6.1 A New Recycling Program

A New Recycling Program
As the United States continues to increase its waste output, municipalities must explore more efficient systems to manage it.73 Blue Island will partner with Lakeshore Recycling Services (LRS) to develop a new recycling program that is more robust and innovative. This recycling program will make energy efficient structures more accessible, which reduces energy consumption.
The renegotiation will add the following to Blue Island’s recycling program:
• Retrofit Waste
Management Program • Organic Waste Collection
Program • Zero Waste Disposal Bins
Therefore, such a program is of value not just for Blue Island, but also for LRS. The program’s success can lead to LRS expanding its service options in other municipalities. This program will be unique to LRS and the region; Blue Island can therefore seek a unique partnership with LRS to limit service cost increases. For example, LRS can provide select services in-kind.
6.1.1 Retrofit Waste Management Program
LRS will provide collection receptacles for active weatherization projects as awarded by the BIGH Project (see Section 3) to separate construction materials. This is modeled after a similar effort in Evanston, IL.74 The receptacles will be temporarily available at project sites determined by the energy assessor involved with the BIGH project. Upon completion of the weatherization project, LRS will deliver these materials to a sheltered area of the Public Works Facility at 3153 Wireton Road. Public Works personnel will inventory these materials and provide this information to the energy assessor and the Community Development Manager.
6.1.2 Organic Waste Collection Program
LRS will introduce an organic waste collection program to Blue Islanders that live in the study area. This program will be a pilot program for Blue Island and LRS and will take advantage of the aerobic digester that LRS is already operating.
