysis continues in telecom department: TRAI ex-chief NEW DELHI: Hitting out at the government for not doing enough to move the country's telecom sector ahead, Indian telecom sector regulator's former chairman Rahul Khullar, said policy paralysis still continues in the department of telecom (DoT). "For any observer it would appear that policy paralysis still rules in Sanchar Bhawan (which houses (DoT) because if all that I have said before is not been done... what do I say, draw your own conclusion whether it is policy paralysis or indecision?" said Khullar, who retired as Telecom Regulatory Authority of India (TRAI)

chairman in May, at an event organized by Brookings India to launch a report 'Spectrum policy in India'. He raised questions about the delay of spectrum trading and sharing guidelines, which was taken up a couple of years back. "Every day we hear that spectrum trading and sharing is going to happen. If we are in serious crisis of spectrum, why are we not pushing it fast? Why is it taking years?" he asked. Attacking the government for saying that there is enough spectrum available in the country, Khullar contended that it does not have any forward looking policy on spectrum allocation. "The problem is Sanchar Bhawan wakes up when North Block wakes up. When finance ministry needs money, then DoT wakes up and it comes to the regulator and asks Mr.Regulator please fix a price," he added. "Sanchar Bhawan is in denial that there is no spectrum, then why should we be bothered? If they recognize it then we will start focusing on the future," he said.

Ties-ups between industries can boost 'Make in India' campaign: Solanki

Emphasising that Indian industries and universities need to collaborate to initiate Research and Development Projects (R&D) projects, Professor Kaptan Singh Solanki, Governor, Punjab and Haryana, and UT Administrator, said the same was needed to make the 'Make in India' campaign a success. Professor Solanki was addressing the fifth edition of Edu Summit, an annual conference on higher education, which was organised by the Confederation of Indian Industry (CII) in association with Indian School of Business (ISB) and Haryana government on ISB campus. “We need to find innovative ways to make manufacturing both cost-effective and resource-effective. The only solution is to foster active collaboration of industry with governments, universities, institutes and colleges in the fields of higher education and R&D,” said Professor Solanki. Sharing India's Gross Enrollment Ratio in higher education, the

Governor said, “We are still at 19.4 per cent as compared to 84 per cent in the US, 59 per cent in UK, 55 per cent in Japan and 28 per cent in China. Though 67 per cent of our population is young, our skilled workforce is below 10 per cent as compared to 95 per cent in South Korea and 80 per cent in Japan. There is a need to bring about equivalence between degree and skills with a lot of technology and knowledge interventions.” On the occasion, Vijai Vardhan, Additional Chief Secretary, Higher Education, Haryana government, talked about creating Centres of Excellence to initiate research and reach out to students across the state. The theme of the summit was 'Moving towards Knowledge-based Economy— Basic imperatives and Agenda for Reforms'. Various industry leaders and vicechancellors of regional universities discussed as to how 'Bell laboratories' would lead to improved professional productivity. “CII is particularly concerned about the present status of higher education in the country, and it has been focusing on policy advocacy with governments on key issues, forging PPP partnerships, strengthening and expanding industryacademia linkages, etc. Our target is 10 Nobel laureates from India in the next decade,” said Vijay Thadani, Chairman, CII National Committee on Higher Education. Thadani added that one of CII's key initiatives includes instituting the Prime Minister's Fellowship Scheme for Doctoral Research in partnership with Science and Engineering Research Board, Department of Science and Technology, under which up to 100 PhD fellows are given double scholarship of up to Rs 8 lakh per annum for four years to do research on industry problems. At present, there are around 70 PM Fellows working at IITs, NITs and IISERs, and over 50 companies are working with them.

leads to rapid innovation in the smartphone market, hackers have pounced on cracks in defenses of developments on devices at the heart of modern lifestyles, experts say. Smartphones have become increasingly targets for cyber criminals as people cram the gadgets with troves of personal information and go on to use them for work. "Mobile devices are taking a bigger place in businesses and in our lives," Avi Bashan of Tel Aviv based cyber defense firm Check Point Software Technologies told AFP on Thursday at a Black Hat computer security conference in Las Vegas. "As more people use them for more things, attackers gain interest." Check Point has seen attacks rise during the past three years on the world's leading mobile operating systems Apple iOS and Google-backed Android, according to Bashan. Check Point researchers at Black Hat revealed a vulnerability that allows hackers take over Android smartphones by taking advantage of a tool preinstalled that was intended to give tech support workers remote access to devices. "It effects every version of Android," Check Point mobile threat prevention director Ohad Bobrov said. The hack can be triggered by tricking a smartphone user into installing an application rigged to reach out and connect with the pre-installed support tool, Bobrov explained. In some cases the hack can be accomplished by sending a text message that a recipient doesn't even have to open, he warned. The text message tricks a smartphone into thinking it is connecting with a legitimate support technician remotely when it is actually linking to an online server commanded by a hacker. "I need your phone number and that is it," Bashan told AFP. Bobrov said the flaw in Android software architecture has been disclosed to Google and smartphone makers. - Dealing with Stagefright – The Check Point revelation came a week after cyber security firm Zimperium warned of a "Stagefright" vulnerability in the world's most popular smartphone operating system that also lets hackers take control with a text message. Zimperium research senior director Joshua Drake took a stage at Black Hat to discuss Android code at the heart of the problem. Stagefright automatically preloads video snippets attached to text messages to spare recipients from the annoyance of waiting to view clips. Hackers can hide malicious code in video files and it will be unleashed even if the smartphone user never opens it or reads the message, according to Drake.

Bharti Airtel to expand 4G ahead of Reliance launch GURGAON: India's top cellular carrier Bharti Airtel Ltd is expanding its fourth-generation (4G) mobile phone services to cover nearly 300 towns in the coming weeks, ahead of a launch by a formidable newcomer. Mobile phone carriers in India, the world's second-biggest market by number of customers, have spent billions of dollars on buying telecom airwaves to meet surging demand for data services. The crowded market is bracing for more competition as Reliance Jio, the telecoms unit of cash-rich conglomerate Reliance Industries Ltd , prepares to offer 4G services starting in December. In 2012, Bharti Airtel launched a 4G network in Kolkata city and currently runs trials in 51 towns. It will cover in the coming weeks 296 towns in 14 of 22 service areas, the company's India Chief Executive Gopal Vittal said. "This is a very competitive market and it keeps us on our toes," Vittal told reporters at a news conference in Gurgaon, outside New Delhi. Companies including Bharti Airtel and Reliance Jio won airwaves needed to run 4G services five years ago, but have been slow to roll out services due to technology problems and lack of devices. Proliferation of cheap smartphones, led by Chinese brands, has prompted

more Indians to use their handsets to access the Internet and demand faster downloads. An Internet-based startup boom in the country has also seen increased adaptability on smartphones, bolstering the demand for high-speed data. 4G services should make it much faster than 3G services to surf the web on mobile phones, tablets and laptops. The number of mobile web users in India is expected to grow by around 28 percent annually between 2013 and 2017 and reach 314 million by the end of 2017, according to a report released by the Internet and Mobile Association of India and KPMG. Bharti Airtel, which posted 87 percent growth in mobile data traffic in its results for the three months to June, decided to ramp up its 4G services in recent months as it saw prices of devices falling, Vittal told Reuters. Bharti will price its 4G services at existing 3G costs and aims to migrate more and more of its Internet subscribers to 4G, it said. The mobile carrier is partnering with India's largest online marketplace Flipkart to bundle devices with 4G-enabled SIM cards. It has also entered into a pact with Samsung Electronics <005930.KS> to sell services using the Korean company's retail store network in India.

U.S. spacecraft sails by Pluto, capping 9-year journey Autonomy of IIMs will not be compromised: Hutchison, Vimpelcom to merge A U.S. spacecraft sailed past the Union HRD Minister Smriti Irani Italian mobile businesses tiny planet Pluto in the most distant reaches of the solar system, capping a journey of 3 billion miles (4.88 billion km) that began nine and a half years ago. NASA's New Horizons spacecraft passed by the ice-and-rock planetoid and its entourage of five moons at 7:49 a.m. Eastern (1149 GMT). The event culminated an initiative to explore the solar system that the space agency embarked upon more than 50 years ago. “It's truly a mark in human history,” John Grunsfeld, NASA's associate administrator for science, said from the mission control center at Johns Hopkins University Applied Physics Laboratory outside Baltimore. New Horizons was expected to continue observing Pluto for several hours after it made its closest approach to the unexplored world, coming within 7,750 miles (12,472 km) of the sphere. While the observations are underway, New Horizons was in radio blackout, so confirmation that it completed its mission will not come. “We programmed it to be spending its time taking data that it can only take today,” lead researcher Alan Stern told reporters after the fly-by. The diminutive spacecraft, which is about the size of a piano, is not equipped with the propellant needed to brake and slip into orbit around Pluto. Like NASA's Voyagers and sister predecessor exploratory spacecraft, New Horizons was designed to conduct its survey on the fly.

NEW DELHI: Union HRD Minister Smriti Irani made it clear that autonomy of the Indian Institute of Managements (IIMs) will not be compromised under the proposed IIM draft bill. "For the first time, the IIMs were asked to prepare the draft of the bill themselves. The bill was later put in the public domain inviting suggestions from all stakeholders," she told media persons after a meeting with Indian Institute of Management (Bangalore) chairman Kiran Mazumdar. Irani also said the IIMs were not aware of the fact that the under the new bill the

president of India will their visitor and it was believed that all the high-level appointments at the IIMs would be approved by the president. Shaw said: "I am extremely glad that the government has addressed all our concerns in the new bill with regard to autonomy of IIMs." Other IIMs having almost similar concerns must be happy with the new bill," she told media persons. Shaw also tweeted: "Had a fruitful mtg with @HRDMinistry to discuss n resolve issues around autonomy n accountability of IIM Bill - I'm satisfied @smritiirani." V.S. Oberoi, secretary, higher education in the HRD ministry, said: "The government will ensure that the character of IIMs as the institute of national importance will be maintained and there will be no compromise on their autonomy." The bill is likely to be tabled in parliament in the next session.

Hackers turn Square readers into crime tools

MILAN/PARIS: Vimpelcom and Hutchison <0001.HK> have agreed to combine their Italian mobile operations in a longawaited deal that would cut the number of players in Europe's fourth-largest telecom market to three from four. The 50-50 joint venture, if approved by competition regulators, would combine Vimpelcom's WIND Telecommunicazioni, Italy's third-largest mobile network operator, with fourth-placed 3 Italia. It would reduce the Italian market to three players of roughly the same size, and create a new competitor for Telecom Italia and Vodafone. The new

GREAT OPPORTUNITY

Las Vegas : Hackers on showed how to turn the latest model Square mobile payments readers into crime tools. Independent security researchers and self-described hackers Alexandrea Mellen and John Moore were at the Black Hat computer security conference in Las Vegas to demonstrate hacks targeting Square software or the dongle that plugs

into audio jacks to read credit card magnetic strips. "We converted a Square Reader into a credit card skimmer in under 10 minutes," Mellen told AFP. "Any layman could do it." She said the hardware hack can be done with simple tools including a screwdriver, wire and soldering iron, and that most of the time involved was spent carefully popping open the reader that Square provides to users of its mobile payments application. Inside the reader, a wire is soldered between two points to bypass an encryption chip. After that, unscrambled information from swiped credit cards can be collected, essentially stolen, to be sold on a black market or abused in other ways, according to Mellen. On the software side, Moore provided details about a mobile application that enables a "playback attack" that allows merchants to charge customs for bogus transactions in the weeks or months after legitimate purchases are completed.

company said the deal would deliver cost savings worth more than 5 billion euros ($5.4 billion), most of which would come from combining the two mobile networks. Vimpelcom shares jumped 3 percent at the New York open as investors welcomed a deal that should bring hefty s y n e rg i e s a n d m a y c a l m competition in Italy, where operators are emerging from a two-year price war. The shares closed 7 percent lower at $5.43. Neither company will have to inject money into the new entity, in contrast to expectations that a capital hike of 2 billion euros was on the cards to help reduce debt. A person close to the deal said the new company was valued at around 21.8 billion euros, with Wind's contribution being assets worth 13.9 billion in 2014, while Hutchison had 7.9 billion euros. Wind also has high debt.
