Our journey has always been guided by the communities we serve, and 2024 was no exception. With an unwavering focus on protecting and expanding access to quality care, we continued our mission to provide for the most vulnerable throughout Southern California.

Last year, we proudly continued to integrate the Borrego Health system into the DAP Health brand — welcoming 850 dedicated employees, 23 clinics, and over 70,000 additional patients. This transformative milestone has deepened our ability to deliver lifechanging care to those who need it most.

As you explore the pages of this report, you will see the impact of our collective efforts — not just in numbers, but in the real lives touched by our commitment to health equity. 2024 Impact Report –Quality

In 2024, DAP Health continued to deliver high-quality care across its clinics, achieving significant progress in clinical performance. We successfully met nine out of 18 Uniform Data System (UDS) clinical quality measures and 17 out of 32 Healthcare Effectiveness Data and Information Set (HEDIS) measures.

In recognition of our efforts to expand patient access, we were proud to receive the Health Resources and Services Administration (HRSA) Community Health Quality Recognition (CHQR) Badge for Access Enhancer.

Throughout the year, DAP Health conducted the following screenings to support early detection and prevention:

Quality in health care is critical, as it directly influences patient outcomes, safety, and overall system efficiency. High-quality care is defined by being effective, safe, patient-centered, timely, equitable, integrated, and efficient.

Our Quality team is committed to these principles, working collaboratively across departments to drive meaningful improvements. We reinforce a culture of continuous improvement by visiting clinics twice monthly to review clinical quality measure scores and to enhance workflows.

Looking ahead to 2025, our quality initiatives will focus on transforming DAP Health into a PatientCentered Medical Home (PCMH), advancing our Population Health strategies, attaining Lean Six Sigma certification for the Quality team, and expanding education and training on quality improvement tools for clinic staff.

40 Years of Compassionate, Culturally Competent Care

DAP Health marked four decades of community service in 2024, and there was so much to celebrate as lessons learned continue to pave the way toward the future.

Throughout 2024, the year of its 40th anniversary, DAP Health reflected on its origins, challenges, and progress. Founded in 1984 as Desert AIDS Project during the international health crisis, the nonprofit emerged as a vital source of support in the Coachella Valley when many turned away from those affected by the disease.

Early Days: A Response to Crisis

In the early 1980s, HIV/AIDS was a mysterious and deadly epidemic primarily affecting gay and bisexual men. Amid widespread fear and stigma, Palm Springs locals George Sonsel, Donald Beck, RN Kathleen McCauley, Ron Christenson, Dr. Bruce Lloyd, and others founded the Community Counseling & Consultation Center Inc., which later became D.A.P.

During the crisis, the community was divided, and compassion was scarce. Many people with HIV/AIDS were ostracized, even by their families. Kevin Bass, now DAP Health’s board of directors co-vice chair, recalls seeing coworkers wearing long-sleeved shirts in summer to hide Kaposi’s sarcoma lesions. Hospitals isolated AIDS patients, and families often disowned their sick relatives.

Despite limited medical knowledge and the lack of treatments, D.A.P. focused on holistic care — offering nutrition support, emotional counseling, and dignity to those affected.

Building Support and Overcoming Stigma

D.A.P. initially struggled against discrimination. Many locals feared being associated with AIDS, and businesses worried about damaging Palm Springs’ reputation. Even fundraising was difficult, with some donors rejecting their appeals.

A turning point came in the late 1980s when Riverside County Supervisor Patricia “Corky” Larson lent her name to D.A.P.’s cause, providing credibility. In 1988, the nonprofit hosted its first major fundraiser, the Ace AIDS Tennis Tournament, followed by its first AIDS Walk in 1989. These events drew high-profile supporters, including actor Kirk Douglas and former President Gerald Ford.

Steve Chase, a world-renowned interior designer and D.A.P. board member, played a crucial role in expanding fundraising efforts. His events raised millions, and after his death in 1994, the annual Steve Chase Humanitarian Awards continued his legacy, celebrating their 30th anniversary in 2024.

Expanding Medical Care and Services

By the early 1990s, medical advancements led to better treatments, including protease inhibitors in 1995, which significantly reduced AIDS-related deaths. D.A.P. continued expanding its services, opening a satellite office in Indio in 1994 and its main Palm Springs campus in 1999.

David Brinkman became CEO in 2006, leading efforts to broaden services beyond HIV care.

dental clinic in Riverside County, an official visit to the White House to celebrate the pioneering Get Tested Coachella Valley initiative, and the establishment of a sexual wellness clinic in Indio (eradicating barriers to accessing free STI testing and treatment in the Eastern Coachella Valley), and the 2024 unveiling of second onsite affordable housing complex Vista Sunrise II (for unhoused individuals and those suffering from chronic illness) on the Sunrise campus.

Adapting to Changing Health Needs

DAP Health has continued to evolve to meet broader community needs. During the COVID-19 pandemic and mpox outbreak, it provided testing and vaccinations. In 2023, it acquired Borrego Health, adding family medicine, pediatrics, OB-GYN, and more to its offerings.

Today, by operating 25 fixed locations, eight mobile units, and one Sprinter van throughout San Diego and Riverside counties, DAP Health continues its mission of health equity and compassionate care.

From its humble beginnings to becoming a model for inclusive health care, DAP Health remains a symbol of resilience, proving that a community united by compassion can overcome even the toughest challenges.

Borrego Community Health Foundation (BCHF) is incorporated to operate Borrego Medical Clinic in Borrego Springs.

1994

DAP Health’s reach extends across 240 urban and rural zip codes in Riverside and San Diego counties, from the Coachella Valley to the San Diego coast. Just some of the Southern California cities served include Anza, Borrego Springs, Cathedral City, Coachella, Desert Hot Springs, El Cajon, Escondido, Indio, La Mesa, Nuevo, Palm Desert, Palm Springs, San Jacinto, Thermal, and Vista.

In what languages does DAP Health serve? Employees deliver direct care in English, Spanish, Arabic,

and Farsi. They procure translation services for other languages, as needed.

What is Revivals?

Revivals is DAP Health’s own brand of resale shops. Staffed primarily by dedicated volunteers, 100% of the profits from all four locations (Palm Springs, Cathedral City, Palm Desert, and Indio) goes directly back to fund the organization’s programs and services. Revivals’ slogan is “Re-love the pre-loved.”

How does fundraising play a role in health care?

DAP Health relies on major donors, fundraising events (October’s Health Equity Walk, March’s The Chase gala, and April’s Dining Out For Life), and grants to fund medical and social services for the 8,400 uninsured patients and 75,000 low-income patients it serves.

OB-GYN and Pediatrics: Women and Children First

DAP Health prides itself on delivering compassionate, whole-person OB-GYN and pediatric care tailored to every stage of life.

Women receive comprehensive prenatal services from experienced physicians, nurse practitioners, and midwives — plus ongoing support after delivery.

Pediatric care includes newborn visits, well-child checkups, immunizations, physicals, and management of both routine and complex health needs.

By fostering long-term relationships between patients and providers, DAP Health empowers families with consistent, personalized care that supports lifelong wellness for children, parents, and growing families in our diverse communities.

HIV Care: A Legacy of Leadership and Lifesaving Support

Since the earliest days of the HIV epidemic, DAP Health has been at the forefront of compassionate, comprehensive care for people living with HIV. What began as an urgent community response has evolved into a national model for inclusive, patient-centered health care that affirms dignity and delivers results.

Today, DAP Health continues to lead in the fight against HIV by ensuring that those newly diagnosed receive immediate care, and that long-term survivors — many aging with the virus — have access to the support and specialty care they deserve.

Housing is Health Care

Vista Sunrise II — fully occupied, with residents having begun to move in last June — is more than just a housing complex. It represents hope and opportunity for its inhabitants. With 30 units dedicated to rapid rehousing for individuals experiencing homelessness, and another 30 reserved for those with chronic illnesses and/or low incomes, the project provides much-needed stability. A property manager lives on site in the 61st unit, and a case manager maintains an office on the first floor.

Best of all, access to primary and behavioral health care — as well as to social services such as food and transportation assistance — are mere steps away on DAP Health’s Sunrise campus at the intersection of Vista Chino and North Sunrise Way.

A Stage Meant For Sharing

The event kicked off at 9:30 a.m. with a warm welcome from DAP Health CEO David Brinkman. He set the tone for the ceremony, highlighting the importance of housing as a fundamental aspect of health care, and expressing gratitude to all those involved in making Vista Sunrise II a reality. “Each time we get to provide someone with a set of keys to their new home we provide economic stability,” he said. “Access to affordable housing is one of the most cost-effective strategies for reducing poverty.”

Giving credit to architect Maria Song and her team at Interactive Design Corporation for the elegant and elevated complex designed in the international style with a slight art deco influence, Brinkman highlighted special features of Vista Sunrise II, such as its open courtyard, rooftop viewing deck, and various corridor balconies.

All 61 units, powered by solar panels, are also GreenPoint Rated. Each features Energy Star Rated appliances, including heat and air conditioners, and blinds. To top it all off, residents have access to the 1,600-squarefoot David Gluckstein Celebration Kitchen, named after major donor Hardy Bassington’s late husband. Doubling as a community room, it’s equipped with a demonstration kitchen where residents can participate in the preparation of healthy food, or gather for games and other social activities.

Speaking on behalf of Desert Care Network and Tenet Healthcare, Chief Strategy Officer Linda Evans said, “[We] are so proud to contribute $2.5 million to the Vista Sunrise II project. That’s because we know how important a stable home can be when a patient of ours

must recover from an accident or illness. We see the impact of homelessness every day in the trauma centers at our three hospitals — Desert Regional in Palm Springs, JFK Memorial in Indio, and Hi-Desert Medical Center in Joshua Tree.

“We are the first stop in providing lifesaving care when someone faces a trauma. But we also know that we cannot save lives alone. So much of the care we need as individuals happens outside the walls of our hospitals. Health care happens in places like Vista Sunrise II, which provides the security and comfort of a home and a host of wraparound health care services to help people recover and stay healthy. All of this is right here [at DAP Health].”

One Resident’s Story

One of the morning’s most poignant moments came when Sean Johnson, one of the first residents to move into Vista Sunrise II, took the stage. He spoke from the heart, his words resonating deeply with the audience.

“Every time I walk through the door of my beautiful studio apartment, furnished by [DAP Health’s own chain of resale stores] Revivals, I’m overwhelmed by a sense of gratitude,” he said, confiding he’s a bisexual man living with HIV who was once intermittently unhoused, both before and after becoming a patient and client at DAP Health. “To say that taking care of myself and living my best life without the comfort of a stable roof over my head was a challenge is an understatement… . I’m here as living proof that housing is health care, for which I will always be eternally grateful.”

To wrap up the proceedings, Coachella Valley Housing Coalition Executive Director and CEO Pedro S.G. Rodriguez followed with remarks about the significance of affordable housing in addressing both homelessness and chronic illness in the region.

By 10:00 a.m., the ceremony reached its peak with the actual cutting of the ribbon as Brinkman, Evans, Bassington, and Rodriguez jointly held the giant scissors.

As guests stayed behind to chat or tour the kitchen and grounds, the sense of accomplishment and optimism was palpable. The special event was not just a consecration of a new building but a celebration of one community’s commitment to ensuring that everyone, regardless of their circumstances, has access to safe housing and the best possible life they deserve.

Housing is health care, indeed.

Mobile Health: Care

That Goes Where It’s Needed Most

From remote farms to schoolyards, DAP Health’s fleet of eight mobile medical and dental units, plus one Sprinter van, brings compassionate, high-quality care directly to people who might otherwise go without — breaking down barriers related to distance, income, language, and access.

Harm Reduction: Saving Lives with Compassion and Care

DAP Health’s harm reduction work is rooted in one belief: Everyone deserves safety, respect, and access to care — no matter where they are in their journey.

Our team meets people where they are — without judgment — to reduce the negative consequences of drug use and connect individuals to health services, peer support, and lifesaving tools. From free HIV and hep C testing to overdose reversal and referrals to care, harm reduction at DAP Health is both a public health strategy and a movement for social justice.

We are seeking funding support to continue providing lifesaving care, especially for more than a quarter of our patients who are uninsured and have no payment options.

DAP Health’s financial position is stable, allowing it to provide medical and support services to its patients and clients. Revenues are generated through medical fees, 340B drug discounts, grants, and donations. Through the generous work of its tireless volunteers, its four Revivals stores are able to generate a net surplus. That contribution serves to cover services that are not grant-funded, not billable to insurance, and not covered by another source. As a community health center, DAP Health provides service to all individuals, regardless of their ability to pay.
