Party Chairman’s Message Lord Morrow of Clogher Valley Let me take this opportunity to welcome you to the Annual DUP Conference.

This weekend is the focal point of our Party calendar and it is encouraging to see so many members, supporters, sponsors and exhibitors joining with us, many for the first time.

The Protocol continues to cast a dark shadow over our politics. It is the reason Stormont is not functioning.

Public services are being pushed to breaking point by the Treasury’s failure to provide proper funding and fair pay.

All of these problems can only be resolved if Northern Ireland’s place in the United Kingdom is restored and Stormont has the right political and financial foundations to meet the needs of our people.

To the despair of our opponents, the DUP’s stand on these critical issues has not wavered since the local government elections.

Back in May, we received a renewed mandate for our principled action.

2023 has also been a year of change amongst our elected representatives. We have said goodbye to some Councillors and MLAs who have now handed the baton on to new voices in the communities they represent. We thank each of them for their service.

As always, our focus is firmly fixed on the next electoral test. The General Election is

potentially just around the corner and as a Party we must rise to that challenge. Conference is an opportunity to make our case, not just in the here and now, but for the future. We have a positive vision for Northern Ireland stronger and more prosperous within the United Kingdom.

I would encourage you to play your part throughout the day.

In particular, make sure to have your voice heard in our breakout sessions.

Leader’s Message It has been a huge honour to serve as your Party Leader. As we meet together, I want to thank you for your continued support and assure you all that I will never take your trust or your labours for granted.

Much has happened since our last Annual Conference.

We successfully fought the Local Government Elections, maintaining our position despite a full-frontal assault by our opponents and a resurgent nationalist turnout. In May we also marked the Coronation of His Majesty Charles III and I know many of you were integral to planning the vibrant celebrations held right across our community.

While there has been change nationally, the political challenges facing our Party and Northern Ireland remain the TH E L I O N S R OAR - CO NFE R E NCE 2 0 2 3

same. The continued imposition of barriers to trade between Great Britain and Northern Ireland has weakened our place in the United Kingdom and diluted the rights of British citizens living in our Province. As a result, there is no basis at this time for restoring the devolved institutions on a stable or sustainable basis.

That is not to say there has been no progress at all. Over the course of the last twelve months, we have held our nerve and remained firm in our conviction that there can be

no return to Stormont without political arrangements that both unionists and nationalists can support. In fact, it is others who have moved significantly toward our position. The Windsor Framework was agreed between the EU and UK back in February and it represents significant progress toward addressing Unionism’s concerns. We were told that change was not only unnecessary but impossible.

Yet that is exactly what has been achieved through our principled action to bring matters to a head. To paraphrase one former US President when the Protocol’s cheerleaders failed to see the light, the action of this Party made them feel the heat.

However, we have been clear that the present arrangements do not go far enough. We need to see Northern Ireland’s place in the UK internal market properly restored and for that to be protected in UK law.

Trade between, and destined for, different parts of the United Kingdom should not be subject to EU diktats. That is ultimately what is at the heart of Article 6 of the Act of Union. As a Party we have been frank with the Government that they need to finish the job and address the outstanding issues in areas like the green lane and the operation of the Stormont brake.

The theme of our conference this year is ‘Together, we will succeed.’ That has many

dimensions and throughout the course of the day you will hear more about our vision and what it means for our Party, for Unionism and for the future of Northern Ireland.

However, it is safe to say that the DUP works best when we work

as a team. What will be achieved for us will also be achieved by us. The same goes for Unionism. Only by facing down our opponents and building a simple, modern and inclusive Unionism will we win the battle for the hearts and minds of future heirs to the Union.

I also want to be clear that this Party will stand on its own two feet in the coming weeks.

Important and difficult decisions will have to be taken that have consequences well into the future. Of course our aim is to brings others with us but make no mistake - we will do what we believe is right in the economic and constitutional interests of Northern Ireland as an integral part of the United Kingdom.

Whilst in 1985 and 1998 this Party was helpless to determine our future, that power now lies in our own hands in 2023. My predecessors worked hard to re-negotiate and restore devolution in 2006 and 2007 because we believed it was better to bring decisionmaking closer to the people.

I want to do that again. No matter how difficult politics has been, devolved government has allowed Northern Ireland to prosper.

However, this cannot happen on the basis of one tradition dominating another. Devolution without the principle of crosscommunity consent is a recipe for division and endless instability. The restoration of devolution at Stormont without the financial firepower to meet the needs of our people and our public services would set us on a path of failure before we have even begun. All of these pieces of the jigsaw are important.

They are interlocking and interdependent.

Only this Party has the grit and determination to do what is required. We are the only Party with a record of delivery at Westminster – as you will see in our panels today.

Therefore, as we look ahead to a crucial General Election, let’s be optimistic. Let’s stand together. May we be able to go to doorsteps and look voters in the eye in the knowledge that everything we have done, and will do, has been with their long-

term interests and the interests of our precious Union at heart.

Finally, I want to acknowledge all those who have put their shoulder to the wheel to ensure Conference runs smoothly. Most of all thank you for coming and I look forward to seeing you over the course of the day.

Deputy Leader’s Message I always look forward to our Annual Conference. It is a fantastic opportunity to catch up with friends and colleagues, build for the future and present our vision for a peaceful and prosperous Northern Ireland secure within the United Kingdom.

This year marks my first Conference as Deputy Leader and it is hard to believe that four months have passed since I was entrusted with this role. In that time I have been richly encouraged by the many messages of prayerful and practical support from Party members and supporters the length and breadth of our Province.

To each and every one I say, sincerely, thank you.

With leadership comes responsibility. First and foremost I am here to serve you. Our Party can only deliver on its objectives of restoring the Union and building a stable and more prosperous Northern Ireland with the support of its membership.

Your concerns must be front and centre and everyone deserves to have a voice. That’s why over the course of today, I will be aiming to speak to as many of you as possible. So please don’t be a stranger.

The next few months will be the acid test of this Party’s resolve.

Despite the NIO using every tool in the political playbook to bully the DUP into abandoning its principled Protocol stance, ushering in a premature return to devolution, we have held firm. It has never been in our DNA to be brow-beaten. We will not be cajoled into accepting arrangements that are damaging to the long-term interests of

Northern Ireland and our place in the Union.

There is likely to be a General Election in 2024, perhaps even as early as the Spring.

It will be contested on new boundaries and in a number of constituencies voters will face a choice between backing the DUP

or returning an abstentionist or irrelevant MP. There can be no repeat of the vote-splintering that resulted in lost seats and lost influence for Unionism in the last two elections. It’s time to stop the rut. All unionist parties must demonstrate that their commitment to practical THE LIONS ROA R - CON F EREN C E 2023

cooperation extends beyond just warm words.

As a Party, we need to be battle ready. It is not enough to stand our ground. We must press forward. Only the DUP has the record and experience of delivering for our communities at Westminster. Over the course of the past four years, we have opposed the implementation of barriers to trade between Great Britain and Northern Ireland and resisted the Government’s decision to overreach into devolved matters by imposing radical abortion, RSE and language legislation on our communities. We also held the line against appalling plans to grant a Troubles amnesty to terrorists.

Making our case in the USA In 2023 the party has sought with renewed vigour to bring balance to the perceptions of Northern Ireland and our politics from those beyond our own shores. There will be a spectrum of views on the benefits and drawbacks of US involvement in our affairs, often cynicism reigns, but it is undeniable that the influence of the US matters. It is the source of much of the foreign direct investment that has helped sustain our economy, and brought quality jobs and opportunities for our young people. It is evident that they influence decision making in London in particular, regardless of whether we think they should. On that basis it is vital we engage, not only to promote opportunities available in Northern Ireland but also to advocate for Unionism. We cannot allow the Sinn Fein narrative to go unchallenged. As they tour the US sowing republican propaganda, we need to be present.

As the DUP spokesperson on relations with the US I have been engaging with a range of US contacts across business, politics and academia to ensure our voice is heard.

This has seen me take part in events in the US, but also meet with a range of individuals and groups visiting Northern Ireland. Most recently I travelled to Boston, Massachusetts, in late September as the Edward

Kennedy Institute hosted an event marking 25 years of the Belfast Agreement. While all 5 main parties were represented I was the only one able and willing to speak in defence of those who voted against the Belfast Agreement, to dispel the implied narrative that those who voted no were content or supportive of paramilitary violence, but rather the opposite - they valued justice, cared for

victims, and believed that victim makers should neither walk free or avoid meaningful prosecution.

Unlike others, the DUP’s support for justice was never in doubt, and started long before opposition to the recent Legacy Bill. In a wonderful venue, a full scale replica of the US Senate Chamber, I was the only Unionist voice willing to articulate that, under the yoke of Protocol and Windsor Framework, Unionists

were being asked to tolerate something that would never be tolerated by Massachusetts, Hawaii or Alaska in terms of obstructions to trade within their own country. While we spoke for Unionist concerns, the UUP sought only to join with the other parties in criticising the DUP for our stand.

The short visit also presented the opportunity to engage with businesses and academics from MIT and UMass who are keen to work with partners in Northern Ireland, in some case building on existing projects and relationships. In an opening keynote US Trade Envoy Joe Kennedy appealed to those business representatives in attendance to join him on his upcoming trade mission in October to see what Northern

Ireland had to offer. It is certainly true that many parts of the Irish American diaspora have a romantic, green-tinted view of politics here - but while that is borne out of generations of Irish emigration, it will ever be the same unless Unionism is consistent, regular and deliberate in ensuring our voice is heard in the United States.

There are those with whom we share common bonds, yes in the history and heritage of the Scots-Irish pioneers, but also in shared values and principles.

Sinn Fein meanwhile have long courted US enemies from Hamas to FARC, Russia to Cuba. Many

others in the US seek not to take a side, but simply wish to help Northern Ireland prosper. We should neither fool ourselves that American influence does not matter, for it has, nor assume that it is barren ground for Unionism.

Instead we must endeavour to ensure the DUP as the leaders of Unionism are taking our message and representing our people well, wherever that is required of us.

South Antrim DUP fundraiser for Autism NI DUP South Antrim MP Paul Girvan and MLA Pam Cameron buckled up and completed the River Rapid Zipline Challenge at Colin Glen Forest Park on 1 September in aid of the vital work of Autism NI. In the last Assembly term, Pam spearheaded a Private Member’s Bill to strengthen support for those with autism and their families. This will: • Strengthen the Autism Strategy • Increase training opportunities,

• Create an autism information service • Provide for an ‘Autism Reviewer’ • Establish a region-wide Early Intervention Service, ending the postcode lottery on services.

Saying thanks The Party held a special lunch on 22 September to recognise the service of DUP Councillors who recently retired or were unsuccessful in May’s local government elections. ORANGE MARTYRS Mairtírigh Oráisteacha is a poetic commemoration, in haiku form, of the 342 members of the Orange Order who were murdered in the Troubles. It is also a gesture of solidarity with those who were bereaved, injured and / or traumatised. It includes a Preface by victims’ advocate Mr Sammy Heenan.

It is one of a series of works which Ciarán has written commemorating the victims of over 23 atrocities in Northern Ireland, the Republic of Ireland, Britain and further a-field. These other works will be published in due course.

A haiku is a 3-verse poem of 17 syllables in the form: 5+7+5.

Each haiku, in this collection, tries to capture the essence of

the victim and / or the event. The work is a gesture of atonement and reclamation.

Media Training During August, nearly 40 of our Councillors participated in media training provided by the Party. Each of the half-day sessions included three or four representatives and were led by a former broadcast journalist.

Spotlight on delivery - tackling problem gambling 2023 marks 5 years of the scheme known as Gamstop. This was a DUP policy, first raised by Lord Browne of Belmont in the House of Lords in 2014. It is designed to help gamblers exclude themselves from online gambling sites and was introduced across the United Kingdom.

The training commenced with theory on the Do’s and Don’ts of broadcast interviews, including coping with unexpected questions and dealing with nerves. Each representative then took part in interview practice on a topic of their choice before receiving tips on areas for improvement.

All participants had the opportunity to provide anonymous feedback and it was judged to be very useful by everyone who has taken part. The Party is keen to look into other opportunities for training and development for elected representatives and members. If there are any areas that you think may be of benefit, then please get in touch.

In the first five years of its operation, the Gamstop initiative has allowed over 400,000 people to exclude themselves from all licensed online gambling in Great Britain and in Northern Ireland.

Conference Charity Air Ambulance Northern Ireland is a local charity that works in partnership with the Northern Ireland Ambulance Service to provide the Helicopter Emergency Medical Service (HEMS) for Northern Ireland.

The HEMS team attend patients who are critically ill or injured, bringing emergency pre-hospital care direct to the casualty with the aim of saving lives, brains and limbs.

The medical team are tasked twice per day on average.

Whether that is as a result of a major road traffic collision, farm or workplace accident, sport and leisure incident or a serious medical emergency.

The HEMS crew are on duty 365 days a year for you and your loved ones, should the worst happen. Since it’s inception in July 2017 until July 2023 HEMS has been tasked 3,718 times. When tasked the crew are airborne within minutes. They travel direct to the patient at an average speed of 180mph meaning they can reach anywhere in Northern Ireland in twenty-five minutes.

The service aims to deliver these specialist interventions to patients as soon as possible and transport patients to the most appropriate hospital required for their ongoing care.

As a local charity, Air Ambulance NI aspires to raise £2.5million each year to maintain and sustain this service which equates to

£6,850 a day so public donations are crucial.

Kerry Anderson Head of Fundraising at Air Ambulance NI said: “We wouldn’t be where we are today without the generosity of local communities, businesses and individuals. Each time the helicopter lifts off we are aware that someone is in great need and that, thanks to the support of people locally, the HEMS team can offer the best chance of saving a life.”

Glenn O’Rorke HEMS Operational Lead said: “Patients are at the centre of everything we do and we strive to ensure the best possible outcome for each person who finds themselves in a life or limb threatening condition. The aim of this service is to ensure patients, who are critically injured or ill, receive optimal care before they reach hospital.”

On scene, the HEMS doctor and paramedic team can deliver interventions including advanced pain relief, sedation to allow manipulation of fractured limbs,

PATIENT STORY On the 15th August 2020, Martin Poll from Annacloy was on his motorcycle at a bend in the road between Hillsborough and Ballynahinch, when the worst happened. Martin’s bike crashed, causing him to be thrown from it into the middle of the road.

When recalling the moment, he said ‘I remember only lying in the middle of the road and the sound of the helicopter flying overhead.’ Unbeknown to him the air ambulance helicopter had been called to Martin’s aid.

After arriving on scene, the Helicopter Emergency Medical Service (HEMS) team alongside Northern Ireland Ambulance Service (NIAS) road crews assessed Martin and administered much needed pain relief as he was in a significant amount of pain. He had suffered serious injuries including a broken pelvis, a punctured lung, broken shoulder blade as well as shattering several of his ribs.

Martin reflects on his accident commenting, “When the HEMS team arrived on scene, I felt an overwhelming sense of relief just knowing I was in good hands. I remember feeling I could completely put myself into their hands that day, letting them do whatever was necessary at that traumatic time.” Martin was taken to the Royal Victoria Hospital in Belfast where he spent some time in the High Dependency Unit before going for surgery.

to base, he reached out to the charity to join their ‘Club AANI’ – the charities club membership for anyone who would like to be part of the journey and support in this unique way. Previously having supported AANI on

charity runs, Martin explains “I recently joined the club because I believe the team that attended my motorcycle accident had a big part to play in being the reason I’ve recovered enough to lead a fairly normal life.”

It has been a long two-year recovery for Martin which involved a lot of rehabilitation, including the complex repair of his shattered ribs. Martin is now back on his bike after much deliberated thought and enjoying rides again.

The Union will endure Opinion polls are only a snapshot in time but when the same answer to a question is given over and over again, the results should not be ignored. Back in July, Amárach Research found that the number of people in the Republic of Ireland who think there will be a so-called united Ireland in the next 10 years had rapidly declined. Similarly, last December pollsters found that the electorate Northern Ireland would vote decisively to remain in the United Kingdom.

Whilst it is only the vote cast in the ballot box that matters, we can take great encouragement that there remains widespread support for Northern Ireland’s position in the United Kingdom. Sometimes we can become disheartened with the state of politics, the actions of the Government and even the divisions within the Unionist family. However it is important

to remember that the Union has endured a World War and decades of terrorism - it will overcome current challenges as well.

Yes, the Protocol has undoubtedly damaged Northern Ireland’s place in the United Kingdom and we must continue to resist the imposition of barriers East-West.

However those in the nationalist

community who regard the Protocol as the first nail in the coffin of our United Kingdom are badly mistaken. For Sinn Fein and the SDLP, ‘special status’ was not about protecting the Belfast Agreement or retaining links with the EU. It was a political project with the aim of weakening Northern Ireland’s position within the United Kingdom. In truth, however, this campaign has only THE LIONS ROA R - CON F EREN C E 2023

served to strengthen the resolve of the Unionist community. There has been a recalibration within the Unionist mindset to defend and promote our interests.

The NHS remains the jewel in the crown of the Union and whilst we are focused on transforming services and outcomes, the present model outmatches anything that is either currently in place in the Irish Republic or envisaged as part of a border poll. 49% of the population governed by Dublin have voluntary health insurance, almost five times the proportion in the UK. There is no appetite for either households in Northern Ireland to pay more or for the status of our many thousands of NHS workers to be placed into limbo.

Of course this doesn’t mean Unionism should be slow in putting forward our case.

The ties between our Province and those on the continent are vastly eclipsed by our bonds with Great Britain. Northern Ireland benefits immensely from being part of the world’s sixth largest economy. Our citizens have access to health care free at the point of need.

We have a shared history and shared heritage with our fellow citizens in England, Scotland and Wales, underpinned by the focal point, our Royal Family, and widespread support for the Armed Forces.

Anyone who thinks this relationship can be simply uprooted, let alone uprooted overnight, is living in a fool’s paradise. It seems Sinn Fein have even had a reality check.

Last month, they published ‘Alternative Budget for Health 2024’ which would still see people in the Republic of Ireland having to pay to attend a minor

Some believe we should rush into discussions about a ‘New Ireland’ in order to ensure Unionism’s interests are respected at a hypothetical point in time in the future.

That sort of attitude is used by republicans to propagate a false narrative of inevitability.

And it ignores the body of evidence. The recent proliferation of pro-IRA chanting in the Irish Republic should dispel any notion that unionist culture, heritage or the basic needs of innocent victims would be given their place. Add to this the fact that there are fewer members of the Dáil today from religious minorities than there were 30 years ago and it is clear that

That is why we are pressing for the restoration of Northern Ireland’s place in the United Kingdom internal market - so consumers and businesses can continue to benefit from access to their largest and most important market. Not because the Union is in immediate peril - but because our cause is served by solid foundations for our economy. It is why we are pressing for reform of our funding arrangements - so future public services in Northern Ireland can meet the rising needs of our people and protect the most vulnerable.

History tells us our place in the Union will endure, even in the worst of times. The challenge for us is to ensure that when we finally emerge from the current political stalemate the DUP is ready and willing to go that extra mile to use the strong foundations we have fought for to make further strides in the interests of making Northern Ireland more prosperous and stable within the United Kingdom.

Standing with Gibraltar In September, along with the Party Leader Sir Jeffrey Donaldson, and a cross-party group of MPs, Lords and representatives of British Overseas Territories, I attended Gibraltar National Day, showing solidarity and support with the Gibraltarians. It was my first visit to the Rock, and the first time Gibraltar National Day celebrations had taken place since the Covid pandemic.

At the centre of the Gibraltar National Day celebrations is the midday rally, in the main town square of Gibraltar, held annually to commemorate the referendum held in 1967, in which Gibraltarians voted to remain linked with the UK, rather than become part of Spain, by a margin of more than 99-1.

Spain retaliated by closing the border for more than 12 years, trying to isolate and economically strangle Gibraltar into submission, but the local residents held firm, and continue to do so to this day. The annual rally is intended to send a

clear message to Spain of both continued local feeling, and the determination that Gibraltar should remain forever British.

The rally itself is an impressive occasion, which needs to be experienced to be believed, part family festival and part political rally, addressing a sea of people all dressed in the Gibraltarian colours of red and white.

This is in a territory where the population is only half as large as the City of Bangor.

As Ulstermen, we felt a natural affinity and identification with the local Gibraltarians. They are resolutely loyal and determined THE LIONS ROA R - CON F EREN C E 2023

to stay British. They are focused on maintaining their rights of self-determination and British sovereignty. They see their place as part of a wider sense of Britishness, which stretches beyond the confines of the geographical British Isles to all four corners of the earth. All of this is against the backdrop of a frequently politically hostile neighbour, who seeks to impose their rule and influence over the heads of the local people. There is much to empathise with, and stand in solidarity.

The visit also included several meetings with the Chief Minister, the Deputy Chief Minister, local business people and trade unionists. Negotiations on post Brexit arrangements are dominating the political agenda, with an electorally and politically volatile Spain using the EU to do their bidding, often against the interests of the neighbouring local Spanish regions, turning the political temperature up and down at different stages of the negotiation. There have been several attempts to reintroduce issues around sovereignty into the talks. While the Gibraltar Government have a much greater direct role in the talks, Spanish intransigence and the danger of the UK Government pandering to the EU against the needs of the local people, remain concerns that I believe they must be vigilant and resistant about.

What shone through however, from whatever section of society in Gibraltar that we met, was a steely determination, that while reaching an agreement was preferable, there was an absolute resolve not to concede any issue around British sovereignty.

Fundraising Fundraising is a key element for all our Branches and Associations and will be even more important as we look ahead to fighting the forthcoming General Election. However, these events aren’t just about raising extra finance. They can be important social events which help bring new people into contact with the party and encourage them to join our ranks.

NEWRY & ARMAGH DUP ‘STEAK & DESSERT NIGHT’ The Newry & Armagh DUP Association held a very popular ‘Steak & Dessert Night’ at Marlacoo Orange Hall on Friday 22 September. Over 80 people were in attendance and Alderman Gareth Wilson proved to be a dab hand behind the BBQ! There was musical entertainment provided by Mid-Armagh Community Network - an Ulster-Scots cultural community group established in June 1998 to preserve and promote this heritage in Markethill town and the surrounding area. MACN run very successful Ulster-Scots fiddle classes under the guidance of Keith Lyttle. An auction also raised vital funds for future campaigns. The climax of the night was a rousing speech by Lord Dodds of Duncairn who gave members and supporters an update on the Party’s opposition to the Protocol and legacy legislation at Parliament.

OMAGH AND FAIRYWATER DUP BREAKFAST The DUP’s Omagh and Fairywater Branch held their annual fundraising breakfast in Mountjoy Orange Hall on Saturday 23 September. Upper Bann MP Carla Lockhart was the guest speaker and her remarks on the political situation and her work in Parliament were warmed received by the Party faithful. A hearty breakfast was provided by Forest View Catering and was enjoyed by all.

Sinn Fein’s double standards In recent times, national broadcasters, journalists, authors, politicians, and newspapers have all been in the firing line of libel action by Sinn Fein. So much so that the Index on Censorship, a UK-based watchdog, has filed media freedom alerts to the Council of Europe.

Taking legal action is often expensive and there is no guarantee you will be successful but Sinn Fein with millions being inherited and raised across the world has deep pockets and is willing to go after people who they know don’t have pockets with similar depth.

Sinn Fein are now using lawfare as another string in their bow of re-writing history.

Such is their relentless use of legal threats, that some people are now thinking twice about speaking truth about Sinn Fein and the IRA. Of course it is not unusual for republicans to speak out of both sides of their mouth when it comes to human rights.

• Sinn Fein lambast the Government’s for its amnesty - but they were quite happy for IRA terrorists to benefit from the hundreds of royal pardons exercised between 1979 and 2002.

• They claim to give unequivocal support for law and order – yet the ruling by Mr Justice Scoffield found that unlawful policing decisions were taken to appease Sinn Fein’s concerns.

• They say everyone should be equal under the law - yet thousands turned out for the funeral of Bobby Storey in West Belfast despite Covid restrictions.

• They say every victim and every family deserves justice - but senior Sinn Fein representatives consistently attend commemorations which glorify IRA terrorism.

Sinn Fein self-styles itself as a ‘progressive’ party. However the facts tell a different story.

Gerry Adams said equality is ‘‘the Trojan horse of the entire republican strategy.’’ This implies it is the means to an end, rather than an object in itself. Sinn Fein’s ultimate loyalty remains to the godfathers of the republican movement, to the cause of dismantling the Union and to romanticising IRA violence.

It is not enough to expose Sinn Fein’s double standards. How Unionism responds to this battle for the truth will ultimately determine what is written in the history books. It will directly influence how terrorism is viewed by the next generation.

Unionism needs to be smarter. Human rights and our courtrooms need not be the enemy of our cause.

Indeed the protection of civil and religious liberties are as integral to our vision for the future of Northern Ireland as they are to our rich cultural heritage. Therefore we cannot shy away from the fight. We must embrace every available forum to make our case.

That means educating and empowering our young people

so they are equipped to defend and promote our interests in greater numbers throughout all strands of our society, not just by forging a career in law but in civic society, politics, education and the labour market. Ensuring our voice is not only represented but articulated effectively in the media will be critical too.

If we are honest, sometimes we are too fixated on what are opponents are doing and what stands to be lost, rather than what can be gained. This requires a change in mindset.

Unionism needs to start building confidence as well as capacity.

That means parties, community organisations, faith-based groups and businesses putting differences aside and working together to sell our vision of Northern Ireland that is more prosperous within the United Kingdom. We will be stronger together.

A neutral NIO?

The first Secretary of State that I can remember was Sir Patrick Mayhew. He led the Northern Ireland Office from 1992 to 1997. Since then, I have lived through fourteen Secretaries of State Whilst each government and Secretary of State put their own stamp on the NIO, one constant throughout has been how our voters have viewed the NIO with suspicion at best but almost always as an obstacle rather than a help to strengthening the Union.

The UK Government define the NIO’s role as ensuring “Northern Ireland interests are fully and effectively represented at Westminster and the heart of Government.”

Whilst we might look at the Northern Ireland Protocol and Windsor Framework and identify the failure of the Northern Ireland Office to stand up for Northern Ireland interests, there are more basic examples which raise the question as to where the Department stands on the Union.

In 2021, Northern Ireland celebrated its centenary. Due to covid restrictions at that time (not applicable to Sinn Fein), the opportunities for public events and celebrations were limited. But well in advance of the centenary, under DUP pressure, the NIO had established a Centenary Forum to celebrate all things Northern Ireland 1921-2021.

A brand was created by the NIO, “Our Story In The Making”. I was excited as it was telling the story of Northern Ireland’s sons and daughters who had “made it” in their field. Unfortunately, the social media video and website was about as far as it got.

Northern Ireland’s centenary with a commemorative broach and rose, a few videos and a cross-community service in Armagh that the Irish President boycotted.

Just pause and reflect for a moment. The UK Government Department charged with advancing Northern Ireland’s interests, ‘marked’ rather than ‘celebrated’ Northern Ireland’s centenary.

Why is a part of the UK civil service so neutral that it can’t even celebrate Northern Ireland’s centenary? Americans don’t “mark” the Fourth of July, they have a public holiday every year and celebrate their nation.

When the UK Government Department in Northern Ireland struggles to celebrate the centenary of Northern Ireland, it puts some meat on the bones of a reported comment from one English MP who questioned if the NIO was working for the UK Government or the Irish Government.

Just this year, the NIO announced a blank cheque to build a GAA stadium in Casement Park, and £600k from the NIO budget was set aside for champagne and canapés to mark the Belfast Agreement but barely penny could be found to celebrate the King’s Coronation.

That should have been a moment for every unionist within His Majesty’s Government to stop and reflect.

Just as the Scotland Office seeks to underpin Scotland’s place in the Union, that’s what one would expect the NIO to do in Northern Ireland.

An independent review led by Lord Dunlop recommended that the Union be embedded at the heart of UK Government policy development and decision-making. This included Northern Ireland in the same way as it does to England, Scotland and Wales.

It is time for the Northern Ireland Office to stand up for Northern Ireland. That means recognising that the Windsor Framework does not go far enough.

It means recognising that Northern Ireland is not funded to meet our level of need, just as Wales identified the same problem more than a decade ago. It means implementing policies which strengthen the ties between Northern Ireland, England, Scotland and Wales rather than weaken them.

The devolved settlement enables Scotland, Wales and Northern Ireland to chart their own course on many issues but the Northern Ireland, Scottish and Welsh offices should at their core be focused on strengthening their part of the Union and respecting local devolved values.

The Government has failed to invest in the East West relationship on multiple levels.

The NIO is just one example where there has been a failure to nurture the Union seems to be institutional.

It is the duty of the UK Government to ensure that Northern Ireland’s place within the United Kingdom is protected.

Our response to RSE

By Diane Dodds MLA – Education spokesperson Relationships and sexuality education (RSE) has been a requirement of the school curriculum in Northern Ireland for many years. However, until now, schools have been afforded significant freedom to decide what is taught, how it is taught and to ensure these issues are addressed sensitively and in keeping with their ethos. The Secretary of State has chosen to abandon this approach.

Making it compulsory for postprimary schools to teach about abortion in particular will bring parents into conflict with teachers

and governors. Education and RSE are devolved issues. Yet these regulations were introduced at Westminster without prior consultation in stark contrast to England. DUP MPs vociferously opposed them and forced a full vote in the House of Commons.

Ultimately, the plans were approved by 323 votes to 28.

The current consultation by the Department of Education relates to the ability to permit a pupil to be withdrawn from new compulsory elements of the RSE curriculum. We would encourage you to make clear your opposition

to these changes being imposed on communities in Northern Ireland. It is crucial that this consultation does not open the door for those who wish to make wholesale changes to RSE and restrict parental rights in other areas of the curriculum.

5 reasons to respond 1. The Christian ethos of our schools should be protected • The teaching of RSE must take account of the ethos and values of our schools. The vast majority of pupils in Northern Ireland attend schools shaped by Christian teaching and values.

• Many of our schools were transferred to state control on the understanding that a nondenominational Christian ethos would be maintained.

• At the heart of a Christian ethos is belief in the dignity of every human being, respect for self and others, compassion and tolerance. Abortion is at odds with this.

• In England, RSE must be appropriate to the religious background to pupils.

Schools can teach about faith perspectives within RSE. These safeguards must be provided in Northern Ireland.

2. The rights of parents must be respected, not restricted • Parents are best placed to determine what is in the best interests of their child.

They should be consulted on the development of all RSE materials.

• Parents, not head teachers, should have the final say on whether a pupil is withdrawn from RSE. • A parental opt-out must be in place before the new teaching requirements take effect. It must be unfettered as is the case for RE and collective worship.

• A statutory opt-out from teaching on abortion must not prevent parents from withdrawing their child from other elements of RSE. This is already common practice across our schools.

• It is not enough to inform parents about the content of RSE. Schools must share teaching materials and in advance.

3. Abortion is a moral issue and should be treated as such • Abortion involves the taking of innocent human life.

Consequently, it is a deeply contentious moral and ethical issue.

• Where political issues are brought into the classroom, there should be space for a balanced presentation of opposing views.

• How are schools supposed to teach the facts when the facts are highly contested? The consultation doesn’t give us an opportunity to have our say on what is ‘scientifically accurate’ or ‘age-appropriate.’

4. Teachers must not be forced to act against their conscience • Teachers must not be forced to teach elements of RSE that conflict with their deeply-held personal beliefs.

• They should be able to optout from teaching in these circumstances.

• The consultation ignores these concerns completely and that must be rectified.

5. The role of governors should not be undermined • The agreement of Boards of Governors, teachers and parents in developing RSE is absolutely key.

• Governors nominated by the churches served by a school have a duty to promote a concept of education that is shaped by Christian teaching and values.

• The requirement to teach abortion within RSE is therefore a direct attack on their role.

Passing on the baton

The DUP has always been blessed to have candidates waiting in the wings to take on the mantle of representing their communities in public office. This is testament to our unrivalled reputation as the Party of the grassroots and of hard work, which has been built up over many years.

In recent weeks, there has been a changing of the guard in a number of constituencies and DEAs. David Hilditch has stepped down as an MLA for East Antrim due to ill-health and we wish him well for the future. David first entered local government 1991 and his retirement marks the completion of a remarkable thirty-two years of public service to the people of Carrickfergus, East Antrim and to the Unionist cause more generally. He was one of only three MLAs elected in 1998 to still be in post after last year’s Assembly Election the others being Edwin Poots and Conor Murphy. David has been replaced by Cheryl Brownlee, who has nearly 10 TH E L I O N S R OAR - CO NFE R E NCE 2 0 2 3

years’ experience representing the people of Carrickfergus as a Councillor. She will continue the tradition of hard work and delivery set by David over the last three decades.

New Councillor David Clarke has been co-opted in the Carrick Castle DEA to replace Cheryl Brownlee following her appointment as the new DUP MLA for East Antrim.

David is 32 years old, currently lives on the outskirts of Carrickfergus and has been a qualified primary special needs teacher for over 8 years. He joined the Party in August 2022, having previously studied politics and been passionate about getting involved.

South Antrim MP Paul Girvan held a funding seminar at Ballyclare Town Hall to promote grant opportunities for churches and faith-based organisation, including advice on form-filling.

Empowering our communities During her time in the European Parliament, Diane Dodds helped the Apprentice Boys to secure £3 million of EU funding for its Siege Heroes Museum and Shared Space Visitor Centre in Londonderry. The DUP also successfully lobbied for funding for the Orange Order to develop the resources of Schomberg House and Sloan’s House.

groups doing valuable work in Unionist communities - so they can benefit from funding opportunities and develop our culture and heritage. Here is a snapshot of some of their recent work.

DUP Assembly Members David Brooks and Stephen Dunne organised a series of events in their constituencies in conjunction with the Ulster-Scots Community Network to promote new Arts Council funding offering opportunities for bands to purchase musical instruments.

Defending Free Travel Over twenty years ago, I introduced free travel for senior citizens across Northern Ireland as Minister for Regional Development. I am as convinced today as I was then that this was the right thing to do.

Free travel opens doors that would otherwise be closed to many older people so they can participate fully in their communities, attend routine health appointments, hold down a job and generally have greater mobility which adds to better health outcomes.

As a Party, we successfully campaigned for the extension of the Scheme to those aged 60-64 in 2008 and this was instrumental in allowing even more people to be mobile for longer, with all of the significant health and wellbeing benefits that generates.

There is significant public support for free travel. The Scheme has a positive impact on footfall in our high streets and city centres and eases pressures on our health services by encouraging older people to stay physically and mentally active. However, there is also strong demand too. Figures I obtained from Translink confirmed there were more than nine million passenger journeys undertaken by people aged TH E L I O N S R OAR - CO NFE R E NCE 2 0 2 3

60+ in 2022 alone. These costs are reimbursed to Translink and represent a significant proportion of its income.

The idea that charging older people for future travel by bus or rail would actually improve the financial situation is inaccurate. It would simply reduce the number of journeys and in turn reduce Translink’s revenue and put at risk lesser used services. Given that the vast bulk of public transport routes do not make a profit, many services and jobs would be placed in jeopardy. It would also be a serious setback for our net-zero commitments, as some older people would resort to using a car to get around.

The Department for Infrastructure needs to face facts. Restricting free travel for older people, including to peak-times or to one mode of transport, would be a retrograde and shortsighted step. It would ignore the real problem - that our public transport network has been a major casualty of underfunding by the Treasury for years. There is no point tinkering at the edges.

Civil servants need to resist the efforts of the NIO to weaponise cuts against the most vulnerable simply to heap pressure on Unionism in relation to its stance around forming a government.

If we are to have a fair, inclusive and compassionate society, older people should not be considered a soft target. Instead, they must be valued. That is the message the DUP has delivered to the Department and it is the message we will continue to send to those in Government intent on using such threats to punish the people of Northern Ireland.

New Digital Hub The DUP Press Team has established a new, state-of-the-art digital hub and recording studio at our Shore Road Office in Belfast.

In the coming weeks and months, this will be used to produce creative content for a range of online platforms in order to reach new audiences with the Party’s messaging. This will include a new podcast.

The initiative is one of a number of ongoing actions recommended by the independent organisational review of the Party which concluded in 2021.
