By Desert Star Staff SAN FRANCISCO — Six California cities plus Los Angeles County are moving forward with a nationwide plan to transition their fleets to zero-emission vehicles - an announcement made in conjunction with the Global Climate Action Summit in San Francisco.

The Climate Mayors’ group includes Berkeley, Chula Vista, Long Beach, San Diego, Santa Monica and LA. Lauren Faber O’Connor, chief sustainability officer with LA Mayor Eric Garcetti’s office, said the city is making all of its expertise available in a

new one-stop-shop online portal at DriveEVfleets.org.

“That means the cars themselves, the charging infrastructure, and all of the information and technical and planning resources that one needs in order to map out that transition for any fleet,” O’Connor said.

US braces for flash floods as Hurricane Florence hits land

By Desert Star Staff Hurricane Florence has made landfall over the eastern US, battering the coastal states of the Carolinas and Virginia overnight. Authorities and residents are braced for flash floods as winds remain high over the weekend.

Army units have been put on standby and relief crews have moved to rescue residents stranded by the rising waters. Authorities are rushing to restore electricity to 80,000 people believed to be without power.

New Bern resident George Zaytoun described how he regretted not leaving the North Carolina coastal city as floodwater rose to 15ft overnight, before receding to around six to eight feet.

“It’s like a bomb has gone off here,” he told Good Morning America. “Everything around us is underwater.”

Later downgraded to a tropical storm, Florence still poses a risk to residents in the Carolinas, with the National Hurricane Center warning of “catastrophic freshwater flooding” over the weekend with some areas already seeing surges of water as high as 10ft after rivers burst their banks.

Footage of the storm posted on social media shows just how dangerous it has become, with one showing rising flood water moving up the side of a house.

Meanwhile, powerful winds made light work of trees and infrastructure, and was even capable of disassembling gas stations in minutes. Some 800,000 people are now believed to be without power or electricity.

Ten victims were from North Carolina, including a mother and an infant who were killed by a tree that crashed into their home in Wilmington, where gusting winds reached the speed of 70 mph. Three people have died “due to flash flooding and swift water on roadways,” in Dupilin County, North Carolina, after their cars were washed away as water surged on Saturday.

In South Carolina, a person was killed while driving a vehicle when it bumped into

a fallen tree on Friday night.

People have already started their rescue efforts with the Cajun Navy, a Louisiana-based volunteer force of private boat owners formed after Hurricane Katrina, sent to rescue citizens and canines stranded by the flooding.

Forces from the US Army, National Guard, and Army Reserves are also in “ready mode” to provide hurricane relief support to FEMA and other state and federal agencies feeling the effects of the hurricane.

Despite the chaos, there

have been moments of levity.

One resident, perhaps more concerned over his water bill than the wind and rain bearing down on him, took the opportunity to avail of a discounted power wash.

Florida native Lane Pittman actually traveled to South Carolina to face down the storm in his own distinct way.

“Just being free and American, man. I don’t let nothing oppress me.

Especially no doggone freakin’ hurricanes,” he told a curious reporter.

South Dakota PTA: Arts and Advocacy for Children

50th anniversary of its student art awards program, known as Reflections, and South Dakota’s PTA is encouraging

students to participate.

Children in preschool through grade 12 are eligible, and they can enter in the

areas of dance choreography, film production, literature, music composition, photography and visual arts.

South Dakota PTA President Stephanie Owens says this year’s theme, Heroes Around Me, encourages students to explore what that means to them.

“South Dakota is very active in the Reflections PTA program, and for the last several years, we have actually had students throughout the state that placed at a national level,” she states.

Owens says students have plenty of time – the submission deadline for Reflections entries isn’t until July 1, 2019.

South Dakota has more than 60 PTA chapters with nearly 4,000 members.

When polled, 82 percent of educators said they would not carry a gun at school, even though 63 percent said they are gun owners.

Clarkson noted the initiative will lead to a large network of electric vehicle charging stations - which will encourage more consumers to start buying zero-emission cars and trucks.

saving for retirement, to baby boomers who are hitting retirement age with nothing saved at all, the statistics paint an alarming picture. Add to that compounding factors, such as divorce and skyrocketing health care costs, the retirement picture is muddied even further for many Americans. Nearly half of Americans seem illprepared for Retirement.

Of those surveyed, they stated their typical lifespan to be between 79 and 100 years old. However, Longevity is increasing, and we should all be thankful, right? The problem is that now everyone will have even more time on their hands to worry about how they are going to fund their lengthening retirement.

Longevity has been on an upward trend for decades, and science could provide for even longer, healthier lives.

Science is creating a future in which human beings could routinely live past 100 years old in relatively good health.

Research regarding attitudes about life extension and human enhancements show that many U.S. adults aren’t willing to embrace these possibilities, for themselves or society as a whole. Over Fifty-six percent of those who participated in this research said they would not want to live to 120 years of age. Two-thirds of adults said they would be against having a brain chip implant

that could help improve their cognitive abilities, and a similar number were against the idea of using synthetic blood to augment their physical skills.

Respondents also, cited concerns with artificially extending life expectancy, because of social inequality, where only the rich would have access to life-extending enhancements. Two-thirds of respondents also worried about the implications of using such scientific improvements before their full impact is understood.

Debt and marital disruption are putting women into a more vulnerable financial position today, than in the past.

Women are more financially fragile than they used to be and Women in their 50s are more economically fragile than they were just a decade ago, according to research from the George Washington University.

This trend has led to women in their 50s, to delaying retirement because of higher levels of debt, including educational debt, and higher rates of lifeplanning disruption due to divorce and widowhood. There are many real and complicated factors contributing to 50-something women’s sense of financial insecurity today. No matter the cause, however, it is time for the financial services industry to zero in on how it is failing women in general and contributing to the economic insecurity of women in this

age group in particular.

Among the report’s findings are that overall debt for women has doubled in their 50s since the early 1990s, while the percentage of 50-something women with less than $25,000 in savings has also increased. Besides, women in their 50s are more likely to have mortgage debt totaling more than half the value of their homes.

These findings are additionally substantiated by the results of a recent survey of American workers by the Transamerica’s Center for Retirement Studies. This study reveals that 46 percent of women are either “not too confident” or “not at all confident” in their ability to retire with a comfortable lifestyle, compared with 36 percent of men; only 12 percent of women are “very confident” in their ability to fully retire with a comfortable lifestyle.

The rising cost of living is a significant concern for most Americans, and news of Social Security’s meager 0.3 percent COLA raise in 2017, amounting to a $5 increase, does not do much to calm those worries.

Many retirees count on Social Security, but the cost of living increases have been small to non-existent for several years. Social Security is not keeping pace with the real cost of living increases. According to a recent study from Allianz

Life, fears about the rising cost of living are having a real impact on Americans’ retirement planning. Nearly half of Americans fell that the increasing cost of living will affect their retirement plan, and fear paying for expenses if their income was frozen and they never received an increase in annual salary.

Perhaps more concerning, most people don’t have a real plan to deal with inflation. The majority said they would adjust by merely living more modestly.

That sounds easy but may be more difficult than they think.

The Retirement plans of the past have not incorporated the lifestyle changes of today.

Financial Companies have made some changes to make your retirement savings safer as you age, however, when you do not have time on your side, it most likely means that you may only partially retire or perhaps, not at all.

Boards come up with all kinds of excuses for secret meetings, but your board’s excuse (saving you from boredom) is a new one. I cannot imagine that a competent HOA attorney would advise in favor of secret budget discussions by a quorum of the board, so I wonder what the attorney really said. If the board does budgets in closed meetings, what else do they do in secret? Get the board straightened out, or get a new board elected.

Mr. Richardson: Our board conducts most of its business, including budgets, in executive session, stating they do not want to discuss everything in open session because it makes the meetings too long and dull.

The board also claims the HOA legal counsel said it was ok to discuss these items in executive session. It appears that the board does not want to be open and transparent in their dealings with the Association’s budget. They move money around without allowing the membership to know or see/hear the reasons for the movements.

“Warehousing Wealth” Philanthropy Draws Criticism

By Desert Star Staff WASHINGTON – As Republican Party leaders work to pass what’s known as Tax Reform 2.0, a tax break taken almost exclusively by the top 1 percent of earners has come

under increased scrutiny.

Donor-advised funds are the fastest growing recipients of charitable giving, up from $14 billion in 2012 to $23 billion in 2016.

Josh Hoxie, project director

of the Washington-based think tank Institute for Policy Studies, says because the funds technically never have to be distributed, DAFs are effectively warehousing the nation’s charitable wealth.

That’s a problem, he says, because it prevents money from helping to meet immediate needs at soup kitchens, homeless shelters and other services.

“Whereas needs are immediate – and the tax writeoff, by the way, is immediate – the actual direct good of this charitable giving can take as long as the donor wants, which is not in the public interest,” he states.

Hoxie says the average donor-advised fund donor makes more than $2 million a year, and for every $1 deposited in the fund, U.S. taxpayers end on the hook for up to 57 cents of that gift in the form of lost tax revenue.

Proponents say the funds encourage philanthropy by giving donors control over how their gifts are used, and time to develop their giving strategy.

By Desert Star Staff DES MOINES, Iowa — Iowa is among 12 states targeted for its panhandling ordinances by the National Law Center on Homelessness and Poverty and the ACLU. Those organizations and more than a dozen others are demanding Iowa cities repeal laws that prohibit panhandlers from asking people on the street for money. The Iowa chapter identified ordinances in three cities: Council Bluffs, Des Moines and Grimes.

Phillip Brown, legal fellow with the ACLU of Iowa, said such laws essentially criminalize poverty.

“These laws make it illegal to ask for help, and they are restrictions on any individual’s free speech rights to go on a sidewalk and say what they would like to,” Brown said. “They are restrictions

based on what you are saying and where you are.”

The National Law Center on Homelessness and Poverty is a Washington, D.C.based nonprofit dedicated to eradicating homelessness.

More than 240 panhandling ordinances in a dozen states have been targeted.

Brown noted the recent case of Alexis Ostlund, a homeless woman who was told to move along by a police officer as she held a “Free Hugs” sign with a bowl for money outside a coffee shop in Des Moines. He said such reactions typically perpetuate a downward spiral of poverty.

“These laws simply aren’t solutions; they don’t solve any problems,” Brown said. “Housing services really are the only solutions to homelessness. It’s actually penalizing people just for

needing help and asking for it.”

The ACLU said 25 panhandling ordinances in the U.S. have been struck down as unconstitutional and 31 cities have repealed their ordinances. Brown said he believes the lack of consistency in municipal ordinances has harmful consequences.

“Enforcement doesn’t always look the same,” he said. “So some people may be sent to jail, they may be arrested, they may be given fines. But other people may just be asked to move along or told that they can’t do this anymore. And any of those enforcement mechanisms are unconstitutional.”

In Des Moines it’s a misdemeanor to solicit funds without a license and punishable by up to 30 days in jail or a fine of up to $750,000 for a first offense.

“Fidelity has a direct fiscal interest in maintaining and growing the size of their donoradvised funds, not in dispersing these funds to charities to solve deep and persistent public needs,” he explains.

Hoxie is co-author of a recent report on DAFs called “Warehousing Wealth.” Its recommendations include putting a three-year deadline on distributing funds, and delaying any tax benefits until the money actually reaches charities.

Hoxie says establishing real penalties for not following these kinds of guidelines can prevent the charitable sector from being turned into another tax scheme for the ultra-wealthy.

Suspect in fatal La Quinta shooting dies at hospital

KMIR News Stuff A man accused of fatally shooting a man and wounding a woman at a La Quinta home last week, then leading police on a pursuit into the Inland Empire, where he shot himself, died of his injuries over the weekend in a hospital, sheriff’s deputies said Monday.

Stacy Rowan, 56, of La Quinta died at 11:35 a.m. Saturday following his Thursday hospitalization for a self-inflicted gunshot wound.

Sheriff’s deputies say that just before 8 a.m. Thursday, Rowan shot and killed an unidentified 72-year-old La Quinta man and injured a

woman at a home in the 54700 block of Avenida Vallejo. His connection, if any, to the victims has not been disclosed.

Following the shooting, Rowan fled the scene in a pickup truck, triggering a chase that ended near Archibald Avenue and Inland Empire Boulevard in Ontario, where Rowan pulled over and shot himself, according to Sgt. Ben Ramirez of the Riverside County Sheriff’s Department.

Sheriff’s deputies initially said Rowan would be booked into a county jail on suspicion of murder “after his selfinflicted injury improves.”

Start a Fundraiser

One of the most potentially impactful ways to lend a hand after a natural disaster is to start a community fundraiser.

This can be as simple as an online account accepting donations for a group of people and sending a large sum to a relief organization, or as thought-out as a large-scale event, like a raffle or dinner, accepting donations for entry.

Donate

Money is typically the resource relief organizations can use the most during natural disasters, and it can also be the easiest way for people to lend aid. There are

typically many trustworthy organizations available to donate to during times of need.

Promote Fundraising Efforts

While it isn’t viable for everyone, some people closer to the affected region can directly help those in need with physical help at the place it’s most needed. Whether it’s passing out supplies, serving food to those displaced or other means of lending a hand, volunteers are a valuable resource following natural disasters.

Provide Shelter Another option for people looking to help who are closer to the devastation is to offer shelter, especially if they have family members or friends who have been affected.

Assisting at places sheltering the displaced is another way to provide help, if offering space in your home is not an option.

One way to help those hospitalized or otherwise injured is to donate blood, possibly saving lives in the process.

Waking up to go to the bathroom multiple times per night?

By Desert Star Staff It’s a common misconception: the older you get, the more frequently you need to use the bathroom at night. Did you know waking up more than once per night to urinate is a medical condition known as nocturia?

Shockingly, 64 percent of American adults do not know.

A recent Harris Poll of more than 2,000 U.S. adults, endorsed by The Simon Foundation for Continence, National Association for Continence (NAFC) and the Prostate Conditions Education Council (PCEC), found that approximately one-third of them suffer from nocturia.

Nocturia, which forces individuals to get up more than once per night to urinate, is a leading cause of sleep loss and can put one’s health at risk.

“Before receiving treatment for nocturia, I typically wound up making five trips to the bathroom each night, which I knew wasn’t normal,” said Jack Fagan, a 67-year-old resident of Sewell, NJ. “Treatment has made a noticeable impact on my quality of sleep. I find myself more refreshed and have the energy to enjoy time with family and friends.”

“We see patients who have suffered with nocturia for many years, as it slowly progresses from getting up twice to over four times per night to urinate,” said Roger Dmochowski, M.D., a nocturia sufferer and professor within the department of urologic surgery at Vanderbilt University

Medical Center. “In my personal and professional experience, nocturia can have serious implications for an individual’s emotional state and daily life, due to sleep disruption, if not diagnosed and treated.

Hepatitis C Ruling in VA Could Impact Prisons Across Country

Refusal of treatment for serious medical needs is “cruel and unusual punishment” under the Eighth Amendment, according to U.S. Supreme Court precedent. As many as 60 percent of people in Virginia’s prisons suffer from the “silent” infection that attacks the liver, according to an estimate provided by medical authorities to the Virginia General Assembly.

Rutherglen said depending on the region, anywhere from

Rutherglen argued that

people can’t be sent to prison and left to die of liver failure.

He said that shows deliberate indifference to serious medical need, which constitutes cruel and unusual punishment in violation of the Eighth Amendment. As for the cost of care, he said tackling the issue actually can save money.

“They cure the disease, and they’re much less expensive than treating cirrhosis of the liver or liver cancer,” Rutherglen said.

A similar lawsuit was filed in Florida last year, where a federal judge ruled that treatment was lacking and more prisoners needed to be diagnosed and properly treated.

The infection causes other issues such as joint pain and extreme fatigue.

It can be spread through needle usage from tattoos or illegal drug injection.

Factory Raid Disrupts Communities Immigrant Advocates Say

By Desert Star Staff ALMA, Ark. – Several families in Arkansas this week are living without loved who face charges of immigration violations after a raid in a factory in Alma.

At least 28 people were taken into custody, but the women were later released.

U.S. Immigrations and Customs Enforcement served the warrant on the Bryant Preserving Company based on an undisclosed criminal investigation.

Humberto Marquez, organizing director of Arkansas United, an immigrant advocacy group, says it’s left several

families with a large gap.

“The men are still currently detained and they were taken to the Washington County Jail,” Marquez explains.

“A lot of those men are fathers, are husbands.”

Currently, the detainees are only suspected of having an illegal immigration status. Earlier this year, ICE faced criticism for separating children from their parents, which Marquez says may be part of the reason why women were released.

Bryant Preserving has insisted in public statements that it is not part of an investigation.

The company says it uses

Ricotta Bruschetta

Prep time: 10 minutes Cook time: 15 minutes Servings: 20 1 loaf Italian bread, cut diagonally into 1/2-inch thick slices 2 tablespoons Bertolli Organic Mild Olive Oil 1 clove garlic 1⁄3 cup Bertolli Tomato & Basil Sauce 1 container (15 ounces) ricotta cheese Heat oven to 425 F. Recipe courtesy of Laura Vitale Servings: 4 Eggs: 1 jar (23 ounces) Bertolli Rustic Cut Roasted Garlic Marinara Sauce 1/2 cup water 4 eggs salt, to taste pepper, to taste 2 tablespoons freshly grated Parmesan cheese 1 tablespoon chopped parsley Bread: 4 slices ciabatta, sliced about 1/2-inch thick 1 1/2 tablespoons Bertolli Extra Virgin Olive Oil 1 large clove garlic, peeled but not chopped To make eggs: In large skillet with high sides over medium-high heat, add marinara sauce. Pour water into empty jar, swish it around to lift any

1 tablespoon toasted pine nuts 1 tablespoon Bertolli Extra Virgin Olive Oil 1 tablespoon Bertolli Balsamic Vinegar of Modena Heat oven to 450 F. Evenly spread sauce on crust then top with fontina cheese. Bake 10 minutes, or until cheese is melted, and remove from oven.

Top with prosciutto. Arrange arugula in center of pizza then sprinkle with Parmesan cheese and pine nuts. Drizzle olive oil and vinegar over arugula and serve.

Bring to low boil.

Using back of wooden spoon, make four small wells in sauce. Carefully crack eggs, one at a time, and drop each egg into a separate well in bubbling sauce. Sprinkle salt and pepper on each one, to taste; cover skillet with lid and cook 7-8 minutes, or until egg whites set.

When eggs are cooked to desired doneness, sprinkle with Parmesan cheese and chopped parsley.

To make bread: Char bread on bruschetta pan or indoor grill pan about 1 minute on each side until toasted. Once toasted, rub with clove of garlic on both sides then drizzle with olive oil.

Serve eggs with hunks of charred garlic bread.

Note: If using skillet larger than 12 inches, you can add eight eggs instead of four for additional servings.

The ACLU claim that while Facebook is not responsible for the content published by others on its platform, the company “built the architecture for this discriminatory marketing framework, enabled and encouraged advertisers to use it, and delivered

the gender-based ads according to employers’ sex-based preferences.”

The civil rights organization claims that when women are excluded from seeing a certain job ad, they are also excluded from seeing related jobs that they could be eligible for.

Facebook has faced similar criticism before, for allowing housing ads to exclude people based on race, religion, language, and a host of other categories.

Facebook agreed to end the practice after the US Department of Housing and Urban Development filed charges against the company in August.

ACLU sues Facebook for gender discrimination

By Desert Star Staff The American Civil Liberties Union (ACLU) has filed a lawsuit against Facebook, accusing the social media giant of gender discrimination in job advertisements on its platform.

The ACLU charges, filed with the US Equal Employment Opportunity Commission Tuesday, alleges that Facebook allows employers to target job ads for positions in male-dominated fields exclusively to younger men. The complaint targets Facebook and ten employers who the ACLU says ran gender-discriminatory ads.

Local Resident Shows Off Seventeen Emmy Awards

KMIR Daytona Everett As the 70th Primetime Emmy Awards premieres Monday, a Palm Desert transplant is showing off his golden statues; seventeen to be exact.

Harry Kooperstein, a producer, director and creator, knew from the beginning he had a knack for television.

“I looked technically to see what was good or what was bad and I’d see things,” he said. “Things other people wouldn’t see.”

Before television, Kooperstein would watch projections at movie theaters.

When television came around, he began to critique the technical methods.

The director’s shelves at his Palm Desert home are filled with awards, memorabilia, and seventeen Emmy awards, making it obvious he had a golden career.

His journey began at a local news station in

Columbus, Ohio where he was hired as a prop boy. It wasn’t long before Kooperstein worked his way up to a director position in Indianapolis, which lead him to meet a young weatherman, who now, is a household name.

“One time we were watching the Bishop and Regis show and he looked over at me and he said ‘you know, one of these days, I’m gonna do a show like this,” he said. “His name is Letterman.”

That’s right, David Letterman. Kooperstein would go on to meet several Hollywood stars, most stemming from his work as director and producer of Live from the Hollywood Bowl, where he channeled his ear for music from his days as a band member at Ohio State.

His accomplishments range from eight Emmy’s for Live From the Hollywood Bowl with hosts that included

Carol Burnett, Tyne Daly and Alex Trebeck, five Emmy’s as outstanding Director of Live Special Events, two for Awards of Excellence and two more for Outstanding Non-News Director.

During a tribute to Natalie

Wood, he came to know Frank Sinatra, Orson Welles and Christopher Plummer. The tribute was one of his proudest accomplishments, he said.

His message for young people aspiring to make it “big”:

“You’ve got to be surrounded by extremely talented and gifted people and I was lucky to have that.”

Sesame Street writer and songwriter Mark Saltzman says the famous roommates were inspired by his own relationship with his life partner, film editor Arnold ‘Arnie’ Glassman, who he was with for over two decades until Glassman’s death in 2003.

Saltzman, who joined the show’s writing team in 1984, said people would often refer to him and Glassman as Ernie and Bert, respectively, and he didn’t have any other way to “contextualize” the characters.

“I remember one time that a preschooler [in San Francisco] turned to her mum and asked ‘Are Bert and Ernie lovers?’ and that, coming from a preschooler, was fun,” Saltzman told Queerty.

Saltzman, who won

He said the dynamic between the duo and their individual characteristics often resembled that of his own relationship.

“And Arnie as a film editor - if you thought of Bert with a job in the world, wouldn’t that be perfect? Bert with his paper clips and organization?

And I was the jokester.

Albany Rally Calls for 1 Million Solar Households

By Desert Star Staff ALBANY, N.Y. — Environmental groups are calling on the state of New York to support a major push for more solar power, including for low-income households.

The Million Solar Strong

Campaign rally in the state capital on Tuesday to say rapidly expanding solar power will create thousands of jobs, help low-income families save millions of dollars on their electric bills and help reach the target set by New York’s

Clean Energy Standard.

According to Erin Landy, clean energy fellow with the Alliance for Clean Energy New York, the campaign believes its goal can be achieved in the next five years.

“Our goal is to get the

1 million households by 2023,” Landy said; “and that would really be a huge step toward getting to 50 percent renewable energy in 2030.”

She said there are currently 200,000 solar-powered homes in New York state.

Campaign supporters want to see New York provide such incentives as energy cost savings and direct support of solar to overcome cost barriers. And Landy pointed out creating shared resources will be key to helping everyone reap the benefits of solar power.

“Community solar is definitely a very important aspect because it would bring access to lowerincome New Yorkers who wouldn’t necessarily be able to afford to have solar on their own homes,” she said.

The Million Solar Strong Campaign has created a policy roadmap it says will help reach the goal of 1 million solar powered homes by 2023.

Phoenix Joins Cities in Program to Buy Electric Vehicles

By Desert Star Staff PHOENIX — The city of Phoenix has four new electric vehicles in its municipal fleet, and could invest in many more. Phoenix is one of several cities around the country that has committed to combating climate change through the Climate Mayors coalition.

In a new initiative, known as the Climate Mayors Electric Vehicle Purchasing Collaborative, cities are saving on buying electric vehicles by joining together to purchase in large quantities.

Mark Hartman, Phoenix’s chief sustainability officer, said the electric vehicle program makes sense for Phoenix because the city’s high ozone pollution comes with public health problems.

“Cities are interested because electric vehicles are kind of a solution to pollution,” Hartman said. “They’re a really great opportunity to really address local air quality and many effects on cities.”

Hartman said electric vehicles also could save taxpayers money, since the city won’t have to spend as much on fuel. He said if all goes well with the first few electric vehicles in the city’s fleet, there are more than 2,000 other vehicles Phoenix potentially could replace with low-emissions cars.

Helen Clarkson is CEO of the Climate Group, which is leading a larger, global effort to eliminate tailpipe pollution and transition to clean electric vehicles. She said dozens of countries, cities and businesses have been investing in electric vehicles in recent years. And manufacturers are taking note.
