Leaders communicate, affirm COVID-19 precautions Officials move to minimize spread of virus By Alina Walentowicz STAFF WRITER

PLATTSBURGH | Combating coronavirus has been declared a national emergency by President Donald Trump. Following suit with Gov. Andrew Cuomo’s intensive efforts to minimize the spread of the virus throughout New York, SUNY/CUNY classes are moving online through “distance learning” for the remainder of the 2020 spring semester— including SUNY Plattsburgh. The City of Plattsburgh has formally declared a “local state of emergency”, putting into place processes and procedures concerning safety measures for both city employees and the general public. Steps some perhaps considered overly cautious at first, are now leading a trend of local and regional closures.

CANCELLATIONS THROUGHOUT THE COMMUNITY

UVM-CVPH has canceled non-essential external events taking place in affiliation with the hospital. State and regional sporting events have also been canceled or postponed as a number of area schools consider the potential for short- or long-term closure. County jails, like many nursing homes, are banning visitations. Public entities, businesses and institutions say they are making these preparations in the interest of setting an example throughout the state. In an effort to dispel recent rumors, a number of local and state officials and community leaders have hosted press events to support counties in distributing the latest information on personal health measures for individuals and groups. Right now, priorities are containment and mitigation; this means following the spread of the virus throughout the state and taking steps to slow it down.

CITY OF PLATTSBURGH, ESSEX COUNTY DECLARE “LOCAL STATE OF EMERGENCY”

Starting March 16, at 8 a.m., new city policies will be in place to promote safety measures when it comes to maintaining personal health and hygiene. The Local Emergency Order can be summarized through the following: - 20 people is the maximum for any group gathering in a city-owned public space. - Department staff will encourage “social distancing” and minimize face-to-face interactions. - Public facilities will be cleaned daily, and staff must wash hands appropriately. - First-responders will develop consistent safety procedures in tandem with the local hospital. - Non-essential interactions in nursing homes or assisted living centers, as well as other “areas of concentrated public attendance”, should be avoided. - At this time, any formerly planned event utilizing city facilities is canceled or postponed. Officials hope these efforts will delay the peak of infections to alleviate the breadth and density of the virus, thereby minimizing the speed and rate of transference. Mayor Read says these safety procedures will remain in place for the city as long as necessary. Read and current Saranac Lake Mayor Clyde Rabideau issued a joint statement on behalf of their river-sharing municipalities, saying, “This Executive Order is not designed to limit the necessary work of municipal government. However, the use of technologies like email, the postal service, telephone, PDF document exchange, online billpay, drop-boxes, YouTube and Skype meetings, and other technologies will allow the minimization of the rate of virus infection.” Self-quarantine is advised for a period of 14 days for individuals having recently traveled to or from a “hot spot” country. Officials support the wisdom in collecting enough basic supplies to last a two-week time frame; stockpiling, however, is not encouraged.

PLATTSBURGH | Events are being canceled across the northern region as health-care facilities, businesses and organizations take precautionary measures against the Coronavirus. The University of Vermont Hea lt h Net work- C ha mpla in Va lley Physicia ns Hospita l (CVPH) has canceled its sponsored community events to help limit potential opportunities for COVID-19’s spread. Among the events canceled or postponed are the hospital’s Shamrock Shuffle 5K, its annual Easter egg hunt on the hospital lawn, upcoming seminars on wound care and an HPV panel discussion. The hospital made the decision

before the virus reaches the area in an effort to bolster future containment efforts if it does. CVPH blood drives will continue as scheduled as they are a vital part of patient care, officials said March 12. “By putting these kind of measures in place now, before people get sick, we’re hoping to lower the chances of the illness spreading quickly,” CVPH Incident Commander Dr. Wouter Rietsema said in a recent news release. “That will allow our employees to continue doing what they do best: providing excellent care to our patients.” Rietsema said “Over the next weeks and months, we may experience a variety of public health measures designed to protect our systems. “We’re already seeing event cancellations. There may be school closures a nd t ravel plans interrupted, as well. Some people may be tempted to ignore those measures because they are healthy and not worried about getting sick. But each person needs to remember that they are a critical part of our public health efforts. Minimizing each individual’s risk also reduces the risk for our entire community.”

PLATTSBURGH | Stewart’s Shops recently joined the growing list of Better Choice Retailers in Clinton County. The Better Choice Retailer program is a free voluntary program through the Clinton County Health Department’s Healthy Neighborhoods Fund Initiative and their collaboration with the Creating Healthy Schools and Communities grant program. It aims to increase accessibility, availability and marketing of healthy food choices in the tri-county region. “We have always been known as a fresh and local option for eggs and milk, and we are proud to partner with the Better Choice Program to create more awareness about our healthy and affordable foods at our shops throughout Clinton County. We will continue to provide our customers with healthy and nutrient-rich options like fresh fruits, vegetables, canned items, and bread,” Stewart’s Shops President Gary Dake said recently. KEENE TO WELCOME NEW STEWART’S Store will have more parking, pumps By Tim Rowland STAFF WRITER

KEENE | The cramped Stewart’s Shop in Keene, scene of many a vehicular standoff over its limited parking spaces and gas pumps, will be replaced this summer with a bigger and more accessible store, a company spokeswoman said last week. Construction of the new store will begin in July, and is anticipated to be completed by fall, said Stewart’s representative Erica Komoroske. It will include an expanded parking lot with 17 parking spaces and eight gas pumps. “The new shop will feature the dark siding and stone exterior to tie in with the Adirondack backdrop,” she said in an email. For half of the year, traffic at the Keene Stewart’s is about what would be expected for a small-town convenience store. But in the

summer, when hikers decent on Keene Valley it becomes a zoo, with outdoor enthusiasts stocking up for their hikes, rewarding their adventures with an ice cream cone or jockeying for the only gas on the 40 mile stretch between Lake Placid and North Hudson on Interstate 87.

“That store has been begging to be expanded,” said Keene Supervisor Joe Pete Wilson. “It’s so busy that traffic jams spill out on Rt.73.” The new store will be on the same site as the old. Wilson said the replacement will play out much as it did in a recent Stewart’s in

Elizabethtown, with the new store built in the property while the old one continues to function. When Stewart’s Shops were first built, they typically ran about 2,400 square feet, said Jennifer Howard, Stewart’s property manager and permit specialist. The new stores are closer to 3,700 square feet. “This shop is very busy on the weekends during the winter and spring and it remains consistently busy with tourist traffic for the summer through leaf peeping season,” Komoroske said. “With a newly rebuilt shop, we anticipate a heavier traffic flow all year long with more convenient parking and expanded food to go options.” Stewart’s has been on a major rebuilding campaign, with two new stores opened recently in Elizabethtown and Schroon Lake. This year it also plans to rebuild stores in Lake Luzerne, Indian Lake and Port Henry. “This is part of our $75 million dollar investment to celebrate 75 years as Stewart’s Shops with investments planned for new shops, a plant expansion and acquisitions throughout 2020,” Komoroske said. ■

Jay residents “boo” proposed noise law By Tim Rowland STAFF WRITER

JAY | More than 150 residents of Jay shouted down a proposed noise ordinance last week, one they saw as an overblown response to an isolated problem that could conceivably threaten their livelihoods and way of life. Some brought along decibel-meter apps on their phone, and quipped that under the parameters of the law, the public meeting itself would have technically been illegal. Others feared that traditional Adirondackian life that includes chainsaws, generators, guns, motorcycles and bonfire parties could be curtailed by newcomers who retire to the Adirondacks to escape the din of city life. Town attorney Dan Manning said Jay has a noise ordinance on the books, but it is too vague to be enforced. The idea of tightening it up has been kicking around for several years, and appeared to be driven in particular by loud, late night parties at short-term rental properties in Ausable Acres. The resulting 14-page ordinance, filled with proposed activity restrictions and fines, was roundly panned by most if not all of the speakers, even those who favored a new law. On the other hand, some who spoke against the proposal said a scaled down version might be acceptable. Pete DeFina, president of the Ausable Acres Property Association said that, while the proposed ordinance “Is way over the top,” some form of regulation is needed due to the density of the Acres and the proliferation of Airbnbs. DeFina said there are 41 short-term rentals in the Acres, representing nearly half of the total number of Airbnbs in Jay. Residents of the Acres said when parties got loud they had called the police, who were “not interested” in investigating. Others said they would not feel comfortable walking into the middle of a raucous party where people had been drinking

Ahead of New York’s statewide March 1 plastic bag ban, the town of Plattsburgh collaborated with representatives from DEC Region 5 to distribute reusable bags to community partners at Town Hall. The “BYOBagNY” (Bring Your Own Bag New York) initiative focuses on low- and moderate-income New Yorkers who can be reached through the following participating partner agencies: Meals on Wheels, Plattsburgh Interfaith Food Shelf, Community Connection, North Country Association for the Visually Impaired, Plattsburgh Housing Authority & Ted K. Center, National Alliance on Mental Illness Champlain Valley, JCEO of Clinton and Franklin counties, Catholic Charities of Clinton and Essex County and others. United in uncertain times

Toilet paper shortages?? Nonsense!

To the Editor: Toilet paper shortages and more hand washing in the current coronavirus scare give us a very positive opportunity. Using water instead of toilet paper after bowel movements, is a more hygienic means of cleaning oneself. And of course thorough hand washing afterward is the obvious thing to do. I learned these things as a Peace Corps Volunteer in Iran and never looked back upon returning home. Sure, lots of “ughs” and “ickies” when I tell people, but who cares. It is a better way; and no better time than now to feel it out and make the switch from toilet paper to water. Giving this a try requires minimal change. All that is required is placement of an empty half gallon plastic juice or milk jug in the bathroom near the toilet filled with water. For further refinement there are specially made toilets that incorporate their own water dispensing methods, or “bidets” in other countries. I will always remember being at an international trade fair in Washington State roaming around with my wife and small children. They had spotted one of these toilets and came running back to me yelling, “Dad, dad, come with us, we’ve found the toilet for you!” — Larry Barns, Essex, NY ■

No one has a crystal ball, given these rapidly changing conditions. Obviously, the health of our population is of utmost importance as we venture into these uncharted waters. As of this moment, we know of no cases of COVID-19 infections in Essex County or Clinton County, New York, where we have offices, but we are trying to be proactive and think of these steps as an ounce of prevention. As of Sunday night, in consultation with our senior management team at The Sun and the Vermont Eagle, we’ve decided to move as many employees as possible to work from home. At the same time, we’ve decided to close our offices to the public to slow down unnecessary interaction in the hopes of preventing any infections. We ask our customers to call our office or use email if you need to communicate with us. If you must visit the office, please call the main switchboard at 518-873-6368 if you need a face-to-face meeting so that we can be sure the person you need to see is even available. With schools and other businesses in the area closed, our immediate thoughts are the communication needs of our readers and the economic health of our local businesses. At this point, we intend to keep the presses running and the website well populated. The events calendar has seen nearly every event, meeting, and scheduled program canceled. Since we won’t be covering many public or sporting events, we’ll focus on critical information to help you understand what’s taking place regionally. Articles on health care systems and the availability of important services like food or pharmacy deliveries, transportation, heating fuel, and other basic needs assuming many of you may choose to self-isolate. The actions we all take in the next few weeks are for the good of our neighbors, friends, and family who may be at great risk should this virus infect them. The greatest fear today is that we must slow down the rate of infection so as not to overburden what our health care systems can handle. Day by day, working together as we learn more about how we can defend against the virus, the stronger we become not just with COVID-19 but with all infectious illnesses. Godspeed and keep safe in the days ahead. ■

tion often obscures underlying facts. Labels can devolve into name-calling where one single word has the power to instill fear and division, devoid of any effort to understand. One divisive label is the word “socialist”. It is understandable why the label “Socialism” strikes fear in some. In a narrow context it describes a society in which government takes care of its citizens by controlling everything. The unsuccessful Communist experiment in the Soviet Union had the title, Socialist Republic. However, in its simplest sense “socialism” means prioritizing people’s needs; believing that when ordinary people do better, the whole country benefits. From the start, the United States has chosen many socialist programs: a national military for our common defense; VA benefits for our soldiers; free public K-12 education; an interstate highway system; and the care of our elderly with Medicare and Social Security. At the same time the United States success also lies in its values of democracy, human rights, personal freedoms and free enterprise. Our constitution was written for “we the people”. It guides us at the same time: to “secure the blessings of liberty to ourselves and our posterity” and to “promote the general welfare”. Because we sometimes choose socialist programs like national highways, education and care for our elderly it does not mean we are forfeiting our democracy or freedom. The beauty of a democracy is that we the people can choose what is important to us. Can we drop the labels and namecalling and discuss our choices as to what will make America stronger; whether it is to expand healthcare and education or to cut Social Security and Medicare. In the 30 or so years directly after WW2, the rich and corporations paid far more in taxes than today. The average CEO made about 30 times the money as the guy on the floor. However, in the last 50 years we’ve seen one tax cut after another that have favored the rich, and left everybody else waiting for that promised “trickle down.” In the last 50 years Mr. Safrany’s job creators have offered more opportunities for workers in Mexico, Japan, China, etc. Many of today’s largest corporations pay no taxes at all. Some CEO’s now make as much in one minute as some people make in an entire year of work. Our country was much better off in the 1950’s and 60’s when the economy worked more for everybody, instead of being so top heavy as it is today. That’s the kind of America I want! Lastly, Mr. Safrany seems to have a big problem with uneducated, easily manipulated, social justice activist, dependent poor people. He should offer some way to lift these people up, instead of putting them down. We can’t let people like Mr. Safrany scare us. We’re all in this together, no matter what he says. ELIZABETHTOWN | Essex County Public Health announced closure of programs and activities run for elders through the Office for the Aging. All senior meal sites, including lunch and dinnertime gatherings, are canceled, effective Monday, March 16. Senior meal sites will remain closed until further notice. This includes mealtime gatherings held every day, at various times, in AuSable Forks, Minerva, Crown Point, Moriah, Elizabethtown, Bloomingdale, Newcomb, Essex/ Willsboro, Schroon Lake, Keeseville, Lake Placid, Ticonderoga and Wilmington. “We are working to protect our vulnerable people from any potential exposure to illness,” Andrea Whitmarsh, public information officer at the public health office, told the Sun. These extra precautions are being taken to protect Essex County’s elder population from coronavirus flu, called COVID-19, which has been declared pandemic worldwide.

HOW THE NEW YORK SBDC IS RESPONDING It is important for our centers around New York to work in ways that help keep our clients and our staff as safe as possible and not contribute to the potential spread of the virus. And, to do this while helping small businesses respond to unprecedented challenges across our local and national economies. PLATTSBURGH | Effects of preparations for COVID-19, the condition resulting from this coronavirus, continue to ripple through the region as North Country communities adjust to what officials have called “the new normal”—limiting group interactions where possible. Gatherings of 50 or more individuals are currently discouraged by the CDC in order to minimize the potential of spreading the coronavirus throughout the region, though it has not yet been detected in Clinton County. Cases have been identified as close as in Vermont and Quebec, as well as in Saratoga County. With this news, North Country schools are going remote until April 19, with closures throughout the Champlain Valley Educational Services (CVES) BOCES system, including its 16 area districts, as well as at Seton Catholic.

PLATTSBURGH: “THE ONLY CITY IN OUR STATE WITHIN 100 MILES”

Local businesses and governments continue taking steps to anticipate detection of the virus, including shutting some operations down completely in the North Country’s most densely populated areas. The Mayor declared that the Crete Civic Center and Plattsburgh City Gym, commonly used event spaces, will be closed indefinitely, after declaring a local state of emergency in tandem with Village of Saranac Lake Mayor Clyde Rabideau. ”As the only city in our state within a hundred miles, the City of Plattsburgh has over six hundred times the population density of the rest of the county,” Mayor Colin Read said in a press announcement. “The city is the home of our regional hospital, seats of government, large houses of worship, our Crete Center, gyms and recreation centers, the university, and many bars, restaurants and other attractions.” “We must recognize our responsibility to do whatever we can to minimize congregation until we are confident the pandemic has passed. Clinton County is also exercising their authority to put prudent and timely policies in place, with our complete agreement, and the city shall too.” Clinton County declared a 30-day emergency starting March 15; in line with this, Town Supervisor

Michael Cashman has declared a “state of emergency” for the Town of Plattsburgh as well. Though decision-making occurs apart from the city, with agreement from the Board of Trustees, the Plattsburgh Public Library is closing its doors through the end of the month, while digital services remain available at plattsburghlib.org/. No late fees will occur during this time, and a Facebook group called “The Children’s Room @ Plattsburgh Public Library” is coordinated online with resources for parents and children.

Relying on seasonal tourism as a significant part of the area’s economic support system, hospitality is a prominent industry throughout Clinton County and surrounding counties. State-mandated for safety, half-capacity seating has been adopted at some restaurants throughout the area, such as Sip and Himalaya Restaurant in downtown Plattsburgh. The nearby Strand Center for the Arts will cancel or postpone shows in the theatre through Memorial Day Weekend, while arts classes are canceled or postponed through April 19. Many visitor and community events continue to follow suit, as individuals take seriously the state’s push for residents to self-isolate. Spring, in particular, is the busiest season for area maple producers who have been preparing for the state’s upcoming Maple Weekends, set to take place March 21-22 and March 28-29. Parker’s Family Maple Farm has announced it will be canceling events through these dates. The North Country Chamber of Commerce and Adirondack Coast Visitors Bureau will continue gathering information from tourism and small business partners throughout the area this week as they help develop new and creative ways to help businesses meet consumer needs during and beyond this time.

ELIZABETHTOWN |New York Gov. Andrew Cuomo and governors of Connecticut and New Jersey have closed inhouse seating for all bars, movie theaters, casinos, gyms and restaurants in the three neighboring states effective at 8 p.m. Monday, March 16. Restaurants and bars will be able to provide take-out or delivery food service in order to keep part of their operations running. Supermarkets and pharmacies will remain open. The stark and broad-range announcement was part of several regional steps Cuomo announce during his daily coronavirus update on Monday. The order continues until further notice. Cuomo, along with New Jersey Gov. Phil Murphy and Connecticut Gov. Ned Lamont coordinated a regional approach as a stop-gap measure, hoping it prevents residents from state-shopping. “New York is partnering with our neighboring states to implement a uniform standard that not only keeps our people safe but also prevents ‘state shopping’ where residents of one state travel to another and vice versa. I have called on the federal government to implement nationwide protocols, but in their absence, we are taking this on ourselves,” Cuomo said from Albany. Beyond restaurant, bar, gym, movie theatre and casino closure, the governors also set group gathering limits down to 50 people in accordance with guidance issued on Sunday from the Centers for Disease Control and Prevention. “Viruses don’t know borders,” Gov. Lamont said of the Tri-State decision. “CT, NY & NJ are taking a regional approach to reduce spread of COVID-19,” Lamont said via Twitter. Cuomo has requested that all police and law enforcement officers, local and state, and emergency medical service personnel be provided with masks and proper safety gear for every call. Schools throughout the North Country were closed with announcements on Sunday, but the governor said the 14 percent of schools that remained open elsewhere in the state would also close. State health officials and Cuomo’s COVID-19 team have asked New Yorkers to stay at home as much as possible, urging people to keep a safe distance of about 6 feet from others while in public. Cuomo asked local government agencies to reduce their workforce by 50 percent. SUNY/CUNY system moves all classes online after spring break Area colleges, universities making same decision, SLU, Syracuse, Middlebury By Kim Dedam STAFF WRITER

ELIZABETHTOWN |Many area colleges and universities have moved courses to distance learning after Spring Break. Decisions are being put in place to curtail spread of coronavirus as students begin travel plans for the break mid-March. The duration of online coursework varies from one college or university to the next. And individual college websites provide details regarding dormitory use and campus access.

SUNY/CUNY ONLINE THROUGH END OF SEMESTER

But on Tuesday afternoon, Gov. Andrew Cuomo (D) and Department of Health staff announced all SUNY and CUNY classes will be taught online starting after Spring Break. Distance learning will continue through the end of the semester. New York’s state colleges and universities will begin the online term March 19, but campuses will remain open and dorm rooms would be open for students who need to live on campus, such as foreign students. The governor said in a news conference Wednesday that it is likely that graduation ceremonies could be canceled across the SUNY/CUNY system, as well. But final decisions for the large graduation gatherings are forthcoming. SUNY Student Assembly announced their support of Cuomo’s action. “Guaranteeing the health and safety of the State University of New York’s students, faculty and staff is rightfully Governor Cuomo’s priority. University administrators at SUNY Plattsburgh announced Wednesday that classes will move to distance learning modes beginning after spring break. In the announcement made online, the university advised students to “please prepare accordingly and take with you any information or books needed for classes. Tools have been developed so students can complete coursework off-campus.” The decision is made as a precaution under the direction of the state and public health authorities, the announcement said. “There are no cases of coronavirus (COVID19) on campus,” the announcement said. “While there will be no on-campus classes for students to attend, Campus Housing and Community Living will remain open and students are allowed to stay on campus for the distance learning time.” SUNY Plattsburgh has suspended all university-related travel outside of the U.S. and Canada, and encouraged students to rethink foreign trips. “We strongly discourage individuals in the campus community from travelling overseas at all, as levels and risk designations can change at any time. At Syracuse University, students on break will remain at home through “at least” March 30. The statement issued Tuesday from Syracuse University administration said: “Beginning at the end of the academic day on Friday, March 13, and through at least March 30, Syracuse University will transition from residential to online instruction and/or other alternative (non-residential) modalities at all of its U.S.-based locations. This includes centers New York City and Washington, DC. On March 23, the Syracuse University Center in Los Angeles will move to online instruction through the end of the semester. “Effective immediately, the University will implement on-campus social distancing protocols: Schools, colleges and units will cancel, postpone or conduct virtually (online) any planned event where attendance will exceed 50 individuals. Residential classes of 50 or more are an exception through the end of the academic day on Friday, March 13. “While residential (in-person) instruction will be suspended as of the end of the academic day on Friday, March 13, the University will otherwise remain open for normal

Middlebury College President Laurie Patton said will begin spring break this Friday, March 13, after classes end, which is one week earlier than scheduled. “This will be a two-week break to prepare for classes resuming—remotely—on Monday, March 30. Students who have underlying health issues or who may be immuno-compromised are permitted to leave when they are ready, before Friday. “Following spring break, students who can will be expected to remain at home and not return to campus until further notice. We will re-evaluate this new policy in the first two weeks of April. All courses will be held remotely through digital means. “While we will require most students to leave campus, we know that some students cannot go home for spring break and will need to remain on campus for the rest of the semester. Preparedness assessment shows strengths in Essex County DHSES team uses data to drive state readiness, grant awards

The emergency readiness assessment process in New York is data driven, the first of its kind in the nation. Data from every county is coordinated with state resource overlays to help determine where best to provide grant and/ or training support, highlighting areas of strength and need. According to the DHSES leadership team, other states, such as Colorado, have considered using New York’s assessment system as a model. During its review process, “DHSES captures both quantitative and qualitative information related to local risk and capability levels. That insight is then used to help inform decision making. “DHSES also employs data visualization techniques to better identify (preparedness) trends and analyze the information against other open-source data,” including statewide and federal numbers. Rather than giving each county a final “grade,” the data then drives how New York coordinates resources. ■

ELIZABETHTOWN |A team from the New York Department of Homeland Security and Emergency Services (DHSES) conducted an on site assessment last week of Essex County emergency readiness. Reviewed every three years, the County Emergency Preparedness Assessment (CEPA) brought together stakeholders from over a dozen public safety sectors, including Public Health, Department of Transportation, Emergency Services, State Police, the Sheriff’s Department, the American Red Cross, county Information Technology staff and the Department of Environmental Conservation. The training room at the Public Safety Building was nearly full. And review marked progress with excellence in several areas. Of critical capabilities, Essex County noted improvement in Cyber Security, Mass Care and Sheltering, Transportation, Mitigation, the county Hazardous Materials (HazMat) team, interoperability, and in Emergency Medical Services Operations, among others. Law enforcement Response Operations were also found highly effective here, given coordination and redundant radio systems that share a central office in Lewis.

RISKS AND STRENGTHS

Areas of risk in Essex County remain focused on weather events, primarily impacts of flood and wind-related natural disaster. County officials cited numerous incidents they have faced in recent years, finding coordination and interoperability keys to success. Challenges here include lower numbers of volunteers for EMS and firefighting services. According to DHSES, that is an ongoing concern throughout New York. A priority in Essex County is improving preparedness for

an aging population. A Health Emergency Preparedness Coalition (HEPC) in Essex County is a joint project involving personnel from the Public Health Department, area hospitals, home health agencies and nursing homes. The discussion last week reviewed protocols in place to contact and check on elderly and infirm in any disaster event.

RURAL INFRASTRUCTURE CHALLENGES

Essex County utilizes the state alert system to activate public safety information to the public. Emergency Services Director Don Jaquish pointed to infrastructure as a real problem here, where many people live in low population, rural mountain areas. Antiquated telephone lines in some regions have left people without land-line services for months at a time, he said. And that problem is made worse by lack of cellular telephone service or broadband internet access.

Battle event plans underway; new non-profit emerges For clarification, however, DuBrey explained that in 2021 a new 501c(3) board will be taking over planning and managing the annual commemoration. The new non-profit group, recently confirmed as “1814 Commemoration, Inc.” by member Tom Donahue, will be taking charge of the event mostly due to fundraising restrictions placed on the city. According to DuBrey, the city was not responsible for planning the annual Battle of Plattsburgh event until 2016; it had previously been overseen by the Battle of Plattsburgh Association since the bicentennial event in 2014. Donahue, who says his involvement with the Battle of Plattsburgh event has been ongoing since the bicentennial, hopes the new group and change in leadership will encourage a range of museums, sponsors and volunteers to participate in the tradition from throughout the Clinton County area. “Plattsburgh isn’t the only place where battles occurred during the War of 1812,” he said. “Troops were located as far down as Peru, and skirmishes happened over near Culver Hill in Beekmantown—then the action moved to Halsey Corners in Plattsburgh.”

PLATTSBURGH | Public concerns appeared online recently regarding the future of the annual Battle of Plattsburgh Commemoration. The event traditionally takes place primarily in the city of Plattsburgh and on Lake Champlain each September. The four-day-long event pays tribute to the area’s historically significant War of 1812 battle through a popular series of events anticipated by both locals and area visitors. Scott “Skippy” DuBrey, recreation leader at the city of Plattsburgh, said the city fully intends to continue its support of and participation in this year’s Battle of Plattsburgh commemoration, Mayor’s Cup and other events.

It is the city municipality’s position, according to DuBrey, that the 1814 Commemoration, Inc. board will be in a better place than the city to gather increased financial support to plan and promote the Battle of Plattsburgh event going forward. Addressing any comments on event-related parking in the downtown area, DuBrey said, “city staff, community stakeholders and members of the Plattsburgh Parking Advisory Committee have spent the past 18 months studying and discussing the city’s downtown parking system in anticipation of the redevelopment of the Durkee Street parking lot.” The lot in question remains a point of contention in the Downtown Revitalization Initiative (DRI) project among a portion of the public who, at the city’s various open meetings, has expressed concern over the amount of parking that will be available should the multi-story Prime Plattsburgh LLC building and parking lot construction move forward as currently planned. “A data-driven parking replacement and management system has been created that will compensate for the reduction in public parking resulting from the development of the

Historic Saranac Lake has made major progress in its work to restore and rehabilitate the Trudeau Building on Main Street. Initial drawings suggest a cure porch on the second floor, and museum layout indicates possible space for history rooms, including a historic doctor’s office and a room to tell the story of Saranac Lake Winter Carnival.

SARANAC LAKE |Historic Saranac Lake (HSL) has initial drawings for restoration of the Trudeau Building exterior and interior museum space. Progress in the first few months of 2020 also selected a lead architect for the project, an extensive process to restore Dr. Edward Livingston Trudeau’s original home and offices.

The Saranac boys varsity basketball team was schedule to play Schalmont in the Class B regional finals March. 13, a game which was postponed indefinitely due to Coronavirus pandemic precautions. NYSPHSA A has stated it is hopeful to be able to compete the winter championships in the future.

By Thursday, all winter sports events had been postponed, and starting this week fields and gyms had gone silent as the Coronavirus (COVID-19) outbreak and subsequent actions led to school closings throughout New York State.

WINTER PLAYOFFS ‘POSTPONED’

With every major professional sporting league in the United States halting operations due to the pandemic, New York State Public High School Athletic Association decided to do the same with their playoffs March 12.

Over the weekend, school districts throughout the state opted to close their doors to students through at least April 19, with the spring sports season barely a week old. The Section VII season was scheduled to begin with a Plattsburgh High boys lacrosse game Mach 28, while baseball was scheduled to open with Lake Placid at Crown Point March 31; a full set of CVAC softball games April 1; and other sports following spring break on April 20 (golf) and April 21 (track and field). “These are uncharted waters,” said Section VII executive director Matt Walentuk. With teams required to hold between six and 10 practices, depending on the sport, before playing a game, it is likely all seasons will have to be pushed back.

While NYSPHSAA was trying to hold events either without fans or as-is earlier in the week, the Beekmantown boys and girls varsity bowling teams had already opted to not participate in the NYSPHSAA bowling tournament last weekend prior to the state’s announcement. “Known safeguards like postponing the competition until another time when communities know more have not been implemented upon request,” said school superintendent Dan Mannix. “This is a major concern as safety comes before competition. This approach concerns and

This could result in our students, families and our most vulnerable in the community being negatively impacted when players, coaches and spectators return home. With this lack of safety oversight, we will not be competing.” Mannix added he felt Beekmantown had been “the strongest advocates for state action on this issue,” and that the school, “will continue taking precautionary measures to protect our school community and to reduce any potential burden on our local health care systems.” ■

The Bobcats started the fourth quarter on a 10-2 run for a 36-27 lead, but the Larries were able to find their touch from outside as well as grab key offensive rebounds, something they were also able to do early in the game. “We did not do a good job keeping the lead,” said Bobcat head coach Dennis LaBarge. “They made a few adjustments which allowed Marissa Mclean to get some boards on their offensive glass. They also got some breaks on shots that rimmed around and in where we

missed some free throws.” Kira LaBarge led the Bobcats on the inside, scoring 20 points to go with five rebounds and an assist. Alexis Belrose faced tough pressure throughout the game at the point, finishing with 12 points to go with three rebounds and four assists. Isabella Gilmore scored all five of her points in the second half, while grabbing five of her six rebounds in the second 16 minutes. Mackenna LaBarge added four points, two rebounds, two assists and a steal; while Abby Peryea scored one point from the free throw line. Brynne Gilmore ended the game with six rebounds, four assists and two steals, with Anna Brown grabbing three rebounds to go with two assists and a steal. “We had a very good year,” said coach LaBarge. “We won the division title and were two points away from going to the regional finals.” ■
