FROM THE EDITOR

It is better to be safe than sorry.

T

he theme of this issue of the Connection is related to safety. A few years ago, our Master Board reviewed the Community’s Mission Statement as part of their Strategic Plan and agreed that the safety of our residents and our community was paramount to its continued success. “Ensuring a vibrant and sustainable community by…keeping Desert Mountain safe…” is one of the cornerstones of the Mission.

It’s taken seriously and much of what we do is focused on it. Whether it is through community patrols, vehicle entry management, medical response or speed enforcement, our residents and guests have come to expect a high level of safety and security. In fact, our 2018 Community Survey results showcased just how important safety plays a role in the quality of life of our residents.

While the overall level of safety and security in the community is high, there are always improvements that can be made.

Master Board President Rich Sherman will address bicycle safety in his article on page 6. Our bicycle safety consultant has provided recommendations to the Community that will be a benefit for not only cyclists, but all those that travel on our roads. Director of Security Bill Fultz focuses on a number of safety related issues in his article and his Committee is continuing to work on the overall Emergency Operations Plan for the Community. Partnering with Desert Mountain Club, the plan will outline areas of oversight for each group and will be in compliance with the National Fire Protection Association and reviewed by the City of Scottsdale Fire Department. The plan

will provide any authorized responding agency (both public and private) to obtain necessary information, in a written and visual format, regarding Desert Mountain roads, evacuation routes for property and buildings, clubhouse layouts, approximate volume and identification of hazardous materials as well as many additional “need or like-to-know” DMMA (Desert Mountain Master Association)/DMCI (Desert Mountain Club Incorporated) features. This project is anticipated to be finalized later this year.

As the old American proverb goes, “It’s better to be safe than sorry”. Our hope is that by being proactive in our safety assessments, working alongside city, county and state agencies and complying with national standards, Desert Mountain residents, guests and employees will continue to enjoy a safe and secure community.

“Peddling” the Safety Story...

H

istory tells us the first bicycle was invented in 1817 by the German nobleman Baron von Drais. It was called a Drasisienne...just imagine! He must have stumbled on a good idea as today there are over 100 million bicycles in the USA, with hybrid ebikes representing an increasing share.

Many Desert Mountain residents are enjoying this phenomenon as both experienced riders, ebikers and perhaps first-timers, looking for fitness and fun. With that in mind, your Community HOA has devoted serious study and efforts in creating and promoting safer bicycling for those enthusiasts and non-bicycling motorists who may encounter riders on our shared roadways.

Mike Klonoski’s Safety and Access Committee has taken the lead on this issue for several months, including our recent relationship with Mr. Michael Kuzel, a recognized expert in promoting bicycling safety. Mr. Kuzel has actually taken the time to ride our roads, experience the traffic and take photos to document his findings.

Many may have attended his very informative town hall a few months ago where he presented an excellent overview of how this industry has evolved and the impact it is having on cities and our shared roads. Many of his suggestions have been incorporated with the thoughts and recommendations of Mike’s Committee, several of which have already been implemented.

A brief overview follows...

• Bicycles have a “right-of-access” on Desert Mountains roads, with the understanding of riders staying in the right hand lane, except when exiting or turning. It is recommended that they wear the prescribed head protection, brightly colored clothing and proper

front and rear warning lights. This includes signaling when changing lanes and stopping at stop signs.

They ride-at-risk, encouraged to be aware of faster moving vehicles and motorists who are often traveling Rich Sherman at greater speeds, and at times perhaps indifferent to their presence President Desert Mountain Master Association or privilege on our roads.

• Motorists, in turn have the obligation to respect our posted speeds and extend the courtesy to our bicycling Community members in recognizing the posted 3 ft. passing law and speed differences in closure rates. Desert Mountain has the luxury of two lanes on the parkway and supports drivers using the left-hand lane to pass a bicyclist. Bicyclists shouldn’t be considered a “nuisance” or obstruction when driving; they are equally entitled to our roads with the caveats previously mentioned.

We recognize that bicycling represents a growing trend in our Community and that Desert Mountain roads provide an excellent infrastructure for bikes and vehicles to coexist; sharing our roads and, when necessary, ask that motorists give them a “brake.”

T

he theme of this edition of the Connection couldn’t come at a better time. As I write this article, the Mountain Fire continues to burn in Tonto National Forest, only a few short miles from our community. The man made fire has burned over 7,000 acres and after a week was still only 50 % contained. We have been blessed with winds blowing towards the east, so the fire presents no danger to our community at this time. But things could have been much worse, considering the wet winter we had and the plant growth associated with that rain.

This is the perfect time to remind all Owners of their responsibility to protect their property, and in essence the Community, by having their lot inspected for invasive plants. We currently have 10 villages that have completed Desert Broom removal from their common areas.

Desert Broom is an invasive plant and the largest source of fuel in a desert wildfire. Because Desert Broom is deemed an invasive species by the City of Scottsdale, it can be removed from the Natural Area Open Space (NAOS), which is highly encouraged. Please consider removing this potential fire danger from your private property.

The Scottsdale Fire Department has worked closely with our residents to address our fire protection measures in and around the Community and the wildland interface areas. The need to establish proper defensible space or address a wide variety of invasive plants has become a high priority.

Specifically, the Desert Broom plants have shown to be very aggressive and have the ability to completely overtake areas of the desert, while at the same time negatively impacting other native plant species. These large, woody desert plants are almost always green and can quickly grow to more than 10 feet tall. Desert Broom can burn fiercely, which also dramatically increases the intensity of wildland fires, is a recognized threat to nearby structures along with the local, and natural desert environment. Desert Broom has proven to be a very difficult plant to address and effectively remove from areas once they have become established.

According to the City of Scottsdale Fire Department, the preferred (and best) method of removing these particular invasive plants is to address them while they are still small plants and to pull them out by the roots. However, this is not feasible for the larger plants. The recommendation for the medium and larger plants is to cut them off at the base, parallel with the ground and then almost immediately using a direct application method, apply the referenced materials to the remaining plant stumps. This

method will kill off the individual plants, leave the existing dead root structure in the ground to help with potential erosion issues and not harm the surrounding desert vegetation. If the branches from larger plants are just cut off and removed, the plant will in short order regrow itself and once again become a dominant player in the Kevin Pollock local environment. Residents PCAM, CAAM can scheduled a free brush fire Executive Director inspection by calling the Scottsdale Fire Department at 480-312-1855.

Please be advised, however, that the removal of Desert Broom, or any other invasive plant, does not mean that entire areas of your property should be void of plant material. There are very specific guidelines in the Scottsdale City Code and the Desert Mountain Master Association Design Guidelines with regards to “defensible space”. Homeowners should create a well-maintained, live vegetation zone to prevent damage to structures in case of wildland fires. This "defensible space" acts as a fire break, and should contain only small brush and ground cover to prevent a continuous path of flammable materials leading to inhabited structures. This should only take place within 15 feet of you home. Outside of that area, you need approval from the City to remove vegetation. Many times, we have seen homeowners, or their landscapers, exceed these guidelines and they have been required to revegetate. If you have any questions about this, please reach out to our office so that we can guide you or your landscaper.

We want a safe environment for everyone, but we also want to make sure the desert is not scalped of all material.

ottom Line Up Front: For the five months ending May 31, The Master Association’s Revenue was in excess of $2,026,000 while Operating Expenses were just slightly more than $1,652,600. After $335,000 in transfers to Reserves, Excess Revenue Over Expense sits at $38,425.

Financially, it has been a very good five months for the Desert Mountain Master Association. Revenue exceeded budget by 7.4% ($140,720). This was due primarily to Design Review fees exceeding expectations, eGo Tag purchases and $42,150 from unbudgeted traffic fines. Traffic fine receipts are used to pay for unbudgeted items that enhance the security and safety of residents and guests such as the new bicycle safety signs that were installed in April at a cost of slightly less than $10,000.

Expenses exceeded budget by 2.8% ($46,097). This was due primarily to two line items, Culvert Maintenance ($23,750) and Professional Fees ($20,526). The additional Culvert Maintenance necessitated by heavy rains and cleanup due to the severity of our winter storm was much worse than anyone expected. While Design Review fees increase revenues, they also contribute to our expenses via increased Professional Fees paid to our consultant.

Through May 2019, the budget projected a loss of $71,197.

However, with the positive increase in Revenue and an overage of only 2.8% in Operating Expenses, Excess Revenue over Expenses is at $38,425. This exceeded, in our favor, the budgeted amount by $109,622!

The 19 unincorporated villages are all operating close to or under budget. In Jacob Marshall’s Master Association Finance article, there is more detail on the villages.

Before this edition of the Desert Mountain Connection went to press, the process of preparing the Master Association budget for next year, effective January 2020, had begun. During our July Board meeting, the HOA board had its first review of the 2020 proposed Master Association budget. The HOA board will be doing its second review of the 2020 proposed Master Association budget at its Board meeting on August 26 as well as the first review of the 19 unincorporated village budgets. The final vote on all of these budgets for fiscal year 2020 will occur at the September 30 Board meeting.

OPERATIONS

Monsoon Season D

uring the months of July, August and September, Desert Mountain has historically received over 13 inches of monsoon-type rain in active seasons. To put this into perspective, Scottsdale typically receives eight inches on average and the Phoenix Sky Harbor measurement averages 6.5 inches of annualized rainfall over the last 15 years. The HOA has installed five weather stations throughout the Community to get more accurate rain amounts instead of relying on weather stations outside Desert Mountain.

One of the most destructive storms occurred on August 19, 2014 that produced over 4 inches of rain in an hour. During my 20-year tenure, this storm resulted in more erosion damage to common areas, including the 68 miles of roads and water damage to homes, than in all my prior years.

Staff works closely with our landscape maintenance provider, DLC Resources to triage damage, road and sidewalk conditions after major rain events to determine the resources, and manhours that will be required to cleanup. Staff reviews and then approves the storm cleanup action plan. If the rain event cannot be cleaned up using our on-site resources within a one to two week time frame, additional resources such as sweepers, trim crews and heavy equipment operators are scheduled at additional cost to the Master and Village Associations to expedite the cleanup effort. Sometimes, overtime is approved to work longer days (over 8 hours) and on Saturday and Sundays if deemed necessary.

In addition, homeowners with private culvert improvements on their lots have a maintenance responsibility. When your culvert’s pipe reaches a sediment level of 50% or greater, it is time to clean out the pipe per engineering standards for

our Community. After major storm events, please inspect your culverts and perform maintenance as needed. During staff’s routine inspections, homeowners will be notified if their privately maintained culverts require cleanout.

Desert Mountain Area Drainage Master Study The primary goal of the study is to reduce flood risk for existing and future residents by: • Identifying and evaluating existing flood hazards and risks • Identifying potential solutions to reduce flood risk The Community benefits by: • Awareness of flood hazards and risks allows residents to be prepared and make informed choices to reduce flood risk.

• Potential cost savings for the DM Community and residents, including recommendations on how to manage and reduce flooding and the associated costs.

Well into the second year of the three year study, the next phase will be to map floodplains which may help reduce the cost of purchasing flood insurance for those residents wanting to purchase. Currently residents who want to purchase flood insurance are paying the highest rate since the risk is unknown because no prior mapping exits of the flood plains. Additional communications on the study progress will be provided when available.

During our monsoon season, receiving weather alerts on your phone and other devices on these fast moving monsoon storms is strongly recommended. Mother Nature visited the mountain and left us with 16 inches snow. As many of you know, it is not unusual to receive some snow about once every two years, however, the last snow of this size was 2006 and 14 inches was reported.

Storm Season – Defensible Space

It’s not too early to begin getting ready for the 2019 storm season, also referred to as monsoon season.

It officially runs from June 15th through September 30th. You may recall how the mountain produced a lot of green vegetation during the winter, but now it is starting to turn brown. Concerns are this year’s storm season with lightning strikes could create multiple fires in our area and the National Forest. Let us not forget the Cave Creek Complex fire in 2005; at the time it was recorded as the second largest fire in Arizona history.

That fire touched the northern edges of Desert Mountain.

Outdoor Grill - Fires

Another item many owners overlook is maintenance of their outdoor grills. We have had a few calls to Scottsdale Fire, with reports of uncontrolled fires and gas leaks from these appliances. Experts suggest you have annual maintenance performed on your grill.

• Know the location of the emergency shut off valve • Propane tank appliances should have fuel turned off after each use • Clean the burner and tubes • Wash the grill • Clean the cooking grates • Burn off the grease at the start of each season

Arizona’s New Cell Phone Law

A reminder for our owners that travel and may have not heard the news. A new cell phone law was passed in Arizona as of April 2019. The following is illegal in Arizona: • Talking or texting on a cellphone while driving unless the cellphone is in hands-free mode.

• Holding a cellphone in any way while talking on the phone, including propping it up with a shoulder.

• Writing, sending or reading any text-based communication including a text, instant message or e-mail.

• Watching any kind of video, or recording video.

Law Enforcement can issue warnings immediately.

Couriers Amazon and Amazon Flex, have received violations for speeds of 62MPH. We have 11 drivers that have restricted access to Desert Mountain.

Enforcement Locations: At times our security staff is accused of hiding while performing speed enforcement. The facts are, there is no place to hide and all of the locations they set when performing this task have been the same locations for more than a decade.

They do rotate through the various locations (12) of them based upon data collected from the Ru2 speed devices located on the roads. The time of day they perform speed enforcement is based upon the same traffic engineering data gathered.

Increased Crime in Area: We encourage you to be aware of your surroundings when you leave the community. Law Enforcement and our neighboring towns are reporting an increase in criminal activity. Initial concerns was with auto theft and burglary from motor vehicle.

During the period of March 1st – May 16th an average of 2.01 crimes per day were committed within a five mile radius of the Main Gate.

Crimes reported were: auto theft, burglary of motor vehicle, residential/ commercial burglary, sexual assault/offenses and theft.

Speeding is a concern for the entire community. The good news is, together we are working on making a safer community. The PERCENTAGE OFtoSPEEDERS ON stated the good average percentage of drivers traveling 46 MPH and greater on D.M. Parkway improved from 5.09% 2.31%. Having news, we are still recording high speeds of 83MPH southbound and 73 MPH northbound on Desert Mountain Parkway.

DESERT MOUNTAIN PARKWAY Transportation, Lyft and Uber drivers have received violations for traveling 58 MPH and 61 MPH respectively as they leave the community. We have restricted access to Desert Mountain for 19 of these drivers. If you use these your transportation may have a 2019services, 2018 2017 2016 problem getting to you.

Master Association Finance

T

he Desert Mountain Master Association continued to perform well financially through May 2019. The Master Association ended May with excess revenue over expense of nearly $38K. Total Revenue was better than budget by nearly $141K YTD due to better than budgeted Design Review Activity, Misc. Income and Traffic Violations. All other income lines were materially on budget. Total Operating Expenses were over budget by $46K budget mainly due to Professional Fees related to Design Review activity and Culvert Cleaning. Material areas of the budget such as Administration, Landscape maintenance and Guard Service were all under budget or on budget. Lastly, through May $335K has been transferred to reserves on a budget of $350K. The Desert Mountain Master Association continues to be financially sound due to outstanding expense oversight by your DMMA Board of Directors and CCMC Staff and steady Design Review activity.

Village Grass Areas & Usage Please remember that grass areas within villages are for those residents’ use only. Those villages that have a grass area pay for those areas out of their village assessments. Residents should not bring their dogs to these areas for playtime. The Desert Mountain Club has a beautiful dog park for your furry friends.

Sonoran Cottages & Sonoran Ridge Staff is gathering proposals for irrigation and lighting replacement. We anticipate these projects being approved by end of September and completed this year. Sonoran Enclave will have the same project completed in 2020.

Seven Arrows The entry monument was refurbished and painted over the summer.

2020 Roadwork As has been mentioned before in past Connection issues, there will be a tremendous amount of roadwork in 2020. That bid process started months ago with RFP's being prepared and distributed. The 2020 roadwork will be approved in the last quarter of 2019 for completion in April 2020 – June 2020, weather permitting.

Desert Broom Removal So far, ten villages are proactively removing Desert Broom from their common areas. The level of Desert Broom and work involved varies greatly across the villages. The villages of Arrowhead, Apache Peak, Cochise Ridge, Deer Run, Painted Sky, Renegade Trail, Lone Mountain II, Lookout Ridge, Haciendas and Lost Star are the ones that have proceeded. Additionally, three other villages have completed surveys of their village for the Master Board to consider the project. This involves a one-time removal and an annual maintenance program that removes newly grown Desert Broom plants each year. The plant is not eradicated, but it can be kept to a minimum each year. The HOA highly encourages all owners to survey their own private property and remove Desert Broom as well. It is deemed an invasive species by 16 |

Owner Services Business Welcomes Third Employee Jacqué Pickering Administrative Coordinator

W

ith the rapid growth of the Owner Services Business in the last couple of years, it was decided by the Board of Directors to bring on a third Owner Services Business employee to ensure the level of service provided stays exceptional. Desert Mountain is pleased to have Mark Boyles (pictured below) join our team, as of June 3, 2019. Mark has a strong background in property maintenance, bringing with him ten years of experience in that area.

Mark will be helping out with both Home Caretaker and Handyman services. When Mark is not on the mountain, you can find him keeping himself busy with his wife, his four daughters and his “son”, a Boxer named Logan. He enjoys spending time with his family, going to sporting events, playing disc golf and watching NASCAR. We look forward to having Mark as a part of our Desert Mountain team! Please feel free to say hi and introduce yourself to him if you see him around the community.

Temperatures will be dropping which means our Desert Mountain homeowners are heading back to enjoy Arizona’s gorgeous winter.

So, what needs to be done before you return home?

If you left your air conditioners on a higher temperature upon your departure, it is recommended that they are turned down.

This will help cool down the house for your arrival and get your air conditioner running. The temperature you would like it turned down to is a personal preference.

Make sure that your water heaters are turned to “on” instead of “vacation mode” so the house will have hot water upon your return. If the water to the house was shut off, make sure to turn it back on and then flush all toilets and run all faucets.

Uncover all patio furniture and move it outdoors from storage area, if needed. This will help air them out from being stored.

It is also smart to get pest treatments before your return, just to make sure there are no unwanted guests staying in your home.

Make sure all electronics are plugged back in and check the smoke detector batteries and change them out if necessary.

You will also want to turn the refrigerator back on if it was not running while you were away. Un-prop all dishwasher, washing machine, dryer and refrigerator doors if necessary.

TRAILS UPDATE By: Troy Gillenwater

I

n the first half of 2019 the Desperados funded, completed and opened two new trails, the Cintarosa Trail and the Skull Mesa Shadow Trail.

The two trails are completely different from one another and together add 3.5 miles to Desert Mountain’s award-winning trail system.

The 1.8-mile Cintarosa Trail is the southernmost trail in the stacked loop system.

By tying into the Apache Skyline Trail, the new Cintarosa Trail creates a rigorous 3.6-mile loop hike that tests hikers’ endurance and stamina, but rewards them with stunning views to the Valley of the Sun and beyond.

The 1.7-mile Skull Mesa Shadow Trail departs the West China Wall Trail and travels northwesterly into an enchanted and empty wilderness valley completely separate from other Desert Mountain trails. While not as challenging as Cintarosa Trail’s elevation gain, the Skull Mesa Shadow Trail is more remote and removed from cell phone coverage. Hikers

Near the trail’s northern apex, a small spur trail loops nearly to the Tonto National Forest boundary before returning to the main Skull Mesa Shadow Trail. Hikers seeking isolation, solitude, and natural beauty will marvel at this trail.

The Helping Hands Employee Hardship Fund By: Frances Emerson

T

he 700 employees of Desert Mountain work under the mantra of “Family Serving Family.” They are hardworking people who often go above and beyond to meet our needs every day. Yet, some of our wonderful employees are struggling with sudden crises that cause them financial hardships – often leaving them unable to meet their own or their family’s basic needs.

No doubt, you have known some of these employees – those who can’t pay their mounting medical bills, or who have been deserted by a spouse and left with nothing, or whose car broke down and now can’t get to work, or whose apartment has been robbed of all their belongings.

While occasionally members generously provide financial assistance to employees they know, a much more consistent and easily accessible system of help is required so that all employees in need can be helped. The system should enable all Desert Mountain employees in good standing to get help quickly and confidentially.

To meet this important and growing need, the Desert Mountain Foundation is introducing a new tax-advantaged employee hardship fund called “Helping Hands,” which will launch in midSeptember. The sole purpose of this 501(c)3 fund is to help Desert Mountain employees who face a significant, temporary financial hardship caused by a sudden, unexpected event beyond their control. This is not a loan program, nor is it meant to assist employees who simply aren’t managing their money carefully.

Rather, it is for our employees who face such hardships as: • Accident • Death or serious illness of a spouse, partner or child • House fire, flood or natural disaster • Insufficient health care coverage; mounting medical bills • Loss or serious damage to vehicle • Loss of spouse’s or partner’s job • Significant short-term illness that prevents them from working (and receiving pay) • Travel to attend the funeral of a key family member • Violent crime, theft, domestic/physical abuse Overseen by a 9-member review committee, Helping Hands will make the direct payment to the entities owed by the employee, such as hospitals and clinics, mortgage or rental organizations, car lien holders, repair shops, temporary lodging, funeral services, licensed childcare and stores. Helping Hands does not make payment directly to the employee.

Saguaro Cactus: How to Transplant and Maintain

aguaro Cacti are a staple of the High Sonoran Desert.

At Desert Mountain, they are an impressive addition to your landscape, helping to create an authentic desert look throughout your common areas and homes.

If you’re looking to add a saguaro or two to your own landscape, there are a few things to keep in mind.

Traditional saguaros may be anywhere from 2 to 40 feet and have either a single stem or multiple arms, largely depending on their age. These desert icons must be purchased from nurseries that have properly obtained the plants; it is not permitted to remove the cacti from their natural homes independently.

After purchase, the size will largely dictate how the cactus is received and what must be done to plant it at your home. Saguaros under 10 feet are typically given bare root– with no pot or soil– and ready for planting. These relatively smaller individuals can usually be planted by a homeowner, while any saguaro larger than approximately 10 feet will need to be handled by a professional.

With their large size, the placement of your saguaro must be carefully thought out before installing, as they may grow to be approximately 40 feet tall and weigh several tons. Imaginably, a plant of this size has the ability to cause significant damage if it were to fall onto any structure or vehicle. Therefore, the installation location should be well away from your home, backyard walls, vehicles and any other valuable property.

Water runoff and access must also factor in when deciding placement. Saguaros are native to our desert landscape and therefore do not require much water; in fact, excessive water will likely drown and kill these landscape treasures. With that in mind, they should not be planted in locations where water may run or collect; this includes areas next to or downhill from pools and sections neighboring other plants that do require frequent watering.

lowed to best allow the transplant of the cactus to be successful.

First, the base of the stem should be at soil level, keeping the roots from being buried too deep in the ground. Next, the side of the saguaro receiving the most sun should be marked by the nursery and should be planted in the same direction at its new location.

Alternating the side that receives the majority of the sunlight may cause severe damage. Once in the ground, only give a minimal amount of water to fill the pockets of air in the soil below. Following the initial watering, you should only give more in the case of a severe drought.

Because saguaros are hearty desert plants native to our area, they need little ongoing care once planted in your landscape. They thrive naturally in this environment and don’t require prunings or irrigation that the other plants in your landscape need. Though little maintenance is required, always keep an eye out for signs of damage, rot, or anything else out of the ordinary.

One thing we do is watch out for a disease called Bacterial Necrosis. While it’s not widespread, Bacterial Necrosis does occur occasionally – both in the natural Saguaro population and in saguaros that are planted in landscapes.

As the name implies, the disease is caused by bacteria that gets into the saguaro’s tissues through wounds or natural openings and causes it to rot. It’s not known how the bacteria get into the cactus, though it’s thought to be spread by birds or mites.

Once a saguaro is infected, the bacteria begin rotting the plant’s tissue internally. Soft, dark spots appear on the outside of the cactus and grow larger and turn purplish-black. These spots can split open and a dark, rancid-smelling liquid seeps out. After rotting has begun, removal may be required in order to avoid the potential dangers of a falling cactus.
