It’s hard to believe that this festival is in its 29th year. I remember it from years ago and how big it has gotten thanks to the leaders of the

Festival and its staff. The festival was going downhill until Chairman Harold Matzner, and his friends got together and made it what it is today.

The Honorees are all highprofile actors and actresses and well known to all film fans.

Timothee Chalamet received the Rising Star Award, and costar Armie Hammer presented it. The very versatile actress

By Jack Lyons Theatre and Film Critic One night, every year, the third largest film festival in North America honors the crème de la crème of the creative arts community with awards and tributes for their work in movies during 2017.

On January 2nd, Palm Springs International Film Festival (PSIFF) officially launched its 29th Annual Film Festival and Gala. More than 2400 guests, attended, along with stars, celebrities, industry professionals, screenwriters, producers, directors, and

actors to rub elbows at the Palm Springs Convention Center, as they accepted their Awards for their artistic accomplishments during 2017.

Two nights later, on January 4th, 1200 festival ticket patrons along with dignitaries and celebrities, were treated to the Festival’s Opening Night Film “The Post”, directed by Steven Spielberg, starring Tom Hanks as The Washington Post’s executive editor Ben Bradlee, and Meryl Streep, as publisher/ owner of The Washington Post, Katherine Graham, respectively.

Allison Janney was honored with the Spotlight Award and submitted by Stan Sabastian.

The new Wonder Woman, Gal Gadot, was given the Rising Star Award and presented by her Director, Patty Jenkins.

Singer Mary J. Blige was given the Breakthrough Award and presented by another singer/ actor, Common. Common said that going from being

a singer to an actor is not as easy as it seems.

Gary Oldman was given the Desert Palm Achievement Award for an Actor and presented by another actor, Peter Fonda. Gary Oldman announced that he will now be making Palm Springs his permanent home. Saorse Ronan was given the Desert Palm Achievement Award

for an Actress and was presented by actress, Laurie Metcalf. Both Ronan and Oldman have been in the Desert for the gala before.

Sam Rockwell was honored with the Spotlight Award for an actor and presented by another actor, Colin Farrell.

The POLKA KING was shown on January 3rd before the official start of the Festival.

The movie was shown at the Camelot Theatre. The magical iconic actor, Jack Black, walked the Red Carpet before the showing of the film. He was his usual self-

making faces and acting up for the cameras. He spoke to the reporters about the film.

Black said this was an entirely different role for him.

He is a rapper, and the polka is a far cry from that kind of music. He studied the dance, piano and more to play this role. He showed his sense of humor to the many fans that came to see him and the film. The other actors in

Q&A with Annette Bening

Annette Bening. Photo by Pat Krause Story and Photos by Pat Krause January 6th was another big day for PSIFF celebrities and premier film screenings The famous actress, Annette Bening, came for a Q&A after the showing of her film,Film Stars Don’t Die in Liverpool.

The movie created from the book by Peter Turner.Peter Turner was a much younger man that became the lover of the much older movie star and screen siren, Gloria Grahame. Annette Bening plays the actress Gloria Grahame who was famous for movies and TV in the 50’s and 60’s, Actor Jamie Bell portrays Peter Turner, Grahame’s lover, who was 29 years younger than she was.

Grahame had four husbands and four children and lived a storied life. She was living and working in

England when she met a young actor named Peter.

Sparks flew as she seduced him and he became her lover. She found she had breast cancer and broke up with him. When she became very ill with terminal cancer, she went back to him. She wanted to be with him and asked to live with his family, whom she knew and loved, and they took care of her.

She believed she could get well. She insisted that no one tell her family about her illness. There were flashbacks of their times together.

Peter told her family anyway. A scene in the movie that was emotional was when Peter took her to a theater, and they read Romeo and Juliet as she had wanted to play that role. Peter is crushed when her family brought her

This movie is based on a true story of a man known as the King of Pensylvania Polka, that was a Polka Ponzi Scheme on Jan Lewan. His story, his dream, and his downfall. Black noted that he thinks this movie will help bring about the revival of the Polka, a dance that makes you feel happy. Black took the time to be photographed with children in attendance

before the film. The PSIFF emcee, Mary Hart, an icon from Entertainment Tonight, came to see the film and meet with friends. This is only one of the movies that are shown in the festival that will bring significant stars to the screening. Other films will see producers, writers, directors, and actors in many of the movie being shown at the PSIFF.

Bening said the audience that Peter Turner was actually in the film, but it was a small part. Artistic Director Michael Lerman was the Moderator, and the audience had a chance to ask Bening Questions.

The other Movie shown on the 6th was a World Premiere screening of, Nostalgia. Actor and TV star, John Hamm, along with the director, Mark Pellingham, walked the Red Carpet and participated in a Q&A after the film. This movie is a mosaic of stories that are like an album of loss. It shows our relationships to objects and people we have lost. The movie starts with Bruce Dern as a grandfather who has collected lots of memorabilia. Ellen Burstyn January 10, 2018

portrays a lady that lost her home from a fire and must sell some of her possessions, John Hamm portrays a dealer that buys an autographed ball from Burstyn. Hamm must help his sister clean out his parents home after their

death. It shows that a lot of personal possessions are not as important as we think to others. Then they show the loss of a loved one and what even a small item can be critical to remember those we love. This is a profound and enlightening film.

4. Avoid reacting defensively to upset homeowners, and will make sure they are informed as to the “whats” but also the “whys.”

5. If the board disregards my advice, I will document it in writing to the board.

6. Not attempt to give specialized advice, but will refer the board to the appropriate specialized professional.

7. Try to please all, while knowing that I can’t.

BE KNOWLEDGEABLE: 8. Pursue professional designations and attend seminars to keep me up to date.

9. Be prepared at any board meeting to explain significant deviations from budget.

10. Understand the Business Judgment Rule, and confirm the board has sufficient information to make each decision.

Some Ideas to Improve Health Care in America

By Janice Gough The ACA may have appealed to the consumers when President Obama enactive this plan. Today, it is crumbling. It has taken billions of taxpayer dollars to implement; now we see the results of what many believed to be an excellent plan for America, but now is falling apart.

The health insurance carriers are backing out of the system, hospitals are tightening their regulation for patient’s occupancy, and doctors, independent practice associations and substantial owners of clinics are not contracting as Preferred Providers. These changes are leaving the consumer with limited choices. The freedom to get the best professionals for treatments is not accessible because insurers are forced to lose money under the ACA and are silently backing out of the market.

If you felt that understanding health insurance was complicated before ACA, let me take you back to the time before 2011 and explore the differences.

California offered programs to meet everyone’s needs.

If you could not qualify for a preferred plan, due to medical conditions, you could enroll in the Ca. Major Risk Plan (Mr. MIP), which

was GI, guaranteed issued.

These were more-costly plans. However, the costs were much less than ACA plans are today. The most selected and affordable plan under “Mr. MIP” was a $500 Deductible plan, which featured a Maximum out of pocket of $2,500 and a monthly premium of $450 for a 50- Year old. This program offered the most extensive network of Doctors and Hospitals in the Nation. One only needed to be declined by an insurer to be approved.

At that time, for similar benefits, a single 50-yearold, qualifying for preferred rates could purchase a plan for $325 per month. Today a plan under ACA with similar interests will have many high out-of-pocket costs; however, the plan cost will be $900 a month and, a small network of Doctors to choose from.

Any new system takes time to work out the kinks, but Covered California is still a problem for the consumer.

When plans were medically underwritten rates remained stable. You could quickly switch to another lesser plan to save money on any month.

Today, the most significant health insurer in California, Anthem, has pulled all of their contracted networks, except for five counties in California. Many of my former clients live in the Bay area January 10, 2018

and are traveling 2 hours to see an in-network doctor.

Considering the results of the ACA plan, there are some benefits worthy of keeping and some that must go to contain costs. Consumers like Guaranteed Issue (GI) of ideas, but they must accept that any product which offers GI is going to be more expensive than one that is underwritten. Every insurance pool of risks is managed and priced individually. By providing both type of pools: those that are GI and those that are subsidized, costs for consumers would decrease significantly. The 80% Rule in the ACA, which means that companies must spend 80% of money collected to pay claims, would stabilize each pool of risk, under this rule.

Other changes possible could be Medicaid expansion coverage available to all people earning up to 250 percent of the federal poverty level (11,700). Allow carriers to offer Medically underwritten pools of risks which would create affordable plans to those without severe medical problems. Government subsidies would be paid to the insurance carrier to offset rates to keep these projects accessible.

Eliminate the cost-sharing reduction subsidies and the ACA public exchange system. Eliminate the Metal plans and allow insurers to

design programs to meet consumer needs. Eliminate the Annual Enrollment period.

Allow consumers to enroll for any month with plans with 6 Month PreX. Allow consumers to deduct their health insurance premiums from taxable incomes.

Eliminate some of the 16 preventative benefits at “No Charge.” This would help to cut premiums and just cover the Routine Physical exams at “No Charge.” (If you are never going to use some of these services, why pay for them in premium cost?) The savings in Premiums will pay for testing when you need it.

In all fairness, Congress has an ethical and moral responsibility to read and understand any legislation that it writes and enacts.

We should prohibit the government from refusing to live up to these agreements because Control of Congress changes hands from one party to another party and we need stability in health care.

Does Overturning Fracking Rule Put Colorado Water at Risk?

By Desert Star Staff DENVER – Environmental groups in Colorado say they’ll double down on efforts to protect the state’s water supplies after the Trump administration rolled back standards for hydraulic fracturing, or fracking, on public lands.

The U.S. Interior Department has reversed rules that would have required companies to disclose the chemicals they add to water pumped deep into shale formations to release oil and gas.

Micah Parkin, executive director of the environmental group 350 Colorado, says these sorts of protections are important for public health.

“If and when there are leaks, we would like to know what the chemicals that the companies are using contain, so you know how to at least try to remediate, how far to keep the public [away], and what sort of damage may have

been inflicted,” she states.

A 2016 Stanford University report confirmed that fracking led to toxic chemicals seeping into drinking water in Wyoming.

In reviewing the Obamaera standards, which also call for stronger well construction and safer wastewater disposal, the Interior Department decided the cost of compliance, at nearly $10,000 per well, wasn’t justified.

The American Petroleum Institute also felt the rules would slow up permits in states, including Colorado, New Mexico and Wyoming.

Parkin notes that speeding up drilling operations won’t help slow climate change. She points to research showing that in order to keep average global temperatures at safe levels, 80 percent of known fossil fuel reserves can’t be extracted, burned and released into the atmosphere.

“So we need to be taking really fast action, right now

Would Proposed Rule Jeopardize Health Insurance?

By Desert Star Staff NEW YORK -- The Federal Department of Labor is proposing a rule that critics say would allow the sale of what some call “junk” health insurance.

Published in the Federal Register last week, the rule would loosen restrictions on Association Health Plans, offered by professional groups or other associations to their members. The Labor

Department said the purpose is to expand access to affordable health coverage.

But Cheryl Fish-Parcham, director of Access Initiatives at the advocacy group Families USA, said it would allow the

plans to be sold to individuals and small groups. And the plans would be exempt from many of the insurance rules and requirements of the Affordable Care Act. “For example, they don’t have to cover the 10 essential health benefits that other plans cover,” Fish-Parcham said. “So, you could buy one of these plans and find out that it covers very little of the care that you really need.”

She said the plans would drive up the costs of premiums for small businesses and workers who are older or in poor health.

Written comments on the proposed rule will be accepted through March 6 at FederalRegister.gov.

Fish-Parcham pointed out that the rule would also allow Association Health Plans to “cherry pick” those they cover.

“They’re not limited in how much more they charge

older members than younger members,” she said. “Or they could decide they’re only going to serve a limited geographical area and not the area where sick people live.”

She said these types of plans already have a track record, and while some offered decent insurance coverage, others were accused of defrauding customers.

“People would often buy plans thinking that they were going to cover benefits, and then find out that the plans actually were insolvent and weren’t covering anything for them,” Fish-Parcham said.

She called the Labor Department rule a backdoor attempt to repeal basic insurance protections of the Affordable Care Act that people, particularly with pre-existing conditions and other chronic health problems, rely on.

Report: 1 in 10 Ohio Amazon Workers Relies on SNAP

By Desert Star Staff COLUMBUS, Ohio – Retailer Amazon has grown substantially in Ohio in recent years, creating thousands of jobs and promising more to come.

But a new analysis shows Amazon has also become one of the largest companies whose workers need help getting by.

According to the findings from Policy Matters Ohio, about 1 in 10 Amazon employees or family members received SNAP or food assistance benefits in August 2017.

The think tank’s research director, Zach Schiller, says Amazon is now ranked 19th among Ohio employers whose workers get public assistance – when months before, it wasn’t even on the list.

“Amazon has got to be, if not the top, right near the top in terms of its growth, from a standing start to a major employer in the state,” Schiller

points out. “So, as they seem to represent much of the future of work, we need to be especially watchful of – well, what kind of work is it?”

Amazon has about 6,000 workers in Ohio.

In a written statement, the Ohio Development Services Agency said, “Amazon has created thousands of new jobs and generated millions of dollars in new payroll consistent with Ohio’s requirements for economic incentives.”

Amazon has not commented on the report.

Schiller notes the Cleveland Clinic, Kroger and Walmart are among the other major Ohio businesses with large numbers of employees receiving food assistance, which he says illustrates that most SNAP recipients are working.

“The point here is not to come down on the families who need food assistance,” he stresses. “It’s to say, ‘Why is it that very

Schiller notes that Amazon receives millions of dollars in state and local tax incentives.

“Especially as an employer

that I think is seen as a 21st century employer that represents the wave of the future, I think we need to be especially concerned with whether the work conditions there are what they should be, and whether we the public should be contributing to that

In Ohio, Amazon operates data centers, warehouses and wind farms, and the state has put in a bid to become home to the company’s second headquarters.

Trout Eggs Nestle into Utah Classrooms

Students across Utah are learning more about the connection between clean water and healthy trout populations. (USFWS)

By Desert Star Staff SALT LAKE CITY – On Monday, Utah’s Division of Wildlife Resources, along with volunteers from Trout Unlimited, delivered rainbow trout eggs to 33 Utah schools taking part in the Trout in the Classroom program. The eggs are placed in specially designed tanks where students can watch them transform into baby fish.

director for Trout Unlimited, says the final step - when students release their fingerlings into Utah ponds, lakes and streams in the spring - can be emotional.

“There are some tears,” he says. “But it’s also powerful to see that they are connecting.

They’re going to think about the fish that they helped raise that are swimming around in that river, and understanding how special these places are and how they

need to be taken care of.”

Each school received about 300 eggs. Students take ownership of caring for the trout by feeding, testing water quality and keeping the tanks clean.

Trout in Schools was originally designed for fourth graders, but Prettyman says the program - which incorporates science, mathematics, physical education and other elements - is also at work

in Utah kindergartens and high schools.

In addition to learning about the fish, Prettyman says, kids study the entire habitat of streams. Trout need cold, clean water to survive, which he notes is an ever-shrinking commodity. But he’s hopeful that passing this knowledge on to kids at an early age will help the next generation of anglers embrace conservation.

“Native fish, like cutthroat trout here in Utah, are like the ‘canary in the coal mine,’” he explains. “If they’re not present in a river system, then there might be some telling problems that could end up impacting people as well. Because, in the end, we all need water.”

The national program substitutes salmon eggs for trout in western states and baby brook trout in eastern parts of the U.S. Prettyman says kindergarten students focus on caring, growth, understanding life cycles and the seasons.

High school classes explore water chemistry, the nitrogen cycle, natural-resource management, and watershed geology and ecology.

Coalition Asks Judge to Invalidate Grizzly Endangered-Species Delisting

By Desert Star Staff HELENA, Mont. – The U.S. Fish and Wildlife Service may be undermining its delisting of Yellowstone grizzlies as endangered species by reopening public comment on the decision.

A coalition of conservation groups and the Northern Cheyenne Tribe asked a federal judge Monday to invalidate the government’s 2017 delisting while the agency reviews its decision.

Fish and Wildlife reopened public comment in December after a court ruling in a similar case prevented the delisting of gray wolves in the Great Lakes region. The court said the agency hadn’t considered the effect of delisting on the broader recovery of endangered wolves.

Tim Preso is the Earthjustice attorney representing the coalition that wants the grizzly delisting scrapped.

“It’s pretty clear under the law that an agency can’t issue a decision, and then once it’s challenged, go back to the drawing board and try to work up a new justification for that decision while leaving the decision in place,” he explains. “If the agency wants to reconsider the decision, it needs to withdraw it.”

Preso questions whether the piecemeal approach to delisting subpopulations of grizzlies is allowable under the law. And he says while the decision remains in place, states are drawing up hunting plans. A proposal to allow hunting of grizzlies in Wyoming currently is in the works.

“If the Service needs to reconsider the rule, it should withdraw it instead of allowing states like Wyoming to

continue to rely on it to plan hunting that would remove grizzly bears,” he says.

Desert Historian Speaks at local Soup Supper

By Jackie Devereaux Desert Hot Springs, CA – Local desert, military and aviation historian, Sid Burks, will present a history of the region to the Desert Hot Springs Historical Society at its popular Soup Supper on Thursday, Jan. 25, 2018 at the Miracle Springs Spa beginning at 6:00 p.m..

Professor Burks is well-known for a series of articles about the history of Palm Desert published in the Desert Sun newspaper.

“Most residents of the Coachella Valley don’t know that the Salton Sea was a

Salton Sea very active Navy base before and during World War II and that the Salton Sea was used by the Manhattan Project and the Atomic Energy Commission to test the ballistic performance of housings used for atomic bombs.”

“The Salton Sea was also instrumental in the development of the recovery systems for the Mercury and Apollo Space Program.

There’s a lot to learn about and be amazed by the rich but little known military history of the Salton Sea,” he said.

PSIFF 2018 Gala

Burks currently works as a full-time faculty member for California State University, San Bernardino teaching at the Palm Desert campus and online. He also retired from the California Community College system as a teacher and dean but found retirement life, not to his liking.

In addition to his teaching post at Cal State, he is an avid student of the military, aviation, and local desert history. He has shared his research, old photographs and other images in more than 30 presentations to various groups throughout the

greater Coachella Valley area.

His current projects include developing a presentation on the Complete History of the Salton Sea, and he is working with both the city of Palm Springs and the Palm Historical Society on projects that honor early aviation pioneers and the history of the Palm Springs Airport, which will be housed in their new, upcoming interpretative park.

The DHS Historical Society holds only three Soup Suppers on the third or fourth Thursday of October, January, and April.

A buffet of homemade soups, salads, loaves of bread and desserts will be served where some aspect of the history of the desert is presented. Cost is $15 for members and $20 for non-members, a dare tax deductible. The DHSHS also hosts monthly breakfast meetings held every first Thursday at the Aqua Soleil Spa restaurant, The Shop, beginning at 8:00 a.m.

Anyone driving around the Convention Center saw guards in green jackets at every intersection, and many streets were blocked off.

There was valet parking for guests and a unique lot of media, staff, and volunteers. It takes thousands of volunteers and people to make this colossal gala and Festival such a fabulous success.

PSIFF Opening Night 2018 ‘The POST’

Story and Photos by Pat Krause The Palm Springs International Film Festival, PSIFF, brought one of the best opening night films to the Festival. Opening night was Thursday, Jan 4th and the movie, The POST, was shown in the Richards Center at the Palm Springs High School.

Anticipation was high as Steven Spielberg, Tom Hanks and Meryl Streep were going to be in the Q&A. Tickets were sold out in advance of the three notable celebrities being announced. Steven Spielberg walked the Red Carpet for the media and spoke to several TV reporters.

He took a long time talking to everyone with a microphone.

Many fans were waiting where the limos drove in, so they got to see a glimpse

of this famous director.

Tom Hanks and Meryl Streep opted not to walk the Red Carpet but go on stage for the Q&A. The theatre was oversold by a glitch in the number of seats to be sold.

The theatre had gone through an extensive renovation and because they put in more comfortable seating they lost almost 200 seats. The theatre tried to accommodate guests with chairs, but many had to stand. The film was well worth standing for the entire movie. Chairman Harold Matzner apologized for the error and said he and his lady friend would be standing so others could have a seat. Mayor Robert Moon and Artistic director Michael Lerman also spoke before the panel was introduced.

The Q&A held Steven Spielberg, Tom Hanks, Meryl Streep, Screenwriters Josh Singer and Liz Hannah. This was Liz Hannahs first written project that was sold, and she was so proud. Producers Amy Pascal and Kristie Macosko Kreiger all spoke during the Q&A. Tom Hanks was funny, and Meryl Streep had everyone laughing when she said they do not rehearse and she was taken aback because that is not how she usually works. It was a very enlighting Q&A, and everyone on stage seemed to at ease being there. The Audience was utterly quiet during the Q&A except for an occasional laugh or ooh or aah. There was a standing ovation when they left the stage; everyone wanted to hear more.

The film is about the Washington Post newspaper.

The woman had been a part of the publication, first as the daughter of the owner and then the wife of the publisher. When her husband died she took over running the newspaper, many times being shut out of discussions about the running of the paper. One of her best lines in the movie was, it’s my newspaper and anyone who doesn’t acknowledge that should probably not be here.

The audience was clapping many times when remarks like that were made in the film.

The woman publisher, Katharine Graham, always looking to make the paper the first for news, decided to print some documents regarding the government’s

secrets that spanned decades and four president’s terms.

They were threatened with prison but being the gutsy woman she was and with editor Ben Bradlee, played

by Tom Hanks, dedication went ahead as she thought the news was necessary for the public to see. The papers had been stolen and sent to several newspapers. The New York Times had started to print them, but they were told to stop, and they did.

The Post eventually had to go to the Supreme Court for a decision on their right to publish. Deciding, that the news was too important to let the public not know what is going on in our government.

By Desert Star Staff NEW YORK – Immigrants’ advocates are condemning the Trump administration’s announcement that it is ending Temporary Protected Status for immigrants from El Salvador.

The move will officially end the status in September 2019 and will affect about 200,000 Salvadorans who have lived in the U.S. for almost 20 years.

Originally, the status was granted because people were fleeing the devastation of a major earthquake. But the status has been renewed several times, most recently in 2016, when drought, poverty and violence were cited as reasons for the extension.

According to Anu Joshi, director of immigration policy at the New York Immigration Coalition, those immigrants have put down substantial roots in this country.

“They’ve had U.S.-citizen kids, bought homes, joined the workforce,” she says.

“And so, to strip them of their ability to support their

family and threaten them with deportation really is inhumane.”

The Department of Homeland Security says damage from the earthquake is the only criteria that should be considered, and that has been largely repaired.

But Joshi says this ignores the fact that there are now 190,000 children who are U.S. citizens with at least one Salvadoran parent with temporary protected status. And forcing the Salvadorans to leave will have a huge economic impact.

“Here in New York alone, we stand to lose about $950 million in economic output with this decision to terminate TPS,” she warns.

Last fall, the Trump administration terminated Temporary Protected Status for immigrants from Sudan, Nicaragua and Haiti. Joshi contends that none of the terminations of status have been grounded in the legal statute that created the program.

“This is just one more way that this administration is attacking immigrant communities and communities

of color, regardless of their legal status,” explains Joshi.

Joshi says there are multiple bills with bipartisan

support pending in Congress that could create permanent status for TPS recipients.

Toyota unveiled the new concept, named e-Palette, at the Consumer Electronics Show in Las Vegas on Monday.

The vehicle will act as a mobile store, a ride-sharing car or a delivery service. Pizza Hut, Uber and Amazon are among the companies to team up with automaker.

Robots ‘R2DoubleD’ and ‘TripleCPU’ travelled to Vegas from London to perform an exotic, and creepy, robot exotic dance for the press and CES exhibitors. The flexible robots will perform from January 9-12.

5 killed in California as mudslides sweep territories burnt by wildfires

By Desert Star Staff At least five people have been killed in flash flooding and mudslides across southern California. A gas line has been ruptured and at least

three houses swept away.

Five bodies were found in and around the town of Montecito, according to Santa Barbara County Fire Department Capt. Dave

Zaniboni. “We’re performing multiple rescues,” he said.

The area that was just a week ago ravaged by massive wildfires has now been inundated with torrential

rain leading to flash flooding.

To make matters worse, the vegetation that would otherwise have prevented mudslides was burned away in the Thomas fire, causing major disruptions to rescue operations across southern California.

Emergency services were forced to clear several major transport arteries into affected areas that had become clogged with debris. Rescue operations to free people trapped in their homes were hampered by impassable roads including US Route 101, which was sealed off due to flooding.

A gas line was ruptured and three homes were swept away in Montecito.

Class materials, a carry bag and light refreshments will be provided. The workshops will

be offered for 12 weeks at the assisted living center and will run weekly through March 28 from 10 a.m. through noon.

Board Signals Support for More Money to Staff New Jail

KMIR News Staff Indio, CA - The Board of Supervisors agreed today, in principle, to make up to $7 million in additional funding available for Riverside County Sheriff Stan Sniff to staff the John J. Benoit Detention Center in Indio, slated to open in phases beginning this summer.

The board’s 4-0 vote -- with Supervisor Marion Ashley absent -- did not authorize a specific allocation of funds, but did signal the supervisors’ consensus that additional appropriations before the end of the current fiscal year will be necessary.

“We’re behind in recruiting and hiring,’’ Undersheriff Bill DiYorio told the board. ``We need the funds for the bodies.’’

County Chief Executive Officer George Johnson said that, without more money,

Sniff cannot proceed with sheriff’s academies to train personnel in the pipeline.

“It’s critical they get started now,’’ Johnson said, adding that the board will have an opportunity to figure out exactly how much funding to make available in 2017-18 when the midyear budget hearing is convened on Feb. 6. According to the Executive Office, the sheriff needs the money to pay for about 70 positions that have yet to be filled.

It would be the first major contingency appropriation from the board this fiscal year, but with only a limited number of personnel available to transfer over from the existing Indio Jail, the allocation appears unavoidable, Executive Office staff said.

The first phase of the new detention center will

be completed this summer, making 388 jail beds available.

“Due to the size and design of the Benoit Detention Center, additional positions are needed to provide a safe and secure environment for the staff and inmates housed within the facility,’’ according to a statement posted to the board’s policy agenda.

The $333 million jail has been under construction since mid-2015, after repeated delays stemming from county budgetary challenges and state-mandated reviews.

The design calls for a 1,600bed facility to be built in several phases. County officials said the money isn’t available to open the entire detention center at once.

The existing Indio Jail contains 353 inmate beds and will be razed after the new detention center, touted

By Desert Star Staff North Korea’s bombs and missiles are only aimed at the US, Pyongyang’s chief negotiator says. He said there was no reason to raise the issue of nuclear weapons during talks with the South.

“All our weapons including atomic bombs, hydrogen bombs and ballistic missiles are only aimed at the United States, not our brethren, nor China and Russia,” the chairman of the North’s Committee for the Peaceful Reunification of the Fatherland, Ri Son Gwon, said during a joint statement with South Korea on Tuesday.

He went on to state that nuclear weapons would not be discussed in talks with Seoul, since they are only aimed at the United States. “This is not a matter between North and South Korea, and to bring up this issue would cause negative consequences and risks turning all of today’s good achievement into nothing,” said Ri. Ri’s remarks came after North and South Korean officials held 11 hours of talks, ultimately resulting in the two sides agreeing to hold negotiations to resolve problems and avert accidental

conflict. It marked their first official dialogue in more than two years, amid increased tensions over Pyongyang’s nuclear program. The North did, however, make a “strong complaint”regarding Seoul’s proposal to denuclearize the Korean peninsula during the joint statement on Tuesday.

North Korea’s claim that its weapons are indeed aimed at the US are nothing new. In his New Year speech, North Korean leader Kim Jong-un said “the entire United States is within range of our nuclear weapons, and a nuclear button is always on my desk.”That remark prompted US President Donald Trump to respond by saying that he too has a nuclear button - one that is “much bigger,” “more powerful,” and actually works. That tweet, like many of Trump’s online interventions, was met with anger from critics across the globe.

Pyongyang has consistently boasted about its nuclear and ballistic missile capabilities, claiming after its November launch of a Hwasong-15 that the intercontinental ballistic missile (ICBM) was capable of hitting the entire US mainland.

Ellsberg felt that the people had the right and the need to know what their government had been doing for almost 30 years in South East Asia. He felt that the people should have input in deciding on what their government should do concerning Viet Nam, or “Nam,” as the soldiers who fought and died serving the war’s ‘raison d’etre’ called it. Whatever it was called, it was a ‘dirty war’ with plenty of blame to go around on all sides. Actually, there is no such thing ever as a ‘clean war.’ Ellsberg also had mixed emotions about revealing the on-going government lies being fed to the public over the years. In the end: truth won over obfuscation. Years later, the American public learned even more new facts from the excellent 2017 Ken Burns documentary series “The Viet Nam War.” On a sidebar note: Ellsberg was the subject of the 2010 PSIFF documentary film called “The Most Dangerous Man in America: Daniel Ellsberg and the Pentagon Papers.” It went on to win the festival’s Best Documentary Award in 2010. I interviewed him and spent a couple of hours with him. During the time I spent in conversation with him, I failed to find any horns, a long tail, or a pitchfork that had been publically attributed to him by his detractors.

Before the movie screening began, there was a scheduled discussion the creative-team panel of screenwriters, Josh Singer and Liz Hannah and the producers Amy Pascal and Kristie Macosko Krieger that was to be moderated by PSIFF Artistic Director, Michael Lerman. timing, introduced Streep to the audience which gasped, then exploded in applause and then Hanks walked on stage, and the applause sound level grew even louder. When Spielberg was introduced, the auditorium walls were literally pulsating to standing ovations.

The appearances by Streep, Hanks, and Spielberg were not previously announced. This is a show business crowd that knows how to keep a secret for maximum effect.

The audience was most interested in the comments of Streep, Hanks, and Spielberg, including the repartee and anecdotes that often occurred in the making of the film.

Spielberg had worked with Hanks on several projects, but never with Streep. Also, it’s hard to imagine, that two of America’s finest and beloved actors had never acted together. It merely took one of America’s great film directors put that issue to rest.

Following the panel discussion, the lights dimmed and the taut Academy Award contender film “The Post” began. Set against the backdrop of the turbulent 60’s and 70’s during the LBJ and Nixon administrations, Spielberg’s movie of the same period is an entertaining, richly-textured, intense film that boasts a stellar cast that is solidly acted on all levels.

Where the Academy Award-winning film “All the President’s Men”, focused on New York Times reporters Bob Woodward and Carl Bernstein who broke the story, Spielberg and his screenwriters Josh Singer and Liz Hannah chose to tell their story from the point of view of The Washington Post Publisher Katherine Graham (Streep) and her feisty, fearless newsman/journalist, Executive Editor Ben Bradlee (Hanks).

It’s always challenging to the filmmaker and the cast when rebooting an iconic story and a film like “All the President’s Men.” The audience is constantly comparing the impact of what they are seeing on the screen now with what they remember from 40 years ago; many of whom weren’t even born. But, Spielberg is a master of engaging his audience right from the getgo. To insure he retains them, he sprinkles his narrative storyline with interesting visual elements, chronicling the steps necessary that a newspaper must go through in order

to print the most explosive of news stories in politically savvy Washington, D.C. Remember, there was no internet back in the 60’s and 70’s. No quick digital access.

to inform and the public’s need to know rests in the First Amendment Right. It’s a case of a free press, versus the government’s pressure to suppress that constitutionally protected right. The movie “The Post,” is especially relevant now in light of the Trump administration’s continuing war with today’s media with the insistence of charges of ‘fake news’ and ‘alternative facts.’ The film opens in select theatres nationwide beginning January 12th.
