A Coachella Valley Spotlight grant for $25,000 was presented to Smooth Transition, Inc. to provide tuition assistance and help pay for programming costs.

The nonprofit organization, based in Desert Hot Springs offers life skills development, educational training, vocational training, and mentorship to underprivileged and at-risk populations.

“This generous grant will have a direct and lasting impact,” said Elsa

Fitzgerald, Executive Director of Smooth Transition, Inc. “Most of our learners do not have three or four years to work through a traditional educational environment.

Through Smooth Transition they get the focused training they need, and then they are launched into a career that can satisfy their needs to sustainably take care of themselves and their families.”

Smooth Transition offers courses and certifications in GED, culinary and hospitality, plus an array of workshops.

Smooth Transition serves between 300-1000 people per year. By offering training to at-risk populations, the nonprofit works to prevent people from re-entering the foster and judicial system repeating poverty and homelessness cycles.

To live a cancer-preventive lifestyle, consider taking these 10 steps recommended by the scientific experts at AICR: 1. Be a healthy weight.

Higher body fat can be a cause of many cancers. Try to stay at a healthy weight and avoid weight gain as you get older.

2. Be physically active. Incorporate moderate physical activity into your daily life through steps like walking more and sitting less.

3. Eat a diet rich in whole grains, vegetables, fruits and beans. Make these foods a major part of your diet.

4. Limit consumption of “fast foods” and other processed foods high in fat, starches or sugars. Cut down on processed foods to help control calorie intake and maintain a healthy weight.

5. Limit consumption of red and processed meat. Eat no more than three portions of red meat per week, and little – if any – processed meat.

6. Limit consumption of sugar-sweetened drinks.

Don’t drink sugar-sweetened drinks, which contribute to weight gain. Choose water instead, when possible.

Our president refuses to hold the annual election in an apparent attempt to stay in power.

Dear C.S.: 5% of the members may under Corporations Code 7511(c) send a written petition demanding a membership meeting. However, most likely the board will ignore it. I have seen members announce their own membership meeting, but this is a bad idea because it is too easy to make an error in the very technical election procedures required by Civil Code 5100-5135. A better option may be to file a court petition under Corporations Code 7510(c) for an order compelling an election. This involves legal expense, and is a last resort, but judges are normally sympathetic to these petitions and are willing to order an election. Before going to all the effort and expense of filing a court petition, make sure you have member support

(and a few candidates).

Dear Kelly: Our association did not make quorum, so our election was postponed a month. Each homeowner gets 1 vote, but there were couples at this meeting so some homeowners got 2 votes. Some homeowners returned a handful of ballots they had collected. I was told each homeowner must mail or bring their ballot in themselves. Is this legal?

Dear Mr. Richardson, I enjoy condo living, though our current manager is condoning practices that don’t seem to align with the law. Our board has been complicit and dysfunctional - only one member was elected as the others who won election all resigned replaced by appointees. I seem to recall reading that the law now supersedes the bylaws, rather than the bylaws taking precedence. Could you provide me a reference to that change in the law?

Dear D.P.: Civil Code 5115(a)(2) says that ballots may be mailed or delivered by hand to a location specified by the inspector of elections but does not specify who does that. Election rules could avoid a dispute on this by specifically requiring ballots to be delivered or mailed by the member. Also, each membership has one vote, so memberships shared by a couple should get the same votes as a solely owned

Groups Call for More Reforms in Chicago Police Decree

By Desert Star Staff CHICAGO – The public comment period for a consent decree to govern how Chicago Police officers use force and are held accountable ends today.

Backers of police reform – including the ACLU and Black Lives Matter – are in a tug-of-war with the Illinois attorney general’s office and Mayor Rahm Immanuel over details of the draft consent decree, which resulted from a 2014 video of white police officer Jason Van Dyke shooting black teenager Laquan McDonald 16 times.

The decree is a set of promises the City of Chicago is making to improve its police department. Kathy Hunt Muse, a special litigation counsel for ACLU of Illinois, says her group has additions in a dozen areas it believes are necessary to make deeper reforms.

“Parts of our proposal outlines additional revisions need to go further on issues relating to accountability,” says Hunt Muse. “Some of these are commonsense fixes about making agencies share information with each other about potential officer misconduct, so that they can act on that and investigate incidents.”

When the consent decree is finalized, the groups can go to court to enforce it. The Chicago Fraternal Order of Police has long been opposed to the changes, in light of provisions in union contracts that protect officers during disciplinary investigations.

Hunt Muse says the final decree also needs a guarantee that it will be enforceable and transparent.

She’s pushing for the attorney general and the public to have more say, and says

an appointed monitor could independently decide on cases of possible discrimination.

“We cannot have a monitor that’s going to operate as a rubber stamp, approving the proposal that the department comes up with privately,” says Hunt Muse. “We need to make sure that there’s an opportunity for the public to be seeing what happens, and commenting on certain parts of the plans and the trainings that go on.”

The ACLU wants more officers to be trained for dealing with people with disabilities.

The city’s draft decree also calls for the department to provide additional resources for officers seeking counseling, since suicide among law enforcement is a concern in Chicago and elsewhere.

Could more be done if the groups holding these rallies were considered gangs?

Two criminologists believe so, and they say groups like the Proud Boys and Patriot Prayer, which organized a rally in Portland earlier this month, exhibit the same characteristics as other street gangs. However, Shannon Reid, criminologist at the University of North Carolina at Charlotte, said the gang problem stereotypically is associated

Reid and her colleague said groups like the Proud Boys identify themselves much as other gangs do, by wearing certain clothing brands, and they have an initiation process. They and other so-called alt-right groups also have a public

presence, often intimidating local communities.

Matthew Valasik, a criminologist at Louisiana State University, said police departments have been hesitant to label white supremacists groups as street gangs. For instance, before Portland Police purged their gang member database last year, less than 10 percent were from white power groups while more than 80 percent identified with some racial or ethnic group.

But Valasik said police could add another tool to their toolbox if they considered white supremacists groups as they do other street gangs.

“If law enforcement were to go more in this direction and treat them more accordingly as a street gang, then there’d be a whole host of possibilities for them to intervene with these groups,” Valasik said; “as opposed to what’s happening now.”

espite the fact that cats are more prevalent as pets than dogs, only about one cat per every five dogs receives regular veterinary care. In fact, some research suggests that as many as 50 percent of cat owners don’t take their cats to the vet.

There are a number of factors that contribute to limited veterinary visits for cats.

According to a survey by Royal Canin, two-thirds of cat owners simply believe cats have fewer health issues than dogs. However, according to the American Association of Feline Practitioners (AAFP), routine check-ups are vital for giving cats long, happy and healthy lives.

Cats age more rapidly than humans, and they are quite adept at hiding sickness and pain, making it difficult to know if there is something wrong that requires veterinary attention.

Hidden diseases commonly go

2. Make the vet visit a positive experience. It’s easy to imagine that vet visits can seem scary to a cat. Feeding your cat veterinary-approved treats from carrier to clinic can help create a positive connection with the trip and distract your pet from the busy waiting room or examination.

3. Take advantage of slow times at the clinic. The waiting room of an animal hospital can be loud and full of unfamiliar animals and smells, making it a chaotic and overwhelming environment. Ask if certain days or times are slower than others. Scheduling appointments at those times may help your cat feel less overwhelmed by a new environment.

4. Give your cat practice exams.

In the examination room, your vet will give your cat a full examination. To make your cat comfortable with being touched in such a manner, consider giving him or her practice examinations at home and positively reward your pet for letting you look at and touch his or her stomach, feet, face and ears.

5. Talk to your vet. Your veterinarian is your best partner to help your cat feel comfortable inside and outside the clinic. Discuss with him or her other ideas to help make visits less stressful.

Initiative to Revise Commercial Property Taxes Moves Forward

— Backers of commercial property tax reform have just submitted 860,000 signatures to county registrars for an initiative on the November 2020 ballot.

The “Schools and Communities First” ballot measure would require commercial property owners who benefit from Prop 13’s property tax freeze in 1978 to start paying taxes based on the property’s current fair market value, rather than what it was worth 40 years ago.

Joshua Pechthalt, president of California Federation of Teachers, said the measure would raise another $11 billion a year - a good chunk of which could be used to improve schools.

“California is the fifthlargest economy in the

world, and yet we’re ranked something like 45th in terms of per-pupil spending and class-size average,” Pechthalt said. “And our kids deserve to be treated better than that.”

A coalition of almost 300 community groups supports the proposal, which would not affect Prop 13 protections for homeowners, renters, small businesses or agriculture. Anti-tax groups say it would make California significantly less businessfriendly and cause job losses.

Pechthalt pointed out that most other states assess commercial and industrial property in this way, and he thinks the proposal would bring fairness back to California’s tax system.

“Prior to Prop 13, homeowners and commercial interests split property taxes about 50/50,” he observed.

Restorative Justice Class Cuts Costs of Incarceration

By Desert Star Staff LINCOLN, Neb. – An outside-the-box approach to criminal justice in Nebraska is helping decrease the chance of formerly incarcerated people returning to prison, and saving taxpayer dollars.

The Community Justice Center’s restorative justice classes help offenders break down and identify the emotional, physical and financial harm experienced by their victims.

The program also gives people skills they’ll need when they rejoin communities.

Rick Carter, the center’s director of operations, refers to the practice as creating

better emotional hygiene.

“Things are broken way before they’ve ever been caught for a specific crime,” he points out. “How do you go back and address the way you’ve dealt with your own issues, and deal with them differently as you move forward? How do you make better choices next time?”

According to a recent study, probationers who completed the center’s restorative justice program were half as likely to re-enter the system.

By comparison, nearly 7 in 10 people who did not complete the class re-offended.

Carter says it costs upwards of $35,000 a year to

keep a male incarcerated, and he notes there are additional hidden costs when people are not able to get jobs and be contributing members of their families and communities.

The center’s classes have reached more than 6,000 participants across the state, including many rural communities.

Carter says one key is finding a way to expand a perpetrator’s empathy not only for the direct victim of his or her crime, but also to the families and communities that experience ripple effects.

way, beyond punishment doled out by the state, there’s an opportunity for healing and moving forward.

“It’s really about them being more accountable for their harm,” he stresses. “And to look at their harm not as ‘me versus the state of Nebraska,’ but their harm as they’ve

Carter says in the current process, victims’ voices are frequently not heard, as many plea bargains happen outside of the courtroom.

Carter says restorative justice elevates the voice of the victim, because hearing from the victim directly can help offenders truly understand the scale of the harm they’ve done.

Kentucky HEALTH Comment Period About to End

By Desert Star Staff FRANKFORT, Ky. – Time is short for Kentuckians to weigh in on the state’s request to mandate work requirements for Medicaid beneficiaries.

The deadline for a federal comment period on the Kentucky HEALTH plan is Saturday at midnight.

Under the proposed waiver, Medicaid expansion beneficiaries would need to meet an 80-hour-per-month work requirement in order to continue receiving coverage.

As state outreach and education director at Kentucky Voices for Health, Angela Koch contends the work requirement is costly to implement, and creates red tape that would result in people losing necessary health coverage.

“Medicaid waivers are supposed to be innovative,” says Koch. “They are supposed to change the way Medicaid works for the better, and this waiver does the opposite. It breaks Medicaid.”

However, supporters of the mandate counter that finding employment will help people move out of poverty and improve their health in the long run.

Debbie Weiss of Louisville works with adults with severe mental illness, and explains that even with the assistance of caseworkers, her clients already struggle to navigate the Medicaid system. She says most clients want to work or volunteer, but mental or physical health issues prevent even the most successful from managing 20 hours a week.

“To have it not be a choice and have their essential medical insurance depend on it with no ramp up, it’s an unrealistic and inappropriate requirement,” says Weiss.

Kentucky Voices for Health is collecting comments on the waiver and has already garnered more than 1,000 responses, which Koch notes is in addition to the 7,000 already submitted to federal officials.

“And of course, we’re taking negative comments as well,” says Koch. “If people

think the waiver’s great and they want there to be a work requirement, we’re submitting those right along with the others. But something like 87 percent of folks who have taken this survey believe the Medicaid expansion should be left alone and that this waiver should just be thrown out in its entirety.”

Kentucky was the first of four states with workrequirement waivers approved by federal officials.

The coalition has helped secure land for migrant farmers to grow their own food when there’s no paid work available, and for new farmers to hone their skills.

They’ve also developed a region-wide food hub, which works with some 60 small family farms to deliver food to retail outlets.

produce into tasty dinners.

Marron says lack of access to nutritious food, especially for low-income people and communities of color, can produce significant negative health effects. She believes processed foods with high fat and sugar content available at gas stations and convenience stores in the valley are significant contributors to the region’s disproportionately higher rates for obesity, diabetes and high blood pressure.

Marron adds people who live in town tend to have easier access.

“However, many people live out. There’s people without vehicles, there’s elderly. It’s really a chore to get into a grocery store, some might open at 8 a.m., close at 6 p.m.,” says Marron. “If you work on a ranch or something, you have a hard time accessing a grocery store.”

Marron recently received the 2018 Dr. Virgilio Licona Community Health Leadership Award from the Colorado Health Foundation.

The award recognizes impassioned Coloradans who are finding innovative and effective strategies to overcoming community health barriers across the state.

Warrior Achieving New Goals with Veterans Service Organization

Veteran Joey Pierstorff improved his relationship with his family after connecting with Wounded Warrior Project. Through WWP’s telephone support, he also established goals and formed plans to achieve them.

11. Less than a year later, he was an 18-year-old soldier in boot camp in Georgia.

After two deployments in Iraq, life changed.

“I went numb,” Joey said. “I really didn’t care much about anything and started self-medicating with alcohol and antidepressants. At work, I was August 22, 2018

A friend stepped in to steer him in the right direction.

“He introduced me to Wounded Warrior Project and told me what I was eligible for.”

Through Wounded Warrior Project® (WWP), Joey immediately connected with other veterans and learned he was not alone in his challenges.

One program that has changed Joey’s life in the most profound ways involves a weekly phone call.

WWP Talk is a telephonic support program giving warriors and their family members the opportunity to talk weekly with a WWP staff member. Besides lending an ear, the program also empowers warriors to improve their situations.

“I had a Talk representative; I like to call him my coach. We had a connection from the moment

I spoke to him. I felt like we were connected, and he made me feel super comfortable.

I told him stuff I hadn’t told anyone ever in years.”

Part of the program includes setting goals.

For Joey, that meant an education and getting back into the workforce, all with the help of his coach.

“He made sure I kept my goals realistic. He’d say, ‘That’s great you are going to get your bachelor’s degree, but what are you going to do beyond that? This is the beginning of your goal.’

“Knowing there is someone there that wants you to succeed; they’re not holding you accountable to be mean about it. They’re there to hold you accountable to be a better person.”

In the entirely fictional, but charming Disney film “Christopher Robin,” we meet the adult Christopher Robin, played by Ewan McGregor. He is now a husband with a 12-year-old daughter, Madeline (Bronte Carmichael). Sadly his job at a London luggage firm comes with a lot of ‘baggage.’ He is overworked, overwhelmed and stressed-out, with little time to enjoy his family.

He has planned a weekend away at their family cottage but at the last minute his boss tells him he must create a cost-cutting plan for the firm by Monday or many employees will be fired. As a result, his wife and daughter go without him, and he is left on his own with a briefcase filled with papers and notes.

At the same time, Pooh (voiced by Jim Cummings) cannot locate any of his friends from Tigger and Piglet to Eeyore (Brad Garrett). So Pooh

sets off to find Christopher Robin for help. But in the end, it’s lovable, honey eating little bear who rescues Robin, showing him the value of family as well as old childhood friends from the Hundred Acre Wood.

Christopher Robin is stunned to find Pooh at his front door. He tells Pooh he is too busy to help him now, but eventually, he picks up the bear and takes him to the train station with him.

Before he returns to work, he will go to the Hundred Acre Woods and find the old gang from his childhood days.

Directed by Marc Forster, with a script by Oscar-winner Tom McCarthy (“Spotlight”), “Christopher Robin” is well worth seeing-- no matter how old or young you are... Rated PG for some action with a running time of 2 hours.

Two Spirit Gathering Celebrates More Than Montana’s LGBT Native Americans

By Desert Star Staff FLATHEAD LAKE, Mont. — The Montana Two Spirit Society, a Native American organization formed by LGBT groups, is holding its 23rd annual gathering this week at Flathead Lake.

The term “two spirit” doesn’t simply describe LGBTQ Native Americans, however.

Members of the group say it goes beyond sexuality and gender identity. Founder of the society Steven Barrios said “two spirit” defines a role in tribes that existed across North America before Europeans arrived.

“We don’t consider ourselves gay, because with that term ‘two spirit’ comes a lot of responsibility,” Barrios said. “We give back to our communities. We take care of elders, our youth. We had roles in our community that carried responsibilities with that name.” www.desertstarweekly.com

Barrios said colonization took away the traditional role of two spirits, but groups like his are reclaiming it.

While each tribe has its own word for the concept, the umbrella term “two spirit” was coined in the 1990s to recognize that many tribes identify people with both male and female characteristics who are gender non-conforming.

The gathering is a drug and alcohol-free event and runs through Wednesday.

Executive director of the Montana Two Spirit Society David Herrera said there will be cross-cultural talks at the gathering where people will discuss the effects of colonization on their cultures. Herrera said two spirit youths often experience bullying, and that is an issue his society addresses.

By Desert Star Staff PIERRE, S.D. – South Dakota’s television ad that portrays the Grim Reaper as a driver’s conscience was so popular when it debuted during last week’s Super Bowl that at least eight similar ads are already planned.

In the commercials, “Jim Reaper” is dressed in black, carries a scythe and tries to get drivers to do unsafe things – from not wearing seat belts or motorcycle helmets, to becoming distracted or drinking and driving.

At the end of each commercial, the Reaper’s plans are foiled when the driver does the right thing. South Dakota Office of Highway Safety Director Lee Axdahl says the message is designed to reward drivers for positive behavior.

“No matter whether you get behind the wheel in a car or pickup truck, or jump on a motorcycle, death is always riding with you,” he

says. “There’s a very fine line between arriving safely at your location, or doing something that would trigger a catastrophic event.”

National statistics show South Dakota had the nation’s fourth lowest motor vehicle fatality rate in 2016, but young men in their teens and 20s make up a disproportionate number of those deaths.

Axdahl says the Super Bowl ad was intended to reach that specific group.

“Super Bowl ads on South Dakota television stations do cost quite a bit of money,” he says. “But you’re reaching young male adults – and that’s your target audience, the young male adult. No matter if you live in Minnesota, Iowa or South Dakota, that’s the target demographic.”

According to Jake Berry, vice president of policy with the nonprofit group New Futures, the plan for how to use a potential $45 million federal grant takes a holistic approach to addiction treatment and recovery, www.desertstarweekly.com

targeting areas where people have limited access to care by establishing regional hubs.

“One-stop shops where people can receive an assessment, be connected to treatment services,” says Berry. “These will be placed strategically throughout the state, with the goal that no one would have to travel more than 60 minutes to receive this kind of attention and care.”

He says New Hampshire has the third-highest rate of opioid overdose deaths per capita in the nation, but has lagged behind other states in providing addiction services.

Berry adds the new plan also targets specific

populations in need of support, including people in the criminal justice system and pregnant women.

“We really need to make sure that women, when they are expecting, that they are being treated for their addiction,” says Berry.

“Otherwise, we’ll be looking at another generation of kids who are facing the same struggles.

So, we’re really glad to see that this plan takes these groups into consideration.”

But Berry adds the state still needs to step up its drugabuse prevention efforts, especially education – making sure that children understand the risks of opioid drug use, August 22, 2018

By Desert Star Staff COLUMBUS, Ohio – The lives of some foster children in Ohio are becoming more stable, with a new approach to establishing permanency.

Thirteen counties are using Youth Centered Permanency Roundtables to focus on improving outcomes for teens in foster care who are in long term custody and in danger of aging out of the system.

Shawna Barger, deputy director of Warren County Children’s Services, explains the roundtables bring together caseworkers, family members, friends and, most importantly, the foster child.

“Just with any plan, if they help create it and they buy into the plan, it has a higher likelihood of success,” she states. “So, it’s really important to know where the kids stand and what they’re looking for, as well as the families that we’re working with. It has to be a good fit both ways.”

Barger says her agency has been working with

38 teens since Warren County began using the roundtables in the spring.

She adds Warren County Children’s Services is already seeing good results, as the young people play greater roles in the decisions made about their care.

Barger contends that children deserve to be in families, but sometimes congregate care or a group home setting is appropriate.

In these cases, she says short term, close-tohome options should be available to help address a child’s crisis needs, so he or she can get on a path toward living with a family.

“If we can get them to a point to get in a traditional foster home it’s so helpful, because they do have better outcomes, just having that sense of connection,” she states.

Samantha Greenwald, prevention coordinator with the nonprofit community mental-health agency Bremen Youth Services, says many young people drink because of peer pressure, and often that continues into early adulthood.

“Even though you are 18, and potentially seen as an adult, that does not mean your brain is fully developed,” says Greenwald. “And that does not mean you don’t need guidance, especially when you are in a school setting and trying to figure out your life.”

According to the National Surveys on Drug Use and Health, nearly eight in 10 current underage drinkers reported drinking while with a

group. The agency says more teens use alcohol than tobacco or other drugs, and 80 percent of young people say their parents are the leading influence on their decision to drink or not.

Nikita Brown is a prevention specialist with Bremen Youth Services and says a big problem is the lack of communication about drinking between adults and young people.

“There’s this push to sort of ‘hush hush under the rug’, when in reality so much of misguided perceptions comes from adults not wanting to open up the discussion with the teens either,” says Brown.

The 2016 Illinois Youth Survey conducted by the Center for Prevention found seven out of ten students say “no” to alcohol, despite the myth that underage drinking is common.

On August 11, 2018, 8 teams of 2 converged at the Marina Del Rey Hotel in Los Angeles, CA in

hopes of taking home the championship. By Desert Star Staff Desert Hot Springs, - The Community and Cultural Affairs Commission (CCAC) invites artists to submit applications to participate in the Desert Hot Springs Art in Public Places - Utility and Traffic Signal Control Box Program.

Local artists are encouraged to submit an application for the installation of public art on utility and traffic control boxes at specific locations throughout the City. The boxes can be blank or replace cement of existing art. The plates shall be located on Palm Drive, Mission Lakes Boulevard, Pierson Boulevard, Hacienda Avenue, Two Bunch Palms Trail, Dillon Road, Indian Canyon Drive, and Little Morongo Rd. “Through incorporating public art into the streetscape, www.desertstarweekly.com

this program will enhance the City’s aesthetic environment while improving the image of the community, adding character, and enhancing the pedestrian and driving experience.” stated Michael Picardi, Chair, Community and Cultural Affairs.

The application period will run from 8:00 AM on August 17, 2018, to 5:00 PM on September 17, 2018.

Applications and submittal requirements can be viewed and downloaded from the City of Desert Hot Springs website at www.cityofdhs.org.

The CCAC will consider submitted applications at a future meeting following the application period.
