I

ntroduction

The Office of the City Civil Registrar of General Santos provides the registration of births, deaths and marriages, issuances of certified true copies and archiving of all registered civil registry documents. The office conducts Information Education Campaign in schools, churches and organizations. The office is mandated to implement all Civil Registry Laws such as, Republic Acts 9048, 9255, 10172, 9858, Legal Instruments, Court Orders and Judicial Decrees.

The LGU General Santos adopted the World Bank’s sustainability principles and named them as the City’s Development Strategies, viz. Bankability, Good Governance, Competitiveness, and Livability. The departments are grouped according to its functions viz-a-viz the development strategies to streamline its diversified services.

LCR is under the Livability Cluster . This involves the continuing improvement of the quality of life of citizens by empowering the people to productivity and progress.

This means providing easy access to basic social services including civil registration and licensing closer to the people.

To implement the projects and programs of these clustered departments, the LGU established its core values anchored on the acronym GSCTO for Godliness, Service Excellence, Commitment, Teamwork, and Openness to Change.

This accomplishment report for the first quarter of 2020 is divided into three chapters first containing the number of transactions of birth, death, marriage and other legal proceedings. This is followed by the narrative report, photo galleries, invitations and memoranda, certificate of appearance and attendance sheets.

This submission is in compliance with the requirement of the Philippines Statistics Authority and forms part of the accomplishment of the office for the semestral submission of the Strategic Performance Management System (SPMS) required by the city streamlined with the Civil Service Commission mandate.

Amidst the challenges brought about by the ill effects of COVID-19 affecting the people around the world, the Office of the City Civil Registrar is one in supporting the services of the local government and continues to provide registration, licensing and other civil registry services. The Office of the Local Civil Registrar of General Santos City continues to facilitate and conduct various activities that helped employ its mandate. These activities include implementing of pertinent civil registry laws such as RA 3753, RA 9048, RA 10172, and RA 9255; receiving of applications for issuance of marriage license; registering and processing of court decrees and legal instruments relative to changes in the status of a person; issuing of certifications and certified copies; and, dealing with other various concerns related to civil registration. There were 59 couples from the interview conducted for the Kasalan sa Araw ng mga Puso 2020.

While, for the regular Pre-Marriage Counseling (PMC) seminars which are being scheduled every Tuesdays, Wednesdays and Thursdays, the office staff talked in 9 sessions with a total of 144 couple-participants.

With regards to the Barangay and Schools Civil Registration Outreach Program (BASCROP), the office served one barangay: Brgy. Mabuhay. There were 52 ASALAN ACTIVITIES participated during the IEC sessions, 15 queries for correction, 10 registered birth certificates released, and 30 inquired for list of requirements for delayed registration of birth.

For January 2020, nine (9) couples were solemnized by the Honorable City Mayor Ronnel C. Rivera including six (6) couples last January 8, 2020 and three (3) couples last January 28, 2020 at the Conference Room of the City Mayor’s Office in General Santos City. Refer to the photos below.

THER MATTERS

The Office of the City Civil Registrar of General Santos in line with the programs of the Philippine Statistics Authority celebrates the 30th Civil Registration Month (CRM) this February 2020. Presidential Proclamation No 1106 was signed reaffirming the country’s commitment to achieve universal civil registration and improved vital statistics. This is in support to the Asia-Pacific Civil Registration and Vital Statistics (CRVS) Decade, 2015-2024 that every birth must be registered by 2024 through a well-functioning CRVS system. This year, the celebration started with an opening salvo of motorcade spearheaded by the PSA. Following the parade was the program and the 30th Civil Registration Month Quiz Bee last January 31, 2020 with Ms. Maria Cristy M. Gallano, AA-IV, from LCR General Santos City, bagging the championship trophy. (below)

For the month of February 2020, the Office of the Local Civil Registrar of General Santos City documented the transactions related to the mandate required by Republic Act Numbers: 3753, 9048, 10172, and 9255 and streamlined with the thrusts and programs of the Local Government Unit of General Santos City through the compliance of the Strategic Performance Management System (SPMS). These services include the receiving of applications for issuance of marriage license; registering and processing of court decrees and legal instruments relative to changes in the status of a person; issuing of certifications and certified copies; and, dealing with other various concerns related to civil registration. Table 2 below shows the number of records per CRDs processed, registered and issued, viz.

In February 2020, there were 237 marriage certificates issued by LCR General Santos City. Of these number, 68 couples availed the special program of LGU General Santos City dubbed as “Kasalan sa Araw ng mga Puso 2020”. This mass wedding event was introduced by the PAGIBIG / HDMF Office and is similar to “Kasalan ng Bayan” offered to the stakeholders across the 26 barangays of the city. It was the auspices of our Local Government Unit through the financial support of the city mayor that this event pushed through. Last February 14, 2020, Hon. Ronnel C. Rivera, officiated the wedding rites inside the Robinson’s Place in Brgy. Lagao, this city. The following are the snapshops of the event, to wit:

During the “Kasalan sa Araw ng mga Puso 2020”, the Office of the City Civil Registrar in collaboration with the City Health Office particularly with the Rural Health Unit of Lagao, checked the body temperature of all participants including the couples to be wed using thermal scanners positioned at the entrance of the Robinson’s Place. It was the initiative of the office as part of the promotive and preventive measures in the earlier stage of COVID-19 pandemic. Barangay and Schools Civil Registration Outreach Program (BASCROP) is a special program of LCR General Santos to reach out to more stakeholders including the school-based registrants. Previously, the program catered to the barangay constituents only. On February 18, 2020, the assigned team went off to Purok Riverside, Brgy. Sinawal, this city, to conduct seminars on the common civil registration processes. Below are the photo collage of the event.

The City Civil Registrar of General Santos was invited by the National Commission for Muslim Filipinos (NCMF) in their “NCMF Seminar For Community Leaders and Community-Based Para-Legals� on February 25-27, 2020 at the Conference Room of the Family Country Hotel. Mr. Dexter Imperial represented the office as one of the resource speakers who talked about the civil registration processes and relevant laws complied by the office.

March 2020 was probably the most challenging month in the life of the City Civil Registrar where the effect brought about by COVID-19 locked down the country including General Santos City. Against the uncertainty and fear of what might happen next, the services of LCR were not hampered. The frontliners continued to report to work to continually give public services even with the hardship of commuting publicly in going to work and risking the health of the family members in going home from work. Against the odds, LCR General Santos is still performing its tasks from receiving applications for issuance of marriage license; registering and processing of court decrees and legal instruments relative to changes in the status of a person; issuing of certifications and certified copies; and, dealing with other various concerns related to civil registration. The officers and employees of LCR agreed to schedule the skeletal workforce not to jeopardize the welfare of its stakeholders, as civil registration knows no limit between time and space. The number of applications were affected due to the effects of physical distancing and lockdown. Table 3 below shows the number of records per CRDs processed, registered and issued. “CRVS DURING COVID-19 PANDEMIC SCARE�

The Swiss people are known for their precision in crafting world-renowned watches. The Japanese for making quality electronic gizmos. On the other hand, the Filipinos across the land, are born with the unique gift of ingenuity. Using their heart, mind and soul, most Filipinos can create something out of nothing!

March 2020 challenged the survival of public offices in serving their constituencies against the COVID-19 threat. The City Civil Registrar of General Santos on their part, took their initiatives and used the situation to their advantage to move on amidst the fear of the unknown. Through the leadership of Ms. Nenita F. Eliivera, CGDH-II, temporarily reorganized the LCR team into Group-A and Group-B as their skeletal work framework. Both groups report every Monday, Group A every Tuesday and Thursday while Group B reports every Wednesday and Fridays. Work From Home (WFH) staff included the senior citizens and those who are immune-compromised staff.

As preventive measures, the LCR staff installed a centralized area where one staff can answer queries or process the birth, death, and marriage transactions. While the external stakeholders were advised to stay outside the room but inside the LCR

building and along one alley with a plastic transparent material separating them

To further protect the health and well-being of all the staff, innovative plastic acetate face shields were crafted by assigned personnel courtesy of the department head’s budget. An improvised “queuing system” was also installed and functioning as public address to manage the crowd and to limit the direct contact between the customers and the staff. A computer webcam was also set up at the alley to view the customers that queued in the waiting area with physical distancing seat arrangement. There were continuous meetings conducted to comply with the local and national executive orders.

The following are the rembrandts of COVID-19 and on how the Office of the City Civil Registrar of General Santos coped with the crisis. We do not know exactly what will happen in the next quarters but for sure with the aid of the Divine Providence and with the strong teamwork of the officers and staff, LCR
