INDIAN WELLS - The Indian Wells Tennis Gardens BNP Paribas Open started on Mar. 4 and continues through Mar. 17. Hundreds of tennis professionals are trying to win the coveted trophy. Tennis matches continue each day with one winner and one loser in each match. There are Men’s singles, Women’s Singles and Men’s and Women’s Doubles matches on the many courts in the Gardens. Top seeds have to beat everyone to get to the finals on Sunday. The Stadium Court has really the most exciting matches daily and the players have to bring their A game in order to win. The weather has been fantastic

Warmer weather is predicted later in the week, which could be a problem for the afternoon matches. The Tennis Gardens provides entertainment each day in the area with tables and food vendors. Clothing exhibitions, Radio shows and an autograph tent are some of the biggest attended areas. Fans line the practice area in hopes of getting an autograph from a favorite player on a huge or small tennis ball. Vendors selling all kinds of tennis related articles line the grounds and a park with

During Operation Rising Sun, where 750 law enforcement officers from more than 30 different agencies descended on the streets of DHS in mid-2008, they arrested 125 convicted felons wanted on numerous charges. Back then, the streets in DHS were pretty scary. Open prostitution and drug dealing took place at numerous local hot spots, including the 7-11 store on the corner of Palm Drive and 8th Street. Things got so bad at this location that the 7-11 management erected an unmanned police substation inside the store and beefed up video surveillance to keep General Contractors of America during the group’s annual convention at the J.W. The story here is that Citizens on Patrol are now more important than ever and will be trained to act as the quasi-official eyes and ears for the police department. One of the driving forces behind taking a moribund tournament and turning it into the major success it is today is Charlie Pasarell, the former tournament director, managing partner and owner of the BNP Paribas Open in Indian Wells. In recognition of his contributions to the sport of tennis, it has just been announced that Charlie Pasarell has been elected into the International Tennis Hall of Fame; another ace by the former UCLA star.

Prison Realignment: The Crisis Has Just Begun “The prison crisis is over in California,” said Gov. Jerry Brown last January announcing the enactment of AB 109 and 117, assembly bills calling for the “realignment” of the state’s overcrowded prison system. However, this is too little too late. The Supreme Court ordered in May 2013 that California prisons must release high numbers of inmates with the SCOTUS ruling. This ruling came after a lawsuit filed in 1991 by prison rights activists against overcrowding, poor or inadequate health and mental health care won its lengthy legal battle in the Supreme Court. However, AB 109 and 117 does a few other things. The Best Protection 2013 New Tax Laws Offer By Janice Gough As of January 1st, our government made the Estate Taxation Exemption permanent and chose to maintain the $5,250,000 Personal Exemption per person ($10.500,000 per couple). These new laws enables financial planners to more concisely figure out what amounts of life insurance are needed for their wealthier clients. There were many decisions that had to be based on the “What IF’S” prior to the new laws on estate taxes. The proceeds of life insurance are not taxed, thus this provides a great solution for those clients whose wealth is over the $5.25 Million for single clients and $10.5 Million for couples. The value of the estate over and above the total Exemption is taxed at 40%. The life insurance policy will not only be used to satisfy estate taxes, which are due 9 months after the death of the individual, but with the onset of increased taxation of dividends and capital gains, many people will use permanent life insurance as a way to accumulate money, tax free, and take cash value from their life plan without paying taxes on it. There are guidelines on life policy which determine the amount of cash that can be accumulated under the contract so that it does not become an endowment contract and, of course, the minimum amount of cash to keep the policy active. These guidelines are based on the Death Benefit amount. There are many types of life insurance plans and selecting the right plan requires an advisor to

know and understand the markets available. There are a few insurance companies that specialize in older clients. For wealthier clients finding the best company for your needs requires the expertise of a financial advisor who specializes in the

senior market. It pays to work with an advisor who understands these markets as there can be a wide variance in premium. While life insurance primary function is to provide income to beneficiaries, certain types of life insurance can function as a tax preferred investment vehicle. If your goal is to limit tax on dividends by using life insurance (since growth of the cash values are sheltered from taxes), then there are great choices available in Equity Indexed life insurance plans. Excess cash can be moved in and out of these plans without being taxed. Unlike Variable life insurance, in which the sub accounts may be invested in mutual funds and subject to risks of the market, Equity Indexed

Economic Update… Financial news has been coming fast and furious. Topping recent headlines was the Dow Jones set a new all-time high last week. The previous high was in October of 2007. Whenever markets celebrate milestones like this, they’re frequently followed by a sell off. Not necessarily the next day but many times markets will start to trend lower in the following months. On the other hand hitting new highs hasn’t historically signaled the end of a bull market. My crystal ball resembles a dirty fishbowl lately so I don’t try to predict market swings. There is a lot of confidence that this market still has room to climb higher but bulls can be dangerous creatures. It’s not like we are thousands of points ahead of the previous high. It took five and a half years just to get back to where we were before the Great Recession. In fact, if you want to look back to the turn of the century, the markets are just a little above where we were nearly 14 years ago. This chart shows the performance of Wilshire 5000 which is a much broader index than the Dow Jones 30. This is the epitome of a bull market. New highs followed by additional new highs for a prolonged period. For the past 14 years, stock market performance resembles a flat line. The Dow has gained approximately 2,500 points since January 2000 or roughly 15 points per month. That’s an average annual return of about 1.5%. The NASDAQ would almost have to double to hit a new high. So it still has a long way to go. It’s amazing that the market was able to continue climbing in spite of the dysfunction in Washington. Politics have a significant bearing on what happens in the economy. Nevertheless as long as the Fed continues to pump $1 trillion annually into the economy, we’ll likely see the markets continue to climb. Europe remains a big concern. Recent Italian elections were a shock to just about everyone. Most saw the results as a referendum on the austerity policies of Prime Minister Monti and they were soundly defeated at the polls receiving just 10% of the votes. Austerity is where countries are held accountable and solve their issues through balanced budgets and sound fiscal policies. The headline in the Economist was “Send in the Clowns.” It’s tough to argue they were being too harsh. Why should we care what

happens in Italy? The answer is simple. There is not enough money in the monetary system to bail them out. That concern had quieted down over the past year but now it’s back in focus with the recent election. If their situation worsens, it could keep the European Union (our largest trading partner) in a recession.

Investment Know-How Kevin Powell France reported that they are going to miss their deficit target for 2013. That provoked an angry response from the Germans who also have an important upcoming election. Mario Draghi head of the European Central Bank said they would continue an accommodative money policy but they could not continue to bailout banks or countries with unsound budgets and policies. He said there were deep rooted problems with the basic structure of European economics. Unemployment in the EU rose to a record 11.9% with many countries still experiencing unemployment over 20%. I actually like Europe as an investment alternative today because even with all these problems there has been a lot of improvement. I think the US can learn a valuable lesson from the EUs current situation. That is you can’t continue to be irresponsible and run-up enormous deficits. That is the heart of their problems. Citizens have become accustomed to high pensions and high paying jobs with shorter work weeks. Those things are likely gone forever. We will see more riots as workers come to grips with that reality. The Italian election results prove that being fiscally sound is going to be difficult to accomplish. The longer it takes for governments to act responsibly, the more complicated it becomes for the electorate to understand that a balance of painful spending cuts and higher taxes are the only remaining options. The PSWIFT honored four extraordinary women in the entertainment industry. Co-chairs for the event were Elaine Church and Mitch BLumberg. Guests and celebrities walked the Red Carpet into the Show Theatre for dinner. A cocktail reception was held while the Evaro’s band performed. Award recepients were escorted to a waiting area for photographers. Pattie Daly Caruson interviewed guests and honorees for television. Emcee and producer Lee Ames gave a welcome speech to the guests. The Co-chairs thanked all those attending and spoke about the good work PSWIFT does for the community. Ames announced a video produced by Leanna Bonamici, co-producer. Mistress of

Ceremony was PSWIFT President Patti Gribow. Another producer of the show and entertainment was DeAnn Lubell who also did the PR. Entertainment was a collection of songs by famous composers sung by some very talented women. The awards were announced by Pattie Gribow. The Desert Diva Award went to actress Ruta Lee and presented by Gloria Greer. The Jackie Lee Houston Humanitarian Award was presented by Barbara Keller to Lisa Houston. The Gena Rowlands Award went to Alfre Woodard and presented by Sam Hennings. Harold Matzner presented the Broken Glass Award to Mary Hart from Entertainment Tonight fame.

We’re not into cars very much, and watching a NASCAR event has my eyes spinning in aimless circles like the race cars going around on the track. But, when two new cars, combining luxury and muscle on steroids, were introduced at the Geneva Motor show last week, they deserve to be mentioned as the epitome in upscale automobile travel. Dubbed by Rolls-Royce CEO, Torsten Muller-Otvos, as “the ultimate gentlemen’s gran turismo” the new Wraith is the most powerful RollsRoyce in history. But, don’t despair; the Wraith has not forgotten its heritage of providing motor cars encased in a cocoon of luxury. Opening the doors of the Wraith reveals a sumptuous interior with softest Phantomgrade leathers and expanses of wood paneling. Nor has the Wraith’s ceiling been overlooked; 1,340 fiber optic lamps are hand-woven into the headliner to give the impression of a glittering, starry night sky. In addition to a full range of voice activated driving commands, the Wraith comes with Satellite Aided Transmission, which uses GPS data to see beyond what the driver sees, anticipates his (remember, this is a gentlemen’s car) next move based on location and current driving style and then selects the most appropriate gear for the terrain ahead. For those who care about such things, the Wraith will go from zero to 60 mph in 4.4 seconds; and, the European cost of the Wraith is expected to approximate just under $400,000 – each. Ferrari, the brand of the Prancing Horse, is synonymous for unequalled-designed muscle cars, and last week at Geneva the company showed off its new model named LaFerrari, one of a limited edition of 499 hybrid automobiles. That’s right; it’s no typo, a “hybrid.” The vehicle has two electric motors coupled with a gasoline engine that Ferrari says will propel the driver from zero to 60 in less than three seconds. How much? If you have to ask, you can’t afford one.

SunUp Rotary’s Efforts Have Impact Locally and Abroad The Palm Springs SunUp Rotary spent 2012 supporting more than eleven local and international charitable endeavors ranging from funding budgetslashed Arts programs in the Palm Springs Unified School District (PSUSD) to supporting programs aimed at ending Polio worldwide and fighting malnutrition to children in the Philippines. “Rotary is about giving back and doing the right thing for communities both at home and in areas abroad that are less fortunate,” says Diane Sampson, President of the Palm Springs SunUp Rotary. “Being a member of SunUp Rotary means you have the opportunity to help local programs in education, food banks and wellness which helps a broad spectrum of people all over the globe. THOUSAND PALMS – Desert Hot Springs Mayor Yvonne Parks, Vice Chair of the SunLine Board of Directors welcomed guests to the GroundBreaking ceremony for the new Administration Building on Wednesday, Feb. 26. General Manager, C. Mikel Oglesby initiated this project shortly after accepting his position at SunLine Transit Agency 9 years ago. SunLine was able to piece together funds from the California Transportation Development Act, California Proposition 1B, and the Federal Transit Administration. The new 25,000 square-foot Administration Building and Transit Hub is expected to be completed by the summer of 2014. This project will bring much-needed jobs to the Coachella Valley. The bid required that the winning bidder perform at least 10 percent of the work. That

percentage amounts to a little over $1 million for the Bermuda Dunes based firm Doug Wall Construction. The Coachella Valley is also expected to see $5.7 million of subcontracted work from listed firms throughout the Valley. A Year of Events Celebrating the RM’s 40th! RANCHO MIRAGE - 2013 marks the 40th anniversary of the City’s incorporation and the city will celebrate with the anniversary with a slate of throughout the year. The actual birthday of the

City was August 3, 1973. The City Council, however, has elected to dedicate this entire year to a series of celebratory and commemorative events that will engage as many residents as possible in remembering the notable leaders and occasions that

helped to make Rancho Mirage the extraordinary jewel of a city that it is. Planned events include a free series of outdoor movie screenings in May and June at Whitewater Park. Classic films featuring stars who lived in Rancho Mirage will be introduced by relatives and others that worked and played with Lucille Ball, Frank Sinatra, The Marx Brothers, Bing Crosby, Bob Hope and Dean Martin. Also at Whitewater Park in mid-November, a free community concert featuring John Stanley King, a local musical icon, will be showcased. The same afternoon of the concert, the Mayor and the City Council will ceremonially break ground for the expansion of the park that will include a new amphitheater and dog park. Plans for the month of November include open houses at City Hall and the Library, the 13th annual Art Affaire, featuring some 40th Anniversary surprises, as well as a 40th Anniversary Charity Golf Tournament planned for later in the month. Valley residents are encouraged not to miss sampling and voting

for their favorite Rancho Mirage cocktail at restaurants throughout town through mid-April and then desserts at all our restaurants in the late fall as bartenders and chefs compete to produce the definitive Rancho Mirage libation and sweet ending to a meal. We had a large display case with the pies and cakes, he said, but after it broke, I started doing the tour. Dessert sales increased and customers nicknamed Scott Sweetie Pie. Music and dancing are offered free to dinner guests daily from 6 to 9 p.m. The dancing classes formerly held at Billy Reeds moved to another location in town to free up parking spaces for restaurant customers. Returning to the restaurant after semi-retirement, the three owners work about 10 hours a day, seven days a week. They don’t advertise in publications nor offer two-for-one discount specials because word-ofmouth recommendations fills the restaurant.

Or do they really? Perhaps they, like the young man in the hoodie, have a sinister secret of their own? Super Bowl Coach Tom Flores Headlines Golf Tourney PALM DESERT – Legendary Oakland/Los Angeles Raiders coach Tom Flores, who guided the team to two Super Bowl victories, will play in the 14th annual Cal State San Bernardino Golf Classic on Apr. 25 at Stone Eagle Golf Club to raise money for scholarships and campus development programs. This year’s golf classic promises the most memorable, said event chair Cathedral City Kathy DeRosa. “In its 14th year, this tournament is quickly becoming known as one of the best one-day charity events in the Valley. We have an incredible team of volunteers who have graciously donated their time to plan a golf tournament that really helps young men and

women complete their education.” Flores spent 35 years in professional football, including 10 as a player in the old American Football League and 15 as a head coach and administrator in the National Football League. He was the first quarterback for the Oakland Raiders and also played for the Buffalo Bills and the Kansas City Chiefs. He began his coaching career as an assistant for the Bills and then the Oakland Raiders. He became head coach of the Oakland/Los Angeles Raiders in 1979 and joined the Seattle Seahawks as president and general manager in 1989. He became the Seahawks’ general manager and head coach in 1992 until 1995. He currently is a color commentator
