ELIZABETHTOWN Ñ Christine Bourjade believes more stewards are needed to protect fragile ecosystems on Adirondack mountaintops. In August, the part-time resident created and seeded a fund designed to bolster the existing the High Peaks Summit Stewardship Program. The freshly-minted #507 Fund also attracted donations from the Nature Conservancy, the Adirondack Mountain Club, Adirondack Council and the Adirondack Forty-Sixers. Bourjade hopes $1,000,000 will eventually be raised. On Monday, Oct. 27, the Montreal native asked the Essex County Board of Supervisors for a resolution of support and $500. CONTINUED ON PAGE 8

ELIZABETHTOWN Ñ Good and bad news when it comes to Essex CountyÕ s tentative budget. The good: County Manager Dan Palmer is continuing to institute a five-year plan that appears to have nipped the boardÕ s tendency to milk their fund balance to the point of insolvency. TheyÕ ve dumped their nursing home and are on track to start holding tax auctions on a regular basis, a revenue-generating measure. The bad: Overall revenue declined, a boomerang effect from dropoff in appropriations. Taxes will likely go up. Homeowners with homes accessed at $100,000 can expect a $19 annual bump, an increase of 6.7 percent over last year. ItÕ s also likely the county will exceed the state-mandated tax cap. With a 9.5 percent bump, theyÕ re slated to exceed the cap by 7.4 percent. Palmer said the county can raise an additional 2.1 percent before blowing it out. While calculations are still being hashed out, he said, chargebacks from the towns may exceed that. Palmer said the true measure of fiscal health is the net budget, which shows an increase of 3.85 percent over last year. Ò You gotta reduce to where the net budget equals your tax levy,Ó he told lawmakers on Monday, Nov. 3. CONTINUED ON PAGE 6
